PARTNERSHIP PROVIDES GRAND BAYOU WITH A NEW

COMMUNITY CENTERThanks to Davie Shoring and the Plaquemines Parish Council, the village of Grand Bayou has received a building which will become the home of their first community center since Katrina. This was made possible by an agreement between the two entities last month.Grand Bayou is a close-knit fishing and trapping community, the home of descendants of the original Atakapa-Ishak tribe who first settled the area. Grand Bayou is located outside the levee system and has been affected by years of subsidence and man-made encroachment as well as hurricanes and the 2010 oil spill. The picturesque village, known locally as “Paradise Island’: has been holding its community and tribal meetings in private homes. Residents say the neutral location provided by the manufactured building donated by Davie will allow them to have more community-related activities and family functions, given its larger meeting space.

Buddha is a handsome guy looking for his forever home. He came to PAWS as a kitten and has been in a kennel since. He tested positive for FeLV which is Feline Leukemia. This disease is passed on through grooming and can be transferred from mama cat. The life expectancy of a cat with FeLV is 1-3 years, shorter if their life is spent in a shelter. Buddha is such a sweet, lovable cat. When you open his cage, all he wants is for you to pet him and rub his ears and back. All he wants is love. He would need to be in home with either no other cats or another cat with FeLV. Though Buddha’s life expectancy is short, he would be a great addition to any family. The love and attention Buddha will give you immeasurable. Come by PAWS and visit with Buddha. He would love to see you!

PLAQUEMINES FISHING REPORTSCapt. Hoop/ Our Freedom / Life is Good!

Capt. Hoop -- Continued

With the effects of the Atlantic hurricane being felt as far away as the northern gulf even the inshore fishing has been spotty. The water has ben stirred up and in many places extremely muddy. We have had to work for every fish we were able to keep. The bulls are out there but the object is to be able to fish them comfortably. 20 plus knot winds makes that a bit difficult. The sharp drop in temps has the fish constantly on the move also.

This was a day we went exploring some new very shallow territory un known to us. It is never a good sign when you land a beautiful slot size 22 incher on the first cast. We ran all over the place and found very fishable waters but nothing for either of us to take customers in. Pete did hook up with a monster gar fish that gave us something to talk about.

Most of our day was playing with garbage. we even had to resort to drastic moves to catch our fish. You should see the fun I had untying this little guy without getting stuck. Neither he nor I liked what was happening.

At one place we found a few keeper reds but they all went back as well as this beautiful croaker that would have made the box if I had customers. The only thing I kept was a pair of flounder for the house. We burned well over 20 gallons running and gunning.

The next day I had a pair that was limited on time and was not interested in pictures. It was a tough day. We had to work for every fish we found 5 keeper reds, 6 flounder and one croaker for the box in the short time we had. I had the morning off and with the help of my deckhand took the deck over both fuel tanks off the Glacier Bay. I had to do this in order to get to some clamps that had come loose allowing water to seep into the bilge. One of the clamps although stainless had a steel tightening screw and I had to grind it off due to rust. I have a good collection of (all stainless)ones at home so the situation is now under control. Major 3 hour project just to tighten 4 clamps.

I met my guys at 12:30. It was 1:00 before they got everything together and we were ready to go. We edged out to an area where the bull reds had been feeding in the morning but conditions changed and the bite was no longer there. With the windy rough water I did not waste much time and went searching for some food. The first keeper was a good redfish. We weeded through a lot of catfish and rat reds. The flounder bite was also enough to keep us around. We put 3 small ones back and ended up with 9 of them in the box.

Another first for me was a stingray without a tail. Wonder how this guy lost it.

Towards the end of the day I hooked up to something big. At first I thought it was another very large stingray. I offered the rod to my customers and they refused so I had the honor of fighting this hog on light tackle. It took quite a while and my forearm was burning a bit before I got the fat slob into the net. After some pictures it also went back. My guess is a 30 to 35 pounder.

We got back to the dock a bit after 5 with 6 reds and 9 flounder in the box. The action was not hot but steady enough all afternoon to keep us from running anywhere else. I only fished about a 3/4 mile stretch of the pass I was in.

We threw back about 6 blue crabs during that time.

Life is Good!

Fishing is not a matter of life or death. It’s more important than that.

