Auto racing is back onagain at Cape Blanco StateAirport this Labor Day
Weekend. The reinstatement of racingwas the result of a teleconference set upby Betsy Johnson, head of the OregonDepartment of Transportation Aeronau-tics Division. Those people included inthe call were Jim Campbell representingthe Port Orford Chamber of Commerce,local business owner of NC Electronicsand airport user George Welch, SixesFire Chief Joe Yost, Port of Port Orfordmanager Gail Paige and Curry CountyCommissioner Lloyd Olds.
The group agreed to a teleconferencewith Johnson because her schedule wouldnot permit her to get down to Port Orforduntil the State Legislature adjourned some-time at the end of June or beginning ofJuly. The scheduled public meeting con-cerning the auto races on Friday, April18, had been cancelled because of badweather. Betsy Johnson and LindyZimmerman from Aeronautics hadplanned on flying down to Cape BlancoAirport to attend and lead the meeting.
The Port Orford Chamber of Commerceagreed to the following conditions for
reinstating the races. The airport willonly be closed for the 4 days of racingwhich are Friday, Saturday, Sunday andMonday, August 29, 30, 31 and Septem-ber 1. The Chamber of Commerce willpay the State Division of Aeronautics$1,000. Team Continental has agreed toshare the cost with the Chamber and willpay $350. This money will be put in areserve fund by the Aeronautics Divisionto pay for possible repairs to the airport.Thirdly, the Chamber of Commerce hasagreed to an immediate clean-up of theairport once the races have concluded onLabor Day. Jim Campbell told me he hastaken personal responsibility for seeingthis clean-up is done and he has manyvolunteers who will work with him.
County Commissioner Lloyd Olds saidhe was happy with the Aeronautics’ deci-sion when I spoke with him on Fridayafternoon.

Turn on your FM radio and you’ll findthat Port Orford is listening to an additionalradio station as of Tuesday morning!Jefferson Public Radio has added a secondFM station to Port Orford and beganbroadcasting by popular demand thisweek. The new station is a sister stationto the classics and news service of KSOR90.5, part of the National Public Radio
Network. The new station can be foundby adjusting your dial to 89.3 KSBA(rhythm and news) on your FM radio.Several people deserve credit for bringingthe new station to Port Orford. Localmusic lover Jim Britell took the lead rolecontacting the management of JeffersonPublic Radio and talking them into addingthis service. Members of the Port OrfordCommunity Resource Team assisted himin his efforts.
The public can show their appreciation toJefferson Public Radio by joining as asubscriber, renewing their subscriptionearly or increasing their annual member-ship donation. JPR spent $2,500 install-ing the new translator on Coast GuardHill. Now they’re asking for supportfrom this community. April is gone now, as you all know.Remember I said use your shovel andhoe? Look around you and it will show.Flowers are blooming in row after row.
These are the volunteers working April24: Greta Carver, Jan Dacayana, JuneBlack, Mary Yoder, Beth Newkirk didthe flowers, June Dennison did the diningroom set up, Bill Butt and Chet Dacayanadid the dishes.
Saturday the 26 was the rummage giveaway. Every thing was free. The workerswere: Henry Kron and what’s his name –did a good job. The luncheon was thesame day. These are the volunteers whomade it so nice: Pattie Young, RoaldYoung, Kay Neal, Lorraine Hass, ThelmaLagace, June Dennison doing her thing inthe dining room – dishes were done byBill Butt and What’s his name. Dave andPenny Walkup helped too. Clair Stahl,bless his heart, taking care of the whereyou pay table.
The dance on April 26 – the music wassuper by the Champaynes. It looked liketo me that everyone had a good time. Asalways Lee Hyle and June Dennison did
their part. Nice lunch at the break. Cometo the next dance – bet you’ll like it.
On May 10 there will be a luncheon at11:30am and a rummage sale from 8 till1:30. On May 4 will be the May birthdayparty where all are welcome. Having a Problem, Deer?By Donna L. Hoffmann
You may recall the Master Gardener’s“Garden Pest of the Year” contest duringthe Curry County Fair last year, and deerwere the first on a list of ten. That doesn’tsurprise you, I’m sure! What may sur-prise you, is deer were the 1996 #1 gardenpest in a Sacramento Bee newspaper con-test, in all of Sacramento County. Bambiand family are alive and well and grow-ing!
There are people who feed deer and Icould go into a long discourse on reasonsnot to feed deer, but I’m not addressingthat here. What I would like to do, issuggest what to plant so that deer don’tthink it’s their invitation to dine in yourgarden. One of the Master Gardeners,Midge Hayes, devoted hundreds of hourscompiling a deer “resistant” plant whichcan be grown here in Curry County andwas available at the Fair last year. It’s a
wonderful list and I’d like to mentionsome of the plants tested tried and true-well, as best can be, because we’ve founddeer don’t read lists. It actually starts verysimply-native. Look around you; whatdo you notice? Rhoddies, salal, myrtle,huckleberry, conifers, naturalized daffo-dils and wild iris. This is a good start.They also leave rosemary (both bog andcreeping), juniper, daisies, Californiapoppies and grevilleas alone. Knick-knickis a great ground cover, especially for adifficult to cover bank. Camellias aregood too, but need to be protected whileyoung. Also some of the dwarf hybridrhoddies. Tomato cages with bird netting(the black plastic kind that protects fruittrees from birds) works very well. Hasfor us. And believe me, Siggi and I livein a deer hunter’s paradise!

