PortBUG: Potentialrecommendationsforthe2020-2021budget: 0ct19th,20201. Ongoingcompletion&improvementoftheOuterHarborGreenway:CompletingtheOuterHarborGreenwayroutethroughthePortCBDandWaterfrontanditspromotiontobothCouncillorsandthecommunityshouldbeconsideredaprioritybyPA/ECouncilfor2021.Additional&ongoinginitiativesshouldinclude:
• IncreasedridersafetyonLipsonStreet:Aseparatedbike-laneoralternativeoff-roadpathsafetyprovisiononLipsonStreet-SouthisessentialandsomethingtheCouncilmustconsider,especiallygivenitsinabilitytoeffectivelymanagevehiclespeedsandexcessivecommercialandheavyvehicletrafficonthissectionoftheGreenway.
• Amoredirect,effectivelydesigned,secureandproperlysignedlinkagethroughthePortWaterfront:
ThislinkwouldproceedfromtheNelsonStpedestriancrossingsalongNileStreet(anditswidenorthern-sidefootpathareaadjacenttotheTownHall,acrossLighthouseSquareviaarampedandpaintedentry/exitandthendownDivettSttojointheOHG.ThisseemsafarmoreappropriateroutetoLipson/TimsonStreetsthanthecurrentawkward,unsafeandveryinefficientroutealongthewaterfront!See‘CBD02’below.
• NewrampsattheBirkenheadBridge/JenkinsStreettransition:Currentlyusershavetonegotiate
awkwardlyangled,poorlydefinedandunsafe‘legacy’ramps.Newrampsspecificallydesignedforentry/exittoandfromtheBridgePathwayarerequiredattheendofJenkinsSt.Appropriatelightingforthisrampareashouldalsobeconsidered.See‘PortLoop’below.
• Replaceandimprovesubstandardshared-usepathwaysontheOuterHarborGreenway: The
currentconvolutedpathwaysliebetweentheendofRailwayTerraceandanarrowrampontoOsborneRoad,Osborne(ie;behindtheOsborneRailwayStation).Requiresnewandmoredirectpathways,widerandmoresuitableramps,newsignageandpossiblynewlighting.
• ShadetreeplantingsontheOHG: Seriousconsiderationshouldbegiventoopportunitiesfor
effectiveshadetreeplantingsalongtheOHG,particularlythroughtheGilmanRailReserve(ie;adjacenttotheAviationMuseumandsouthtotheEdithStreetjunction).
• Establisha‘BikewayArt/InterpretiveInstallationProject: Therearemanyopportunitiesforuseof
artandsculptureinstallationsontheOuterHarborGreenwaytoenhancetheroute’sprofile,provideinterpretivesiteinformationandvisualinterest
2. ApavedpathwaylinkacrosstheGilmanRailReserve:Currentlyanoff-roadshared-usepathextendsfromthePREXYBikewayalongPerkinsDrivetoBedfordStreetandthenstops!Whileofreasonablequality,thispathwaydoesnotprovideanyappropriateconnectiontoother(existingorplanned)bikeroutes.ItneedstobeextendedacrossBedfordStreetandsouthacrosstheGilmanRailReservetojointotheGilmanEast-WestConnector.ThiswouldthenprovideadirectconnectiontoboththeOuter-HarborGreenwayandtotheproposedRosewaterLoop.Bicycleuserson(forinstance)thePREXYBikewaywouldnolongerhavetorideacrossthePortRiverandthroughthePortCBDtoaccesstheGreenwayorotherroutestothesouthorintotheCity.Seebelow-startsatpoint‘77’&‘1’arright.3. PreliminaryprojectworkfortheRosewaterLoop: Thiscouldincludesoiltesting,investigationofcontaminationmanagement,ownershiptransfer,planningandcostingetc.See‘2’atright.
