Position Description Network Administrator 1 Last updated: 4/24/2020 Nature of Work Provide technical support in conjunction with STA computer systems, networks and related hardware and software. Responsible for the design, analysis, development, implementation, modification, capacity planning, performance and ongoing support of agency-wide hardware, software and network systems such as network servers, routers, switches and printers. Work involves identifying and implementing software and hardware security measures as well as identifying, analyzing and directing the purchase of new and replacement electronic equipment and software. The position requires considerable independent judgment within the assigned work area and involves working closely with STA users at all levels of experience and with vendors, consultants and users outside of STA. Supervision Received Position receives direction from the Information Services Manager. The nature of the work requires a high degree of independence. Supervision Exercised No supervision is exercised, but will train, plan, schedule, assign, delegate and/or monitor work of an IS technician. Example of Duties

Monitoring and evaluation of network and system performance.

Diagnosis of failures and malfunctions.

Implementation of appropriate and timely problem resolutions.

Perform base line security checks and resolve any discrepancies discovered. Perform infection tests and resolve issues.

Verify hardware failure procedures and safeguards are in place. Schedule and perform server maintenance and backups,

including the physical opening and cleaning of server systems while maintaining electrostatic discharge protection.

Example of Duties

Establish and maintain reliable backup and restore procedures for systems and data using vendor supplied backup software.

Maintain current anti-virus software.

Maintains web content filtering devices and/or applications.

Develop and document recovery processes.

Implement standards for file security and access permissions.

Achieve a balance between data protection measures and system accessibility to ensure productivity for users while minimizing risk of unauthorized access.

Insures proper installation, configuration and availability of system services.

Line of business software applications (Trapeze, ERP and Fleet Management)

Telephone and 800MHz voice radio systems

Video surveillance systems (fixed and mobile)

Top level team work skills

Develop and maintain documentation standards and procedures related to STA computer and network systems. Track software and hardware orders. Update and maintain operating procedures, preventative maintenance schedules, event logs and disaster recovery procedures. Manage software licenses as well as hardware and software support agreements.

Develop, prioritize and implement projects. Research software and hardware products to meet STA needs. Develop project schedule of resources, timeline and cost estimates including new systems, upgrades, parts and peripherals. Coordinate with others inside and outside STA to obtain information and resource allocations. Resolve hardware interfaces and software impact on the network.

Contact vendors to obtain information and pricing. Provide cost estimates for new computer systems and peripherals. Analyze, propose and procure software packages. Identify and remedy network, software and hardware issues preventing computer user’s work. Advise computer users on accomplishing the user’s goals and resolving issues and problems.

Create and organize shared access structure. Manage security settings on shared access folders. Add new users, reset passwords and account lockouts, disable and delete accounts.

Perform research on technical subjects to keep informed and up-to-date on emerging issues and trends in the industry. Serve as a resource for STA management and users on computer related issues.

Assist other members of the Information Services group in resolving problems with hardware, operating systems and network software.

Work with vendors and consultants on issues related to the implementation and support of systems, networks and related software.

Provide technical support related to the analysis of proposals for new applications, hardware and software.

Represent Spokane Transit in professional and positive light to the community.

Must be punctual, reliable, and maintain regular attendance.

Must be able to accurately and honestly represent STA in any legal proceedings that may result from the normal performance of the position.

Other duties as assigned.

Minimum Requirements Training and Experience

Bachelor’s degree from an accredited college or university in MIS, Computer Science, or a closely related field, and three

years of experience with direct responsibility for computer and local area network support. Cisco CCNA preferred.

Additional qualifying experience may be substituted for the educational requirement on year-for-year basis.

License

Must possess and maintain a valid driver’s license from the state of residence.

Physical Requirements

Must be able to hear well enough, with or without correction, to receive detailed information through oral communication

and have visual acuity to determine color, and depth and field of vision. Able to walk several miles a day, work in confined

spaces, crawl under desks, use ladders, lift and carry boxes and equipment weighing up to 45 pounds of force occasionally

and/or a negligible amount of force constantly, to move objects. Perform repetitive motions of wrist, hands and/or fingers.

Good manual dexterity, ability to write, type and work with small precision hand tools and precision parts.

Computer Skills

Experience within the Microsoft and VMware environment.

Selection Factors Considerable knowledge of current versions of Microsoft Office products including Word, Excel, and PowerPoint.

Knowledge of installation and support of current versions of Microsoft Windows 7,10, Server 2008, 2012, 2016 SQL 2008, 2012, 2016 Exchange 2010, 2010, 2016.

Knowledge of communications technologies including LAN & WAN networks.

Knowledge of PowerShell is preferred.

Ability to work with limited supervision and take initiative to resolve problems, develop required procedures and prepare related documentation.

Ability to establish and maintain effective working relationships with supervisors and co-workers and people of diverse skills and interests, communicate verbally and in writing, and possess a special empathy for system users.
