The General Survey Act of 1824 established the U.S. Army Corps of Engineers’ role as the agency responsible for the navigation system. Since then, ports have worked in partnership with the Corps of Engineers to maintain waterside access to port facilities. Regular maintenance dredging is required by more than 90 percent of the nation’s 50 busiest ports. Everyone knows that the Port operates wharves and docks. Most people know that the Port partners with several federal agencies to operate and maintain our two harbors and approxi- mately 30 miles of channels. Some folks know the Port as the operator of the Jackson County Industrial Water System, Black Creek Cooling Facility, or Sunplex and John Stennis Industrial Parks. I would like to take this opportunity to highlight a below-the- radar, yet critically important function regarding the sale or lease of real property for economic development considerations. In addition to delivering the Northrop Grumman Unmanned Systems Center at Trent Lott International Airport in 2006, this legislative authority has allowed the Port and the Jackson County Board of Supervisors to partner to access Katrina Community Development Block Grant funding administered through the Mississippi Development Authority. Current projects have received $35 million in funding commitments and include: • Conversion of military buildings to commercial spaces on Singing River Island • Assembly building at VT Halter Pascagoula • Dry dock launch area at Signal International East Yard • Jackson County Maritime Trades Academy at Northrop Grumman Shipbuilding Gulf Coast We are pleased to partner with the Board of Supervisors to assist our local industries in creating jobs and remaining competitive and will continue to seek out ways to do so. Much progress has been made at the Gulf LNG Energy construction site since the groundbreaking in October 2008. Port Commissioners visited the facility following a recent board meeting. Port Director Mark McAndrews and Port Attorney John Hunter also joined the group. Gulf LNG Energy/ El Paso officials John McCutchen and Scott Wagner provided the tour. The group had the opportunity to go inside the vast LNG storage tanks and walk out to the marine facility where the LNG vessels will dock for unloading. More photos on page 5... Port Facts...• Deep draft ports are centers of interna-tional trade and magnets for businessand economic development • Since 1789, the federal government hasauthorized navigation channelimprovement projects. The Gearbulk vessel Swift Arrow recently called the BayouCasotte Harbor loading forest and paper products for the westcoast of South America. While Gearbulk makes a regular callmonthly, it was the first TEFC “totally enclosed forestrycarrier” to call at Pascagoula. TEFC’s are specialized carriersthat resemble car carriers. The deck of the 607 ft. vessel istotally enclosed to provide added protection against harshweather conditions. Over 16,000 tons of cargo were loaded onto the vessel in

Pascagoula, a large portion of which was manufactured inMississippi including newsprint, poles and linerboard. Thevessel will be unloading in Chile, Ecuador and Peru.

The 12th “Port of Pascagoula Night” for the 2010 Mississippilegislative session was held at the Old Capitol Inn in Jackson.More than seventy legislators from all over the state and manyofficials from state agencies attended the event.Port Director Mark McAndrews welcomed guests and thanked

state officials for their continued support of the Port ofPascagoula and all ports in the Mississippi transportation system.The Port and the local maritime industries hosted the annual

event. Groundbreaking held forMaritime Trades AcademyNorthrop Grumman Corporation hosted groundbreaking

ceremonies for the Maritime Trades Academy which will have thecapacity to accommodate 1,000 students interested inshipbuilding careers. A $20 million Katrina Supplemental Community Development

Block Grant (CDBG) will provide funding for the project. The grantwas awarded by the state of Mississippi in August 2009 and isbeing administered through the Jackson County Port Authoritywho will manage the project.To learn more about the Northrop Grumman Shipbuilding-Gulf

GunterReturns from Oil SpillMission

NOAA research vessel Gordon Gunterrecently returned to Pascagoula from aneight day mission in the Gulf of Mexicogathering information on the BP DeepwaterHorizon oil spill. On hand to meet thevessel’s arrival was Dr. Jane Lubchenco,Director of the National Oceanic andAtmospheric Administration (NOAA).

Samples and information were collectedusing the vessel’s sophisticated sonarcapabilities. The Gordon Gunter is alsooutfitted with a suite of modern navigationand communications systems.Partnering in the mission were scientists

from the University of New Hampshire, theMonterey Bay Aquarium Research Institute

and the University of South Florida.The 224 foot Gordon Gunter is

homeported in Pascagoula, Mississippi,assisting National Marine Fisheries Serviceat their Pascagoula laboratory. Pascagoulais also the homeport to NOAA vesselsOregon IIand Pisces.

