IntroductionWhat is census?

Census is the procedure of systematically acquiring and recording information about the members of a given population.

Ever since the end of the nineteenth century, there have been efforts to take advantage of a succession of newly available technologies to make such large and costly statistical enquiries more efficient and effective.

Introduction Cont…It is labour-intensive

It requires large numbers of temporary staff and thousands of Enumerators (ranging from 10-20 thousand or even more).

High cost of personnel all amount to being the principal component of census budgets.

Small improvements in the methodologies used, or in the effectiveness of the equipment, can result in important gains in quality and/or cost-effectiveness of the whole operation.

Census budgets depend on national cost levels and the depth of the enquiry.

A rough estimate of the total expense of the current round of census would put it between 100 and 300 billion Naira. This is certainly an enticing target for those trying to improve the rate of value-for-money.

Today, we have decided to walk in this direction to build a custom system that is cost effective and adaptable to Nigeria.

In the advent of technological innovations, PACS line up among many to be one of these inventions aimed at quality data gathering and aggregation at the fastest possible rate.

1.How to make an informed choice in selecting appropriate technology;

2.How to maintain the integrity of the existing statistical records and the census system;

4.Confidentiality concerns relating to the preferred solutions.

What is PACS?

PACS is a data collection, consolidation and aggregation tool used in census taking. The solution helps enumerators to collect and retrieve data on the field and sends to the Consolidation Server. The Server receives and consolidates the various feeds real-time.

PACS helps to remove the need for Manual Data Investigation and Consolidation (MDIC) which presently impedes the output time of the current system. It also helps to quicken aggregation of data for all its stakeholders’ real time.

PACS…Using High-Charts and integrating tools like ELMO (A Robust Mobile Data Collection & Analysis System), we are able to pictorially represent statistical data and enumerate demographics in real time.

ELMO is The Carter Center's open-source ELection Monitoring, data collection and reporting system, built specifically with election monitoring in mind. CASE 2015 was built on this platform.

And PACS is an offshoot of CASE 2015 which was used to administer the 2015 Nigerian Elections.

Features of PACSData Collection on Field

Communication conditions change within and among locations and so do the demands and budgets of missions. PACS is conceptualized on data being transmitted on a variety of devices with Internet or wireless technologies.

PACS can be used on wireless or mobile Internet on smart phones, tablets, and laptops in low-broadband settings. PACS’ SMS enables enumerators to collect and submit data in areas with weak Internet connectivity.

Features Of PACSDesign Complex FormsStandard forms or checklists, their questions, and the available answers to questions can be created in PACS. Standardization eliminates the need for observation groups to remake checklists for every mission and allows for comparisons across missions.

While the administration of census is largely similar from country to country, specific regulations can vary, so PACS allows for customization in design of the form, its questions, and available answers.

Features Of PACSCustom Reporting and AnalysisPACS stores and aggregates incoming data so that field and headquarters staff can quickly Chart, Graph, and Analyze information while writing reports. Data can also be exported from PACS for further review in other analysis software.

The dashboard view on PACS allows for real-time data analytics, featuring an overview of data gathered from enumerators, including number of forms sent and by which enumerator team, a snapshot of most recent forms sent, and a map that indicates from where responses have been sent.
