It is now on display at the Martin Guitar company museum in Nazareth, Pennsylvania where most of the company’s guitars are made. Harvey Leach is the artist and guitar maker who came up with the idea of the Leonardo Da Vinci guitar for Martin’s 1.5 millionth guitar. Leach cut and assembled the inlay pieces made from fossilized mammoth ivory parts for the guitar. The show was held January 13 – 16 in the Anaheim Convention Center and attracted musicians from all over the world. The Martin Guitar Company sold its one millionth guitar in 2004 and is considered the best company for making acoustic guitars in the world. Way back on December 4, 1956 Johnny Cash, Elvis Presley, Jerry Lee Lewis and Carl Perkins got together one day at the Sun Recording Studios in Memphis, Tennessee and did a series of recordings. Their recordings that day came to be known as the Million Dollar Quartet. Fast forward to January 13, 2011 and we have a story about the million dollar guitar.

Port Orford resident Bob Hergert got back recently from the Winter NAMM (National Association of Music Merchants) convention in Anaheim, California, where his work was on prominent display. Hergert is a scrimshaw artist and he was chosen to do the scrimshaw artwork on the inlays for the C.F.Martin Guitar Company’s 1.5 millionth guitar. The guitar was on display at the NAMM show at the Martin Guitar booth and is estimated to be worth over a million dollars. It is now on display at the Martin Guitar company museum in Nazareth, Pennsylvania where most of the company’s guitars are made.

Harvey Leach is the artist and guitar maker who came up with the idea of the Leonardo Da Vinci guitar for Martin’s

1.5 millionth guitar. Leach cut and assembled the inlay pieces made from fossilized mammoth ivory parts for the guitar. Three of the scenes on the guitar based on works by Leonardo Da Vinci are The Last Supper which is on the pick guard, the Vitruvian Man which is on the back of the guitar and the Mona Lisa which is on the head stock of the guitar. Council Awards GrantsBy Evan Kramer

The Port Orford City council met on Thursday, February 3 and considered several transient lodging tax funds grant requests. The grant requests first went through the TLT committee and the following recommendations for $10,000 in grants were sent to the council.

Port Orford Chamber of Commerce: $4,000 - They requested $6,500 to promote Port Orford through brochures, travel partners and media, plus upkeep on their web ste.

Jubilee Committee: $2,250 - They requested $3,000 for fireworks and insurance for the July 4 fireworks show.

Lightin’ Bugs: $150 - They requested $800 for lights and decorations for the town.

Main Street Revitalization: $700 - They requested $750 for cleanup including weeding, mowing and curb painting along Highway 101

Port Orford Arts Council: $900 - They requested $900 for the Art, Wind and Seafood Festival with the Port Orford Chamber to be held on Labor Day Weekend.

Port Orford Arts Council: $500 - They requested $650 to organize and promote the annual Cedar Festival on Memorial Day weekend

Sunset Garden Club: $400 - They requested $400 for enhancing Battle Rock Park with ground cloth, mulch and plants, extending planted areas and making maintenance easier.

Sunset Garden Club: $650 - They requested $1,070 to replace the decaying wooden boxes and barrels along Highway 101 with new potting soil and plants.

Sunset Garden Club: $250 - They requested $300 to repair, cleanup and beautify the north end of town.

Theater 101: $200 - They requested $1,000 to pay for card holders for restaurant tables and motel rooms to advertise and encourage people coming to the plays.

The council voted in favor of the TLT committee’s recommendations.

The city council budget committee for 2010-11 approved the part of the budget referring to the TLT tax funds and in that report anticipated revenues of $53,000 for the current fiscal year. The other $40,000+ the city collects in Transient Lodging tax funds goes for personal services to pay for part of the utility worker’s time plus some of the time for the maintenance workers and supplies for the bathrooms at Battle Rock Park and Buffington Park. The motels and RV parks collect a 6% bed tax as it is known which they turn over to the city. There is also a 1% bed tax which is collected by the motels and RV parks which goes to the State of Oregon and that money is dedicated to promotion of tourism.

Letter to the Editor,I am writing in response to Erna Barnett’s February 2 letter on urban renewal taxation. She stated that the bond measure passed in November, 1997 was to fund the Port’s repayment of a long overdue debt to the state. In fact, the measure was to authorize a $1.5 million dollar general obligation bond for demolition, reconstruction and equipment of the Port of Port Orford dock structures. It’s true that the Port Bond is subject to the division of tax for an urban renewal district (URD) as it was approved by the voters prior to October 6, 2001. However, taxes are only diverted to the urban renewal fund from properties that are within the Urban Renewal District.

