O ano de 2015 foi um dos mais dramáticos para a economia do País. Só a atividade da indústria paulista registrou o pior patamar desde 2003, de acordo com o Indicador de Nível de Atividade (INA) da Fiesp (Federação das Indústrias do Estado de São Paulo) e do Ciesp (Centro das Indústrias do Estado de São Paulo). E no Polo Industrial de Cubatão, como consta neste relatório, não foi diferente. Os resultados decorrentes da queda do mercado interno, o aumento do dólar e a alta carga tributária do País, Estado e Município - com destaque para o aumento médio do IPTU em torno de 40% - foram os três fatores que contribuíram de forma significativa para este cenário tão desafiador. Em tempos de crise, a indústria é o primeiro segmento da economia a desaquecer, mas o primeiro passo em direção à recuperação deve ser a retomada da confiança empresarial para voltar a investir. Para isso, a indústria precisa de indicativos que facilitem essa recuperação. Um deles é o ajuste fiscal sem elevar impostos, pois o aumento da arrecadação é uma das consequências positivas da retomada do crescimento e a elevação da carga tributária esfriaria ainda mais a economia. Vivemos um momento político decisivo no Brasil e, por isso, o Ciesp e o Cide (Centro de Integração e Desenvolvimento Empresarial) têm atuado de forma efetiva como centro das ações e projetos de ligação e sinergia entre indústria, comércio, poder legislativo, executivo, comunidade e demais órgãos na busca pelo comprometimento de todas as esferas no desenvolvimento do Polo Industrial, por meio do planejamento estratégico da Agenda 21. Neste momento, é muito necessária a integração das empresas do Polo para juntas mobilizar e atuar nos pontos comuns de retomada do crescimento, seja junto ao poder público local, estadual ou até mesmo federal. A busca de sinergias entre as indústrias pode ser um fator decisivo no atual cenário. É dessa forma que o Polo Industrial de Cubatão será reconhecido como um dos pontos estratégicos para retomada do crescimento econômico e social do País.

The year of 2015 was one of the most dramatic for the country’s economy. Industrial activity in São Paulo alone recorded the worst level since 2003, according to the Activity Level Indicator (INA) from Fiesp (Federation of Industries of the State of São Paulo) and Ciesp (Center of Industries of the State of São Paulo). At the Industrial Pole of Cubatão, as stated in this report, was no different.

The results from the fall of the domestic market, the increase of the dollar, and the high tax burden in the Country, State, and City - with emphasis in the average increase of the IPTU (Municipal Property Tax) of around 40% - were the three factors that significantly contributed to this challenging scenario.

In times of crisis, the industry is the first segment of the economy to slow down, but the first step towards recovery must be the resumption of corporate confidence to resume investing.

To this end, the industry requires indicators that facilitate this recovery. One of them is tax adjustment without raising taxes, since the increase in revenue is one of the positive consequences of renewed growth and the increase of the tax burden would further cool down the economy.

We live in a decisive political moment in Brazil. Therefore, Ciesp and Cide (Integration and Corporate Development Center) have effectively acted as a center for actions and projects for the connection and synergy between the industry, commerce, legislative and executive powers, the community, and other agencies in the search for the commitment from all spheres in the development of the Industrial Pole, through the strategic planning from Agenda 21.

At this time, the integration of companies in the Pole is needed in order for them, together, to mobilize and work on the common points of renewed growth, together with either local, state or federal public authorities. The search for synergies between industries can be a decisive factor in the current scenario. This is how that the Industrial Pole of Cubatão will be recognized as one of the strategic points for the Country’s renewed economic and social growth.

Durante o ano de 2015, 6.827 alunos frequentaram a Escola “Hessel Horácio Cherkassky” – Senai Cubatão, nas modalidades Formação Inicial e Continuada para Empresas e Comunidade, Aprendizagem Industrial e Cursos Técnicos.

Foram desenvolvidos Cursos de Aprendizagem Industrial sob medida para as empresas Petrobras, Usiminas e Wilson Sons, que possibilitaram a formação profissional de 247 jovens dos municípios de Cubatão e Guarujá.

A parceria com a Prefeitura Municipal de Guarujá possibilitou o treinamento de 57 alunos em cursos profissionalizantes nas áreas de Eletroeletrônica, Gestão e Tecnologia da Informação.

No Centro Técnico do Senai localizado no município de Bertioga, sob a administração do Senai de Cubatão, foi possível treinar 301 alunos em cursos profissionalizantes nas áreas da Construção Civil e Telecomunicações.

Commitment to training for the job market and for life.

