Also Bibliographical Information Service was introduced at the national level, all the union databases were placed on the network for on-line access over Internet, Search Engines to retrieve the data were designed and tested, INFL/BNET web site providing information about centres activities and services was launched. A software package for University Libraries - SOUL was developed to meet the expectation of university libraries. Besides, our staff visited number of universities for on-site training on automation and data collection. CAL/BER-98 was another successful event of theyear. Libraries have started taking much more interest in the activities and services of INFL/BNET Over all this year has brought in a new dynamism to INFL/BNET programme. One of the interesting service introduced to our academic community during the year 1998 is on-line registration for Experts and Research Projects database. This facility enables the faculty members working in the universities to access these databases on-line and contribute the information instantaneously. This, we hope will go in a long way in promoting scholarhsip at national level and increase one to one contact among the entire university community for academic exchange of thoughts. I take this opportunity to thank the universities and their staff for actively participating in many ofour newly introduced activities. We at INFL/BNET look forward to yet another exciting year ahead, to work with the participating universities much more closely to achieve the set goals. Dear Friends,

The year 1998 has been an exciting year for INFL/BNET Programme.There was a flurry of activities, number of new staff members joinedus, 36 more universities were funded, number of new systems wereadded, proposal of VSAT based network took a shape, newly designedtraining programms and workshops were conducted, database activieswere streamlined adding a number of new databases. AlsoBibliographical Information Service was introduced at the nationallevel, all the union databases were placed on the network for on-lineaccess over Internet, Search Engines to retrieve the data weredesigned and tested, INFL/BNET web site providing informationabout centres activities and services was launched. A softwarepackage for University Libraries - SOUL was developed to meet theexpectation of university libraries. Besides, our staff visited numberof universities for on-site training on automation and data collection.CAL/BER-98 was another successful event of the year. Libraries havestarted taking much more interest in the activities and services ofINFL/BNET Over all this year has brought in a new dynamism toINFL/BNET programme.

One of the interesting service introduced to our academic communityduring the year 1998 is on-line registration for Experts and ResearchProjects database. This facility enables the faculty members workingin the universities to access these databases on-line and contributethe information instantaneously. This, we hope will go in a long wayin promoting scholarhsip at national level and increase one to onecontact among the entire university community for academicexchange of thoughts.

I take this opportunity to thank the universities and their staff foractively participating in many of our newly introduced activities. Weat INFL/BNET look forward to yet another exciting year ahead, towork with the participating universities much more closely to achievethe set goals.

INFLIBNET Centre has been involved increating number of union databases coveringvarious types of information. These are beingcreated to facilitate resource sharing amongthe participating libraries and also to promotethe scholarship. Two of the major databaseswhich are vital for promoting the scholarshipare Experts and Research Projects.

The Experts database is being developedwith a view to provide the information abouteach individual faculty member, including toplevel academic administrators viz. Vice-Chancellors, Directors, Pro-Vice-Chancellors,Deans, Registrars, University Librarians. Thisdatabase provides an academic profile ofeach individual, covering his/her area ofexpertise, publications, research projectsundertaken, Ph.Ds guided etc., besides otherrelated information.

The above information is collected byIN FLI BNET from. the respective individualsdirectly, in a pre-designed format. This is avoluminous work handled by INFLIBNET. It isestimated that there are nearly 35,000 facultymembers working at senior level in the Indianuniversities. All these Faculty Members havebeen contacted twice during last two yearswith a request to submit their details toINFLIBNET. This effort has given a positiveresponse.Currently Experts database hasover 6,500 records accessible on-line throughthe INFLIBNET web site.

Similarly the Research Projects database,which is in progress covers various researchprojects handled by the faculty membersworking in various Indian Universities andInstitutions. This is being developed with anobjective to promote the research done atIndian Universities, and also to avoid theduplication. The Database covers only theproject funded by Government agencies andhandled by Universities and other similar

institutions in the country. Vital informationsuch as, Project Director and his officialaddress, title and summery of the project,funding agency, duration etc. are covered inthe database. There has been a very positiveresponse to this effort by the researchcommunity from the universities. Currently,there are over 3500 records available in thisdatabase and number is growing on dailybasis.

