markable markup in the prices of ciga-
rettes. The cost of smoke and the nicotinethat goes with every smokers breath had been
upped by every entrepreneur doing business
with cigarettes. Government had been targeting
to increase its revenues to sustain the operations
of government. It too is aiming to decrease the
incidence of death that are caused by nicotineinhalation and all the illnesses carried by such
vice.
So much is spent by government in provid-
ing basic services to the people, including its
constituents healthy existence. The increase in
prices due to the added factor dubbed as sin
taxes had caused alarm upon the smoking pop-
ulation whose life and system had thus far been
dependent if not addicted to smoking. Prices at
stick level had been raised twice as much as pri-
or to the imposition of the sin taxes.
This brings the smoker to bear a greater
burden on a habit that is too tough to stop
but is stoppable nonetheless. Those who are
addicted to smoking are in for a tough cri-
sis salivating on cigar that is now twice as
expensive or even more that what it used to
cost when they decided to get hooked into
the habit.But no matter the cost, smokers are a
tough lot to stop in their smoking as many
would opt to bear the pain of increased pric-
es in cigarettes. The sin tax measure may
cause smokers and drinkers to pause awhile
and reflect on whether or not to continue
with the vices they had lived with. It may re-
duce consumption of sin products but would
never eliminate smoking as a habit upon

tion of Philhealth cards by a may-
oralty candidate in the barangays
of this city. Numerous reactions
could be heard and most were not
pleasant. There were raised eye-
brows as to the real essence or pur-
pose of the gesture. It just came
out of the blue. Its sincerity was
even questioned as it did not pass
through the right entity that is sup-
posed to facilitate the enrollment in
the City. The suspicion rose as the
cards were issued by the provincial
government and distributed by an-
other, a mayoralty candidate. The
former has no jurisdiction in the
city; the latter has better areas to
focus than Tacloban.
It is known in the City that
Philhealth registration among the
indigent family heads have been
going on since years back,facilitated by the Chief Ex-
ecutive. His move was in
consonance with the desire
of the national government
to enroll all Filipinos in the
national health insurance
program whose aim is to en-
sure accessibility of the poor
to health amenities. Whileit is the ideal that all sec-
tors join hands in supporting
government programs, eth-
ics dictates that proper coor-
dination and certain protocol
must be observed. This way,
smooth implementation of
programs is assured.
Without proper coor-
dination from the ofce
in-charge of the program,
confusion and double regis-
tration could result thereby
wasting money and efforts.
Instead of being given in
areas where people have le-
gitimate need of coverage,
the cards are instead given
to the wrong hands. There
goes thousands of govern-
ment funds ushed down
the drain, all because of
political maneuvering by
political gures who have
no seriousness in what they
are doing. There are many
of such kind in our midst,
reason for the gaps in gov-
ernment programs.

Mortal eyes can see only those things that are mortal. For instance,you cannot see your own spirit; the refore, how can you behold its Crea-tor? When the spiritual eyes are opened, then surely you can see theone who is Spirit, and all spiritual realities as well. Who can open ourspiritual eyes to see God? It is Jesus Christ. We know that the Sonof God has come and has given us understanding to know him who istrue (1 Jn 5:20). St John the Baptist conrmed that Jesus Christ wassent by God to reveal him as he is, when he said to his own discipleswho complained about the baptism by Jesus, No one can receive any-thing except what is given him from heaven(Jn 3:27). It is Jesus whogives us not only the spiritual eyes to see God, but also a heart to ex-perience Gods presence. Take a piece of charcoal: however much youmay wash it, its blackness will not disappear; but let the re enter intoit and its dark colour vanishes. So also, when we receive the re of theSpirit of Christ, all the blackness of evil is driven away from our heartand thus we are able to experience Gods presence. How fortunate are
we who have been baptized by the re of Christ to be able to recognizeand experience the true liv ing God! This gift of awareness of God is nott be hoarded and kept to ourselves. ce? Instead of participatingin the political maneuvers of
wannabes, the ofce could
do well to improve its ser-
vices especially in reviewing
its capability in taking care
of its paying members who
get headaches when they get
discharged from the hospital
after connement. Insurance
coverage is so meager that
the patient gets relapse after
being shown with the hospi-
tal bill whose Philhealth cov-
erage does not even reach 50
% let alone at least 75 % of
the total because the ordinary
member has to resort to loansharks to complete payment.