Throughout 2015, 6,827 students attended the “Hessel Horácio Cherkassky” School - Senai Cubatão, in the modalities of Initial and Continuing Education for Companies and the Community, Industrial Apprenticeship and Technical Courses.

Customized Industrial Apprenticeship Courses were developed for Petrobras, Usiminas, and Wilson Sons, which enabled the professional training of 247 young people in the municipalities of Cubatão and Guarujá.

The partnership with the City of Guarujá has enabled the training of 57 students in vocational courses in the areas of Electro-electronics, Management, and Information Technology.

At the Senai Technical Center, located in the municipality of Bertioga, under the administration of Senai Cubatão, it was possible to train 301 students in vocational courses in the areas of Civil Construction, Management, and Telecommunications.

Training and sports culture to industry workers, their families and the community.

The year of 2015 for SESI Cubatão was marked by the continuous search for strengthening education. School Sports was comprehensively applied during the year, taking training and sports culture to students by means of the practice and engagement with different sports.

SESI maintains in its facilities activities to service mainly the industry worker and his or her family members, with a 10 thousand-m² center that offers swimming pools, Zumba classes, weight training, swimming, functional gymnastics, ground Pilates, ballet fitness, indoor soccer, field soccer and judo.

Activities were also held at the industries of the Pole of Cubatão through lectures in the areas of health and quality of life. Topics discussed included alcohol and drugs, smoking, dengue, AIDS and STD campaigns, managing stress, health life styles, and motivation, among others.

SESI expanded its focus of activity, restructuring services in the areas of health and quality of life of the worker, developing new products and ways of meeting the demand from the industry every year.

The Décio de Paula Leite Novaes Activity Center, located in the District of Jardim Casqueiro, features an area of approximately 60 thousand m² distributed among the sectors of Education, Sports, Health and Quality of Life.

O ano de 2015 do SESI Cubatão foi marcado pela busca contínua do fortalecimento da educação. O Esporte Escolar foi muito aplicado no decorrer do ano levando a formação e cultura esportiva aos alunos, por meio da prática e engajamento com diferentes modalidades esportivas.

O SESI mantém em suas instalações atividades para atender principalmente o industriário e seus familiares com um balneário de 10 mil m² que conta com piscinas, aulas de zumba, musculação, natação, ginástica funcional, pilates de solo, ballet fitness, dança, futsal, futebol de campo e judô.

Houve também atuação nas indústrias do Polo de Cubatão, por meio de palestras nas áreas da saúde e de qualidade de vida. Foram abordados assuntos como álcool e drogas, tabagismo, campanhas sobre a dengue, AIDS, DST, administrando o estresse, estilo de vida saudável, motivação, entre outras.

O SESI ampliou o seu foco de atuação, reestruturando o atendimento na área da saúde e qualidade de vida do trabalhador, desenvolvendo a cada ano novos produtos e formas de atender à demanda da indústria.

O Centro de Atividades Décio de Paula Leite Novaes, localizado no bairro do Jardim Casqueiro, possui uma área de aproximadamente 60 mil m² distribuídos entre os setores Educacional, Esportivo, Saúde e Qualidade de Vida.

Agenda 21 celebrates 10 yearsHá 10 anos, a Agenda 21 de Cubatão teve sua origem em uma iniciativa das empresas do Polo Industrial de Cubatão, representadas pelo Centro de Integração e Desenvolvimento Empresarial da Baixada Santista (Cide), Centro das Indústrias do Estado de São Paulo (Ciesp/Cubatão) e Departamento de Ação Regional da Federação das Indústrias do Estado de São Paulo (Depar-Fiesp). Com o objetivo de contribuir para o desenvolvimento sustentável do município, as indústrias procuraram a Prefeitura e a Câmara Municipal para estabelecer uma parceria e iniciar a conscientização e mobilização de toda a cidade para se elaborar a Agenda 21 de Cubatão. O processo foi participativo e democrático, envolvendo as lideranças do município e a população, sem discriminação de qualquer natureza, não se caracterizando como de uma empresa, uma administração, um grupo político ou um grupo social. Foi um projeto de toda a cidade. Em momentos como o atual, de crise instalada no Município, no Estado e no País, projetos como a Agenda 21 devem ser valorizados, usados como referência e fonte de consulta na busca por soluções conjuntas aos desafios que a cidade enfrenta, como a queda da arrecadação, da empregabilidade e a desindustrialização. O País vive um momento político decisivo no qual cabe à sociedade cobrar para que iniciativas como esta tenham continuidade e, dessa forma, incentivar o comprometimento com o desenvolvimento da cidade e Polo Industrial de Cubatão.

