Job Title: PCIL Executive Director FLSA status: Full-time Exempt

Position Summary: The Pennsylvania Council on Independent Living (PCIL) is a State-wide membership association of Centers for Independent Living (CILs) located throughout the State of Pennsylvania. The primary purpose of PCIL is to provide a system of support for CIL’s in order to ensure that all Individuals living with disabilities not only have

choices, but are in control of their lives. As a key member of the PCIL team, the ED reports directly to the PCIL Board and promotes advocacy and establishes an ongoing voice for the IL movement and supports policies that upholds the IL culture and vision. By setting comprehensive goals for performance and growth, the ED works with the PCIL Board members to maximize advocacy and representation for the IL movement. The ED position requires strong communication skills and the responsibility of being called upon to positively represent the organization in the community and at the state. The ED must maintain the highest level of integrity and lead by example in all areas.

• Ability to comfortably and energetically represent CILs and their services to wide-ranging audiences

• Experience with grant writing

• Direct and/or indirect experience with disability rights and/or knowledge of the Independent Living philosophy and the ADA preferred.

• Ability to communicate and work with individuals from diverse cultural and economic backgrounds

• Outstanding organizational and leadership abilities High-level understanding of all business functions such as Finance, Budget Management and Business Development, etc.

• Aptitude in sound decision-making and problem-solving in pressure situations

• Knowledge of the services provided by CILs

• Excellent attention to detail

• Flexibility to adapt to a rapidly changing work environment.

• Excellent interpersonal, presentation and public speaking skills, both practiced and impromptu

• Excellent computer skills with knowledge of Word, Excel and Web-based systems

• Proficiency in ASL, Spanish and other languages a plus

Additional Requirements:

• Proven experience in a leadership role

• Skilled in organizational development, management, budget and resource development, and strategic planning

• Excellent people skills, with an ability to partner with a dynamic leadership team

• Possess personal qualities of integrity, credibility, and commitment to Board’s mission

• Flexible and able to multitask; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding Boards mission and core values forward

• Working knowledge of data analysis and performance/operation metrics

Required Education and Experience:

• Bachelor's degree in Social Services, Public Administration, Business or related field. Master’s degree in business or related field preferred

• At least eight years of strong operational experience. At least five years in a senior management role preferred

Location: Greater Harrisburg Area Travel: Travel is required; out-of-the-area and overnight travel may be expected Schedule: This position requires occasional long hours, evening and weekend work

Executive Director Duties and Responsibilities:

LEADERSHIP AND MANAGEMENT

• Provide day-to-day leadership and management

• Establish policies that promote PCIL’s culture and vision • Responsible for achieving IL programming, goals and objectives

• Help identify Best Practices for CILs

• Coordinate repository for IL information/resources

• Set comprehensive goals for CIL ideology, performance and growth

• Establish schedule of regular meetings with PCIL Board members to stay informed of current

operations and identify key issues in each region

• Responsible for the measurement and effectiveness of all processes internal and external. • Evaluate performance by analyzing and interpreting data and metrics • Represent and manage relationships with partners/vendors • Create and maintain positive relationships with all members of PCILs constituency • Foster a positive and collaborative organizational culture

• Encourage collaboration and build effective coalitions • Coordinate communication between member centers

• Ensure effective public relations and marketing of PCIL and the IL movement

BOARD OF DIRECTORS ADMINISTRATION

• Provide timely, accurate and complete reports on monthly activities

• Work with Board to develop short-term and long-term strategic plans

• Collaborate with the Board to develop and implement the strategic plans, operational

infrastructure, and committee expectations • Design and implement business strategies and procedures • Keep Board apprised of organization’s operations, changes, and problems • Encourage and lead Board members to maximum performance and dedication • Work with the Board to find and bring on new Board members to ensure a vital, energetic Board

and to meet agreed minimum Board membership numbers as per the by-laws • Other duties as assigned by the Board of Directors to ensure the successful operation of PCIL’s

mission • Conduct and/or organize presentations on PCIL and issues related to disability rights.

ADVOCACY AND PUBLIC RELATIONS

• Maintain current knowledge of policy and legislation that impacts the disability community • Under the direction of the Board of Directors, continually seek to address new and emerging

trends that may impact the current and future needs of people with disabilities • Continuous advocacy for consumer control • Participate in legislative and systems advocacy activities • Coordinate state-wide advocacy initiatives • Participate in advocacy activities, such as events in Washington DC, Harrisburg, local State

Representatives offices, Senators offices, national conferences • Attend and participate in meetings of legislative committees, and stakeholder planning groups as

consistent with the mission of PCIL and directed by the Board of Directors • Foster a success-oriented, accountable environment with other organizations • Act as lead "customer-care officer" through direct contact with state and local government, reps

and senators, consumers, customers, staff members and partners when needed • Create strategic alliances to enhance PCIL’s position of strength and an influence to become the

“go to” organization in the state in reference to people with disabilities • Support a marketing strategy that will resonate uniformly among CILs and consumers developed

by the PCIL marketing committee and as directed by the PCIL Board • Research, develop and utilize new methodology to shape PCIL’s advocacy efforts with policy

makers, funding sources, and contracting agencies

FUNDRAISING/FINANCIAL MANAGEMENT

• Apply strong financial management skills to develop and deliver planned revenue and expense results

• Prepare and manage PCIL operating and program budgets • Meet with PCIL Finance committee prior to any Board meeting or as necessary to review budgets • Present budget reports to Board • Assist in Board finance, policy information, training, and implementation • Direct the development and securing of grants and contracts • Oversee all development activities including private and public solicitation, special event fund

raising, and planned giving
