CET-2015 Results Announced By Higher Education

Minister Sri R.V.Deshapande

Higher Education Minister Sri R.V. Deshpande released the results of CET-2015 conducted by Karnataka Examinations Authority on June 1, 2015, at a function held at KEA. The results were instantly made available on the KEA Website http://kea.kar.nic.in, http://cet.kar.nic.in and http://karresults.nic.in for the information of candidates. After generation of merit list for 7 different courses,

19,275 candidates are found eligible for admission to

Medical & Dental courses, 85,407 for ISM &

Homoeopathy courses, 1,12,423 for Engineering &

Technology courses, 1394 candidates for

Architecture course, 82161 candidates for

Agriculture, 85577 for Veterinary, 1,16,133 for

B.Pharma and Pharma-D courses based on their

marks.

Higher Education Minister congratulated the toppers of each stream of study in CET Examination. He also made an announcement that the Top five Rank holding candidates in each Course will be exempted from paying Tuition Fee

Karnataka CET Seat matrix announced

The final seat matrix for the Karnataka Common Entrance Test – 2015 result was released on Saturday. The Seat matrix for medical, dental, engineering, architecture, agriculture, veterinary, pharmacy and other courses has been uploaded on www.kea.kar.nic.in. The total 63,215 seats announced include 2489 for medical, 875(Dental), 55998(Engineering/Architecture), 2605(Agriculture/ Veterinary) and 1248 (Pharmacy).

29th May 2015 is a memorable day to be recorded in the history of Higher Education Department, the day the e-News Letter of the Department was launched by Sri R.V. Deshpande, the Hon’ble Minister for Higher Education and Tourism. It is one of the best practices initiated in the Department by Sri Bharat Lal Meena, Principal Secretary, Higher Education to provide information about the recent developments, future plans, new initiatives and important activities in the Department of Higher Education.

This e- News Letter provides platform for the different

wings of Higher Education viz. Higher Education

council, Department of Collegiate Education,

Department of Technical Education and Visvesvaraya

Technological University to showcase their activities and

achievements.

01. Yearly Programme: To bring uniformity in Placement activity in all the GFGCs, a yearly programme chart including topics like awareness on job related Interviews, Resumes writing, various Competitive Exams and availability of job at industries was issued to colleges. Along with this, preparations of DATA-BASE of the final year students were initiated. Inviting the Company/Industry to conduct Campus Selection/Job Melas was to follow these programmes.

02. Train-the-Trainer Programme:

For better implementation of Placement Activity,

training the Convenors of Placement Cell is necessary.

Hence an understanding with Infosys under ’Training-

the-Trainers’ was taken-up. It is a 8 day in-house

training at Infosys, Mysore, regarding Business

Communication, Corporate expectation, Interview

skill, Analytical Skills etc. Till today, convenors of

Placement cell & Naipunya Nidhi from 148 GFGCs,

have undergone the training in 5 batches.

03. Inviting HRs of various MNCs:

HRs of Wipro, Infosys, Freshersworld.com were

invited to the office of the Commissioner to discuss

about commencing campus drives across Karnataka.

The HRs are now informing the details of date, place

and time at which the campus drives are being

organized. Accordingly, the Principals, Co-ordinators

of Placement Cell and Naipunya Nidhi are being

communicated through e-mail & SMS to inform and

encourage their students to participate in these

Campus Drives.

TEACHERS’ CLASS

Higher Education a perspective

Higher Education in general is education after

secondary level leading to degree or diploma. In most

of the developed countries Higher Education are

autonomous. Higher Education in India is a

concurrent subject governed by state governments at

state level and by UGC, IMC and AICTE at central

level. There are essentially three broad models

existing in India, Affiliated institutions, Autonomous

institutions and Universities. Over and above there

are autonomous institutions created by the act of

parliament like IITs, IISc, NITs etc. which give their

own degrees. The affiliated institutions virtually are

those institutions which work on master-slave

principle and have to implement the admission,

academic and administrative requirements as per the

affiliating university’s statutes and state

government’s norms. The Autonomous institutions

do have the liberty of framing their own curriculum

satisfying the requirements of the affiliated

universities. These are gagged by the guidelines of

the universities. Universities do have a lot of

academic freedom but handicapped by

heterogeneous student population. Thus this

structure also suffers from societal demands, social

justice and government’s expectations. The higher

education is thus tied by many constraints.

In the 11th plan itself the central government initiated

policies and programmes for strengthening research

and innovations. The policy also talked about

encouraging institutions – public or private – to

engage in stretching the frontiers of knowledge.