The Public Safety Local Option Levy was approved by voters in May 2009, so taxes collected under this bond would not be affected by a URD. The difference is due to legislative changes to ORS 457 in response to passage of Measure 50 in 1997.

If a new URD were to be approved by city ordinance, the Port and all other tax districts would continue to receive

taxes from properties within the URD area at the level in place at the time the URD is established. This is called the ‘Frozen Base’. It is only the increase above the Frozen Base that is diverted every year to the UR fund for the life of the plan. Port Manager Gary Anderson gave the current assessed value of properties under the Port District’s taxation authority at $222.8 million in 2010. The assessed value of properties within the proposed URD’s footprint is about $26 million, or 11.7% by value of all properties under the Port’s taxing authority. To summarize, the Port District would forego the future tax increases from 11.7% of land within its district, but would still receive taxes from those properties at the level in place when a URD plan is approved.

Ms. Barnett does not say whether she owns property within the proposed URD, namely the Commercial and Mixed Use zones. If she does not, tax revenues from her property are not affected by the Urban Renewal whatsoever.

The use of URD funds would over time benefit properties and tax values of properties both within the URD and

the surrounding areas, encouraging an increase in private investment, and returning a higher value area for the benefit of the Port, the City and all other taxing districts. It is one of the few financial tools that cities have to support an increase in property values within a targeted area. The Urban Renewal feasibility study will be presented to the Planning Commission at the February 8th meeting.

CCEC NewsThe CCEC board of directors reviewed the preliminary 2010 year-end financial statements at their regularly-scheduled monthly board meeting last Thursday. The discussion focused on wholesale power, the factor that makes up nearly 50 percent of the cooperative’s budget.

About ten years ago, PNGC Power entered into a contract to purchase most of its power from the Bonneville Power Administration (BPA) on behalf of its 16 member cooperatives, including CCEC. Part of this power is in the form of a traditional “block” of power and the other portion is referred to as a “slice”

of the total power output of the federal base system marketed by BPA. While all power secured as part of the block contract arrangements is purchased through BPA, under the slice contract, customers are able to go to the open market to purchase additional power as needed to meet load and sell any power excess to their needs. Acting as a joint operating entity, PNGC Power aggregates the loads and resource needs for its members to help manage market volatility, minimize risk and obtain more favorable wholesale power prices.

“For the first time in nine years, PNGC Power had an operating loss which was directly related to a higher cost for

wholesale power,” Meader explained. The Northwest depends on water as fuel for a majority of the region’s power supply. “We’ve had a couple of low water years where we haven’t been able to generate enough through the hydropower system and we’ve had to make up the difference by buying on the open market often at higher prices,” Meader continued.

“In good water years, we have excess power to sell, and it’s usually at favorable prices; however that wasn’t the case last year,” Meader said. “When we had excess to sell, the price was down and when we needed to buy power, the price was up because everyone else needed it at the same time.” Meader went on to explain that the cooperative knew water projections were grim going into last year and had budgeted accordingly. CCEC’s additional cost for wholesale power was approximately $600,000; and the board of directors elected to account for the loss in 2010 to match the liability to the period in which it occurred. “Fortunately, we were paying close attention to the water and wholesale power forecasts going into last year, and we budgeted approximately $400,000 additional for wholesale power, so we only have to book an additional $200,000 to cover the loss,” Meader said. Rotary Club NewsOne of the primary goals of Rotary is to foster better understanding and peace around the world and, in recent years the Rotary Club of Port Orford has contributed substantially to this goal. Last year the club funded 18 drinking water wells in northeastern Argentina, making clean water available for the first time to over 300 Toba Indians. The club has also partnered with other area clubs to provide water purification systems to remote Guatemalan villages, helped establish a virtual classroom for a rural school in the Dominican Republic, provided tsunami relief to Sri Lanka and emergency equipment to hospitals and fire departments in Honduras.

The need for clean water in Argentina was identified by two of our Port Orford Rotarians during a group study exchange visit to Argentina. These exchanges for young professionals and

jumped from $10.6 million in 2009 to nearly $13.2 million last year.

At the end of every fiscal year, BPA also makes an adjustment under the slice contract to “true up” the amount of money actually paid for wholesale power under the contract. For the 2010 operating year, CCEC received a $130,000 credit which the board of directors elected to defer booking until the 2011 operating year.

“Even with all the uncertainties in the wholesale power market, we’re very sound financially,” Meader said, “and since we budgeted for an operating loss in the area of wholesale power last year, I recommend we take the entire loss in 2010 and push the Slice True Up Adjustment credit to 2011 to help offset any future uncertainty with regard to wholesale power.”

