- Members are still automatically enrolled and pay $1200 unless they choose to disenroll.

- To stop the deductions, members must apply for Post-9/11 GI Bill and forward Certificate of Eligibility to our office. We will have DFAS stop deductions the month FOLLOWING the month member applied for Post-9/11. (Step-by-step instructions found in BUPERSNOTE 1780)

Post-9/11 Educational Assistance Program (Ch-33)

- For active duty (AD) service in Armed Forces on or after 9/11/01 - The following periods of AD service do not qualify for Post-9/11 GI Bill eligibility:

- ROTC Scholarship (4 years; 5 years beginning 7/1/10) - Service Academy Graduate (5 years) - Loan Repayment (3 years) - Service terminated due to defective enlistment - Initial entry training (recruit training and “A” school) if the

member serves less than 24 months of aggregate service

- Individuals receive 36 months of entitlement. - If entitled to more than one VA educational benefit program, a member:

-- Cannot receive assistance from more than one program at a time and are limited to a maximum of 48 months of combined entitlement. -- If eligible for MGIB, MGIB-SR or REAP, a member must relinquish one program for Post-9/11 GI Bill entitlement.

-- Individuals relinquishing MGIB for Post-9/11 are limited to the same number months of remaining MGIB entitlement or 36 months, whichever is less. Example: If member used 30 months of MGIB, they have 6 months remaining for Post-9/11.

HOWEVER, -- If ALL 36 months of MGIB entitlement are used first, member/veteran may receive 12 months of Post-9/11 GI Bill entitlement. 48 max – 36 MGIB used = 12 for Post-9/11

- Initial MGIB contribution or proportional amount will be refunded by Department of Veterans Affairs (DVA) when member uses the last month of Post-9/11 entitlement. The member must be receiving the monthly housing allowance AND must be the one to use the last month of benefit (not transferable)!!

- Law does not authorize refund of contributions for: -- MGIB enrollment during open period -- MGIB enrollment via conversion from VEAP -- MGIB $600 increased benefit option (which cannot be used with Post-9/11 GI Bill)

- Policies/procedures are contained in NAVADMINs

203/09 and 354/09, and BUPERSNOTE 1780 - Must be in the Armed Forces (AD or SELRES) at the

time of election to transfer entitlement, and -- Served at least 6 years in Armed Forces and agree to serve at least another 4 years in the Armed Forces from date of application; or -- Served 10 years in Armed Forces and either DoD or Navy policy or federal statute restricts them from committing to 4 additional years; the member must agree to serve the maximum time allowed by that policy or statute; or

-- Is or becomes retirement eligible [completes 20 years of active federal service or 20 qualifying years of SELRES service (if retiring from the reserves)] during the period of 1 Aug 09 through 1 Aug 13 and agrees to serve the additional period below from the date member elects transferability: -- Those with at least 20 years on 1 Aug 09, no additional service (ADSD before 1 Aug 89) -- Those eligible for retirement after 1 Aug 09 and before 1 Aug 10, one additional year of service is required. (ADSD between 2 Aug 89 and 1 Aug 90)

-- Those eligible for retirement on or after 1 Aug 10 and before 1 Aug 11, two additional years of service are required. (ADSD between 2 Aug 90 and 1 Aug 91) -- Those eligible for retirement on or after 1 Aug 11 and

before 1 Aug 12, three additional years of service are required. (ADSD between 2 Aug 91 and 1 Aug 92)

-- Those eligible for retirement on or after 1 Aug 12, four additional years of service are required. (ADSD after 2 Aug 92)

NOTE: Effective 1 Aug 13, four additional years of service will be required regardless of member’s retirement eligibility (unless they fall under the 10-year category).

- May transfer to spouse and/or children enrolled in DEERS and eligible for benefits under DEERS (a 23 year old child is not longer eligible for benefits)

- May only transfer the number of months of Post-9/11 entitlement member has (their responsibility to determine that number through DVA)

- May elect transferability only while in the Armed Forces

- Failure to complete service agreement may result in an overpayment and is subject to collection by DVA

How To Transfer Entitlement:

- Ensure spouse/children are in DEERS

- Review BUPERSNOTE 1780 and consult with Command Career Counselor

- Ensure additional service obligation is reflected in the Electronic Service Record (ESR) prior to submitting transfer request

-- Officers requiring 4 additional years and ALL officer and enlisted SELRES members must have an NSIPS ESR page 13 -- Enlisted: OBLISERV must be reflected in their ESR

-- Go to “https://www.dmdc.osd.mil/milconnect” to complete and submit online application.

-- Must designate dependent(s) and number of months to be transferred to them. If unsure, give each dependent(s) at least 1 month. The member can go

back in and revoke.

-- Transfer begin date defaults to current date; blank transfer end date defaults to dates in federal law -- Must check all acknowledgement boxes -- Ensure successful submission (status will change to “submitted”)

- It is the member’s responsibility to check the status of their request. They should check it approximately 3 – 5 working days for approval/rejection status

-- If rejected, take corrective action and resubmit; obligation end date will be from the date of resubmission/approval.

- Members may add new dependents only while still in the Armed Forces. - After retirement/separation, they may revoke/make changes only to their dependents who reflect at least 1 month of entitlement.

- Use of Transferred Entitlement: -- Spouse: May use immediately after approval. Benefits paid the same as if transferor is using it--if on active duty, no monthly housing allowance; 15-year delimiting date.

-- Child: May use when transferor has completed 10 years of service in Armed Forces AND child has high school diploma (or equivalency) or reaches age 18. Benefits paid as if transferor is off active duty. Cannot use after reaching age 26.

How To Apply For GI Bill Benefits

- Complete and submit Application for VA Education Benefits (available on DVA website in “VONAPP”)

-- VA Form 22-1990 is for member/veteran -- VA Form 22-1990e is for dependent VA Form 22-1990 is used by a member to “convert” from MGIB to Post-9/11. This DOES NOT have to be done while member is on active duty

Note: It takes the VA approximately 8 – 10 weeks to process an application