WHAT HAPPENS TO YOUR DIGITAL ASSETS WHEN YOU DIE?

by Jeffrey M. Salas • Partner, Salas Wang LLC

Increasingly, we are spending a lot more time online, whether for business, personal, social, and/or entertainment reasons—usually it’s some combination of all of these. Depending on your situation, you may have vast digital content, mementos, communications, etc. These are assets that would be in tangible form if not for technological advancements. What happens when we die with these digital assets? Estate and inheritance laws still haven’t caught up to the growing number of digital assets, but there are some things you can do to incorporate these items into your estate plan.

Password Protection and Estate PlanningThe issue with digital assets is that much of this content may be password protected, hosted by private corporations, or generally hard to access if you are not around. While digital asset protection is meant to protect your privacy, it becomes more difficult for your executor/heirs to access and use these digital assets after death. And, many of these assets are going to be subject to the terms and conditions of specific websites and companies that require your agreement when signing up for a particular service.

WHAT ARE DIGITAL ASSETS?Digital assets are anything that is not in tangible, physical form. Most people have a number of digital assets, just a few examples are: Email accounts Subscription services Music and video assets Picture and document storage Gaming assets Social media contentAs technology advances, many more of our assets will be digitized. While this often makes our lives more convenient, it presents unique issues when it comes to estate planning as digital assets are replacements for physical assets which would have historically passed in physical form via a will, trust, or intestate. But because of the realities of the extensive use of digital medium, these assets are now subject to any number of contracts and conditions. What Happens To My Facebook Account When I Die?Social media attracts millions upon millions of users. Based on statistics alone, many users will die with active accounts. Current laws, however, are mostly unprepared on how to handle these non-physical assets. So what does that mean for my digital assets? Well, first, you have to look at what your goal is.If I pass away, I want my account with a particular website to be: (1) saved; (2) deleted; or (3) transferred to another person. Now, this may differ depending on each service/account. This will also depend on terms of use for each of the services. For example, Facebook has a program where you can request your account to become a memorialized account for you or you can request deletion of your account.

Can I Estate Plan for Digital Assets after Death?Right now, beyond working with every company where you have a digital account, estate planning may have a major effect on how your digital assets are distributed. Estate plans, however, may not have all of the answers for digital assets. As mentioned above, digital assets are often governed by contracts with a specific provider. Some states have laws in place that allow digital assets to pass easily, but at this time, most do not.

So What Do I Do?

The best practice for digital asset management is to take a three-pronged approach:

1. Check The Provider’s Terms Of Use/Terms Of ServiceIf the provider has a plan in place for your digital assets after death, it is best you comply with those procedures to make sure you are achieving your particular goal with that particular account.2. Add Language To Your Will/TrustWhile this is largely untested in the courts, adding language that specifies your wishes with each of your accounts is a good idea. The law in this area is in flux, so make sure you have an estate plan that includes your digital assets. By doing so, you give the executor of your estate the legal tools they need to enforce your wishes. 3. Check Your State LawsState laws are also just popping up when it comes to digital assets. Making sure your estate plan is consistent with state law is very important. Also, the state law may have an effect on your terms and conditions and terms of use with your service provider.

The law still hasn’t caught up with our digital lifestyle, but with proper planning your digital assets can be protected by your estate plan. Properly managing these assets requires more work but with the importance of digital assets is growing every year, so protecting them properly is critical.

Six Men Charged For Taking Polluted OystersA Louisiana Department of Wildlife and Fisheries (LDWF) Enforcement Division agent cited six men for alleged oyster violations in Terrebonne and LaFourche parishes.

On Sept. 18, LDWF Sgt. Bryan Marie cited Dustin M. Buquet, 18, Richardo Najera-Morales, 25, and Cline J. Ledet, 29, all from Chauvin, for taking oysters from an unapproved polluted area in Bay Antoine in Terrebonne Parish.

On Sept. 22, the agent cited Dillon J. Verdin, 23, from Cutoff, Alexei B. Vargas, 21, and Holden D. Verdin, 21, both from Houma, for taking oysters from an unapproved polluted area in Bayou Faleau in LaFourche Parish.

