Four young Beachlands-Maraetai dancers are getting the opportunity to perform alongside the elite Highland Dance Company of New Zealand in its production, Journey of the Celts.

This is a two hour stage show at Papakura’s Hawkins Theatre on April 10 and 11 and is a con-temporary dance narrative of the history of the Scots, and their arrival in New Zealand

Alongside 16 of New Zealand’s best highland dancers will be 80 young Auckland dancers from as young as six. And among them will be locals Ella Deane, Aimee Kelly-Neville, Laina Chris-tensen and Caitlin Brown who are all members of Kate Deane’s dance school.

Kate is a Beachlands resident and a Year 2 teacher at Maraetai Beach School where her dance classes are held. She has 30 children learning high-land dancing, ranging from age 5 to 13.

A wish list of roading projects for the Pohutukawa Coast and Clevedon district has been submitted to Auckland Council.

I thought Stan Boswell was being a bit hard on our lo-cal Member of Parliament in his letter to the PC Times last week.

Stan accused Andrew Bayly of being very good at out-lining the problem of school children standing on buses, but not very good at doing anything about it.

To be fair to Andrew Bayly, he has asked for parents to give him some detailed research to establish the extent of the problem – which buses have children standing in the aisles, which do not, and any other problems on the journey between here and Howick schools.

I do see where he is coming from. Over the years I have heard many anecdotal stories about school buses, alleged overcrowding and so on. Yet it is very hard to get anyone to pin down exactly which buses, what times, what days, what happened etc. So getting the facts seems a good place to start.

But the sentiments expressed by Stan in his letter are spot on. This is an issue that has gone on for far too long and needs to be sorted out once and for all.

For most of the 19 years we have owned this newspa-per we have been reporting on the worries parents have about their school children having to stand in the aisles on the open road between here and Howick. Various par-ents, and parent groups, have come and gone over the years in their attempts to get something done. Yet noth-ing has changed.

I recall interviewing Cabinet Minister Wyatt Creech on this issue. He was in the National Government before the last Labour Government – that’s how long it has been going on for!

And we are not alone. Parents all over New Zealand have the same concerns.

For example, in February The Southland Times report-ed on a Bluff woman who was raising the exact same is-sue. The Ministry of Transport gave her this reply: “Al-though having passengers stand is not ideal for comfort, the Ministry of Transport believes it does not pose a seri-ous safety risk, and so is not planning any change to the current land transport rules that would prohibit school

buses from carrying standing passengers.” Bollocks.Of course it’s a safety issue. I googled some videos from

Britain showing what happens when a bus crashes when no-one is wearing seat belts. The internet safety software on my computer wouldn’t let me open the videos, so I’m guessing they are not pretty to look at.

I would suggest there are two things Andrew Bayly could do:

1. Introduce a Private Member’s Bill to Parliament that would make it illegal to have children (or anyone, for that matter) standing on buses travelling at open road speeds; and preferably make it compulsory for buses travelling at open road speeds to have seat belts fitted to every seat. Yes, it is a Bill that may never get selected in the ballot, but you never know...

2. Andrew should make it his Number One mission in life to force the Ministry of Education to start the process of getting a secondary school for this district that can cater for children from Whitford, Beachlands, Maraetai and Clevedon. Even if Andrew were to achieve nothing else in his time as MP, that would be a legacy he could look back on with pride.

Solving the long-standing bus standing issue

Aucklanders are great recyclers, sending over 100,000 tonnes of recyclable materials to be made into new products every year. Despite this, we can do more.

We still send over 1 million tonnes of waste to landfill every year, 65% of this could be recycled, composted, or processed rather than going into landfill.

The plan is to make our waste services consistent across the region through a Resource Recovery Net-work, improving the inorganic material and rubbish collection, and introducing food waste collection.

Residents across Auckland will experience differ-ent levels of change in their waste services, depend-ing on their current services and payment options.

In Franklin, most residents have weekly user-pays rubbish bag collection, fortnightly recycling bin collection and drop-off days for inorganic waste. A new waste plan, as proposed in the Long Term Plan, should be implemented by 2019.

