Approval of the May 14, 2019 Police Commission Meeting Minutes Motion made to accept the Police Commission Meeting Minutes of May 14, 2019 as presented. Motion made first by Vazzano, seconded by Magliocco. There was no further d iscussion. The motion passed unanimously.
Chiefs Report Correspondence Letter was received from Robert Coppola, Trumbull Police Union to Chairman Raymond Baldwin regarding a Planning and Zoning meeting in December.
Letter from Chief Kulhawik of Norwalk PO thanking Officers Duva and Siljamaki for participating in the Police Memorial Service on May 15, 2019.
Email from a Wellness Teacher at Trumbull High School thanking Officer Duva for his presentation to all Seniors during their Senior Health Seminar.
letter from Attorney Herbst to Chairman Baldwin regarding 48 Monroe Turnpike with subject titled "Illegal meeting of the Trumbull Police Commission." Chief Lombardo has not heard anything further regarding letter. There were also attachments of documents that were discussed at the May 14, 2019 Police Commission meeting which was placed under new business. This is for discussion of letter that was sent to the Planning and Zoning Commission in January and the December 31, 2018 letter that was sent from Chief Lombardo and former Chairman Magliocco with correspondence between Chief Lombardo and the Police Commission.
Correspondence typed by Cathy Blanchfield regarding a call from an elderly Trumbull resident. She and her husband thought they were being victimized with a scam regarding a Federal Express package. They wished to express how pleased they were when they called the Trumbull Police Department and spoke with Officer Hamilton. Officer Hamilton was very kind and professional. Officer Hamilton provided her with some advice on how to handle similar situations in the future.
Operations Chief Lombardo reviewed the Calls-for-Service report for the month of May. There was a total of 1,673 calls.
The Motor Vehicle Enforcement report showed the MV Warning, DUI Arrests, MV Complaints and MV Arrest.
Chief Lombardo reviewed the Criminal Incidents report for the month of May which showed a total of 82 calls. Chief Lombardo shared that last week the Midnight shift arrested two, 16 year old juveniles from Bridgeport with a stolen car and who were breaking into vehicles.
Chief Lombardo reviewed the Alarm Response Summary for the month of May which showed a total of 152 alarms.
The Incident Statistics report showed 1672 calls for the month of May.
The next report Chief Lombardo reviewed was the Monthly Status Report for School Resource Officers for the month of May.
Chief Lombardo indicated the Department is short 10 officers. As done last year, when the SRO's are not working at the schools during the summer they will be assigned to the Patrol Division as they will help fill in the shifts. Chief and the staff have discussed, due to the shortage, the possibility to temporarily reassigning someone from the Traffic Division to Patrol Division. That will be on a case by case basis. They are going to try to not have the Traffic Division Officers be temporarily be reassigned to the Patrol Division as the chief would like them to stay in their Division.

The Arrest Summary Report Adults showed there were 66 arrests for the month of May.
Chief Lombardo reviewed the K9 Incident Report which showed there were 8 calls for the month of May. As previously mentioned the K9 Officers assist the Patrol Division with calls as well .
Traffic Report Chief Lombardo reviewed the Traffic: Report for the month of May. There were 52 cases assigned to the Traffic Division during the month of May. The Traffic: Division participated at a Touch a Truck at the Trumbull Westfield Shopping Center which was to benefit the Center for Family Justice. It was successful and are looking to do it again.
Chairman Baldwin had a few of questions, the Whitney Avenue, Route 111 he sees that they are working on the right turn only lane, when will it be completed. Chief Lombardo indicated he believes it will be completed fairly soon. Chairman asked if a traffic light will be installed. Chief Lombardo responded that a traffic light will be installed.
The other question Chairman Baldwin had was when the traffic light at Route 111 (Chips) will be installed. Chief Lombardo indicated he is not sure but is aware that the State has approved installation ofTraffic Light.
Chairman Baldwin asked if there has been any update from State DOT regarding Route 108, Nichols Avenue turning light. Chief Lombardo responded that the State DOT has been emailed several times and have not received an update. Chief Lombardo indicated that he will contact them again.
Detective Division Report Chief Lombardo reviewed the Detective Division Monthly Activity report for the month of May. The division opened 3 new case and have 29 cases still open.
Chief Lombardo reviewed the Monthly Status report for May, which provides more detail on the cases detectives are working on.
Training Chief Lombardo reviewed the Training Report for the month of May. The report showed the type of training and the officers who attended the training. The report also showed the type of community policing events the officers attended.
Cadet Report Chief Lombardo reviewed the Cadet Activity Report for the month of April. The Cadet report detailed a variety of meetings and training.
Chairman Baldwin thanked the Department for placing US Flags at the Veterans gravesites and participating in the Veteran Vietnam ceremony. He also indicated a job well done on the Trumbull Police Department Award Ceremony. The committee did a great job.