Fishermen’s MemorialThe Port Orford Women’s Fishery Net-work has suggested to the Oregon De-partment of Transportation and the Com-munity Resource Team that a fishermen’smemorial be included in the plan for theBattle Rock Wayside. Lionel B. Simonson
The Reverend Lionel B. Simonson hasresigned as pastor of Zion LutheranChurch in order to accept a call fromPetersburg Lutheran Church of Peters-burg, Alaska.
Reverend Simonson has served as part-time, retired pastor of Zion Lutheran sinceJanuary 1992. He came to Port Orfordafter nine years of ministry in Germany asan exchange pastor to the Lutheran Churchfrom the Evangelical Lutheran Church inAmerica.
In his new place of ministry ReverendSimonson will be engaged in anevangelism education visitation ministryas retired, part time associate pastor. Hewill be in Petersburg for eight monthseach year, four months there and twomonths away, on a rotation schedule.This enables him to continue in pastoralministry and yet meet some other prioritieshe now has – retired and with a desire tohave more time each year with his wifewho lives and works in Germany and alsowith his sons and siblings where they areliving.
While in Port Orford Reverend Simonsonhas been a member of the Rotary Club,
the Board of North Curry Family andChildren’s Center, the Advisory Councilof Retired Senior Volunteer Program andof the Port Orford Senior Center. He hasalso served as dean of the Southern CoastCluster of the Oregon Synod EvangelicalLutheran Church and on the Global Mis-sion committee of the Oregon Synod ofthe ELCA.
Reverend Simonson’s last service at Zionwill be a Holy Communion service onSunday, May 4, at 11am.

The Oregon Department of Agriculture isholding a hearing in Gold Beach on May6 to consider allowing the Animal Dam-age Control agency the use of the chemi-cal compound 1080 in sheep collars. Inaddition, an ejector device – M-44 wouldspray sodium cyanide into the face of anyanimal triggering the release. The coyoteis the primary target and whether by col-lar or ejector the results are fatal though itmay not always hit the target animal.
After months of meetings the Commu-nity Resource Team has come up withsome plans for the betterment of PortOrford and Curry County; the Forest Ser-vice, our County Commissioners, EgretCommunications are promoting programswith the help of federal money to makeour area more attractive to tourists. Pre-sumably all of these involved citizenshave overlooked the potential appeal ofCurry County as the killing fields.

Acceptable AmbulanThere seems to be the opinion generated mostlyfrom the employees of Port Orford Ambu-lance and Bay Cities Ambulance that theCounty Board of Commissioners may stillconsider their late or incomplete A.S.A. appli-cations.
Mr. Gerard Herbage, County Counsel, wasasked by the A.S.A. Committee ChairmanDominic Taurone to provide a legal opinionon whether Curry County should accept PortOrford Community Ambulance, Inc.’s appli-cation for A.S.A.-I.

Re: Port Orford Community Ambulance,Inc. Application for ASA-1 - NorthCurry County
I have been asked to provide a legal opinion onwhether Curry County should accept PortOrford Community Ambulance, Inc.’s appli-cation for ASA-1. My opinion is that it shouldnot be accepted for the reasons explainedbelow.
The facts underlying the opinion are as fol-lows:
1) Earlier this year the County issued an RFPfor ambulance service areas pursuant to Article2, Division 1 of County Ordinance 96-7.
2) The advertisement for proposals provided inpertinent part that “Completed Applications(New or Amended) will be received by theCounty Health Officer, care of the CountyBoard of Commissioners, 94235 Moore Street(P.O. Box 746), Gold Beach, Oregon 97444until 5:00 p.m., March 3, 1997.” (See Attach-ment “A”)
3) By 5:00 p.m. on March 3, 1997, the Commis-sioners’ Office had received by FAX only 3pages of the Port Orford Community Ambu-lance, Inc. application. (See Attachment “B”)This was a very small portion of the totalapplication.
4) Fifteen (15) copies of the complete applica-tion were delivered to the Commissioners’ Of-fice at 5:40 p.m. on March 3, 1997. (For a fullerreview of the underlying facts regarding thedelivery of the documents, see Attachment “C”).
I interpret the language of the request for pro-posals as requiring complete applications by5:00 p.m. on March 3, 1997. The three (3)pages FAXed to the County in no way consti-tutes a complete application.