Under this plan, Franklin residents (which in-cludes this district) should receive:

• Annual booked inorganic collection service. In-organic waste, collected from within the property boundary, can include old furniture, appliances, bikes, and carpets. This waste should be reusable and recoverable when collected, and not need to be sent to landfill.

• Weekly food waste collection in small bins for

urban areas. Food waste is food scraps, leftovers, and expired food, as well as tea and coffee grounds. Reducing the amount of food you buy and compost-ing your leftovers are two easy ways to reduce the amount of food waste you send to landfill. This new food waste collection service in the urban areas of Franklin makes it easier to reduce landfill.

• Enhanced recycling collection. The existing services will be made available to all Franklin resi-dents, with a choice of bin size depending on your family size.

• Pay-as-you-throw rubbish collection system. This system already exists in parts of Franklin with the stickers for rubbish bags. In the next few years this service will transition from bags to bins in most urban areas.

The Resource Recovery Network will be an ef-fective way of minimising rubbish going to landfill and create economic opportunities.

This network of families and organisations will receive waste materials that can be reused, refur-bished, or recycled.

One such facility – a community recycling centre – has been opened in Waiuku. This is the just the start of the Network.

The intention is to have facilities across Auckland, operated by organisations and trading materials. The initial plan is for the council to support the es-tablishment of 12 Community Recycling Centres over the next 10 years.

Getting Auckland’s waste sorted is not an easy task but if we do it together, we can minimise waste, save money, generate economic opportunity, con-serve resources and achieve zero waste to landfill.

Changes in waste collectionsystem on way for Franklin

The eastern end of Third View Ave, Beachlands, is to get a facelift.

This is so it can cope with through traffic from Spinnaker Bay once the new road con-nection is completed.

The work will be from the Shelly Bay Rd roundabout to the new

road connection.The proposed works

are:• new kerb/channel on

the north and south side of Third View Ave

• a new footpath on the south side only (next to the kerb line)

• modification to prop-erty vehicle crossings to match new kerb levels

• storm water pipes• two new retain-

ing walls outside three properties to make room for the footpath

• relocation of three power poles

• vegetation removal, tree pruning and new street lighting.

Property owners on the section of Third View Ave affected by the work have been in-formed and invited to provide feedback on what is proposed.

Aucklanders can con-tinue to use their older wood-burners and open fires this winter.

Last month Auckland Council welcomed a recommendation from the Parliamentary Com-missioner for the Envi-ronment to review air quality regulations due to recent scientific ad-vances. This includes the need to measure smaller particulate matter in the air that is more harmful to human health in the long-term.

The Council is look-ing forward to a re-sponse from the Minis-ter for the Environment on when this review may occur.

Calum Penrose, Chair of the Regulatory & Bylaws Committee, says: “Until we can give Aucklanders cer-tainty on air quality regulations and what it may mean for domestic fires, council will en-courage people to use clean sources of home heating, including burn-ing clean wood.

“The council’s restric-tions on the burning of rubbish, wet wood, ta-nalised timber and high sulphur coal remain in effect. These have been in place since 2008 and have contributed to the steady improvement of the quality of Auck-land’s air.”

School has a new man at the helm, and he is determined to steer the school in the right di-rection.

Pupils and staff wel-comed Mark Keenan at the start of the year, and already he feels at home.

“Absolutely love it; it’s a wonderful com-munity, really support-ive, with great kids and passionate hard work-ing staff,” says Mark.

“I’m really enjoying being part of the com-munity. It’s such a love-ly location.”

Since taking over the top job the former dep-uty principal of Cockle Bay School is already making changes.

The school recently unveiled its new core values under his direc-tion, asserting excel-lence, resilience, integ-rity and respect at the heart of their ideals.

“First of all I want a school with high achievement,” says Mark.

“The focus is on kids and their learning, and that’s where it needs to be.

“It’s [the curriculum] about high quality lit-eracy and numeracy programmes, but also developing the whole child, and our key core values tie in nicely with that.

“Our school principles are set around student achievement, quality relationships, and per-sonal excellence, and that sits really well with me.”

Mark comes with high credentials and interna-tional experience.

