Community Profile

An evolving community with a progressive, engaged and di-

verse citizenry, Cedar Hill is located in one of North Texas’ most

beautiful natural environments. The City has adopted a vision

of building a “City in a Park,” being the “Central Park of the

Metroplex.” It offers its residents the best of urban amenities in

a suburban atmosphere.

Cedar Hill is situated among one of the fastest growing metro-

politan areas of the United States. The City has grown from a

small rural town of 6,850 in 1980 to a suburban city with a pop-

ulation estimate of 47,480 in 2018. The median age of those

living in the City is 35 years and median household income is

$73,106 while that of the U.S. is $55,322.

The 36-square mile City is nestled twenty minutes southwest of

downtown Dallas and has a strategic location at the intersec-

tion of four counties. Cedar Hill borders the eastern shore of

Joe Pool Lake and Cedar Hill State Park. Its lush, tree-lined rolling hills and wide-open green space allows for

hikes, bike rides and other outdoor recreational opportunities. Cedar Hill, cornering the market on natural

beauty, has championed the phrase, “Where Opportunities Grow

Naturally” distinguishing itself from other metroplex cities. Whether

visiting one of the specialty boutiques, national retail stores or enjoying

an evening of fine dining, Cedar Hill is a thriving suburb which main-

tains a small town charm with big city amenities.

Higher education offerings in the City

are Northwood University and Strayer

University, which offers workforce de-

velopment and continuing education

classes. Cedar Hill Independent School District (CHISD) is focused on provid-

ing educational choices for the community through innovative educational

opportunities. A wide selection of charter and private schools add to the

expansive set of educational choices available to families and newcomers to

Cedar Hill.

City Government

Cedar Hill operates under a Texas Home Rule charter,

adopted in 1975, providing for a Council-Manager

form of government. Policy-setting responsibility re-

sides with an elected Mayor and a six (6) member

City Council. The Mayor and Council members are

elected at large for staggered three-year terms. The

City Manager serves at the will and pleasure of the

Mayor and Council, providing day-to-day executive

leadership and administration to the municipal or-

ganization. The City Manager, Greg Porter, has

served in various capacities within the City for over

30 years. He was appointed as City Manager on Jan-

uary 1, 2015. As provided in the City Charter, the City

Manager appoints all Departmental Directors.

The City of Cedar Hill provides a full comple-

ment of traditional municipal services includ-

ing a police department, fire protection, en-

gineering and public works, street mainte-

nance, building inspection and code en-

forcement services, planning and zoning,

parks and recreation services, operation and

maintenance of parks and City-owned facili-

ties, municipal court, and human resources.

For the current fiscal year, the General Fund

Budget is approximately $35 million providing a workforce of 341 full-time employees and 52 regular part time

employees.

The Government Center (pictured top right) opened in 2008 and houses municipal offices, the Police Depart-

ment, and school district administrative offices. The center is unique as it is the only joint venture of this scope

in the State of Texas.

Department Mission: Commitment to Service

The mission of the Police Department is to provide the highest quality service that

promotes and maintains a safe environment in partnership with the community con-

sistent with our values.

The Cedar Hill Police Department is committed to providing the highest quality ser-

vice possible to make our community a better, safer place to live. The department

consists of the Administrative Bureau, Field Services Bureau, and Support Services

Bureau.

The department has won numerous awards, including the Outstanding Crime Pre-

vention (Small Agency) award. In 2014 the CHPD was awarded Best Practices

Recognition Status by the Texas Police Chief Association and has maintained the accreditation, expiring in

2020.

In 2012, Cedar Hill voters approved a 5 year Crime Control and Prevention District (CCPD) that allowed the

City to designate a portion of existing sales tax to fund the Police and Community Team (PACT) and its com-

munity policing activities, with a focus on building relationships and partnerships, generating approximately $1

million annually. The CCPD has been extremely successful as validated by our crime reductions, citizen partici-

pation and satisfaction with police services. On average each

year, the department has over 100 volunteers, with an average of

6,753 hours of service over the past three years. The initial term for

CCPD expired in 2017 and voters approved a new 15 year term in

November 2017.