Letter To The Editor,It is 12:49 on Wednesday, Feb 2nd. Carl and I had several errands in town; the first was to Common Good to donate clothes. Common Good is open on Wednesday; I didn’t know it closed for lunch. We continued to other errands, planning to stop on our way out of town. As I was read, there, on page 2, was a note from the Common Good Manager, Jackie, with donation guidelines, I realized her last line “If You Won’t Use It Then We Don’t Want It.”, applied to the clothing I had culled from the closet. And yes, it is all clean, dry, off the rack stuff we can’t/won’t use for various reasons. So instead of stopping back by and waiting until Common Good opened again, we decided to take it to Goodwill. Goodwill is open when we can get there without making a special trip only to discover the place is closed for lunch. Good business management would suggest if you are only open one day a week, you would be open during the standard lunch hour everyone else in town has, if only to accept donations from people who can’t get time off from work to bring you those donations.

Letter To The Editor,The City Council met on February 3rd. It was an interesting meeting. Very few of the public were in attendance. That was sad.

First a bit of history. A few years ago, when the development at Battle Rock was in its infancy, the developer had some sort of a laundry list of wishes including, but not limited to, burying the utility lines and paving Fifth Stree. Nothing happened regarding Fifth Street or so we thought.

Now for the meeting. It seems that somewhere along the line we wrote for a grant to pave Fifth Street and will now receive it if the Council says “yes”. The topic was addressed by several citizens. When it came to a vote the Councilors didn’t seem to know if they were voting on upper Fifth, lower Fifth, or a Fifth of scotch. It was uh,uh,uh tabled until it could be “sorted out”.

Moving right along, a Councilor asked the status of a long overdue item of approximately $7000 to $8000 which has been owed to the City by the development at Battle Rock. She was told the City was working on it.

Later, the Council went into executive session and when they reconvened they asked the City Attorney to investigate debt collection options available to the City. The apparent connection here does not trouble me. On the contrary. But what does bring a wrinkle to my brow is this Fifth Street thing which seems to benefit no one except the view for one business yet costs $28,000 of somebody’s money.

Curry Campus FundraiserSouthwestern Oregon Community College is constructing a new campus-in-a-building in Curry County. The facility will offer the services of a campus under one roof. Coos Campus Associated Student Government (ASG) students have decided to join the campaign to fund the new campus with a Pennies from Campus to Campus community campaign beginning February 21.

“We knew we wanted to support the students of Curry Campus, so to help cover the cost of construction the Associated Student Government of Southwestern Oregon Community College has decided to put together what will be an enjoyable and beneficial undertaking as a fundraiser for this project,” said Sarah Smith, ASG Volunteer Service Director.

Their goal is to collect enough pennies to symbolically stretch the 110 miles between SWOCC’s Coos Campus and the location of the new Curry Campus. The students calculated it would take over 9.3 million pennies to accomplish this feat, roughly $93,000.

Letter to the Editor,I am a researcher at Oregon State University and have recently been involved in work evaluating the movement patterns of various fish species in and around the Redfish Rocks Marine Reserve. This work has been identified as a research priority by the Redfish Rocks Marine Reserve Community Team and by the Oregon Department of Fish and Wildlife. Key to our ability to conduct our work is local access to the ocean through the hoist operated by the Port of Port Orford. To this end, I am extremely disappointed in a recent Port Commission pending decision to charge “research vessels”, as a user group, a fee that is set substantially higher than that of any other user group.

I assume that the Port Commission sets prices on a cost recovery basis; because of this recreational hoist rates are changing from $25 per lift to $50 per lift and dockage/hoist rates for commercial vessels are increasing 10% from $300 per month to $330 per month, reflecting an assumed increase in operating costs. It is unclear to me why hoisting a research vessel would cost a lot more than a recreation vessel. Given that the costs are undoubtedly the same a surcharge specifically on research vessels seems outright unreasonable given the benefits that research brings to the Port Orford community and its natural resources.

Certainly the Port needs to cover its costs associated with launching and retrieving boats, and setting fees to do so is with in the Port’s authority. But to set vastly different rates solely for “research vessels”, which are there in large part because of specific research opportunities present in Port Orford (and are therefore contributing to the economy of the community in terms of dockage fees, motels, research materials, food, fuel, etc) simply doesn’t hold water.