To promote best use of the information, boththese databases have now been madeavailable over the Internet throughINFLIBNET website at URL http://www.inflibnet.ernet.in Individual institutionshaving access to Wort:! Wide Web canaccess these databases

Collecting data for both these databaseshas been very tedious task. So far this wasdone through writing to each individualexperts and funding agencies. To reduce thepaper work, cut cost on postage and to keepthe data up-to-date, the online registrationfacility has been introduced. FacultyMembers and other researchers working inthe universities, can now send their datarelating to both these databases using theon-line registration facility. All that one needto do ,is to access the INFLIBNET websitehttp://www.inflibnet.ernet.in.click on "Registeryourself and be part of the Expert database".Alternatively, use the click button given on thefirst page of the respective databases. Theforms are pre-defined which enable theexpert to fill in the information quite easily. Ifthe record already exists, experts can modifyhis/ her information on-line. This is doneinstantaneously.

Information resources being added toINFLIBNET website are increasing day-by-day. They are dynamic in nature and usefulto academicians, scholars, students and

others. Following three major resources havebeen added during last few months, besidesother general information about activities andservices.

University Home PagesUniversities Address and other detailsUGC Schemes

The INFLIBNET Centre has taken upon itselfto develop an University Information Systemcovering the information related to academicactivities of each university. This work is be-ing handled with an objective to provide maxi-mum and up-to-date information about vari-ous courses conducted, facilities available,faculty information, eligibility criteria for ad-missions etc. The information relating to all ofthis is collected from the respective universi-ties and organised and placed in a structuredformat using HTML format. Currently, thereare 21 university home pages mounted onINFLIBNET Server. This service is beinghandled by INFLIBNET to promote the aca-demic information ·on the network specially ofthose universities, who at present do not havea facility to host such information on theirown server. A copy of the same is being pro-vided to universities for mounting on theirown website.

Although there are couple of printed sourcesavailable, providing information about univer-sities address, Telephone numbers, Fax num-bers, E-mail addresses, Name of Vice-Chan-cellor, Registrar and Librarian etc., but theyare not updated frequently. Therefore,INFLIBNET has putup a directory giving up-to-date information about the above. This isbeing updated regularly basis using severalsources, and has now more than 240 ad-dresses in this directory.

University Grants Commission - the parentbody for IN FLI BN ET, offers number ofschemes relating to research projects, confer-

ences, publication etc. . Details about thesame can be accessed through INFLIBNETWebsite.

It is proposed to add similar kind of informa-tion on related subjects that are of interest toacademic community in the country in thecoming few months.

ITRAINING P~Qa,!!AMME

The 17th Training Course on 'Application ofComputers to, Library and Information Ser-vices (ACLlS)' was held from 23rd Novemberto December 19, 1998 at INFLIBNET Centrein Ahmedabad. This four weeks course washeld in the series of courses conducted byINFLIBNET under Human Resources Devel-opment, with a view to develop skilled man-power to handle the library automation andnetworking related activities. It was con-ducted specifically for the operational staffworking in the 18 University Libraries fundedduring 1997-98 financial year.

This Course was inaugurated by Shri PramodKumar, Director, INFLIBNET. In his inauguraladdress, Shri Kumar urged upon the younglibrary professionals to come forward and jointhe hands with INFLIBNET in promoting li-brary automation and networking in the coun-try. The concluding session was graced byShri S. R. Thakore, Hon. Director of ADINETwho gave away the certificates to partici-pants.

• To prepare the operational staff from theparticipating university libraries to handlethe computerisation and networking.

• To develop confidence in the participantsto implement the computerisation of in-house operations and database creationactivities at their respective libraries.

• To equip the participants with adequateskills in handling various problem areasinvolved in automation and networking

• To provide practical experience (how-to-do-it) by allowi'ng each participant tospend most of his / her training time usingcomputers independently.·

The contents of this 17th Course wasredesigned keep·ing in view the changingtrends and requirements of newly fundeduniversities. The following contents werecovered during the training:

Computer Concepts: hardware and software,various operating systems (MS-DOS,WINDOWS 95/98, WINDOWS NT)

Library management softwares: Software forUniversity Libraries (SOUL) newly developedby INFLIBNET Centre and CDS/ISIS).

Computer Application to Library andInformation Science: Database designing,Bibliographic standards and formats, GISTtechnology, CD-ROM technology, Barcodingetc.

Networking: Access to INFLIBNET databasesover INTERNET and related topics

The training comprised of both theory andpractice. The entire schedule was drawn insuch a way that, participants get more time tosolve the practical problems.