Construction was recently completed on the pipe and marinefabrication building at VT Halter Marine’s shipyard in the BayouCasotte Harbor. The building was funded through the KatrinaSupplemental Community Development Block Grant Program(CDBG). Eligibility for financial assistance through the programincluded VT Halter Marine’s commitment to create 200 full-timejobs.The CDBG was awarded by the state of Mississippi in January

2009 and is being administered through the Jackson CountyPort Authority.

Port Trade Development DirectorRafael Quesada and Port EngineerMichael “Mike” Smith are enrolled inthe American Association of PortAuthority’s (AAPA’s) Professional PortManager (PPM) Certification Program.Completion of the four year programprovides graduates with the AAPA/PPMdesignation. Objectives of the program are to

enhance port management profes-sionalism; to assist public portauthorities in hiring or promotingqualified seaport managers and profes-sionals; and to develop future port

leaders by exposing up and comingstaff to a wide range of portmanagement issues while buildingrelationships across the port network. Selection into the PPM program is

an honor. Potential candidates arenominated by their Port Director.Applications are reviewed, evaluatedand selected for enrollment by theAAPA Curriculum Committee.Selected participants follow ascheduled curriculum of core seminars,elective seminars, and are required tocomplete a special project as outlinedin the program of study. Port Staffers Set Sites on PPM Designation

USMMA Midshipman Internsat Port of PascagoulaJessie Elizabeth Shifalo of Kiln, Mississippi, has

completed a two week internship at the Port ofPascagoula. She is entering her senior year at theUnited States Merchant Marine Academy in New York,majoring in Maritime Operations and Technology.While interning at the Port of Pascagoula, Jessie

spent several days out at the public terminals learningabout the harbors and port operations. She toured thecounty industrial water treatment facility and had theopportunity to go on jobs with Colle Towing Company

and the Pascagoula Bar Pilots. Jessie visited withChevron Shipping Company and also toured the GulfLNG Energy terminal construction site. During her three years at the academy, Jessie has

sailed for 201 days as a Deck Cadet on three vessels.She sailed as an Engine Cadet for 72 days aboard theM/V Jean Anne which was built in Pascagoula by VTHalter Marine for Pasha Hawaii Transport Lines.Jessie is an honor student and aspires to be a

bar pilot.

Lilian Stemmermann, a student from Berufskolleg Hilden inGermany, spent a week interning at the Port of Pascagoula.She is one of twenty students from the German school who“worked” for industries in the local area. Lilian is fromSolingen German which is near Dusseldorf. She is interested inpursuing a career in freight forwarding and logistics.During her short tenure with the port, Lilian was acquainted

with port operations and the various departments within theport. She had the opportunity to spend several hours withLamar Finch of John M. Brining Company in Mobile, Alabama,learning about the many responsibilities of the freightforwarding business. Lilian also toured the construction siteof the Gulf LNG Energy Terminal in the Bayou Casotte Harborwith several members of the port staff.

German Intern Lillian Caribbean Forest Carriers(CFC) visit Port

Caribbean Forest Carriers officials were in Pascagoula recently todiscuss current business and future opportunities with port staff.The company is headquartered in New York and provides regular

service from Pascagoula to Central America and the DominicanRepublic several times monthly.

Gulf LNGTour...

Construction of the Gulf LNG (Liquefied Natural Gas) Terminal in the Bayou Casotte Harbor is in its 29th month of a 43 monthschedule. Work is on time and progressing on all fronts. The outer LNG Tank concrete structures are complete, the terminal’s seawall iscomplete and the marinestructures are complete; work isprogressing on plant piping,equipment installation and innerstorage tank construction work.Plans are for the first shipment ofliquefied natural gas to bereceived at the new terminal inthe summer of 2011.The Gulf LNG terminal at the

Port of Pascagoula will be areceiving terminal for liquefiednatural gas shipped from variousparts of the world, helping supplyenergy to Mississippi, the Southand the nation. Currentestimates show demand fornatural gas in North Americaoutpacing domestic supplies.