Both areas are closed by Department of Health and Hospitals due to pollution. Both vessels were found with 15 sacks of oysters on board. Sgt. Marie seized the vessels, oyster dredges and returned 30 sacks of oysters to the water.

Taking oysters from a polluted area brings a $900 to $950 fine and up to 120 days in jail. In addition, the men could be sentenced to serve 40 hours community service and be required to only harvest oysters from a vessel that is equipped with a vessel monitoring system. For more information, contact Adam Einck at 225-765-2465 or [email protected].

HABLAMOSESPAÑOL

Here we are in October and I am ready for some cooler temperatures. Every where you look in stores there are plenty of fall colors. Along with Christmas too. I am ready to open up all the windows and let the cool breezes flow through!

And speaking about Fall colors, that is exactly what our project is about. I figured you may be a little tired of painting projects so I decided I would share the bouquet I made for my Dad and Sister. They share the same birthday. Yep, she was Daddy’s birthday present. My sister’s first grandson was also born on the same day! That just truly amazes me!

Oh well, on to today’s project. I decided to do their bouquet this time out of silks since I totally forgot to order fresh flowers. Usually my salesperson at the supply house will call and check to see if I need anything, but he is on vacation. No excuses, I have to take total blame for not

ordering the flowers. I am so glad they have a Hobby Lobby on Manhattan now, they always have beautiful “silk” flowers. So that is where I headed. They have a great selection of flowers also. And it did take me awhile to make up my mind just what I wanted. I finally decided on a mixed bunch that had sunflowers, mums, and peonies. I also picked up a bunch of accent flowers. I had a container and dessert foam at home so I was set to go. When I got home I grabbed everything I needed and started. I cut all the flowers off the stem with a pair of cutting pliers. Mixed some plaster of pares and poured it into the container, put in the floral foam, taped it in place and began arranging the flowers. I really can’t tell you how many of each flower I used, because I used what was on that stem and I did not count the individual flowers. After I had the main

flowers put in, I added the accent flowers. Last, I made a bow and attached it to a greening pick with floral wire and added it to the bouquet. I almost forgot just how much fun designing a bouquet of flowers could be. Think I will get some more silks and make some bouquets for the holidays.

Well, that’s my craft project for this time. What will your next craft project be? Mine…I don’t know, but I know it will be fun.

SUGARLAND GARDEN SOIL

According to the Herb Society of America, the definition of an herb is a plant used for flavoring, food, fragrance or medicine that dies to the ground after flowering and does not have woody stems. At first this definition sounds like it meets our expectations but what about bay leaves and rosemary? Both will remain upright year around and both easily display woody stems which obviously contradict our neat and tidy definition from earlier. Of course, rules were meant to be broken! Over the years the definition has been modified to fit all of our plants that we refer to as herbs. To me, the most practical definition of them all is: “In its essential spirit, in its proper garden

meaning an herb is a garden plant which has been cherished for itself and for a use and has not come down to uses as a decorative thing.” We grow herbs on purpose. Whether it’s for its fragrance or flavor, there is a reason you planted there.

Most people would wait until spring time in order to start thinking about planting a garden but herb gardeners are a little different. Many herbs are considered perennial plants and actually benefit from a fall planting. When trying a new herb for the first time do a little research to figure what USDA Hardiness zones it falls to help you determine whether or not it would be a likely candidate to try. Location of your garden is almost of a similar concern. It will need at least 6 hours of sunlight, a well-draining soil and a location that you can see from the kitchen! Do not make this a chore; keep it close and easily accessible. Some of the herbs that should be planted now include parsley (both flat Italian and curly leaf), sage, rosemary, thyme, chives, lavender, cilantro and mint. Check your local garden center or home improvement center for their selections of herb seeds and transplants.

PERSIMMONSAlthough some have never tried the wonderful fruit we call a persimmon I’m sure they have at least seen this peculiar tree with its display of appropriately-timed, orange colored fruit. Female persimmon trees (both native and non-native) will produce fruit this time of year. Fruit will remain on the tree and ripen even as the leaves drop in the fall. In fact, it makes them very easy to identify this time of year. The native persimmon, Diospyros virginiana, is a small fruit tree native to the Eastern United States. They reach average heights around 15 feet tall. Outdoor enthusiasts love native, female persimmons (only females bear fruit) because they attract wildlife of all sizes from song birds to turkey and whitetail deer. The Japanese persimmon, Diospyros kaki, is obviously a different species but it produces the same fruit we all know and love, except larger and sweeter! Because of this fact, the Japanese persimmon has been bred more extensively, giving the grower more variety to choose from.