Chief Lombardo indicated that DC Scinto was the Chair of committee and they did a great job.
Sick/Injury Report Chief Lombardo reviewed the sick/injury report for the department for May.
Budget
Chief Lombardo reviewed the 2018/2019 budget report. He mentioned that as of June 5, 2019 the budget is 1% under the remaining balance. Overtime is over the allocated amount. That is due to the shortage of officers. Chief Lombardo believes that they can make up any shortage through other accounts and balance the budget and not have to request a supplemental appropriation to cover the overtime account.
Chief Lombardo reviewed the 2020 Budget approved by the Town Council. There was a 0.6% increase in the Trumbull Police Department budget. The Department asked for an increased in the Overtime account which was given. The Department will get 5 new police vehicles, some of which will be paid from the Special Revenue Account.
Chairman Baldwin asked about using the Special Revenue Account to purchase more police vehicles.
Chief Lombardo indicated that the past few years the town has used the Special Revenue Account to purchase 2 police vehicles. He explained what the Special Revenue Account is, it is the account that is used to deposit money the contractors are billed when they hire for special detail job. The contractors get charged an administrative fee. That money (administrative fees) is deposited into the Special Revenue Account. This year the Department was able to purchase 3 vehicles from the Special Revenue Account.
Old Business None.
New Business Update regarding Police Station Renovation (Assistant Chief Byrnes) AC Byrnes reported that it has been 3 months into the project. Everything is going well. He indicated that during March and April all personnel were relocated with their lockers and vacated the areas that would be worked on. On April 24th the entire area was handed over to the contractor. The Officers have been given temporary lockers along with changing area. Abatement began in May. The demolition of work area began as well and is nearing the end of that phase. The concrete pad has been installed on the outside of the Firing Range for the ventilation unit that will be installed. The Cell Block relocation of the existing operations with booking and detention at the Department will be relocated to Monroe Police Department. Everything with the project is on schedule and is within budget.
Public Works has assigned Facilities Manager Allen White to oversee the project. Mr. White visits the Department every day. The job meetings are being held twice a month with the Architect and the Contractors. Once again everything is going well.

Commissioner Labella indicated that the next report to the Town Council will be in September. The project should be completed sometime in October and will be doing a ribbon cutting then.
Commissioner Magliocco indicated he visited the area and was impressed on how well the progress is going with the project.
Chairman Baldwin indicated that prior to moving on to the next item on the agenda, he has asked Director of Human Resources to attend the meeting and provide the Commission with information as to what can and can't be asked during interviews for the Police Applicants.
Mr. Haselkamp indicated that he received a copy of the questions that are given to the Commissioners and to him the questions listed seemed fine. He recommended that the Commissioners stay with the simple questions, try not to get off topic. He recommend that there be no note taking as Mr. Haselkamp shared a scenario from the past with them. He was sued in Stamford because there was someone who took notes with comments that were inappropriate. Again he recommend that there is no need to take notes as they are FOI able. Mr. Haselkamp will re-write some of the questions he saw on the list.
Commissioner Labella asked if Mr. Haselkamp would be more specific on the questions that can't ask.
Mr. Haselkamp responded as in race, gender, medical status, etc. Mr. Haselkamp also recommended that the same questions and number of questions be asked of all the candidates.
Chief Lombardo indicated that 100 applications where received for officer candidates in the recent job advertisement. There were no lateral move applications.
Chairman Baldwin requested a break at 6:45 p.m.
The Commission reconvened at 6:57 p.m.
Executive Session-Interview of Entry Level Police Officer A motion was made at 6:58 p.m. by Magliocco to enter Executive Session to Interview of Entry level Police Officer, Seconded by Vazzano. There was no further discussion. Motion passed unanimously.
Present in Executive Session, Commissioners Baldwin, Magliocco, Labella, Zamary and Vazzano. Also present, Chief Lombardo, AC Byrnes, DC Scinto, Captain Golding and Det. Testi.
Police Applicant Caitlyn Wood entered Executive Session at 7:07 p.m. Applicant exited Executive Session at 7:17p.m.

