The French PMR market accounts for around 400 M€ of turnovers per year equally split
between PPDR and “civil” users

Shitfing towards LTE

The need to shift to LTE technology is driven by three factors
Obsolescence of current
narrowband technologies
Securing current WiFi based applications
Introduction of new services based on high speed data
3GPP LTE/4G is the technology of convergence both for public and
professional users

Broadband introduces a new paradigm, spectrum cannot be spit amongst users as before
Allocation of narrow band channels
Before Allocation of broadband channels
Challenge faced now
?
freq freq
This led the civil users to group into an association
Goal
Define regulatory (spectrum) authorisation allowing the deployment in France of broadband PMR network for the use of the membersv
• Lobby national public bodies (ARCEP, ANFR,…)
• Liaise with PPDR users representative
• Communicate actions in press / Conferences,…)
Present members
Goal
AGURRE seek to get access to frequency bands usable by all members
• Concentration is set on bands that are compatible to all members usage: • One of the current PMR 400 MHz sub-bands • Another UHF band which frequency is below 1 GHz (700 MHz in principle)
• Each of these two bands has its advantages/disadvantages, the ideal is to get spectrum in both bands
Main target
• The search of the main target does not prevent members to use other bands: • Either a high frequency band (freq > 1 GHz) – for example to increase throughput in confined
space environment such as metro, buildings,… • Either a low frequency (freq < 380 Mhz) – for example to allow data transmission on long
distance

Earlier this year, French government has decided to grant spectrum in the 2nd digital
dividend duplex gap to PPDR users
2*5 MHz 2*3 MHz +
• PPDR users plan to start deploying a LTE nationwide network at the end of the present decade
• Licences asks Ministry of Interior to seek ways of sharing spectrum with civil users
An agreement was found between the Minister of Interior and AGURRE for sharing
spectrum in linear and closed zones

Progress
• 216 “live” installations in Paris region (out of 4000 class 1 ERP registered) • RF repeater connected to a passive DAS is the standard configuration • Large venues (airports, metros, Louvres,…) have deployed an optical
repeating system directly connected to a INPT BTS • Ministry of Interior welcomes infrastructure sharing with other networks