The focus was more on hands onexperiences, assignments, problem solvingetc. Computer laboratory with 10 Pentiummachines was kept open till 10.00 PM on allthe days during the course to facilitate theparticipants to spend more time withcomputers.

As part of this course, participants were alsogiven individual projects, and at the end testswere conducted to assess the effectivenessof the course. This specially designed coursewas well received by the participants. Nextsuch course is being planned some timeduring July-August 1999.

SEARCH ENGINESD~YELOPEDATJ~FLIBNET

The world is rapidly catching up ·with on-lineinformation industry. An obvious way to startwith an on-line information service is to usethe services of INTERNET. The INTERNET isgoing to have far reachin~ effects on manyaspects of electronic information industryincluding library and information services.This has amply been demonstrated in the lastfew years. Many libraries, library networkingorganisations, database vendors have startedproviding access to their databases throughWorld Wide Web.

Realising the potentials of the web,INFLIBNET has recently provided access tofollowing seven union databases beingdeveloped at INFLIBNET Centre through itsweb page.

Initially, the database development work wasdone using CDS/ISIS, including dataauthentication, merging, duplication checketc. Now the data pertaining to eachdatabase is converted into RDBMS through aspecially designed interface, which iscompatible to ISO 2709. To access thesedatabases, INFLIBNET Centre has developedsmart web based Search Engines usingmiddle tier architecture, which are veryeffective in retrieving the relevant data fromthe large databases. These databases canbe accessed through INFLIBNET home pageusing URL: http://www.inflibnet.ernetin. Onreaching the home page of IN FLI BN ET,names of seven databases can be seen (asgiven figure 1).

Using a pull down menu from here, one can select the database. On selecting the respectivedatabases the description of the database and various access points will appear as given in figure·2 to enable the user to choose the access points.

All these university libraries have been givenRs.6.5 lakhs as one time grant for thepurchase of computers, network relatedequipments, subscribing to telephone linesand preparing the sites etc. Theseuniversities will also be supported for thefirst five years with a recurr.ing grant to meetthe salary of 'InformationScientist'(a postcreated specially to take care of INFLIBNETProgramme implementation at respectiveuniversities), data entry work, telephonecharges, consumables· and maintenancecharges.

Libraries funded under the programme willhave to sign Memorandum of Understanding,follow the guidelines with respect to databasecreation and automation· of libraries given bythe INFLIBNET. These libraries will also beprovided with SQUL(Software for UniversityLibraries) software by INFLIBNET for librarymanagement.

To have better understanding of the totalresponsibility of implementation, INFLIBNETCentre is organising a separate workshop atAhmedabad from 4th - 10th January for Headsof university libraries of these participatinguniversities.

SNDT Women's University library is a multi -unit library system established in July 1916with the name of Indian Women's Universityat Pune and latter in 1920 , renamed asShreemati Nathibai Damoder ThackerseyIndian Women's University in the memory ofmother of eminent industrialist andphilanthropist of Bombay, Sir Vithaldas. In theyear 1936 University shifted to Bombay andin 1951 the university has been grantedstatutory recognition and from then on cometo be known as Shreemati Nathibai DamodarThackersey (SNDT) Women's University.Gradually, as the university progressed tonewer hights, the acron}ffi "SNDT" became

popular and began to signify educationalendeavors for women.

University library started its collection afterreceiving the statutory recognisation with3,000 volume.s i'n the basement of librarybuilding in 1955 .. From this small collectionthe library has grown in to system with morethan 3 lakh volumes and range of useroriented services. The university librarysystem caters· to the need of universitymanaged colleges on its campuses and theuniversity . departments through CentralLibrary, Churchgate, two branches at Puneand Juhu, a children's library and two StudyCenters. Recently a brainstoming session ofsenior staff and faculty has developed aLibrary's mission statement, "The SNDTWomen's University exists to support theteaching, research and extension activities ofthe university by providing to students, facultyand staff, information and documentaryresources and services, relevant to theirneeds. Being an integral part of the university,the library is committed to play a proactiverole in the empowerment of women throughdissemination and use of information andknowledge."

The collection of the Central Library is rich inGandhian studies, history, social sciences,women's studies, art, literature, nursing,library science and management, where asthe Pune Branch Library has rich and variedcollection in Home Sciences, Education,Geography and Marathi, while the JuhuBranch Library's special strengths are itscollection in Food Sciences and Nutrition,Human Development, Family ResourcesManagement, Special Education, ComputerSciences etc. W.ith this vast and variedcollection, library provides the services tomore than 1000 library members.