A motion was made by Magliocco to exit Executive Session at 7:24p.m. Seconded by Commissioner Zamary. There was no further discussion. Motion passed unanimously.
A motion was made by Magliocco to make an offer of conditional employment to Caitlin Wood pending successful completion of medical exam, exact hiring date to be determined by the Chief of Police, seconded by Vazzano. There was no further discussion. Motion passed unanimously.
There being no further business, a motion was made by Magliocco and seconded by Vazzano to adjourn the meeting at 7:25 p.m. The motion passed unanimously.

On behalf of the South Windsor Police Department, South Windsor Police Union, and Sgt. Matt Mainieri's family, I would like to send our sincerest gratitude to each and every one of you for participating in Matt's memorial ride on Sunday 6/23/2019. I would also like to apologize to all of you for the short comings of the venue we chose to use. I know that none of you ate because there was no food put out for over an hour. There was also no water made available, neither of which should have happened. We are not positive if we are doing this run again, but rest assured if we do, these missteps will not be repeated . Our union would like to offer each of you a ride T -shirt free of charge. I am writing to express our thanks to your team who attended a call with EMS on 6/14/2019 on Unity Road at around 23:30. Our crews responded for a suspected overdose. Your LEOs had already delivered the initial dose of Narcan, to which the patient was refractory. The paramedic on scene made a point of reaching out to me to say what a great job they did. Their actions assisting, not only with the patient, but general scene logistics, extrication and gear management were critical in making the call go very smoothly, and the crew wanted to express their thanks to your team.
Please pass on our thanks to the Officers involved. Proud to serve aside such reliable first responders.

• 06/03 1 024 Madison 19-8032 Assist Resident Officer Massa investigated a complaint made by a parent of their child using social media to contact a party out of state to exchange explicit photos.
• 06/03 1252 THS Medical Officer Duva assisted school staff and EMS with a student who was seizing. The student was transported by EMS.
• 06/04 1259 THS Assist Other Agency Officer Duva assisted Fairfield PD with a sexual assault investigation reported by a student.
• 06/06 1134 Madison 19-8235 Missing Person Officer Massa investigated a student who had run away from school and could not be located. The student was returned to school after being found at home later in the day.
• 06/07 1907 Daniels Farm Rd 19-8294 DUI Officer Massa observed an operator of a vehicle operating erratically on Daniels Farm Rd as she was traveling to THS for a joint middle school dance. She then observed the operator stop his vehicle, get out and fall face down onto the ground. Subsequent investigation found the operator was intoxicated.
• 06/10 1439 Madison Medical Officer Massa assisted school staff and EMS with a student who had injured their ankle. The student was transported by EMS.
• 06/10 2150 THS Sexual Assault Officer Massa assisted the Detective Division with an investigation into an alleged sexual assault that had happened off campus.
• 06/14 0934 Hillcrest 19-8700 Found Property Officer Bartosik was given a large plastic bag that was found by Frontier Communications personnel on Daniels Farm Rd. as he was directing school traffic. The bag contained several street signs and a Stop sign that were removed from their assigned locations. The signs were turned over to the Highway Dept.