There was recently a comment made at a Port Commission meeting , along the lines of “can’t [a] professor just write the extra costs into his research grant”. This comment reflects either a misconception that researchers have money to spare or it represents a fundamental misunderstanding of the research funding process. Such a comment implies that there is some vast pool of research dollars out there that are readily available, and whenever we want more money we just go to the well of research dollars and haul up another bucket of money. I assure this is absolutely not true. What research grant,

exactly, could I simply draw upon to cover these additional proposed launch fees? Research is very expensive, and funding is not easy to come by. We are currently putting together our Port Orford work on a shoestring budget from several different funding sources, and every dollar, let alone every $126.60, is carefully sent and accounted for. To do so otherwise would be a waste of valuable research funds. If we are required to spend additional money on hoist fees then we will have to reduce the scope of our scientific work. As our scientific endeavors are designed to generate as much information as possible so that management decisions are as well informed as possible, the fee increased will reduce the viability of Port Orford as a scientific research site. To that end, if this proposed fee increase goes through it will likely result in a reduction of revenue to the overall Port Orford community instead of an increase, as it will potentially drive research effort (and the associated revenue stream of dockage fees, motels, research materials, food, fuel, etc.) to other locations.

Taking the “researchers have extra money so let’s charge them extra” reasoning to its logical conclusion, though, it would seem appropriate that the Port Commission should apply a similar approach to setting launch fees for recreational and commercial vessels too. For example, the Port could, prior to launch, ask recreational users for their tax returns. Then charge deep-pocketed, wealthy individuals more, perhaps somewhere around $126.60. Since they have the ability to pay, it shouldn’t cause any problem. While this is obviously not a reasonable approach, it certainly reflects the logic that brought us to the fee that has been proposed for research vessel hoist costs.

I understand the need to occasionally raise rates, but to raise the rates of one user group well above that of all other user groups, with zero reasonable justification, is inappropriate. While nobody enjoys a rate increase, as mentioned above I understand the need to do so and would be satisfied to

pay rates in line with what others are required to pay.

I strongly urge you to set fees that are equitable across all user groups, instead of selectively setting fees for one user group completely out of line with their cost to the Port of Port Orford and the hoist system we all use.

He will update constituents on his work in Washington, DC and answer their questions and invite their suggestions about how to tackle the challenges fac-ing Oregon and America.

“Traveling across Oregon and meet-ing with residents in every county is crucial to helping me advocate for all Oregonians,” Merkley said. “I invite all residents of Coos and Curry Counties to come and discuss how we can create

jobs, strengthen Oregon, and put Ameri-ca on the right track.”

Popcorn and MovieThe community is invited to Zion Lutheran Church on Saturday, February 12, at 2:00 pm for a fellowship time watching the film, “Sound of Music” starring Julie Andrews, the Broadway musical version of the amazing story of the singing Von Trapp family’s flight from Nazi-held Austria.

Popcorn, soft drinks and plenty of home town fellowship will be available. There is no charge and everyone is invited for an enjoyable afternoon.

Zion Church is a congregation of progressive Protestants (Lutherans, Methodists, Presbyterians, Disciples, etc.) that gather for worship, study, fellowship and community services at 20th and Washington Streets in Port Orford. Season of Non ViolenceAs part of the 2011 “A Season for Peace/Nonviolence” (SNV), Unity of Bandon has a number of activities planned. The theme for this year is “Finding Peace in Art, Music, and Dance”. The season kicked off on January 30 with the con-gregation making a commitment to en-gage in “Peace RAKs” or Random Acts of Kindness. Random acts, given and received, will be recorded and posted to spur others to find opportunities to par-ticipate throughout the season.

Bandon activities planned for the Sea-son include Dances of Universal Peace on Feb. 18, “Connecting with your Cre-ative Spirit” a day of creating and shar-ing arts and crafts on March 26 and a transformational healing concert featur-ing Mt. Shasta musicians Anton Miz-erak and Laura Berryhill on March 27.

The Peace Rock Project, started last year will continue throughout the sea-son. With participants painting and dis-tributing rocks with words and images of peace. The goal is to have peace rocks in all 50 states by the end of the year. Unity friends have taken hundreds of Peace Rocks by plane, train, and auto-mobile to locations around the world.

Peace Rocks are now located in over 20 states and 5 foreign countries, including China and Africa. Throughout the year Peace Rocks will be sent to every U.S. Senator. An excerpt from the letter be-ing sent to the Senators along with the Peace Rocks reads:

Please accept our simple gift to you of Peace Rocks. Keep them for yourself, pass them on to friends, colleagues or even strangers. Feel free to place them out and about for someone to find when the time is right. Our hope is to have Peace Rocks in all 50 states and the District of Columbia by the end of 2011. What greater action can we take than to plant thought seeds of peace to radiate out and touch the world? And to think it all started with a rock. Thank you for helping us accomplish peace in the world - one rock at a time.