Computers were first introduced in to theSNDT Library system in 1987, when theNational Information Centre acquired a HP3000 series 42 mini-computer with 3terminals. Located at Juhu campus, the'computer was used mainly to develop the in-house bibliographic database. on whichCentre provided its services. MINISIS wasused for this purpose. Introduction to thiscomputer system resulted in a widerawareness of computer vocabulary, familiaritywith the capabilities of computers and basicknowledge of database management systemsamong the library staff.

In 1990, Central Library and School of LibraryScience, Churchgate campus acquired twoPCs. Small database using CDS/ISIS havebeen developed and acquired more familiaritywith the softwdre and hardware. In 1992,since MINISIS was being developed for theDOS platform, the MINISIS Resources Centreacquired a PC 386 for its use.

It was in 1996, that development in libraryautomation really began to take place. TheUGC- INFLIBNET grant for library automationenabled to library to buy a Pentium serverand 4 nodes. The coinciding grant of MINISISResource Centre for computer laboratory,enabled library to acquire a Pentium serverwith 6 nodes. Today Central Library andNational Information Centres have their ownLANS, while Pune and Juhu Branch Librarieshave single stand-alone machines. The LANat Central Library is a Novell based system.The server hosts the SNDT Women'sUniversity Library's Online Catalogue and theMain Database, which are both on CDS/ISISand common document and graphic filesused by different departments of the library.The LAN at National Information Centre is aWindows NT based system and now has 3server nodes, a scanner, and a printer. Oneof the machines serves as an INTERNETworkstation.

When INFLIBNET grant was received ,Library set out the further new objectives ofthe computersition in three phases. Inkeeping with these new objectives, SNDTUniversity Library Online Catalogue (SULOC)was initia~ed. Designed as per INFLIBNETguidelines, on CDS/ISIS, it contains entriesfor books, theses, bound volumes and audio-visual materials

SULOC is being built up in two ways. All newbooks are being entered in the computerisedcatalogue by the catalogue department, atCentral Library and the Juhu branch Library.Retrospective conversion has been taken upfirst at Central Library for simple Englishbooks, with the data entry support providedby INFLIBNET. For the new books, in case ofcomposite. books, details of select contentsare included in the record. Records from JuhuLibrary are merged in the SULOC.Periodically, SULOC records are copied toBranch libraries, so that readers can knowthe resources available at Central Library

An OPAC terminal is provided for studentsand faculty to search SULOC. The orientationprogrammes and the library use workshops atthe beginning of the academic year wereused to build up students skill in the usingSULOC. The acquisition of electronicinformation sources on CD-ROMs and otherdigital media has been specificallyundertaken. CD-ROMs of reference materials,learning resources, bibliographic sources andfull text journals have been procured, makingthe task of searching information quick andeasy one.

Since the beginning of the academic year1998-99, INTERNET searching facility withprofessional help is being provided. Theservice open to the users is gateway to globalresources. A database of website is beingdeveloped on MINISIS, which is useful inlocating relevant resources on the INTERNET.Moreover hypertext linking facility of MINISIS,helps the smooth and transparent transitionfrom the database to the site.

An initiative to develop the electronic library(E-Lib) has been taken. It includes in-housepapers of faculty; important scanned itemsand growing number of downloaded

INTERNET resources. Also on MINISIS, thedatabase links the bibliographic records tothe full item, thus providing access not onlyto the surrogate, but also to the full resource.

Recently Library has joined the HarvardUniversity supported Global ReproductiveHealth Forum and is digitizing Indianmaterials of gender; reproductive health andhuman rights with a view to host them on theINTERNET.

Library has ambitious future plan. Library hasplanned to set up Campus-Wide LAN,purchase more bibliographic and full textCDs, develop a subject index to SULOC,integrate access to catalogue and otherelectronic sources, automate libraryhousekeeping functions, made SUCHAKavailable on all campuses, link the threecampus libraries, develop links with thelibraries of affiliated colleges, acquire journalson electronic form, and many other things.Two keywords in the future plans are accessand connectivity. The road from the presentstatus to the creation of digital, virtual libraryis long, expensive and arduous; but set goals,a clear sense of direction and confidenceamong the skilled staff in the library, woulddefinitely reach the goal under theexperienced and learned Librarian