TEQIP was one of such initiatives. To ensure that

state governments also are in line with this policy

state planning and facilitation units were created and

a small financial commitment was made mandatory.

The policy also talked about promoting the quality of

higher education by investing in infrastructure,

faculty, promoting academic reforms, improving

governance and institutional restructuring. It was

planned to start 16 Central Universities and granting

autonomy to institutions with potential for excellence,

upgrading autonomous colleges

GRIEVANCES

Upgrading Higher Education

To uphold the values and ambit of higher education,

the following problems need to be addressed:

The semester exams are an integral part of the

curriculum. But, in the midst of the exams, the dates for

valuation is announced. This will have a severe effect

on the conduct of exams as the faculty will be more

interested to go for valuation as it is mandatory. This

approach belittles the process of exams and at the same

time the pains of the examination committee is

completely ignored. This is a case of conflict of interest.

This is an urgent issue.

The assignment of ministerial work to the faculty is a

serious erosion of upgrading of higher education. The

faculty need to be encouraged into research and extra-

academic activities. But, here we see a situation where

the faculty appear like the additional posts of the office

staff. This is a devaluing development. Admission

process is completely the responsibility of the office.

The collegiate faculty are living in the myth of holidays.

The general impression is that there are 2 months of

holiday which is a mirage. The examination process

lasts for nearly 20-25 days immediately followed by

valuation followed by reopening which does not leave

any room for holidays. There must be a structured

closure for, say, 15-20 days which the faculty can enjoy

quality time. If the system finds it difficult to make

changes, the teaching faculty should be given an extra

15 days of EL /year as they work all round the year as

given to the ministerial staff for doing the ‘regular’

work.

system may change the attitude of the faculty towards

an inclusive involvement rather than acting out of force

India can talk of its own products only if this happens

on a large scale.There seems to be lack of Strategic

Planning and step motherly attitude even towards

performing private players. The government in its

12th plan talks of establishment of innovation

universities, expansion of existing institutions and a

focus on better quality in research, infrastructure,

faculty and curriculum content. This can only happen

if private players are treated on par with government

and government aided institutions. No doubt quality

comes through creating awareness among the faculty

and students the importance of modern technology

and its usage in teaching and learning, like virtual

class rooms and laboratories. But at the same time

pedagogy training and removing obsolescence in

laboratories by acquiring new infrastructure should

be given top priority. This involves financial

implications. The only way out is differential fee

structure based on the quality of providing

sophisticated equipment and research initiatives.

Government should see that running quality

institutions are made viable irrespective of its status.

Also aspiring parent or student need to know the cost

of education in every college so that they can plan

well. If income and expenditure match, capitation fee

will automatically vanish. Corporate can also play a

big role in this aspect. They can adopt or support

institutions by sponsoring laboratories and programs.

In turn institutions will be happy to give

opportunities to employees from industries to

upgrade their qualification and register for PhD

programs. This will be a win-win situation and bring

quality into the academic processes. We all comment

that there is no Indian university or institution in top

200 of the world but are we finding solutions? How

many of the top brass managing the universities and

institution know the criterion on which rankings are

done. If the government brings out a plan to target

these measuring criterion and bring awareness things

could be improved. In conclusion for quality higher

education it is necessary that all the stake holders

work in synergy keeping affiliations aside.

The Accreditation agencies are playing their role is decelerating the process. Higher Education being under the concurrent list is also affecting the curriculum and standards of assessment which vary from state to state and university to university. No doubt that the IITs get the chunk of so called brilliant brains of the country but one of the personalities commented that before getting into IITs student target admission into IITs after admission they target foreign assignments or MBA. It is therefore the responsibility of engineering colleges to improve the quality of their graduates to fit into Indian employment market. The colleges need to reach the bench marks set by industries. The role of Compliance agencies and industry themselves will play an important role in improving the Quality. But these agencies need to train their assessors. Assessors need to know the skills of assessment and minimum bench mark requirements. They cannot be emotional and biased. The expectations from the affiliated colleges, autonomous affiliated colleges, IITs, NITs and Universities need to be clearly demarked. The quality of input and expectations of stake Holders need to be taken into account. The learning processes and outcomes of IIT graduates cannot be compared with that of autonomous affiliated colleges. The main reason for such a distinction is the heterogeneity of students, the socio culture issues, quality of faculty, infrastructure and biased attitude of stakeholders. There are students who opt to be in autonomous colleges rather than going to NITs or IITs but the tribe is low. No doubt everyone wants graduates to have similar aptitudes may it be from science, engineering, commerce or medicine. In reality this is not possible as the family back ground, regional issues and socio economic issues play a big role. To achieve the benchmarks, support of governments and industries is primary. We have been talking of industry-institution interaction for several years now, but there has been hardly any noteworthy progress. Under the CSR industries need to support the academia voluntarily but not by force. There need to be a strategic approach and policy by industries irrespective of who is spear heading. Experience shows that the interaction depends on the top people occupying the chairs both at the institutional level as well as industry level. In foreign universities we find lot of interaction between industries and universities in the form of infrastructure development, curriculum development, sabbaticals, chairs etc. This definitely improves the quality of learning and research.