4. Establishapavedshared-usepathwayfromLipsonStreet: AnewSUPonthisshortsectionofpubliclandwouldprovideGreenwayusers–andpedestriansinparticular–withamoredirectconnectiontothePortCBDandthenewshoppingprecinctstothesouthofDaleStreet.Requiresramps,paving,bollardsandsignage.See‘P42’below&‘1’atright.5. AninterimaccesspointfromthePREXY/DiverDerrickBikewaytothePortWaterfront: WhileplansallowforeventualconstructionofpedestrianandbikeaccesstoStVincentStviaWauWaStreet,temporaryaccessneedstobemaintainedoverthecourseofhousingdevelopment.Likelyrequiressigns,rampsandpossiblyshortlengthsofpavedpathway.See‘P94’below&‘2’atright.6. Newshared-usepathwaylinkagesonheOHGreenwayalongNelsonSt: ThesewouldlinktheJenkinsSt–BirkenheadBridgeBikewayjunctiontothestartoftheMerseyRoadandPREXYBikeways.ThenewpathswouldproceedacrossSemaphoreRdtotheVictoriaRdjunction.TheyshouldincludewidenedandimprovedlinkagesonbothsidesofNelsonSttocaterforboth‘inbound’and‘outbound’biketraffic!See‘B54’below&‘3’atright.7. ApedestriancrossingacrosstheQuebecStreetMall: ThissimplecrossinglinkwouldconnectfromRobeStreetandassociatedpedestrianareas(ie;atthecorneroutsideFarmerJoes)andprovidesafeaccesstothewidepaved‘Mall’headingsouthtowardstheDaleStreetcrossingandthenewshoppingprecinctontheotherside(Coles,Aldietc).Itwouldprovidemuchsaferpassageforpeoplemovingacrosstheroadatthiscorner.Requiresnewramps,paintedcrossing,signsandstandingrails.See‘CBD01’below&‘4’atright.8. FurtherdevelopmentoftheMerseyRoadBikeway: Thiscouldincludesignage,bettercontinuitythroughoraroundthenewnavalship-buildingprecinct,interpretivesignageandtourismlinkagesetc.See‘1’atright.9. BuildingofaproposednewpedestriancrossingonSemaphoreRoad–West: AproposedupgradingofcrossingsonSemaphoreRoadwasoutlinedinrecentpublicconsultations.Whilethe‘2crossing’proposalwasnotagreedtobyCouncil,theprospectofbuildingacentrally-locatedsinglecrossingwasleftopen.Detailshere:https://www.cityofpae.sa.gov.au/__data/assets/pdf_file/0038/773867/Item-12.2.9-Attachment-2-Semaphore-Road-Wombat-Crossing.pdf 10. UpgradebikewaythroughtheWesternRegionalPark(PortCBD): ThisundevelopedpathwayisfrequentlyusedbypublichousingandotherresidentslocatedonbothsidesofBowerRoadtogainaccesstothePortCBDshoppingprecincts.Thepathwayseesbikeandfoottrafficaswellasthosereliantonmobilitydevices.Requiresnewpaving,signage,ramps,shadetreeplantingsandpossiblylighting.11. Newsignageand‘linkage’workstobetterdefinethe‘ParksConnector’:IdentifiedintheBikeDirectnetwork,thisquitefrequentlyused,road-basedroutetravelsthroughTheParkstotheEast-WestConnectorandSouthRoad.Itwouldprovideamuchneededeast-wastlinklyinghalfwaybetweenthePREXYBikewayandtheOuterHarborGreenway.Requiressignage,sharrows,minorworksetc. 12. AdditionalLengthofSharedUsePathontheGawlerGreenway: CurrentlycyclistsarereportingdifficultiesusingGallipoliDriveandNarweenaRoadontheGawlerGreenwayduetothefrequentuseofheavyvehiclesandthelackofanyusefuloff-roadalternative.TheyarerequestingtheBUGargueforanoff-road
bikeway,particularlyalongtheGallipoliDrivesectionoftheroute.ThereappearstoberoomforsuchaSUPontheeasternkerbsidereserve.Generalcomments:Timsaid: IthinktheOuterHarbourGreenwayandpaththroughthePortCentreshouldbeabigpriorityandI’mamazedthereisstillworktoachievethis.
• IstillfeelunsafecyclingoverthetrainlinesonSemaphoreRd-withtrucksturning,roadnarrowing,bumpytracks.Ifindthebikepathrailcrossingmazestobeinfuriating,&thusendupriskingstayingonthebusymainroad.
• Ialsothinkweneedtokeeppushingforgeneral'activetransport'strategiesandpoliciesthatintegratewiththeCouncil'sothereconomic/environmental/health/place-makinggoals,justasPortBugadvocatedintherecentsubmissiontotheMinisterforTransport.
• Alongthoselines[orpromotinggeneraldesignprinciples]I'dliketoseeinnovativeapproachestoensureshadedtransportpathwaystokeyservices.WewouldadvancemanyofthestrategiesfortheCityifwehadgoodtreeplantingsalongthepathsleadingtoschools&pre-schools-fosteringwalkingandcyclingbychildrenandparents.
• Sameprinciplesapplyreaccessroutestoshops/trainstationsetc.Theincreasedtreecoverwillalsohelpreducetheurbanheatbuildup,aggravatedbyurbaninfillandclimatechanges...Supportingactivetransportandurbanshadeinturncanreducethedemandforyetmoreroadsandcarparks–majorcontributorsto‘heatislands’.
• Weneedtoseeurbanshadeandcoolingprioritised/includedintheprojectplansforallnewbikepaths-IstillimagineatreewhereeachbollardisplacedtoformtheHartStbikelane.