ce Service Area BidsThe language which follows the deadline sen-tence in the advertisement indicates that “noother data may be filed after the 5:00 p.m.deadline unless the Board or ASA Committeespecifically requests further information.” Ibelieve this sentence must be read consistentlywith the first, which means that completedapplications are still required by the deadline.Supplemental information can be requested insuch situations where there is a need for aclarification. That is not the case here.
The County’s position is consistent with thepolicy of the State of Oregon. OAR 137-30-070 provides as follows:
Late Bids and Proposals, Late withdrawals, andLate Modifications
137-30-070 (1) Definition. Any bid or proposalreceived after the time and date set in thesolicitation documents for receipt of bids orproposals is late. Any request for bid or pro-posal withdrawal or modification received afterthe time and date set for bid or proposal closingis late.
(2) Disposition. No late bids, late proposals,late modifications, or late withdrawals shall beconsidered.
For the above-stated reasons, it is my opinionthat the Port Orford Ambulance, Inc. applica-tion should be rejected.

Although this opinion was directly concern-ing Port Orford Community Ambulance, Inc.,it would also apply to Bay Cities in that theirapplication was incomplete. Any additionalinformation needed to complete the applica-tion would not have made the 5:00 p.m. March3, 1997 deadline.
We concur with county counsel’s legal opin-ion and the A.S.A. committees rejection ofPort Orford and Bay Cities bid. “To dootherwise (accept late proposals and bids)would undermine the integrity of the system,promote sloppiness, and give certain appli-cants or bidders an unfair advantage.”
It would be improper for Ambulance Serviceemployees or citizens from the community totry to manipulate the commissioners to “bendthe rules” or to venture into unethical businesspractices.
Southern Curry Ambulance (soon to be namedSouth Coast E.M.S.) and Central Curry Am-bulance (a volunteer ambulance service) hadbids that were complete and on time. No otherapplications may be considered.

This is in response to the False Statementmade by David B. Cartwright.
I designed the building behind Circle K asa multi-use type building, that propertyand our Hensley Hill property are bothlisted thru Century 21 for sale on a firstcome basis. It is unlikely that Bay CitiesAmbulance or Southern Curry Ambu-lance will be buying property in PortOrford. Like the U.S. Post Office, theseoutfits look for a place to lease. Ourbuilding is not for rent or lease.
My reason for writing against the PortOrford Ambulance is as follows: On 6/9/96 our granddaughter fell and cut her faceon broken glass. 9-1-1 was called for theambulance to meet my daughter at theClinic across the street from Hogard’s.First they went to the wrong place, thenwhen they did arrive, they did not askwhat had happened, they tossed my daugh-ter a cold pack and told her to transportthe Granddaughter herself. They had toget back to what they were doing andrefused to transport. They told the Hospi-tal it was a dog bite, so while our Grand-daughter was in the ER having 36 stitchesput into her face by Dr. Taylor the ambu-
lance was probably busy making theirfilm at Cape Blanco. I have no use for anoutfit that refuses to transport an injured4 year old child. If Southern Curry Am-bulance gets the bid it will be just more ofthe same bunch, doing the same thing.

Saturday May 3rd is the day and PortOrford is the place to be if you and yourhorse love to trail ride. The 7th annualOver The Rainbow benefit poker ridewill be held at Buffington Park Arena tohelp raise needed funds for Curry Coun-ties own special needs riding program.
Horses will carry entrants over nearlytwelve miles of scenic woodland trail andbeautiful beach where riders will choosefive random sealed cards at selected pointsalong the way. Cards are scored at facevalue with the high point winners in bothadult and junior divisions receiving atrophy. Lowest score or “worst hand”also receives a special prize. Sign-in be-gins at 8am and continues until 10:30amwith the last horse out no later than 11am.
Entry fee is $8, which buys you a pokerhand and hamburger lunch with a freeticket for one of the exciting prizes beingoffered. Tickets will also be available topurchase a chance on a one of a kindblown glass vase created by local artistTom Whitehead. Extra poker hands maybe purchased as well at $3.50 each and ahamburger lunch plate is also available tospectators at $3. All proceeds from theride go to Over the Rainbow SpecialNeeds Riding Program. Over The Rain-bow is unique in that, unlike similar pro-grams, it takes its horses on the road tovarious locations throughout the countyto provide riding opportunities to handi-capped youngsters and adults at no charge.
Barrel racing and other games on horse-back will begin as near 3pm as possible.Entry fee for game events is $2 per class.One overall high point award will begiven and many other prizes will beawarded.

