Pillar 1. Supporting Jingjinji Mid and Long Term AQM Planning 支持京津冀大气中长期规划制定

• Area 1. International Experience on Overall AQM Framework:

1. The International Policy Workshop on Air Quality Management for the Jingjinji Region was hosted in Beijing from December 8 to 9, 2016. 京津冀研讨会

It formed an important part of the PMEH Business Week from December 5 to 10, 2016. PMEH环境周

In-depth exchanges took place between the national and international experts on practices in China and JingJinji planning and international practices. 专家交流

2. Seminars for Mid and Long Term planning hold by CRAES

3. Based on the discussions, the team plans to further analyze and identify technical gaps with counterparts in China. Action plans will be generated on bridging the technical gaps. This also compasses objectives of Area 4 Regional/Cross Boundary AQM Policy Development. 与中国其他区域开展政策交流

• Area 2 and 3. Tools, models and BAT management systems for overall AQM planning: This will include support for China’s core technical institutes to develop GAINS capacity and start adopting the cost-benefit analysis in the planning cycle. 支持大气建模能力建设

An initial visit of GAINS experts will be arranged to CRAES in the first semester of 2017. This will be followed by a 2-6 weeks (dependent upon model expertise) in-depth technical training to Chinese technical professionals at IIASA HQ in Austria. Pillar 1. Supporting Jingjinji Mid and Long Term AQM Planning 支持京津冀大气中长期规划制定

Pillar 2. Promoting South-South Cooperation on Air Quality Management 南南合作• South-south training: the first south-south training

workshop on regional AQM planning was organized in Beijing from December 5 to 6, 2016 with a field visit to Shijiazhuang. Participants included representatives from seven countries engaged in PMEH’s AQM component, including Egypt, India, Ghana, Nigeria, South Africa, Vietnam, and China. In addition to these countries, there were also representatives from Afghanistan, Bangladesh, Bulgaria, Ethiopia, Georgia, Mongolia, Senegal, Uganda, Zambia, and Zimbabwe.

• A compilation of the lessons learned/ good practices presented in the workshop will be prepared by MEP FECO and made available for dissemination in China and among the PMEH teams.

• Exchange tours to south-south cooperation countries: A group of Chinese AQM monitoring and CCA experts are to visit Lagos, Nigeria in June to get understanding on the specific needs for south-south support.

• Development of Co-Financing South-South Projects: Coordinated by MEP FECO, a draft proposal has been jointly developed by the PMEH Secretariat and the MEP FECO on leveraging Chinese technical expertise and resources in supporting south-south activities overseas. The proposal has been submitted to MOST for funding.

• South-south cooperation report: An analysis on south-south cooperation demand and supply will be prepared by MEP FECO to provide directions for planning of the future cooperation activities.

Pillar 3. Supporting Immediate Actions of the 13th FYP on Air Quality 支持十三五大气规划实施

• A study tour of 22 policy makers from MEP and the JingJinJi Region will visit Europe in late May for an exchange of regional policy development. 22人代表团赴欧洲交流

• The objective is to support the regional policy makers to enhance capacity in developing and implementing the measures of the 13th FYP air quality plan. Participants are expected to exchange with first-hand practices in Europe. 借鉴欧洲经验，向区域空气质量管理

• Technical discussions were conducted with prefecture-level and provincial level representatives in Hebei and municipal representatives from Beijing and Tianjin in 2016 to generate a list of equipment needed. The preparation of the list is being coordinated by MEP. 与京津冀讨论监测设备需求

• The Bank will finalize the arrangement in China to role out implementation in 2017 . 拟于2017年开展采购事宜

7. Challenges 存在的问题

• With increasing pressure, the government has increased the air quality standards and assigned stringent targets since 2016. Environmental authorities and local governments, without sufficient time to analysis the issues in details, may decide on short-term measures to achieve targets but may not be most sustainable in the long term. AQM planning shall be incorporated with cost-benefit analysis and long-term planning. Cost-benefit analysis has not been mainstreamed in the current planning cycle. 标准更严格，应考虑措施的可持续性和费效比
