    Role of Parish Pastoral Councilfor Responsible Voting

    Commission En Banc Resolution dated 14 November 2012 in SPP No. 12-197:

    Considering that petitioner has complied with all the requirements set forth under Rule33 of the COMELEC Rules of Procedure, this Commission hereby RESOLVES to ACCREDIT thePARISH PASTORAL COUNCIL FOR RESPONSIBLE VOTING (PPCRV) as citizens’ arm ofthe Commission pursuant to Section 2(5) of Article IX (C ) of the Constitution, Section 52 (k)of the Omnibus Election Code and other election laws in connection with the May 13, 2013

    National and Local Elections.

    In line with this, We hereby set the following duties of the PPCRV:

    ! To conduct poll watching in various precincts.! To provide assistance to the voters on election day most especially to the senior citizens,

    persons with disabilities, pregnant women, detainees, indigenous peoples and othermembers of the vulnerable sectors.

    ! To assist the Commission in voter’s information and education drives in everymunicipality, city and provinces most especially in far flung areas and to sectors whichexperience inaccessibility in getting information from the Commission.

    OFFICIAL WATCHERS OF CANDIDATES,POLITICAL PARTIES AND OTHER GROUPS

    CANDIDATES FOR SENATOR, CANDIDATES FORMEMBER, SANGGUNIANG PANLALAWIGAN ORPANLUNGSOD OR BAYAN, or ARMM REGIONALLEGISLATIVE ASSEMBLY BELONGING TO THE SAMEPARTY OR COALITION, SHALL COLLECTIVELY BEENTITLED TO ONE (1) WATCHER

    If, BECAUSE OF LIMITED SPACE, all watchers cannotbe accommodated in the polling place, preferenceshall be given to the watchers of:

    ! dominant majority party! dominant minority party; and! Accredited Citizens’ arm - PPCRV.

    1. REGISTERED VOTER of the city ormunicipality comprising the precinctwhere he is assigned.

    2. Of GOOD REPUTATION.

    3. Has not been CONVICTED BY FINALJUDGMENT of any election offense orany crime.

    4. Knows how to READ and WRITEFilipino, English or a local dialect.

    5. Not related within the FOURTH CIVILDEGREE OF CONSANGUINITY ORAFFINITY to the BEIs in the pollingplace where he seeks appointment aswatcher.

    NOT LATER THAN 28 APRIL 2013 ,independent candidates, registeredparties, organizations or coalitionsauthorized by the Commission shallSUBMIT to the Election Officers

    concerned:

    " names and signatures of theirrepresentatives authorized toappoint watchers in the city ormunicipality.

    1. Deliver their appointments to BEI chairman uponentering the polling place.

    ! The chairman shall RECORD the names in the minuteswith a notation under their signatures that thewatchers are not disqualified.

    2. Not speak to any member of the BEI or to any voter, oramong themselves, in such a manner that woulddistract the proceedings of the BEI.

    3. The watchers representing the dominant majority anddominant minority parties and PPCRV, shall, IFAVAILABLE , affix their signatures and thumbmarks onthe Election Returns.

    " File a protest against any irregularityor violation of law which they believemay have been committed by:

    ! the Board of Election Inspectors;! any member of the BEI; or! any person within polling precinct.

    " Obtain from the BEI a certificate as tothe filing of such protest and/or theresolution thereof

    Responsibilities andDuties of Poll-Watchers

    Final Testing and Sealing – At least seven (7) days beforethe 13 May 2013 Synchronized Automated National,Local and ARMM Elections, the Board of ElectionInspectors will convene in their assigned polling places

    to test and seal the PCOS Machines .The Election Officer will post a notice of the date, timeand place of the Testing and Sealing for each clusteredprecinct, not later than 01 May 2013 , in the bulletinboards of his office and of the city or municipal hall,and in at least three (3) conspicuous places in the cityor municipality.

    1. Watch out for the date, time and place of the FinalTesting and Sealing;

    2. Observe the procedure performed by the Board of

    Election Inspectors;

    3. Note that the PCOS Machine has been “ZEROED” atthe end of the process; and

    4. Place seals on the wrapping of the PCOS Machine.

    Responsibilities andDuties of Poll-Watchers

    Election Day – The PCOS Machines will opened only on 13 May2013, before the voting starts, and in the presence of watchers,if any.

    1. Appear during the initialization of the PCOS Machine andnote that:a. PCOS box is sealed;b. Ballot box is empty and thereafter locked with four (4) plastic seals;c. Package of Official Ballots is duly sealed; andd. the CF Cards are empty.

    2. Watch the Voting Process

    a. Challenge Illegal Votersb. Challenge based on Illegal Actsc. Observe compliance to the Rules during Voting

    d. Prohibitions on Voting:

    ! Bring the ballot, ballot secrecy folder or marking penoutside of the polling place;

    ! Speak with anyone other than as herein provided whileinside the polling place;

    ! Prepare his ballot without using the ballot secrecy folderor exhibit its contents;

    ! Fill his ballot accompanied by another, except in the caseof an illiterate or person with disability;

    ! Erase any printing from the ballot, or put anydistinguishing mark on the ballot;

    ! Use of carbon paper, paraffin paper or other means ofmaking a copy of the contents of the ballot, or otherwisemake use of any other scheme to identify his vote,including the use of communication devices i.e. digital

    cameras, cellular phones with camera or similar gadgetswhile voting;

    ! Intentionally tear or deface the ballot; and! Disrupt or attempt to disrupt the normal operation of the

    PCOS.

    3. Monitor compliance to the General Instructions for Boardof Election Inspectors until the close of the Polls:

    a. Affix signature on the Election Return; and

    b. Obtain one (1) copy of the Election Returns from the:

    i. First set of eight (8) copies prior transmission; and

    ii. Second set of twenty-two (22) after transmission.

    Random Manual Audit – One clustered precinct per legislativedistrict randomly selected will be subjected to manual audit.

    1.

    Serve as witness to the proceedings of the RandomManual Audit;

    2. Verify compliance to the General Instructions for RandomManual Audit Team Members; and

    3. Obtain a copy of the Audit Return upon close of theproceedings.