Community Resource Team
The May meeting of the Community Re-source Team (CRT) will be held at 7pmon May 8 at the Port Orford Senior Cen-ter, 1536 Jackson Street. As usual therewill be a time for informal discussionbeginning at 6pm. The community isinvited to attend.
Most of the meeting time will be devotedto the Wayfinding Point at Battle RockPark. With construction scheduled forthis summer, the Wayfinding Point is ahigh priority for the CRT. Joe Paiva of theOregon Department of Transportation(ODOT) will be presenting more detaileddesigns for the Wayfinding Point on May8.. These plans were prepared based oninformation gathered at the April CRTmeeting. He will be seeking commentsand suggestions on the plan as developedto date.
Perhaps the most important aspect of theWayfinding Point is the signage. Thesigns will include information about his-torical, recreational, cultural and scenicattractions that otherwise might be missedby tourists. We are writing to clarify the source offunds for the Battle Rock WayfindingPoint. No grant money will be spent onthe Battle Rock Wayfinding Point. TheWayfinding Points are constructed underthe direction of the Oregon Departmentof Transportation (ODOT) and paid forfrom their budget, just as paving a sectionof the highway is one and paid for byODOT. They will be spending in theneighborhood of $200,000—money al-ready designated for Wayfinding Pointconstruction—on this Wayfinding Point.It will be located in Port Orford ratherthan in some other town only because the
City Council, City Manager, just aboutevery service organization in town, andthe Confederated Tribes of the Siletz wrotestrong letters, fourteen in all, asking thatthe Wayfinding Point be put here. Thecommunity of Port Orford should takepride in this demonstration of communityspirit. It shows what great things canhappen when we work together.
The grant money that was mentioned inthe April 17 Port Orford Today articlehas, as the article stated, been requestedfrom the U.S. Forest Service to pay for amaster plan for beautification of High-way 101 through town and for construc-tion of new entrance signs of stone withmetal lettering and sculptures in a design
similar to the rock walls in the WayfindingPoints. The design was selected by thecommunity at the February CommunityResource Team (CRT) meeting. TheCRT is working with the City, which isthe official grant applicant, on these andother projects. Their overarching objec-tive is to assure widespread communityinput and involvement from the earlieststages of projects so that quality of life inthe community is enhanced.

Two Glass Floats Found
Two more of the elusive glass fishingfloats turned up in Port Orford recently.One was found by Jane Cramer who waswalking along the beach between BattleRock and Hubbard Creek and saw thebarnacle encrusted intact small glass floatwashed up on the sand. Stacy McKnightfound the other glass float. She and hermother Sharon had walked down the 500steps from the Coast Guard headquartersto Nellie’s Cove where Stacy wanted togo boogey boarding. Stacy saw the largeglass float in the water, put on her wet suitand went out after it. There is a slightlysad ending to this story. Sharon saidStacy took the float home and in the

Master Gardeners
Curry County Master Gardeners will beout in force for the 1997 Flower Show atthe Curry County Fairgrounds May 3rd &4th. The President of the Curry CountyMaster Gardener Association, SiegfriedHoffmann will be giving a demonstrationon plant propagation at 2pm Saturday,May 3rd and Paula Cracas, a veteran Mas-ter Gardener, will be demonstratingVermicomposting, commonly known asworm farming, at 2pm on Sunday, May4th. Another veteran Master Gardener,Ramona Bloomingdale, has created anoutstanding display on Native Plants,which will be shown both days.
The rest of the group will be staffing theirplant sale and plant clinic from 10am-4pm both days of the show. They willhave a variety of perennial, annual, andbiennial outdoor plants for sale. Theywill also be available to help answer yourgardening questions. A number of OSUfact sheets will be available on a widevariety of gardening topics. The MasterGardeners have each completed an exten-sive training program provided by Or-egon State University Extension Services.In return each Master Gardener volun-teers a minimum of 50 hours to share theirknowledge with Curry County residents.
Planning Commission Meets
The Port Orford Planning Commissionwill meet on Tues., May 6, at 7pm, in thePort Orford city hall council chambers.