sad events create in most
of us an in-depth intro-
spection, prompting ques-
tions, are we sliding back
to our beastly-ways? Are
we touching base with the
animalistic and consorting
with the wicked force that
lurks inside us?
Oasis in their song Won-
derwall, once lamented
there are many things that
Id like to see to you, but I
dont know how; that in anutshell is the ambiance of
this essay. Could it be that
the devil and its underlings
are waging this conict for
us to be swept in disarray, to
replace our innate kindness
with the throng of wordly
emotions or desires? And
that we allow the passion of
worldly gratication over-
take our greatness as Gods
foremost creation.
In one of my computer
browsing, I came across a
website which carries one
Angelica Zambrano-Moras
testimony. She attests that
in 23 hours of unconsum-
mated death, she had seen
Hell, Heaven and the Sce-
nario of the end-of-days.
All these happened as she
was being escorted by God.
She purportedly roamed in
Hells magma-like envi-
ronment and saw notable
personalities including Se-
lena, Michael Jackson lan-
guishing in there and even
a relative in the clutches of
the devil. Hell, according to
her, lies beneath and it was
teeming with millions of
condemned souls.
Vividly, Zambrano de-
scribe the horrifying con-
ditions in her website.
Hell according to her is
even more horrifying thanDantes account. It seems
that the terrifying concepts
from the lms is no match
to the Hell she had seen.
One disturbing detail in her
testimony is the observa-
tion that devils are toiling
profusely running in and
out its gates, to destroy
mankinds faith in God. In
my humble opinion, I seel
all these sad events as elic-
ited by the forces of dark-
ness, to sow chaos, to create
problems and to cause ourloss of faith. And it rattled
us to the core.
Zambrano says that the
fallen angels are in a dou-
ble-time going back and
forth its niche just to cause
trouble amongst us. And
She has been in the po-
litical limelight since she
plunged into the local arena
as Tacloban City councilor.
Over a decade henceforth,
nurturing a name that was
not to be undermined and a
public service that was be-
yond sheer advocacies, shewon her way up to be the
City Vice-Mayor then Vice
Governor of Leyte before
the City became a highly
urbanized city. Sticking it
on with the now ruling Lib-
eral Party from the onset
of her political career, she
nally got into the position
which according to Pres.
Noynoy Aquino she so
much deserved the gov-
ernorship of Leyte.
Gov. Ma. Mimietta Sa-
torre Bagulaya of the third
district of Leyte is all thank-
ful to Divine Providence for
the prize for her loyalty, and
steadfastness and dedica-
tion to public service and
ever challenge that went
it on top of a remarkablereputation in good govern-
ance. With a litany of ci-
tations, recognitions and
awards, including a life-
time achievement award
as former chairperson of
the League of vice Gover-
nor of the Philippines, no
one would ever think that
she could not make it to the
governorship in an elec-
tion. The tie is ripe for her
to work on that step of the
ladder.
For reason she wants the
public to understand, she is
pleased of getting the popu-
lar vote for member of the
Sangguniang Panlalawiganrepresenting the third dis-
trict of Leyte in the elec-
tions on May 13 this year.
Many would opt to think
that her being the gover-
nor for 8 months to June
30 when she bequeaths the
post to the so-called Gov-
ernor-in-waiting Leopoldo
Dominic Loreto-Petilla is
a bonus. As Gov. Mimiette,
who rst built her name in
the society as academician
and local TV newscaster,
has said, she has no mil-
lions of pesos to gamble inan election for the position
of governor with no assur-
ance of winning at all. She
sincerely wished, though,
to be the governor of Leyte
one day.
The prayer was nally
answered when Gov. Car-
los Jericho Icot Petilla
was appointed in Novem-
ber last year by P-Noy to be
the next Energy czar upon
resignation of then Dept. of
Energy Sec. Rene Almen-
dras. This is it! As newsmen
thought of her words in a
guesting in the January 12
edition of Express It At The
Park, this is the governor-
ship that heaven reserved
for her, and to reiterate,
the well-deserved oppor-
tunity to be the governor.
The opportunity she calls,the free seat.
Now that she is in such
key post the highest ex-
ecutive ofcial of the rst-
class Province of Leyte,
and with only eight months
to stay on it till June 30 this
year, how does she want to
be remembered by the peo-
ple, especially that the Petil-
