• Each jurisdiction/geographic area is required to

be self supporting.

1. STAR Transit establishes its annual cost of service and estimated

Regional/State/Federal funding levels each May.

2. STAR Transit provides notice to local partners of the required

local match in an annual cost of service letter.

3. Local governments inform STAR Transit in June/July/August

each year regarding their local match commitment.

4. STAR Transit adopts its annual budget by late August based on local match to be provided from its local government partners.

5. This new policy/process initiated in 2016 for FY17 is based on

board policy adopted in June of 2016.

STAR Transit Partnerships Summary

•STAR Transit does not have dedicated tax revenues; revenue comes from a diverse set of funding sources.

•Programs are charged at a consistent, standardized hourly service rate.

•Local, Federal and Regional sources cover capital costs.

System

•STAR Transit receives allocations of State and Federal transit funds through TXDOT for rural services; these are matched with local funds from rural areas.

•STAR Transit receives allocations of Federal funds through NCTCOG for urban area services; these are matched with local funds from urban areas.

Balch Springs, Rockwall County, Seagoville

•STAR Transit contracts with the city of Mesquite for Demand Response service.

•STAR Transit, DART and the city of Mesquite have an agreement for COMPASS Services.