Ten years ago, Agenda 21 of Cubatão had its origin in an initiative from companies in the Industrial Pole of Cubatão, represented by the Integration and Corporate Development Center (Cide), Center of Industries of the State of São Paulo (Ciesp/Cubatão) and the Department of Regional Action of the Federation of Industries of the State of São Paulo (Depar-Fiesp). With the objective of contributing towards the sustainable development of the city, the industries contacted City Hall and City Council to establish a partnership and begin the awareness and mobilization of the entire city in order to draw up the Agenda 21 of Cubatão. The process was participatory and democratic, involving city leaders and the population, without any kind of discrimination, not being characterized as being from a company, an administration, a political group or a social group. It was from the entire city. In times like these, with a crisis present in the City, the State, and the Country, projects like Agenda 21 must be valued, used as reference and a source of information in the search for joint solutions to the challenges faced by the city, such as the drop in revenue, in employment and deindustrialization. The country is going through a decisive political moment in which it is up to society to demand that initiatives like this have continuity and, in this way, encourage the commitment towards the development of the city and the Industrial Pole of Cubatão.

Polo de Cubatão: comprometimento com o desenvolvimento sustentável.Reconhecida pela Organização das Nações Unidas (ONU) como exemplo de recuperação ambiental, a cidade de Cubatão colhe os frutos dos investimentos realizados, pelas indústrias do Polo, na modernização de equipamentos, no controle das fontes emissoras e em programas ambientais.

São diversas ações de controle ambiental. O Cide/Ciesp Cubatão realiza o Projeto Operação Inverno, ação preventiva que consiste em campanhas de varrição e limpeza quinzenal das vias de acesso às indústrias, além de umectá-las 24h por dia no período de maio a outubro. Em 2015, outros investimentos foram feitos no Polo Industrial com o objetivo de melhorar ainda mais a qualidade do ar. Medidas como a substituição de equipamentos de controle de poluição (ECP), a modernização em tecnologia operacional e otimização

do uso da matriz energética contribuíram para um meio ambiente mais equilibrado e sustentável. Essas medidas foram tomadas em resposta ao Plano de Redução de Emissão de Fontes Estacionárias-PREFE, previsto no Decreto Estadual nº59113/13, aprovado pela Cetesb, que estabelece novos padrões de qualidade do ar e dá providências correlatas. O Decreto, fruto de uma ampla discussão com participação da sociedade, define que sejam elaborados Planos de Redução da Emissão de Fontes Estacionárias (PREFE). De acordo com a Cetesb, a somatória das ações de controle ambiental do Polo Industrial, aliada às condições meteorológicas mais favoráveis em 2015, gerou uma redução das concentrações em relação aos anos anteriores, tanto na região industrial quanto na região central de Cubatão.

Recognized by the United Nations (UN) as an example of environmental recovery, the city of Cubatão reaps the benefits of the investments made, by the industries of the Pole, in the modernization of equipment, in controlling emission sources and environmental programs.

There are several environmental control actions. Cide/Ciesp Cubatão have carried out Operation Winter Project, which is a preventive action consisting of sweeping and fortnightly cleaning campaigns of the access roads to the industries, in addition to wetting them 24h a day from May to October. In 2015, other investments were made in the Industrial Pole with the objective of further improving the quality of the air. Measures such as the replacement of pollution control equipment (PCE), the modernization of operational technology, and optimizing the

use of energy sources, contributed for a more balanced and sustainable environment. These measures were taken in response to the Emission Reduction Plan for Stationary Sources - PREFE, as provided for by State Decree No. 59113/13, approved by Cetesb, which establishes new air quality standards and provides correlated provisions. The Decree, result of a broad discussion with the participation of the society, establishes that Emission Reduction Plans for Stationary Sources (PREFE) must be drawn up. According to Cetesb, the sum of the environment control actions at the Industrial Pole, combined with more favorable weather conditions in 2015, led to a reduction of the concentrations in relation to previous years, both in the industrial region and central region of Cubatão.

Em 2015, as indústrias do Polo de Cubatão reafirmaram o compromisso em investir nas comunidades onde atuam. Foram destinados, somente neste ano, 7 milhões de reais em projetos sociais, culturais e esportivos. Além de doações por meio de iniciativas como Campanha do Agasalho e demais ações em datas comemorativas como Páscoa, Natal, início de ano letivo com materiais escolares, entre outras.

In 2015, the industries at the Pole of Cubatão reaffirmed their commitment to investing in the communities where they operate. This year alone, 7 million Reais were destined to social, cultural and sports projects. In addition to donations through initiatives such as the Warm Clothing Campaign and other actions on commemorative dates like Easter, Christmas, start of the school year with school material, among others.
