A Conservation Message to the World

The place names are straight out of Treasure Island - Skull Islet, Shark Islet, Noddy Rock. There are coconut crabs, a metre across, huge, tropical seabird colonies, lush and pristine forests, and a sinuous, coral-fringed central lagoon so blue and clear that it has to be seen to be believed. And, shortly, there may be another distinction - the status of being the first major wildlife reserve of the third millennium.

By the time you read this, President Taburoro Tito, head of the tiny but far-flung Pacific republic of Kiribati - a string of islands 4,500km from west to east - will probably have announced the plan to turn Caroline Atoll, an uninhabited pinprick of land in the Southern Pacific, into a World Heritage Site. Many believe it would be the perfect symbol for a new millennium - an earnest representation of human intentions towards the planet.

It's not being unfair to Kiribati to say that until recently Caroline Island has scarcely figured in the world's consciousness. Polynesians came, settled, departed, Europeans 'discovered' it (several times), and entrepreneurs tried their luck with pig-farming, coconut-growing, guano-mining. There have been a few shipwrecks, the briefest of occupations by a family of Robinson Crusoe-style homesteaders, and entrepreneurial marauders from Tahiti. But nothing really stuck on Caroline, people least of all. That was its good fortune.

New Zealand biologist, Dr Kay Kepler, took part in the first exhaustive ecological mapping of the island in 1988, which found an ecological wealth lost from most Pacific islands: huge breeding colonies of tropical seabirds, from sooty terns to red-footed boobies, noddies and frigatebirds; forests covering a remarkable seven-tenths of the land area; the huge coconut crab, usually the first to vanish when people arrive - native islanders are fond of the meat - is still common; and small numbers of 'alien' species.

The dilemma facing the government of Kiribati, is one central to conservation. Only humans are capable of appreciating Caroline's beauty - but humans, if they came in any numbers and without respect, would ruin it. For such a poor country, the pressure to exploit such an asset is enormous - and so are the risks of destroying it

Kay believes that limited eco-tourism, managed under strict guidelines, is the way forward. She also believes that for President Tito to declare Caroline, and its neighbours Flint and Vostok islands, a World Heritage Site would be an extraordinarily powerful political statement - of the importance of unpopulated places in an overpopulated world, of how poor countries can set an example to richer ones. "Kiribati can send a conservation message to the world" says Kay. "Caroline can remind us of the way the world used to be."

For many who have seen Caroline Island, it's the archetypal tropical paradise. In 1988, a Scottish round-the-world yachtsman, Ron Falconer, and his French wife Anne 'squatted' on the atoll with their two children, then aged five and two, and for a time lived out an idyll - swimming in the lagoon, fishing, plucking fruit from trees. On the advice of visiting biologists, they treated the island well - taking sooty tern eggs from the edge of the colony, leaving the coconut crabs alone, eating few lobsters and clams. It was even suggested that they could become unofficial wardens. But island life was lonely. The Falconers spent much of their time on the radio, extolling the beauties of Caroline to Pacific yachtsmen - who showed less respect when they visited. Finally they wrote an article for a London newspaper about their lifestyle in 'paradise' and forgot to mention Kiribati - whose government, angry at the slight, evicted them.
