SignPolicy,LastupdatedAugust2016https://www.usm.edu/institutional-policies/policy-stua-una-006.phpStudents,studentorganizations,faculty,staffanddepartmentscommonlypostsignsindesignatedlocationsasameansofinformingtheUniversitycommunityofeventswhichtheyaresponsoring.OutsidegroupsororganizationsalsopostsignswhenutilizingtheUniversity’sdesignated“freespeech”zones.TheUniversityallowsthesepracticeswithinregulationsdesignedtoreasonablygovernthetime,placeandmannerfortheprotectionofthestudents,Universitypropertyandtheappearanceofitscampuses.Allsignsmustincludethenameofthesponsoringstudentorganization,department,grouporperson.OfficialsignageofTheUniversityofSouthernMississippi,buildingdesignations,regulatoryandtrafficcontrol,directionalsignage,etc.,arenotgovernedbythispolicy.Thelocationslistedbelowaretheonlylocationswherenon-officialsignagemaybeposted.A.CONTENT
1.SignsthataredeemedtobeoutsidethescopeofFirstAmendmentprotectionmayberemoved.Thatincludessignscontainingobscenityandspeechincitingindividualstounlawfulactivities.Stateandfederalconstitutionaldecisionswillbeusedasguidelinesfordeterminingspeech,whichisprotectedbytheFirstAmendmenttotheUnitedStatesConstitution.
2.Nostudentorganization,Universitydepartmentoranyothergroupororganizationmaydisplaysigns,printedadvertisementmaterialsorwearablesoncampusthatadvertisealcoholicbeveragecompaniesoralcoholconsumption.
B.ADMINISTRATIONANDENFORCEMENTOFPOLICY
1. ResponsibilityforassigningbuildingandpropertyliaisonslieswiththeVicePresidentforFinanceandAdministration.Buildingliaisonsmaymakethedecisionastotheremovalofinsidesignsandsignspostedoutsidethebuilding’ssurroundingareas.Ifindoubtwhetheranoutsidesignshouldberemoved,thefollowingshouldbecontacted:• DirectorofPhysicalPlant–individualsafetyorpropertydamage• OfficeoftheDeanofStudents–content• GulfPark:DirectorofStudentAffairs-content
Whenthereisadoubtastowhetherasignshouldberemovedbecauseofthecontent,thedecisionwillbemadebyacommitteeconsistingoftwofacultymemberswhohaveanawarenessofFirstAmendmentlawappointedbytheDeanofStudentsandastudentappointedbythePresidentoftheStudentGovernmentAssociation.

2.PeoplewhofeelthatasignhasbeenerroneouslyremovedshouldimmediatelycontacttheDeanofStudents.Sincetimeisoftenanimportantconsiderationinthesequestions,thepartyinvolvedmayrequesttheStudentJudicialBoardtomeetasquicklyaspossibletodeterminewhetherthesignhasbeenimproperlyremoved.
3. Whileallstudentorganizations,studentsanddepartmentsaresubjecttotherulesandregulationscontainedwithinthispolicy,departmentshavethediscretionofpostingsignsattheirfacilitiesforspecialevents.StudentorganizationsthatviolatethispolicyaresubjecttodisciplinebytheOfficeofLeadershipandStudentInvolvement.Firstoffensewillwarrantaletterofwarning,whilethesecondoffensewillresultinthepresidentofthestudentorganizationbeingcalledbeforetheStudentActivitiesCommittee.Thecommitteehastherighttoimposepenaltiesincluding,butnotlimitedto,finesaswellasactivityrestriction.TheStudentActivitiesCommitteeretainstherighttorecommendthatanorganization'sofficialrecognitionbewithdrawnifseriousorcontinualviolationofthepolicyoccurs.ViolationswillbereferredtotheStudentJudicialBoardforstudentviolationsandtotheappropriatevicepresidentfordepartmentalviolations.
4.DuringSGAelections,halfofthedesignatedspaceswillbeallocatedtotheelectioncommissionerforcandidatedistribution.PleaserefertotheSGAConstitutionforthesignpostingdates.
C.TIME,PLACEANDMANNERREGULATIONSFORSIGNS
1.FREESTANDINGSIGNSa.Signsmaybepostedindesignatedareasbelow;however,no
reservationneedstobemadetoreservespace.b.University-approvedstudentorganizationanddepartmentsmaydisplay
freestandingsignsoncampus.Thedepartmentorstudentorganizationnamemustbeprintedonthesign.SignsareallowedtoremainforamaximumoffivedaysandthenmustberemovedbythesponsoringorganizationunlessaspecificextensionisgrantedbyLeadershipandStudentInvolvement.
c. Outsideornon-campusaffiliatesarenotgenerallypermittedtodisplayfreestandingsignsoncampus.However,incaseswhereanoutsideornon-campusgroupison-campusatoneoftheUniversity’sdesignated“freespeechzone”locationstoexerciseitsrightsasoutlinedinthe“FreeSpeech,DemonstrationandProtestPolicy,”itmaydisplayfreestandingsignsattheimmediatesiteoftheprotestordemonstration.ThesesignsmayonlybeplacedonapavedsurfaceortheunpavedsurfaceimmediatelyadjacenttothefreespeechzoneandmustcomplywithallrequirementsoftheUniversity’sSignPolicy.Signsmustberemovedimmediatelyuponcompletionoftheprotestordemonstration.