Howick born, and schooled in East Auck-land, he spent time teaching in London.

Mark wants to build on the strong focus on sports, music, cul-ture and the arts at the school.

running club, have-a-go sailing days, and established rugby and cricket teams, he wants children at the school to continue to have a well-rounded education.

“It’s about providing children with a wide range of opportunities.

“Being able to engage children in their learn-ing is really important.

“For a school our size being able to pro-vide a music specialist, an art specialist and a dance specialist, as well as having clubs like a science club ran by a science specialist, is something I want to see grow.”

The school is current-ly undergoing devel-opments including in-creasing broadband and wireless capabilities in the classrooms.

“We are upgrading the senior playground and also modernising some of our classrooms to

come in line with mod-ern learning environ-ments, which for me is really exciting.

“Where do we want to be in five years’ time?

“I want students to be the best they can pos-sibly be, and make sure they’re set up for suc-cess going onto high

school. “We’re looking to the

future and were look-ing to build a school that is focussed on high achievement, quality relationships and excel-lence. And as a staff, we are going to work ex-tremely hard to achieve these goals.”

An alleged stolen vehicle was dumped and set alight in Trig Rd in Whitford on Easter Monday evening.

The arson was attended by the Beachlands volun-teer fire brigade, ambulance and police.

“At first it had been called in as a motor vehicle accident so all services turned out,” says fire chief Shane Rutherford.

“When we arrived we found it was allegedly a stolen vehicle – a Nissan Primera stationwagon - that had been deliberately set on fire and was well

ablaze.”Fire fighters took

about 10 minutes to ex-tinguish the blaze.

The last reported lo-cal vehicle arson was in Clifton Rd, Whitford last summer.

It’s a question that gets asked a lot: what’s the difference between a resource consent and a building consent?

Every building project must comply with the Resource Management Act (RMA), which protects the environment; and the Building Act and Building Code, which make sure buildings are structurally sound and meet required standards of health and safety.

Finding out whether you need a resource consent comes first.

If your activity is permitted under the relevant rules, you may proceed with the work. If not, you will require a resource consent as formal approval that any environmental effects of your project are well managed and meet the aims of the RMA.

You will need to provide an assessment of environmental effects.

“Usually the process involves only council staff, but sometimes the council will require the project to be notified to neighbours or other interested parties, leading to a possible hearing of objections or support before independent hearings commissioners,” says Councillor Linda Cooper, chair of the Auckland Council’s hearings committee.

Building consents:Most building work requires a building consent.

It covers the construction, alteration, demolition and maintenance of new and existing buildings. If a consent is required, construction will be inspected by the council at key stages to ensure work meets the required standard.

“Both resource consent and building consent applications can be processed within 20 working days, but resource consents are often complex and can take longer.

“The work you or your specialist advisers do in preparing applications will save time, money and worry,” says Linda Cooper.

“Incomplete applications are the main cause of

delays.”At the end of the project, if you’ve met all the

requirements, your building will receive a Code Compliance Certificate (CCC).

This means all the work complies with the building code. A CCC is a valuable asset, particularly for insurance purposes and when you want to sell your property.

“Confirmation a building has a CCC is often the first thing a prospective buyer will seek as assurance any building work has been done to appropriate standards,” says Linda.

Rules around what you can build and where, are currently being reviewed under the Proposed Auckland Unitary Plan. This will replace the district and regional plans of eight councils that were amalgamated into one Auckland Council. These rules are still in force.

“Submissions on the proposed Unitary Plan are being heard by a government-appointed independent hearings panel. The plan is not likely to come into effect until 2016, after which there will be one set of regulatory rules for all Auckland.”

“This will speed the development process, reduce costs and give certainty on what can be done where, whether it’s a major housing development or a home owner’s renovation project,” says Linda.

A jubilant senior men’s soccer team celebrated

their second consecu-tive win in their league campaign after thumping West Auckland 5-1 on Saturday.

However, 48 hours lat-er the Blues were licking their wounds after going down 4-1 against Uni-mount Bohemian Celtic.

BMAFC cruised when they took on West Auck-land at Te Puru on Satur-day, going 3-0 up within the first 20 minutes.