14th Annual Convocation of VTU

Visvesvaraya Technological University, Belagavi had organized its 14th Annual Convocation on 9th May 2015 at ‘Jnana Sangama’, VTU, Belagavi. His Excellency Sri Vajubhai R. Vala, the Governor of Karnataka and the Chancellor of VTU presided over the convocation and conferred the Degrees on the graduates.

Sri Suresh P. Prabhu, Hon’ble Union Minister for

Railways, Govt. of India was the Chief Guest and

delivered Convocation address. Dr. H. Maheshappa, Vice

Chancellor of VTU welcomed the gathering.

Honorary Degree of Doctor of Science of VTU was conferred on Padma Bhushan Dr. V. K. Aatre, Former Secretary, Department of Defence Research & Development & DG, ADA & Scientific Adviser to Defence Minister, Government of India and Sri P. Shyama Raju, The Chancellor, Reva University, Bangalore. After receiving Honorary Degree of Doctor of Science, Dr. V. K. Aatre stressed the need to enhance budgetary allocation for academic oriented research and development. Dr. Aatre said “today India wants to be a world power. But country can be world power, if it becomes an economic power. The country can become economic power, if it becomes a knowledge power and knowledge fundamentally depends on science and technology. VTU is contributing profoundly towards this endeavour” During 14th Annual Convocation, VTU conferred B. E. degree to 50528 students, B. Arch degree to 138 students, MBA degree to 5284 students, MCA degree to 3401

students, M. Tech degree to 6650 students, M. Arch. degree to 14 students. This year University is awarding Ph. D. degrees to 120 students and M. Sc (Engg.) degrees to 20 students.

ACTIVITIES IN DEPARTMENT OF COLLEGIATE EDUCATION. PROGRESS REPORT ON RUSA WORK

Department of Collegiate Education had submitted

proposals of 411 Government First Grade Colleges

under various Components of RUSA, to Karnataka

State Higher Education Council (KSHEC).

Details of 411 Government First Grade Colleges were submitted in the month of March 2015 to Ministry of Human Resource Department (MHRD) –RUSA, out of which 282 colleges were shortlisted based on the NAAC accreditation status of the colleges. The proposals under various components of these 282 colleges were re-sent to MHRD –RUSA for approval of grants in the 6th PAB meeting. KSHEC has received the confirmation from MHRD

that in the 6th PAB meeting held on 27-03-2015, 60

colleges out of 282 Colleges have been selected for

RUSA funding under Component-7 (Infrastructure

Grants to Colleges) purely on the NAAC status of the

Colleges ie. Colleges having valid NAAC grades ‘A’ or

‘B’. On 17-04-2015, the Principals of shortlisted 60

Colleges were called for a meeting to give guidance

about proper utilization of the RUSA fund as per

RUSA guidelines.

A circular on the same was sent to these colleges. The

meeting was Chaired by The Honourable Principal

Secretary-Education Department Co-Chaired by The

Commissioner-Department of Collegiate Education

and The Executive Director -KSHEC.

At 11.00 am commence the Matches total 08 teams from Bangalore university colleges including the host team GFGCW Ramanagara participated in the event. The First Match was Hasanath college vs Jindal F.G.C Bamgalore. The Tournament concluded by 5.30pm when the team from

14TH GENERAL COUNCIL MEETING.

The Following important decisions were taken during

this meeting.:

It has been decided to commence B.Voc Courses in all affiliated colleges as per the UGC guidelines, introduce General Knowledge as a subject and incorporate Interview Skills in syllabi, from 2015-16. This initiative will increase the employment opportunities of students and assists them to prepare for competitive exams like IAS and KAS.

For the benefit of Teachers and Students in Rural and Urban areas, It is decided to adopt Massive open online courses (MOOC) and Cloud Technology in teaching-learning process. (Please refer enclosed document).

A committee has been constituted under the chairmanship of the Vice Chancellor of Sanskrit University to study the issue of teaching Yoga as a subject and the related employment opportunities, for comprehensively introducing to students the importance of and the recognition rendered to Yoga at the International level. Yoga day will be celebrated on June 21st.