For fiscal year 2018/2019, the operating budget of the Police De-

partment is $10,325,089 and the CCPD budget is $1,036,000.

Candidate Profile __

This position is responsible for leading Police Depart-

ment personnel, programs, facilities, budgets and ac-

tivities in a manner consistent with the City’s vision,

mission, values, and culture. The Chief is responsible

for leading, developing and stewarding the team

consistent with organization and community objec-

tives and values. The position ensures that depart-

mental operations keep current with best practices

and procedures within the public safety profession.

Under the general guidance and direction of the City

Manager, this position directs, plans, organizes, imple-

ments, and evaluates comprehensive police services

and law enforcement programs for the police depart-

ment that protects life and property, preserves order

and prevents crime. This position also provides profes-

sional assistance to City management in areas of ex-

pertise, fostering cooperative working relationships

with other City departments, and providing highly re-

sponsible and complex administrative support to the

City Manager and City Council. This position plays a

key role in enhancing and maintaining a wide variety

of agency and community partnerships that broad-

ens the City’s ability to steward and serve the com-

munity.

Successful candidates for the position of Police Chief

will possess, at a minimum, the following qualifica-

tions:

• Bachelor's Degree from an accredited college or

university in law enforcement, or related field. A

Master’s Degree is preferred.

• At least ten (10) years of progressively responsible

experience in police operations with a minimum

of seven (7) years command level experience

with a municipality of at least comparable size

and complexity as Cedar Hill.

• Valid Texas Driver’s License (Class C) required with

an acceptable driving record.

• Advanced or Master Peace Officer License from

TCOLE or ability to obtain.

• Specialized training or graduation from either the

FBI Academy, Southern Police Institute, Northwest-

ern Law Enforcement Institute or Law Enforce-

ment Management Institute of Texas is preferred.

ment in the DFW Metroplex, regionally and nationally.

• Outstanding management and leadership skills, including the

ability to collaborate, relate and communicate effectively to a

broad range of people both inside the organization and in the

maintaining appropriate levels of accountability and operational

control.

• Demonstrated commitment to staff development and involve-

ment with intentional focus on developing future leadership for the

Department and City. Includes the ability to select, organize and

• An approachable, friendly, open and collaborative management

style that encourages cooperation, communications and

productivity within the Department while maintaining appropriate

levels of accountability and discipline. The ideal candidate must

set high standards and achieve high performance and results from

and with the Department.

• The ability to work collaboratively and maintain effective working

relationships with departmental staff, fellow Departmental

Directors and other City employees. The Police Chief will be a

member of the City management team and will be expected to

foster teamwork within the department, the organization, and the

community.

• The ability to anticipate problems, identify alternative courses of

action, prepare proactive recommendations and defend and

support those recommendations before the City Manager, City

Council, advisory groups or citizens.

• Active commitment and involvement in professional networking

and training.

Initial Focus

The new Police Chief will assume leadership of a Department that is

heavily supported by the City Council, City Management and the

Cedar Hill community. The Department is already thought of as

providing high quality services and is an industry leader in public

safety operations. Successful candidates for this position must possess

passion and an innovative vision for community oriented policing to

be successful.

The following list outlines the initial priorities for the Chief as seen by

the City Management team, department members and partners

within the community:

• Seek first to understand: Ensure an in depth understanding of

City and Departmental culture from the internal organization to

the community at large.

• Focus on relationship building: Dedicate the first 4-6 months of

service to implementing various methods of listening to and

learning about the community, state of the Police Department

and perception of City-wide safety.

• Enhance efficiency: Conduct a staffing and coverage analysis

for all divisions and shifts, making suggestions for improvement

and strategizing methods to increase efficiency, while maintaining or enhancing

current service levels.
