1 INTRODUCTION

1.1.1 Porterbrook owns over 4,000 passenger vehicles that are leased to various Train Operating Companies (TOC), generally for durations that coincide with the length of the underlying franchise (see the DfT’s Rail Franchise Schedule (https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/574792/december-2016-rail-franchise-schedule.pdf)).

1.1.2 Appendix 1 of this document shows Porterbrook’s 6 year plan for heavy maintenance, as of November 2016, which lists the various TOCs that Porterbrook leases trains to; and the type of lease that the vehicles are on.

1.1.3 To support the heavy maintenance programmes of our fleets and to minimise the trains’ downtime, Porterbrook owns a large number of spare components, such as Engines, Gearboxes, Bogies etc. These spares are managed through various Spares Management Agreements (SMA), where suppliers are responsible for overhauling and improving these assets in line with planned and out of course requirements. Porterbrook’s current SMAs are shown in Appendix 2 of this document.

Note: This document does not include the maintenance requirements of Porterbrook’s Freight asset portfolio.


2 6 YEAR PLAN

2.1 Lease Types:

2.1.1 As a general guide to the type of leases shown in the 6 year plan there are two options:

i Soggy – Heavy Maintenance obligation is with Porterbrook, while the TOC is responsible for day to day operations and maintenance.

ii Dry – The TOC is responsible for all maintenance, in line with Porterbrook approved vehicle maintenance instructions

2.2 Heavy Maintenance Events:

2.2.1 A key is shown at the bottom of the 6 year plan to give a brief description of the work content of the events listed.

2.2.2 The plan is updated twice a year due to the emerging periodicities of the planned events, which can be categorised as:

i Mileage Based Maintenance – using the emerging Average Daily Mileage (ADM) data that is reported to Porterbrook on a daily basis, our planning software will calculate when the events are due – this can change depending on the fleet usage by the Operator. This type of event is usually attributed to ‘running gear’ and will include C4 Overhauls, Engine Changes, Gearbox Changes to name a few.

ii Time Based Maintenance – using an agreed periodicity, Porterbrook can forecast when these events will fall due. Examples of this type of maintenance include: refurbishment of train interiors, doors, seals, exterior refresh – often shown as a C6 Overhaul in the 6 year plan. There are a number of reasons why these might be rescheduled between versions of the 6 year plan, including but not limited to: aligning the event with PRM TSI Modification (Passengers with Reduced Mobility Legislation), change of franchise, technological advancement resulting in extended periodicities.


3 SPECIFICATIONS

3.1 Vehicle Maintenance and Overhaul Documentation:

3.1.1 Maintenance activities such as inspections, monitoring, tests, measurements, replacements, adjustments, repairs are undertaken in accordance with defined documentation. Maintenance documentation is agreed between the operator and Porterbrook, so that regardless of who undertakes the maintenance, it is completed to a prescribed procedure that ensures compliance with Railway Group Standards and other relevant industry standards.

3.2 Technical Specification:

3.2.1 Within the Vehicle Maintenance and Overhaul Documentation will be references to technical documents often called Component Overhaul Instructions (COI) that are also controlled by Porterbrook, either as an OEM maintenance instruction that is approved by Porterbrook or an overhaul instruction that has been written by our fleet and standards departments.

3.3 Modification Procedure:

3.3.1 Porterbrook will write and/or approve modification procedures to our assets to ensure no additional risk is passed onto the railway. Examples of recent modifications include:

i PRM TSI Modifications

ii CET Tank Fitment

iii Passenger Environment Upgrade (WiFi, CCTV, New Seat Installation…)

iv GSM-R System Installations

3.4 Record Keeping:

3.4.1 The latest version of Porterbrook’s documents and drawings are available to download through Serco Raildata PADS (Parts and Document Service) website.
