• The purpose of the OSTP is to assess students’

mastery of the Oklahoma Academic Standards.

• English Language Arts, Mathematics, and

Science are accountability tests required by the

Students Who Receive Instruction Away

Online Accommodations Bulk Upload

• DTCs may utilize an Accommodations Bulk Upload file (.csv) to prepopulate online accommodations for students on an IEP/504. – The SDE is working with EdPlan to generate a report that may

be downloaded by each site and then uploaded to the OSTP Portal to prepopulate online accommodations only.

• This process is not required. Individual online accommodations may still be inputted manually. Each school site will need to download the EdPlan report and convert it from .xls to .csv file format.

– This would require districts to ensure state assessment accommodations listed in EdPlan are accurate for each student.

– The next several slides explain how to make this work from your end.

Emergency Exemption

• 210:10-13-23. Emergency exemptions from assessments required by the Oklahoma School Testing Program

• All requests for emergency exemptions shall be electronically submitted by the school district or charter school through the State Department of Education testing application no later than 5:00 p.m. of the last day of the testing window.

(A) A brief description of the significant medical emergency for which the exemption is requested;

(B) A brief explanation of why the emergency prevents the student's participation in the assessment;

(C) The date of the onset of the emergency;

(D) The expected or estimated duration/recovery period of the significant medical emergency;

(E) The number of days of instruction the student has missed as a result of the emergency and the number of any additional days of instruction the student is estimated or anticipated to miss after the date of submission of the exemption; and

(F) A copy of the written documentation provided by the student's physician pursuant to (c)(2)(E) of this Section.

• The request shall be supplemented by copies of any documentation subsequently requested by the State Department of Education necessary to document the information required by this paragraph and the definitions of "significant medical emergency" and "immediate family member" set forth in (c) of this Section.

• If a complete request for an emergency exemption is received during the applicable testing window, the State Department of Education will issue an approval or denial of the request and notify the school district or charter school of the determination within five (5) business days. The school district or charter school will receive notification through the Department's electronic testing application system. Incomplete requests will not be processed until all documentation required by (c)(2) of this Section has been submitted to the State Department of Education.

• A student placed in your district by state law or court order or students placed in a full-time residential facility providing educational services to students.

– Nonresident students will be prepopulated in the post code correction window with entry code OHP(1,2,3,or 4).

– Resident students will not be prepopulated in the post code correction window and will require a testing status application.

Test Invalidation

• Reasons for possible test invalidations include, but are not limited to:

– Cheating;

– Large-scale security violation;

– Presence of a cell phone in the testing environment;

– Testing outside the test window.

• If the SDE approves the invalidation, the student must be considered as a nonparticipant unless a Breach Assessment is administered.

Breach Tests

• Breach forms are to be used for large scale and/or instances

of student cheating only.

• In situations when a test must be invalidated, the DTC must

enter the invalidation request on the Testing Status Application.

• Once the invalidation is approved, the SDE will order the

Breach Test. – The Breach Test must be administered to the student within the remainder of the testing

window.

– In the case of a paper/pencil test, all answer documents for Breach Tests, as well as the

invalidated operational tests, must be returned with the scorable answer documents.

– In the case of online tests, Breach Tests may not be scheduled on the same day as the

invalidated operational tests. Please follow the directions carefully and select the Breach

Test form when scheduling the test.

• Additional important information regarding test security and validity is included throughout the Test Preparation Manual and its appendices.

• Test materials must be kept secure at all times and should not be left in open or unattended areas.

• Test books are not to be opened prior to or after any test sessions. Only the students testing are allowed to view the contents of a test book or an online test and only at the time of testing.

• All secure test materials must be returned to the vendor after the completion of testing.

• Nondisclosure Agreement forms must be signed and dated by each TA who reads or transcribes test items for students as an accommodation and by the Test Proctor. The completed form must be returned to the BTC.

• Note: English Language Arts assessments can only be read aloud as an SDE approved non-standard accommodation.

• Classroom Security Checklists must be completed, signed, and dated by the TA and the BTC. Please retain a copy of the checklist for your records.

• District and School Checklists will provide a list of all material’s bar codes sent and will have blank columns to record information regarding the location (school or classroom) of the test books.

• District and Building Security Forms are pre-slugged with the county, district, and site code (CDS code).

Academic Assessment Monitoring

Program (AAMP)

• To meet federal requirements, Oklahoma’s AAMP evaluates school district implementation of both federal- and state-required academic assessments.

• All public school districts will be monitored at least once during the established five-year cycle.

• An electronic version of the five-year monitoring cycle is updated on an annual basis and posted on the Test Security and Assessment Monitoring page. – The Desk & On-site Monitoring Checklist has been revised;

– All monitoring types require districts/sites to submit information contained in the desk monitoring portion of the checklist.

– Districts will be notified of On-site monitoring at least 10 working days before the opening of a testing window.

DTC Instructions and Information

General Responsibilities:

• Serve as the SDE’s contact for all testing activities.

• Note: E-mail is often the quickest and most efficient way for the SDE or testing vendors to contact DTCs, so please access your account regularly.

• Request permission from the SDE for citing specific demographic designations and/or invalidating assessments.

• Ensure that all personnel assigned to testing are adequately trained in proper test administration and test security.

• Verify that all personnel trained sign in for the training session. The sign-in forms should be kept on file by the DTC or BTC and must indicate the date of training.

• Ensure WAVE information for your district and schools are current and accurate.

• Inventory materials immediately upon receipt. Confirm all boxes are received for each building and distribute materials accordingly.

• If any discrepancies are found during the inventory, contact the vendor immediately.

• Order additional testing materials through the vendor’s portal.

• Confirm that secure materials are properly returned from BTCs.

For this new assessment performance standards must be set. The primary goal of the standard setting is to determine the knowledge, skills, and abilities (KSAs) that are necessary for students to demonstrate in order to be classified into each of the performance levels.

Standard setting for OSTP Mathematics, ELA and Science will take place in August. A total of 11 panels for the 16 grade/content combinations with 11 members each will be convened.
