1. “Implementing 'Joshua's Law'”Waverly

Senate Bill 226, Joshua's Law, requires that all16 year-olds applying for a Class D driver's license must complete an approved driver edu-cation course and complete 40 hours of super-vised driving. The law also provides for amechanism for funding driver's education. Mr.Brown, father of Joshua for whom the law wasnamed, will review the role of public schools inimplementing the legislation.

2. “Helping Your Students WithFinancing Post-secondary Education”Chancellor 1

Presenter: Tim Connell, President, GeorgiaStudent Finance Commission

Facilitator: Emily Bolton, GAEL Board ofDirectors

The Georgia Student Finance Commission(GSFC) is the agency responsible for adminis-tering student financial aid programs providedby the State of Georgia. GSFC administers avariety of scholarship and grant programs,including the HOPE Scholarship Program, low-interest federal Stafford and PLUS loans and isthe only lender in Georgia providing service-cancelable loans to encourage students to trainfor careers in critical need areas such as teach-ing and health care. GSFC supports studentsdirectly and indirectly, providing a wide rangeof financial aid services to Georgia's highschools, colleges, universities, technical col-leges, and commercial lenders.

Pat Mahon, a long-time Gwinnett County prin-cipal, is on the board of directors of theEducation Law Association. Author of the CDbook, “School Law for Busy Administrators,”Pat will provide information regarding thelegal situations that occur on a daily basis inschools. The session is designed to help partici-pants further understand these legal issues.

4. “Changes in LeadershipCertification”Ballroom 1

Presenter: F. D.Toth, ProfessionalStandards Commission

Facilitator: Lynn Clark, GAEL Board ofDirectors

The Professional Standards Commission is con-sidering several substantial changes in the pro-fessional certification process for educationalleaders. The proposal features a performancebased “tiered” process and would cause thosegoing through a leadership preparation pro-gram to choose a course of study based upontheir goal of becoming a school based adminis-trator, a central office administrator, or both. Inaddition, a new leadership certification exam isbeing developed.

5. “State Board Rules: An Update”Ballroom II

In recent months, the State Board of Educationhas adopted several rules that impact localschool and school system operations (forexample: Enrollment and Withdrawal ofStudents). This presentation reviews several ofthese new rules and provides information onhow they may best be implemented.

6. “Resources and Strategies forWorking With Special Needs Students”Galleria

Presenter: Loujeania Williams Bost,Director, the National DropoutPrevention Center for Students with Disabilities

The National Dropout Prevention Center forStudents with Disabilities (NDPC-SD) sup-ports states in assisting local education agen-cies as they work in dropout prevention andre-entry programs for students with disabili-ties. The presentation emphasizes dropout pre-vention research, practices that work, and poli-cy development leading to supporting changeand building capacity in school districts asthey work with special students.

7. “Implementing School LeadershipTeams”Chacellor II

8. “Improving the Performance ofStudents With Disabilities” Wilton

The academic performance of students withdisabilities is part of the accountability provi-sions of No Child Left Behind. Implementingstrategies for improving their performance isthe topic of a new publication authored bythese presenters; a copy was recently mailed toeach Georgia principal. Presenters will discusshow these strategies may be implemented.

9. “RTI and the Pyramid: How ThisWill Impact Your School”Fulton

The new nationwide approach to education isdepicted by the “Pyramid of Intervention.” AllGeorgia students will benefit from Response toIntervention (RTI) within the Pyramid in ourstate's application of it to instructional, learn-ing, and support activities. This session willcompare and contrast the two processes withinthe context of a “common sense,” whole schoolapproach.

10. “Middle School Issues”Tyndall

As middle grades education moves into the21st century, a major emphasis is being placedon training of highly qualified teachers, prepa-ration of students for academic success whenthey enter high school, and organizing forinstruction. The Georgia Department of Education is con-sidering changes in high school graduationrequirements, including the possibility of a sin-gle diploma. Dr. Snow will review the pro-posed changes and seek attendee feedback onthe proposals.