d. Signs(notincludingSGAelections)areallowedtoremainforthemaximumdurationstatedaboveandthenmustberemovedbythesponsoringorganization.

2. INSIDESIGNS
a.Handbills(posters,bulletins,flyersandnotices)shallbepostedoninsidebulletinboardsanddesignatedareasinuniversitybuildingsbystudentorganizationorcampusdepartmentsonly.
b.Eachbuildingmanager,actinginaccordancewiththeseguidelines,maypublishwrittenregulationsconcerningtheplacingofsignsoninteriorbulletinboardsordesignatedareasoftheirbuilding.Onlywhenavailablespaceonthesesurfacesbecomesaproblemmayabuildingmanagerlimitthesizeofthesigns.
c.Studentorganizationsareresponsibleforthenatureandcontentofthehandbillsandinsidesignsbeingposted.TheOfficeofLeadershipandStudentInvolvementandtheDepartmentofUnionandProgramsreservetherighttotakedownanyinappropriatesignsontheHattiesburgCampus. AtGulfPark,theDivisionofStudentAffairswillreservetherighttotakedowninappropriatesigns.
d.TheUniversityofSouthernMississippiprohibitsthepostingordisplayofthesesignsbystudentorganizationsordepartmentsoutsideofdesignatedareas.ThisincludestheexteriorofanyUniversitybuilding,telephone/utilitypole,tree,sidewalk,window,trashcan,oranyotherexteriorsurfacelocatedonthecampus,includingvehicles.TheOfficeofLeadershipandStudentInvolvementreservestherighttotakedisciplinaryactionagainstanystudentorganizationthatdoesnotfollowthispolicy.
e.Non-universityaffiliateswhowishtohangsignsthatadvertisesimilarproductsorservicescurrentlyofferedtheUniversitywillNOTbepermitted(i.e.,apparel,foodservice,lodging,etc.)
3.SUSPENDEDBANNERS
a. BannerswillbehungnohigherthansixfeetinthefollowingHattiesburgCampuslocations:

timethespacemayberenewedifavailable.Allsignsshouldberemovedaftertheeventoccursbythesponsoringorganizations.
d. SuspendedbannersarenotallowedatSouthernMissGulfPark.ThisexcludeslawnbannersforHomecomingapprovedbystudentaffairs.

4.CHALKINGa.Onlyregisteredstudentorganizationscanchalkoncampus.Any
outsidegroup,non-affiliatedwiththeuniversityisnotpermittedtochalkoncampus.
b. Water-solublechalkonlyisallowedindesignatedareas.Markers,spraychalk,paintsoroil-basedproductsareprohibited.
c. Chalkingmayoccuronlyonhorizontal,designatedspaces.Nochalkingisallowedonbrickareas,buildings,trashreceptacles,steps,fountains,benches,tables,lightposts,columnsandanyotherverticalareas.
d. Theuseofchalkonsidewalkandpavementareasisallowedforeventsonlyindesignatedareas:• Hattiesburg:

5.M.M.ROBERTSSTADIUM
Generally,signsandbannersarepermittedatathleticevents.TheAthleticsdepartmentrecognizesthatbanners/signscanpositivelycontributetoaneventbutmustadheretothefollowingconditions.Bannersandsigns:a.Maynotbeattachedtoposts,standardsorsticksb.Maynotobstructsightlinesofothersinattendancec.Maynotblockordetractfromsponsorsignaged.Mustbeingoodtasteandshowgoodsportsmanshipe.Maynotcontainobjectionablelanguageorinnuendof.Shouldbepositiveinnatureandrelatetotheeventg.Maynothavethepotentialtoinciteothersh.Maynotdetractfromtheeventi. Mustbeusedinasafemannerj. Maynotbeplacedonrailingsorgamegoals
Thesestandardsareatthecompletediscretionofathleticeventmanagementpersonneland/orlawenforcement.TheDepartmentofAthleticsreservestherightstodisallowsignsandbannersatanyevent

withoutnotice.
6.RESIDENCEHALLSa. AllsignsbelongingtoanyoneotherthanResidenceLifestaff,theResidence
HallorganizationsorHallCouncils therein,musthave theirsignagepre-approvedbytheResidenceHallAssociationbeforehavingitplacedwithintheresidencehalls.
b.Anythingpostedmustbesponsoredbyaregisteredstudentorganizationoftheuniversity.
c. Insidesignagelocations,excludingglassandpaintedsurfaces,willbedeterminedbytheResidenceHallstaff.• Theminimumsizeofallinsidesignsis8.5x11inches.• Tatteredandtornsignsthathavebecome“roughed”totheextentthat
theyarenolongerlegiblewillberemovedbytheResidenceHallstaff.• Signs will be posted by the Residence Hall staff and will be
removedwithin24hoursoftheadvertisedevent.• Studentsandstudentorganizationsmayregisteruptotwoinside
signagerequestsperweekperhall. OncethesignageisapprovedbytheResidenceHallAssociation,theorganizationmaybeginprintingthesignageandmayreturnittotheRHACentertobedispersedtotheResidenceHallStaffforposting.
d. Studentorganizationsmaynotplacesignageontheoutsideofresidencehallsforanyreason.
e. StudentorganizationsthatplacesignageinsidetheresidencehallswithoutpriorconsentfromtheResidenceHallAssociationwillbesubjecttosuspensionofpostingsignageinthefuture,whichwillbedeterminedbytheResidenceHallAssociation.
f. DepartmentsoftheUniversityshouldcontacttheStudentHousingAdministrationclerkintheDepartmentofResidenceLifeinanefforttopostsignageinsidetheresidencehalls.

meansofcommunicationorsaleoftickets,products,servicesandgiveaways.B. Anystudent,faculty/staffmemberornon-universityaffiliatepromotingabusinessor
sellingitemsisrequiredtoobtainasolicitationpermit.Thisincludes,butisnotlimitedto,businesses,aswellasnonprofitandreligiousorganizations.Anapplicationforthispermitshouldbesubmittedtwoworkingdaysinadvanceofthevisitdate.Acopyofyourpictureidentificationisrequiredwithapplication.Thesolicitormustalsoprovideadetaileddescriptionofitemsbeingsold,advertisedorpassedout.ItemsshouldbesubmittedtotheEventServicesofficelocatedonthesecondflooroftheThadCochranCenter,ormailedto118CollegeDrive#5067,Hattiesburg,MS39406-0001.Thispermitshouldremainwiththesolicitoratalltimes.
C. Thecostforthepermitinregardtoanytypeofsaleshallbe15percentoftherevenuecollectedperdayoraminimumof$75.Inaddition,therewillbesevenpercentsalestaxifthesolicitordoesnotpayhisorherowntax.PleasereturntotheEventServicesofficeby4p.m.attheconclusionofyourpermittopayalloutstandingfeesforyourevent.
D. Solicitorsshallnotbepermittedtopostprintedadvertisementsoncampusexceptoninsidebulletinboardsorreceptionareas,ifapprovalisgrantedbythebuildingmanagers.Solicitorswishingtosell/advertisesimilarproductsorservicescurrentlyofferedbyTheUniversityofSouthernMississippiwillNOTbepermitted(i.e.apparel,foodservice,lodging,etc.)
E. Printedadvertisement,materialsorwearablesshallnotcontainobscenematerialasdefinedbycommunitystandards,advertisethesaleoruseofalcohol,tobaccoorillegaldrugs,orcontainlibelousinformation.Theuniversityassumesnoresponsibilityforthecontent,qualityordeliveryofanyproduct.Theuniversityonlyacknowledgesandrecordsthatthissolicitorwillbeoncampusduringtherequesteddates.
F. Solicitationisnotallowedduring“DeadDays”,whichbeginsninedayspriortograduation,orduringhomefootballgameweekends(unlessanapproved,officialsponsorofUSMAthletics).
G. Storageisnotavailable.H. Ifreservationsforsolicitationarenotcancelledwithin24hoursofthedatereserved,
orifmoniesowedarenotpaidonthereservationdate,a$75feewillbeassessedbeforeanyfuturereservationsareallowed.Threeno-showsinanacademicyearwillresultinrevokedprivilegesforasolicitationpermit.
I. Door-to-doororpedestriansolicitationisnotallowedanywhereoncampus.SolicitationwillbeallowedintheCochranCenter,CookUnion,ShoemakerSquare,theLibraryPlazasandotherareasdesignatedbythedirectoroftheUnionandProgramsdepartment.Equipmentnotprovidedforoutdoorspaces.
J. Solicitordisplaysmaynotextendmorethanthreefeetontoplazaareas.Solicitorsmustremaininassignedareasandnotapproachthepublic.Noamplifiedsoundallowed.Vehiclesarenotpermittedonplazaarea.

