• Background：1. CESSDSN is one of the nine pilot projects for Natio

nal Scientific Data Sharing Engineering managed by Ministry of Science and Technology

2. CESSDSN was started in 2003.

• Targets：1 、 Overall Target： Using computer networ

k technology to collect and integrate data which distribute in data centers,colleges,institutes and individual scientists,to form a transnational, trans-regional, cross-department and non-profit network service system for scientific data sharing.


• Targets：2 、 Targets in different stagesStage 1 ： forming basic framework of earth system science

data sharing network that geo-scientists are interested in before 2005.

Stage 2 ： There are rich data resources on the network and

users can easily get them before 2007.

Stage 3 ： The network will become domestically famous and authoritative data service network before 2010.


• Mission： Organizing colleges, institutes and individu

al scientists related to earth system science to put their data on network, importing foreign data resources, providing data service for geo-scientists.

1、 Operation & Administration

Project contract of CESSDSN was signed by Ministry of Science & Technology and the institute bearing project. Detail administration measures include:

(1) Project director is fully responsible for project;

(2) The institute bearing project should provide necessary conditions for project director to finish project, encourage departments and individuals possessing data to share their data, and promote sharing of scientific data.

(3) The higher authorities of institute bearing the program regularly supervises the process of the program, and provides the condition to finish the program.

(4) According to the requirements of the task ,the program is divided into sub-programs.

2、 Data Publishing

（ 1 ） Data can be published on-line or off-line . Off-line publishing is mainly for secret data or great capacity of data.

（ 2 ） Institutes or individuals to publish data should submit metadata firstly. CESSDSN will invite experts to evaluate metadata and data to decide if the data will be put on the network to share


（ 3 ） When data are submitted to CESSDSN, some supplementary information, such as data format, metadata, documentation, data quality, secret grade, secret period and so on, should be provided at the same time.

（ 4 ） CESSDSN would like to publish data for the institutes or individuals which are willing to share their data but don’t have conditions to share through network.



（ 5 ） Organizations or individuals providing data to CESSDSN have rights to maintain (modify, renew) their data.

（ 6 ） Three ways to publish data: metadata publishing, fully publishing and limited publishing.



• Metadata publishing: Only metadata are published, data are not published.

• Fully publishing: Both data and metadata are published, and can be queried or downloaded freely.

• Limited publishing: For keeping secret or other reasons, metadata and part of data contents are published.



•non-profit sharing & non-gratuitous sharingData generated by government investment should be shared in non-profit way. Data generated by companies or individuals investment can be shared in non-gratuitous way. •Right of ownership of dataRight of ownership of data generated by government investment belongs to state and data producing organizations . Right of ownership of data generated by companies or individuals investment belongs to the companies and individuals. Users should annotate data sources when they use data.

3、 Data Sharing Service


• Correspondent to on-line & off-line data publishing, data sharing is also carried out in on-line and off-line ways.



• Main users of CESSDSN consist of colleges, institutes, government departments and individual scientists.

• Contents of data sharing service of CESSDSN

include data distribution, data navigation, on-line query, on-line download, off-line service and data processing service.



• CSSSDSN provides trustee service for organizations and individuals who want but have no conditions to publish data and provide data service.

• For secret data, users should submit on-line application first, CESSDSN will reply to users and tell them how to get the data.



• User are not allowed to transfer secret data from CESSDSN. Even if they are processed simply, such as unit transformation, storing media changing and so on.

• User are not allowed to publish secret data from CESSDSN independently or as part of other data or service.



• Open data that users get from CESSDSN are not allowed to be used for commercial activities. They can be used only inside organization and are not allowed to put on internet.

• All users of CESSDSN should annotate data producers or providers and channel to get data in their reports or papers. Users have duty to present copy of reports, papers or other forms of achievements to data providers and CESSDSN.



• Welcome organizations or individuals in the field of geosciences to publish data on CESSDSN.

• Hope geo-scientists to conveniently get data they want from CESSDSN.