Persimmons are tough, tolerant trees that are fairly easy to care for hence why you often see them being recommended for novice home growers. Generally with most all plantings I do recommend a soil test to determine whether or not we need to mix in any soil amendments before planting. As with all fruit trees, you need full sun in order to produce a plentiful crop. You can get by with 6-8 hours but look for an area that receives at least 10 hours of full direct sunlight. Persimmons are dep rooted therefor display excellent drought resistance so access to irrigation water is not an immediate concern. Plant trees at least 20 feet away from the southern side of larger structures and buildings. For a grouping of trees, plant each one 15 feet from the other so that they will have the appropriate room to grow and develop. As for particular varieties, you will come across two different groups of persimmons: astringent and non-astringent. Astringent persimmons will need to remain on the tree until they are fully ripe and soft to touch before they can be eaten fresh. ‘Taninashi’ and ‘Hachiya’ are two often recommended varieties to choose from. Non-astringent varieties do not have to be fully ripe when picked. They make a nice backyard project because they can be eaten firm like an apple or you can wait for them to fully ripen like the astringent varieties. ‘Tamopan’, ‘Fuyu’ and ‘Suruga’ are excellent non-astringent cultivars to choose from. Get out there, take advantage of this nice weather and plant a couple of persimmons!

Meet Barney! He is a 3 year old Chinese Shar-Pei/Lab mix. Barney enjoys playing fetch and tug-of-war with his other furry friends here at PAWS. Unfortunately, He is highly energetic! He absolutely loves people. He has been neutered, micro-chipped, and up to date on his medical.

Meet Brody! He is a 3 year old Boxer mix. Brody was a stray but we are so glad to have him now because he is so loving! Brody is a very sweet and energetic dog. He loves to play with other dogs here at PAWS. Brody absolutely loves squeaky toys and getting all the attention from the staff here at PAWS. He is ready to find his forever home. He is neutered, micro-chipped and up to date on all his shots.

This is Bullet. He is a Basenji mix. He is a about 5 months old. Bullet is very energetic and loves to play with other dogs here at PAWS. He’s very sociable with new people. Bullet is such an attention hog. He is neutered, micro-chipped and up to date on all his shots.

If you are looking for a snuggle bug, Lady is your girl! She is such a love. Lady was surrendered by her human because they could no longer afford to take care of her. When she arrived here at PAWS, she tested positive for FeLV, which is Feline Leukemia. This is a disease that is passed on either from mama cat or through grooming. Therefore, it is contagious to other cats, not dogs. The life expectancy of a cat with FeLV is 1-3 years, shorter if that time is spent in a shelter. There is no cure nor any medicine to get rid of the disease. Lady is such an awesome cat!! She loves being around people. She has so much love to give. Lady would be a great addition to any family. Would you be willing to open your home to an awesome, lovable, friendly cat who will give you all the love in the world?

OCTOBER 15-OCTOBER 28, 2015 PLAQUEMINES PLUS Page 11 REBUILDING - RECYCLING- THERE IS HOPE!

Louisiana voters will make a number of important decisions in the next ten days that will give indications of which way the state is headed. The most important decision will come when voters decide who will replace Bobby Jindal as governor. Jindal hasn’t been governor for most of his last term