It has been decided to establish Facilitation Centre for Recruitment of Faculty in Universities (FCR) for ensuring timely and transparent recruitment to teaching posts in the Universities, by following the roster and 371 (J) reservation policy and for imparting quality teaching to students.

It is decided that the special infrastructure for research available at all universities be shared, as some of the Universities have equipped themselves novel equipment’s and research related infrastructure with their own resources.

As there is no uniformity in the time of announcement of results by various Universities, students are finding it difficult to continue their studies and apply for employment. In order to remedy this and to encourage all colleges in the state to obtain ‘A’ grade from NAAC, it has been decided that all colleges will be made into clusters and the colleges with ‘A’ grade will be recognized as the nodal centre, to conduct the University Examinations/NAAC accreditation process in the cluster model from the next academic year.

In order to provide quality service to students of Universities/Colleges, it has been decided that Teachers with outstanding Achievements may be deputed for short term from one University/College to another University/College.

It has been decided to establish NET/SLET Training Centres in all the Universities to train the candidates to prepare for NET/SLET exams, which is mandatory for the post of Assistant Professors.

To streamline the administration it has been decided to appoint professors of other Universities as Registrars of the University as far as possible.

It has been decided to adopt the Finishing School concept in all Universities/Colleges to check the lack of skilled human resource in public enterprises and industries.

It has been decided to give preference in admission to the children of personnel serving in Defence, Navy and Air force.

It has been decided to enter the Internal Assessment marks / Attendance of students online from the next academic year.

They visited the State Higher Education Council, Directorate of Technical Education, SPFU and Skill Development centres in some of the Institutions under Technical Education Department. On the directions of Sri Bharat Lal Meena, Principal Secretary, Higher Education, Karnataka and Sri H. U. Talawar, Director of Technical Education, the program schedule was planned and organized by Sri Manohar G. Nayak, State project Co-ordinator, SPFU Karnataka.

SUCCESS STORY Implementation of revised Diploma Curriculum in DTE from the academic year 2015-16 on the basis of “Outcome Based Education” in Karnataka

The Department of Technical Education has initiated revision of Polytechnic diploma curriculum and the same will be implemented from the academic year 2015-16. First time in India “Outcome based Education curriculum” is being introduced in all its 35 Diploma programmes affiliated to Board of Technical Examinations, Karnataka in our state. National Board of Accreditation has made accreditation mandatory for all Institutions imparting Technical Education in the country. One of the main elements of accreditation process is formation of curricula on the basis of “Outcome Based Education”-OBE. Outcome based education when implemented enhances skill development amongst technologists. This improves employability and supports entrepreneurship ( Self Employment) amongst diploma students.

An OBE curricula means clearly focusing and organizing everything in an educational system about what is essential for all students to be able to do successfully at the end of their learning experiences. It also goes on to define and propose the best methodology to help students to learn most effectively within their educational environment. The successful implementation of a curriculum depends on the successful interaction of lecturers, students and the knowledge they share. Curriculum is therefore what is actually happening in the lecture room, in addition it is a set of documents for implementation by lecturers.

OBE is based on Bloom’s taxonomy which emphasizes on six levels of learning such as Knowledge, Understanding, Application, Analysis, Synthesis and Evaluation along with the outcomes related to Graduate attributes. It is mandatory to have curriculum based on OBE to get accreditation by National Board of Accreditation. Incorporating the concept of OBE, the curriculum of diploma programmes are redesigned in consultation with more than 70 experts from leading industries such as Siemen’s India, BHEL, TATA ELXI (I) Ltd., HAL, ISRO, BESCOM, Pollution Board of Karnataka, Irrigation department of Karnataka, BOSCH India Ltd, People Soft (I) Ltd, Toyota Kirloskar, Bengaluru, Edu tech, Clean Technologies and many more. The curriculum revision team is headed by the Director and the team consists of nearly 200 academic experts from various disciplines in collaboration with the National Institute of Technical Teachers Training and Research, Chennai are involved in the process of revision. The draft curriculum was published in the Directorate website for feedback from various academic and industrial experts. Further the draft curriculum was finalized after thorough scrutiny of feedback. The revision exercise for first and second semesters were carried out in well planned workshops organized at National Institute of Technical Teachers Training and Research Extn. Centre Bengaluru from 05-01-2015 to 17-04-2015. The higher semester revision has been planned out and will be executed from 15th of June 2015 in coordination with National Institute of Technical Teachers Training and Research at its Extension Centre Bengaluru.
