  • IntroductionPMGSY was launched on 25th December 2000 by the then P.M. of India Shri Atal Bihari Vajpayee

    It is nationwide plan to provide good all weather road connectivity to unconnected villages

    It is under the authority of Ministry of Rural Development

    It is fully funded by the Central Government

    1.78 lacs habitations lacked all-weather connectivity in the year 2000

  • Necessity Total length of road network in India : 32 Lakh km National Highways (NH) : 65,600 Km (2.05%)

    State Highways & Major District Roads (SH & MDRs) : 4,32,000 Km (13.5%) Rural Roads : 27 Lakh Km (84.4%)

  • ObjectivesProviding all weather connectivity to all habitations having population of 500 (Census 2001) or more in plain areas

    250 Persons (Census 2001) and above for Hill, NE States, Desert and Tribal Areas also to be connected

    Up gradation of existing through routes and major rural link routes to ensure full farm to market connectivity

    The objective was improving the lives of the local villagers in terms of agriculture, employment, education, health etc.

  • Mechanism Three Tier Quality Assurance Mechanism

    The first tier comprise PIU (Project Implementation Unit)

    The second tier comprise periodic inspection by the State Quality Control Monitor (SQMs) appointed by the Nodal Agency for independent monitoring at state level

    The third tier comprise National Quality Monitors (NQMs) appointed by the NRRDA for independent monitoring of quality at National level

  • Construction of RoadsThere are two types of PMGSY road constructions

    1. Construction of a new road2. Up-gradation of existing road

    New construction involve construction of a flexible or a rigid pavement over existing track or earthen embankment

    Up-gradation involve strengthening of existing pavement due to either damages because of traffic or other natural causes

    Generally, existing BT surface is re-laid after about 5 to 7 years depending on traffic and climatic conditions

    The rules and regulations for the selection of habitation must be followed strictly without any partial behaviour by the Govt. or politicianLicense of the contractors should be cancelled if they dont complete their work on timeLabours must be appointed on a yearly or half yearly basisTo make our environment healthy and green, the tree plantation work should be done on both the sides of roadsThere must be a regular supervision and monitoring of the rural road works to overcome from corruption