On 6/7/2019 I, Ofc. R. Harry spoke with the complainant, Brian McGrew from the Kennedy Center, regarding a request for "No
Parking" signs on Woodside Ave. McGrew explained that vehicles are parking on both sides of the street and the vehicles that are on the
driveway side (North side) are blocking the line of sight for vehicles exiting and making it difficult for busses to enter and exit.
The roadway is approximately 30 feet across and is a dead end road. During a check of the area, there were several vehicles
along the roadway, which could make it difficult for busses to enter. Also, any vehicles with a higher profile could potentially block the line
of sight for vehicles exiting the parking lot.
At this time I would recommend "No Parking" signs to be installed on the North side of Woodside Ave, from the intersection of
Reservoir Ave to the entrance of the driveway, approximately 175 feet in length.
Case Status: Closed - Forward to Police Commission for consideration.

On 6/7/2019 I, Ofc. R. Harry spoke with the complainant, Brian McGrew from the Kennedy Center, regarding a request for "No
Parking" signs on Woodside Ave. McGrew explained that vehicles are parking on both sides of the street and the vehicles that are on the
driveway side (North side) are blocking the line of sight for vehicles exiting and making it difficult for busses to enter and exit.
The roadway is approximately 30 feet across and is a dead end road. During a check of the area, there were several vehicles
along the roadway, which could make it difficult for busses to enter. Also, any vehicles with a higher profile could potentially block the line
of sight for vehicles exiting the parking lot.
At this time I would recommend "No Parking" signs to be installed on the North side of Woodside Ave, from the intersection of
Reservoir Ave to the entrance of the driveway, approximately 175 feet in length_

2/7 07:06 434 Church Hill Rd. 19-1874 Burglary-Residential Complainant reported a male sleeping inside of a vacant home. Male then fled in vehicle
that was parked and secluded in the garage. Male was later positively identified. On 6/ 1811 9 arrest warrant was applied for. Case CLOSED 6/18/19.
3/14 15:31 TPD 19-3780 Drug Violation Off-Duty TPD Det. was approached to buy Drugs. Contact was maintained with
suspect/dealer and several other contacts were made regarding drug sales. Arrest of subject was later made through warrant and on-site arrest with additional drug charges. (See TPD cases 19-8953 and 19-9443 for details.) Case CLOSED 6/28/19.
6/16 16:21 58 Grayrock Rd. 19-8833 Burglary-Residential Resident/complainant left front door unlocked, and returned home a few hours later to
find front door ajar/open. Money and jewelry missing. Detectives responded and processed the scene. Case pending lab results.
6/19 01:59 25 West Wind Rd. 19-8932 Suspicious Item Resident reported receiving a suspicious box delivered at their residence later determined
to be approximately 2 lbs. of marijuana. DB investigated and determined that illegal contraband deliveries are paid by cash, confirmation signatures are waived, and other pertinent information is fraudulent to eliminate being tracked by Law Enforcement. Case CLOSED on 6/26/19.
6/19 112:08 TPD 19-8953 Drug Violation Off-Duty TPD Det. was approached to buy Drugs. Contact was maintained with

Investigations I Call Outs
6/20 20:11 5065 Main St. (LA Fitness) 19-9037 Stolen MV Complainant reported their keys stolen from an unlocked locker, and MV was also stolen.
(2011 Mercedes-Benz). On 6/21 MV was recovered in Bridgeport, which was towed to TPD. DB processed the MV, which was later towed back to the tow company. Suspect(s) being identified. Case ACTIVE.

6/25 7:22 14 Pioneer Trl. 19-9269 MV Theft MV was left unlocked with key fob inside, and MV was eventually stolen. TPD
investigated and learned that On-Star located and disabled the engine of stolen MV which was in Stratford. Detectives responded to the area to locate occupied MV, and arrested occupant. Case CLOSED 6/25/19.
6/27 19:23 5065 Main St. 19-9443 Drug Violation DB had information regarding an individual wanted by TPD for Drug violations was in
the area. The suspect was later observed and apprehended without incident. Suspect was arrested for the active warrant and additional drug related charges. (See also TPD case # 19-8953) Case CLOSED on 6/28/19.
