CITY OF HIGHPOINT
• High Point has a population of
approximately 114,000 people
and is roughly 58 square miles.
• The city employs
approximately 1500 people.
• This includes a Stormwater
Manager, Operations Analyst, 3
Specialists and about 18 other
employees consisting of
supervisors, crew chiefs,
equipment operators, and an
administrative assistant.

HIGH POINT STORMWATER INFRASTRUCTURE
• High Point is located in the Cape Fear and Yadkin Pee Dee river basins.
• The majority of our stormwater infrastructure is mapped by our GIS Analyst, who
constantly updates it.
• We have approximately 2.7 million linear feet of stormwater pipe in High Point.
Slightly more than half of that is in the Right-of-Way.
• We currently inspect about 1,300 outfalls annually.

POLLUTION PREVENTION AND GOOD HOUSE KEEPING – FACILITY INVENTORY
• We maintain a
spreadsheet of all the
facilities owned and
operated by High Point.
• We have the name,
address, and contact
information of each facility.
• We also include the
NPDES permit number if
applicable.
• The list is mainly
comprised of facilities that
we inspect or conduct
training at, but we also
include all the parks in
High Point.

• Amec Earth and Environmental
prepared the Operation and
Maintenance Manual soon after
we received the stormwater
permit.
• Amec visited multiple divisions
throughout the City to learn what
certain employees do and how to
better protect stormwater both at
their facility or in the field.

SPILL RESPONSE
PROCEDURES
• Several of the facilities that we
work with are covered by their own
NPDES permit and already have
Spill Response procedures.
• For the facilities that do not have
their own permit, we have
developed a Pollution Prevention
and Spill Response Plan.
• This Plan includes cleanup
procedures, emergency contact
numbers, material inventory, and
maps of the facility.

• Emergency numbers and an inventory of chemicals stored at the facility are included with the Spill Response Plan.

• A vicinity map of the facility and a map showing the locations of
stored chemicals and Spill Response materials are also included.
• Fire/chemical cabinets, secondary containment devices, and
stormwater infrastructure are denoted on the maps.

MUNICIPAL FACILITY
INSPECTIONS
• We conduct facility
inspections at approximately 20
municipal facilities per year.
• High Point has several
facilities that have their own
NPDES permit. Part of
permitted facility inspections
include reviewing the Pollution
Prevention Plan.
• Other facilities like golf
courses or marinas are covered
by our City’s NPDES permit.

MUNICIPAL INSPECTION FORMS
• We have
separate
inspection forms
depending on
whether the
facility has an
industrial
permit.
• Each form is
approx. 5
pages long and
inspections can
take from 30
minutes-2 hours.

pallet is being used, but not
all the chemicals are stored
on the pallet. There is
evidence of improperly
cleaned past spills.
Flammable
chemicals are
properly stored
in a fire cabinet.
Equipment is
stored inside
with no visible
signs of leaks.
This dumpster
has no lid, and
the bottom has
holes that have
rusted through.

EMPLOYEE TRAINING
• We go to the City facilities to conduct training for their employees.
• Group sizes range from 3 to 60 and we have conducted trainings in break rooms,
training rooms, and maintenance shops.

EMPLOYEE TRAINING
• During the training we talk about what stormwater is
and where it leaves the facility.
• We discuss where Spill Kits are located and how to
use them.
• We use this opportunity to discuss the most recent
inspection.
• For instance, there are two Spill Kits in this photo.
One has no lid and is full of a granular material
called Oil Dri, the other has a lid but is full of
trash.
• This is typically the time that the employees tell us a
year’s worth of stormwater-related issues.

EMPLOYEE TRAINING• We have 3 DVD's and 3 presentations
that we use for employee training.
• The DVD's all have a quiz that goes
along with it, which can be useful to
reiterate certain points.
• We purchased the DVD’s from Excal
Visual.
• The presentations are between 12 and
25 slides and are mostly made up of
pictures that we have taken around the City
or at facilities to illustrate the importance
of proper pollution prevention and good
housekeeping.

MUNICIPAL SCM INSPECTIONS
• The Stormwater Division inspects all the
SCMs within City limits on an annual basis.
• We have 25 municipal-maintained
stormwater control devices.
• These devices are inspected the same way
as privately owned SCMs.
• Photos are taken and added to the
device’s file and an inspection report is
given to the party that completes the
work.
• Not all of the devices are maintained by
the Stormwater Division.
• Several SCMs are maintained by Parks
and Recreation, the Fire Department and
one is maintained by the Electric
Department.

• This inspection is at one of our
athletic complexes.
• It is maintained by Parks and
Recreation, but they get the same letter
as the privately-owned SCMs.

MS4 OPERATION AND MAINTENANCE

• We are fortunate enough
to have our own sweeper
trucks, vacuum truck, and
camera truck.
• Having hardworking
employees on our
stormwater crews and the
right equipment allows us
to better maintain the
stormwater system in High
Point.