Bryce Henney opened the scoring after five minutes. Aaron Parry doubled the lead five minutes later and an own goal took the tally to three.

In the closing seconds of the first-half BMAFC cemented their lead when Szopa hammered the ball across the face of the goal for Conor Barton to tap in number four.

The goal fest continued into the second-half. As

the ball bounced around inside a crowded West Auckland penalty area Brody Cleave knocked it over the line to make it 5-0.

In the last minute of the game the visitors managed to restore some dignity when a free-kick was awarded and West Auckland’s Dan Whit-ing sent the ball over the defenders’ wall and into the net.

Travel l ing to Bil l McKin lay Park on Monday saw a reversal of fortunes as BMAFC suffered at the hands of Unimount Bohemian Celtic.

The home side took

the lead after 15 minutes and on the half-hour mark they doubled the tally.

With five minutes left of the first-half it was game on when BMAFC pulled one back from a trademark Ants Scho-maker free-kick just out-side the box.

In the second half Uni-mount were awarded a penalty after Eric Schlaffer was booked for a tackle, and they wasted no time convert-ing the opportunity to extend their lead.

The home side secured the three points when a long ball dropped to their last man in the fi-

nal third. Despite being tracked by two defend-ers, the striker spotted BMAFC’s keeper off his line and popped a clever ball over him into the open goal.

Coach Paul Stephens says the loss was disap-pointing after a ‘positive start’ to the season.

Stephens says the per-formance against West Auckland is what they have been aiming for.

s tudents celebrated their grandparents last Thursday with a wartime themed concert and pic-nic lunch.

There was standing room only as more than 300 grandparents packed into the school’s assembly hall for the performance.

This year’s theme for the annual Grandparents Day event was chosen to

pay musical homage to the upcoming centenary of the Anzac Day land-ings on the Gallipoli Peninsula in 1915.

In a strange coinci-dence, for the second year in a row there was a power outage in the area minutes before the show started.

However, organisers pulled out all the stops to ensure the performance went off without a hitch.

Students entertained a delighted audience with familiar songs from the World War 1 era includ-ing It’s a Long Way to Tipperary and Pack up your Troubles.

Year 7 pupil Sofie Keane enjoyed the day with her grandmother, Ricki Keane, and great-grandmother, Estelle Appleton, known by her middle name, Dorothy.

Dorothy, 94, says al-

though not old enough to have lived through the First World War, the songs bring back memo-ries of times gone by.

“It was lovely to hear all the old songs, and of course, I was singing along.”

Daughter Ricki, whose own children are former pupils at the school, says Grandparents Day is something her family looks forward to.

“We come every year, we just love it.

“Four of my children were at Beachlands

School, and now my grandchildren are here. We always love Grand-parents Day, and the kids enjoy it too. This year was great again.”

Af te r the concer t grandparents joined their grandchildren in the class room before being treated to a Kapa Haka performance whilst en-joying a sunny picnic in the school grounds.

Afterwards, it was time to pack-up and stroll home as the kids looked forward to a two week school holiday.

On March 29, after a frustrating delay due to Cyclone Pam, the Scout Section of the Te Puru Sea Scout Group finally got to try out the three rafts they had made for their entry into the annual Manukau Zone Scouts Raft Race.

Over the previous weeks the Scouts had assembled a pile of raft making materi-als including plastic drums and barrels, old fridge bodies, ladders and bamboo poles. Raft construction was used by the Leaders to teach knot tying, lashing and to discuss raft design and stability. In years gone by manuka poles were a popular item for making rafts and other pioneering activities, but these are now almost impossible to get.

Scout Groups from all over the Manukau Scout Zone took part, and the race was hotly contested. Te Puru Sea Scout rafts secured second and third place. The winners were the Cockle Bay Scout Group, but given that the race was held at Cockle Bay, it could be said that they had the home ground advantage.

There were also raft races for the Cub Section, and after leading around the second mark, the Te Puru Cubs achieved a creditable third place.

The sky was blue, the water was warm, and everyone who participated agreed that they had a great time and that they would be keen to have another go next year.