K. Solicitorscannotaskfororreceiveadvanceddepositsonanyproductthatistobemailedtothepurchaser.
L. CreditcardpromotionswillbedeniedwiththeexceptionofprogramsaffiliatedwiththerecognizeduniversitycardsponsoredbytheAlumniAssociation.
M. SolicitorsaresubjecttotherulesandregulationsoftheuniversityandthelawsoftheStateofMississippi.ApermitmaybesuspendedorcanceledbytheUnionandProgramsdirectorforjustcause.Noncompliancewithanyoftheprovisionsoftheseguidelinesshallconstituteaviolation.Appropriatelegalactionmaybetakenagainstindividualsandnon-universityaffiliatesrefusingtocomplywithregulations.

students,faculty,orstaffsolongastheyhavenotbeenpreviouslyreservedorscheduledforaparticularfunction,nosoundamplificationisused,nostructureiserected,andtheparticipantsdonotviolateotherUniversitypolicies.Anyspeakermaybedeniedoraskedtoleaveifthespeechconstitutesanimmediateandseriousdangertotheinstitution’sorderlyoperationbythespeaker’sincitementofsuchactionsby:
1.Thewillfuldamageordestructionorseizureandsubversionofthe
institution'sbuildingsorotherproperty;2.Theforcibledisruptionorimpairmentorinterferencewiththeinstitution'sregularlyscheduledclassesorothereducationalfunctions;3.Thephysicalharm,coercion,intimidationorotherinvasionoflawfulrights
oftheinstitution'sofficials,facultymembersorstudents;C. AnyUniversityaffiliatedspeakermaybeaskedbyaUniversityofficialorUniversity
PoliceDepartmentofficertorelocatetooneofthealternatelocationslistedifthedesignated“freespeechzone”hasbeenpreviouslyreservedbyoneofmorestudentorganizationsorUniversitydepartments.
D. Individualstudents,facultyorstaffhavetherightoffreeexpressionanywhereoncampussolongastheexpressiveactivitiesorrelatedconductdoesnotviolateanyotherapplicableUniversitypolicies.
E. Ifastudentorganizationdesirestodemonstrateinanareaofcampusoutsideofthe“freespeechzones”orifthestudentorganizationintendstoadvertiseforaneventoranticipatesaneventthatmaydrawalargecrowdorimpedepedestrianor

