About the College of St. Catherine

Data SWAT Team (Standardized Workflow and Training) Concept Paper

Submitted by Renal Network of the Upper Midwest, Inc.

Objectives Improve the national ESRD registry by:

a. Creating and maintaining a core curriculum to train new data staff and managers. b. Coordinating a “cooperative” of data staff that could assist any Network to train new data staff, conduct

special clean-up efforts, or provide support in times of special need (e.g., leave of absence). Background Need: Currently, there are no formal systems, standards, or manuals to accommodate the training of new data staff, or cover the leave of existing staff in the 18 ESRD Networks nationwide. Due to the highly specialized knowledge required for ESRD registry management, standard temporary employment agencies are insufficient to meet the needs of the ESRD Networks. Furthermore, staff turnover at Networks in the past two years has been significant. In the past year alone, five new Data Managers were hired and trained in informal exchanges among Networks.

Potential for change: Currently, training is done informally, with no consistency in message or curriculum. When one Network helps another Network to train a new staff member, they develop their own curriculum. Meanwhile, another Network reinvents the wheel when training in another region. A nationally-based curriculum would ensure that appropriate topics are covered and consistent business practices are being shared. Further, it would reduce the amount of time an individual Network has to invest in training new staff. Additionally, each Network has staff that are exceptional in a particular niche—tapping this resource could be particularly useful for Networks facing a backlog of data clean-up, or requiring an innovative approach to solve data-related problems. Some of these specialty areas might include: VISION, notifications processing, data management utilities, custom reporting, data analysis, internal quality improvement (IQP), confidentiality and security, SIMS, and REMIS. Feasibility Potential Barriers:

Networks may be hesitant to have a single Network developing curriculum and staffing the Data Cooperative.

Possible resistance from Networks to volunteer time in developing manual and curriculum; and to serve in the Data Staff Cooperative.

Potential Solutions: • Solicit input and volunteers from several Networks (with all Networks invited to apply). • Approach Networks that have recently benefited from cross-training arrangements. • Request a statement of support from CMS to underscore the value of national consistency in training. • Compensate the Networks that offer to develop curriculum or serve to assist another Network as part of

the Data SWAT Team. Measures The expense of staff orientation and expense of staff turn over are well documented. In the last year alone, there have been five new Data Managers and many more new data staff. As one of the first project steps, all Networks could be surveyed to assess their interest in offering to serve or expecting to need services.

• Survey existing data staff to assess the length and type of training received and quality and effectiveness of that training.

• New employees would be surveyed regarding the quality and effectiveness of the new curriculum. • Evaluate Data SWAT services by surveying both the Network receiving help and the staff providing

services. Data Sources The SIMS Manual, data dictionary, business rules, etc. would be used to develop training material. Network 11 has already started, for internal use, a comprehensive “how to” data processing manual based on these materials. This document would provide the outline/framework for soliciting input from all 18 Networks.

Attached are samples of my writing. The first is a concept paper presented by Renal Network 11 to the Centers for Medicare and Medicaid Services.

Graphic Communication

I created this logo in March 2004 for use in conjunction with the release of a new data reporting tool, a Monthly Patient Activity Report (PAR). The report was due on the 10th of each month. This logo continues to be used in all PAR communications between the Renal Network 11 and providers in a five state area.

I have designed content and layout for a variety of graphic/textual items, including buttons, newsletters, a high school yearbook, directories, websites and posters used in both regional and national meetings and conferences. Training users with a variety of levels computer skills and comfort levels has proven to be both challenging and rewarding. Working with groups and one on one has enabled me to tailor my style to fit the situation.

Biographical Information

Theresa Comer, Data Consultant, has served Network 11 since November 2000. In addition to maintaining the patient registry for Wisconsin, she also supports the IT Consultant and assists with special CMS data reconciliation projects. Theresa has developed a number of innovative auto-processing tools for the data team.