vehiculartrafficorwillinvolveaparade,marchorothersimilaractivity,theUniversityrequiresthestudentorganizationtocompleteaneventformthroughtheOfficeofLeadershipandStudentInvolvementatleastoneweekinadvanceoftheactivity.LSIwillworkwiththeorganizationtomeettherequestorfindasuitabletimeandlocationthatbalancestherightsofthestudentorganizationwiththerightsofothersandtheUniversity’seducationalmission.ThepurposeofthepolicyisnottodesignateUniversitystreetsandcommonareasasapublicforumortoaccommodatedemonstrationsorprotestsbythosewhoarenotpartoftheUniversitycommunity(non-studentsandothercampusguests).Rather,thepurposeofthispolicyistopromoteandfacilitatestudentexpressionwhileallowingtheUniversitytomakeanynecessaryarrangements(suchasarrangingparaderoute,providingsecurity)toassuresuchactivitiesdonotinterferewiththeUniversity’smissionandoperationsorwiththerightsofothers.Shouldanoutsidegrouporindividualstudentwishtoconductanorganizeddemonstrationortodemonstrateinareasotherthanthe“freespeechzones”,thegroupshouldseekthesponsorshipofaregisteredstudentorganizationandfollowtheproceduresoutlinedinthissection.
Non-UniversityAffiliatedF.IndividualsorgroupsnotaffiliatedwiththeUniversityarepermittedaccesstotheFreeSpeechZonessubjecttothefollowingrequirements:
o Non-UniversityindividualsorgroupsmayreserveoneofthedesignatedFreeSpeechZonespacesthroughtheOfficeofEventServicesnosoonerthanthree(3)businessdaysinadvanceandnolaterthanone(1)businessdayinadvance.
o TheOfficeofEventServicesmayreserveoneofthedesignatedFreeSpeechZonesifithasnotpreviouslyreservedbyastudentorganizationorUniversitydepartment.
o Non-Universityaffiliatedindividualsorgroupsmustcomplywithalloftherequirementsoutlinedinpolicy.

Privileges, Obligations and Due Process of all Registered OrganizationsUponofficialrecognitionbyTheUniversityofSouthernMississippi,therearecertainprivilegesaffordedanewstudentorganizationandcertainobligationstheneworganizationisexpectedtodischarge.Theseprivilegesandobligationsareasfollows:

A.Uponofficialrecognitionbytheuniversity,anorganizationbecomeseligibletoparticipateinuniversity-approvedstudentactivities,toreserveuniversityfacilitiesandtorentauniversitypostofficebox.
B. Eachorganization’sofficersarerequiredtoregistertheirorganization(withaminimumof10full-timestudentsandanon-campusadvisor)withtheOfficeofLeadershipandStudentInvolvementannuallybycompletingtheOrganizationInformationForm(OIF).Otherwise,theorganizationwillbecomeinactiveandwillloseitsprivilegesmentionedabove.Immediatelyfollowingeachelection,listsofnewofficersoradvisor(s)withaddressesshouldbesubmittedtotheOfficeofLeadershipandStudentInvolvement.
C.Eachorganizationcommitsitselftosponsoronlysuchprojectsaswillbenefitboththegroupandtheuniversityandtoupholdtheuniversityregulations,includingtheStudentCodeofConduct,CodeofEthicsforStudentOrganizations,LeadershipandStudentInvolvementPolicy,cityordinances,andallstateandfederallaws.

Day-Of-EventRequirementsforSpecialEvents
A. Thesponsoringgroupistodesignatearepresentativetomeetwithpolice,abuildingmanagerandaStudentAffairsprofessional30minutespriortoopeningthedoorsfortheevent.Also,afacilitywalk-throughshouldbeconductedwiththefacilitymanager,universitypoliceofficerandorganizationrepresentativeatthistimetoprotectanorganizationfromanypriordamageinthefacility
B. Threelinesmayberequiredattheentrancetoallowforeasieraccessintotheevent.ThesponsoringgroupmustcontacttheDepartmentofParkingManagementtomakearrangementsfordeliveryofstanchions.
C.Frontentrancesshouldbestaffedbythehostorganizationatalltimes.Theseindividualswillhavetheresponsibilityofoperatingthecounters,collectingticketsandcheckingtheguestlistsifapplicable.
D.Membersofthehostorganizationshouldbeclearlyidentifiedthroughouttheevent(e.g.,badges,nametags,passes)
E.Noexcessiveprofanity,vulgarityornuditywillbeallowed.F.Noorganizationsonprobationorsuspensionwillbeallowedtoperform.Thisalso
appliestoprofessionalguestartists.G. IfUniversitypersonnelorfacilitymanagementbelievesaperformanceexhibits