of office and four political middleweights are among those seeking his seat. David Vitter is the best known candidate but the one with the most amount of baggage, including being a lifetime politician and the object of a prostitution scandal. Vitter is not exactly cut from the same senatorial cloth as many of his predecessors and any move here cannot be looked at as a move to seek a higher office. Vitter is just too wishy-washy to be a presidential candidate and the Republicans already have a full deck of those this election cycle. Scott Angelle and Jay Dardenne are not sexy candidates either and low-res smear tactics against both candidates by Vitter’s camp don’t really appear to be working. At worst, Dardenne would be another David Treen but maybe a boring governor is what this state needs at this time. John Bel Edwards out of Amite probably would serve as the best governor but he’s a Democrat. So voters are going to have to decide whether they want a tainted U.S. Senator, pick from between two less than distinguished other Republican politicians or go for a small town state representative who has become this year’s dark horse, albeit a Democrat. For the Lieutenant Governor’s seat, Jeffersonian John Young appears to be putting all his eggs in the tourism basket, where the office should be strong, while Billy Nungesser is busy telling his Horatio Alger story of being a self-made, honest businessman and politician. Tourism should be the thrust of this office and noting the lack of progress with tourism in Plaquemines Parish, perhaps Young would be the better candidate. No one doubts Billy’s energy and ability to make things happen but the Lieutenant Governor’s role is sorta like being Vice-President and being an overachiever doesn’t jibe with the limitations of a backup political office. Major chafing could occur. The real choices come in St Bernard Parish, where the strongest slate of parish presidential candidates in many years seek to oust the embarrassment known as David Peralta. A runoff is virtually assured as politicians, legacies and polished businessmen seek this troubled office in ‘DA PARISH!’ (Take THAT, Craig Taffaro!) It will be circus week later this month as the field continues to seek enough plurality to make a runoff. Maybe the good folks down the road can find a nominee that can avoid scandalizing or embarrassing the parish this go ’round. In St. Tammany, the Sheriff’s race is the thing. Three strong candidates, including the incumbent, are running a pretty clean campaign to this point. However, there is still time for this thing to get nasty and become the subject of countless coffee klatches and luncheons before election day. Chip Bankston’s run against a first term, interim assessor should be interesting as well as unprecedented. Most of the other races are yawners. Our pick for the spiciest - the governor’s race.

IS OUR STATE ON THE VERGE OF A MOVE TOWARDS CHANGE?

By Tony Onellion

Southeast Louisiana knows what it’s like to take a series of body blows from Mother Nature. So when most of coastal and inland South Carolina was inundated from rain from a low front along the coast and the exacerbations of Hurricane Joaquin, LSU officials expedited the switching of venues from Columbia, South Carolina to Baton Rouge for the LSU Tigers/South Carolina Gamecocks football game last weekend. More than the stadia were switched; South Carolina became the home team and the perks and privileges of that status were made available to them. They were the home team; they picked the jersey colors, they had the larger number of players to suit up, they blocked any high school prospect from attending the game as a guest of LSU since the NCAA doesn’t allow “visiting” teams to host prospects. LSU’s band played their alma mater first; the band formed a partial greeting line on the field for South Carolina and they were not booed as is customary when the normal “visitors” enter the field before the game. It was a class act by all concerned. Billboards in support of South Carolina were hastily erected; Red Cross volunteers manned collection stations for gathering relief funds, everyone was lovey-dovey towards the visitors, which we normally are anyway but more so this time. What was not so classy was the way LSU handled the sale of tickets for this game. Season ticket holders were sent an email stating that suite and club box ticket holders

would have the right to buy their normal seats with as many as eight extra tickets. However, the 60,000 or so regular Joe season ticket holders were told they could buy game seats but their actual season ticket seats “may not be available” but they could buy any available seat. “Waves” of purchasers were set up, based on TAF priority points. Then the ticket holders were informed they could bring “one bottle” of water to the stadium THIS ONE TIME because concession supplies and vendors might not have been available in the necessary numbers. Wow! One whole bottle of water! Hey, administration - only 42,000 attended this game. That’s 60,000 empty seats. Hope all of us season ticket holders got lucky and got their own seats. And since concessions were such an issue, why not let people bring their own food and drinks (non-alcoholic) to the game, THIS ONE TIME? My prediction is with such thoughtful p.r. moves, another five to 10,000 tickets might have been sold, helping out the South Carolina Gamecocks that much more. But then again, the key word here is “thoughtful”. Thoughtful to the loyal fan who does not sit in the $6,000-$20,000 spaces, who comes to the games year after year, though the non-existent rain at Tiger Stadium and the heat and humidity. There was even a snafu whether parking was to be free for this game. But all this goes to time and other management…something LSU football seems to mess up on a regular basis.

Belle Chasse Academy students participated in “Mix It Up At Lunch” day, a fun activity that encourages students to cross social boundaries and get to know someone different and new. Students were given a colored craft stick before lunch, and then had to find a table matching the color of their stick. While sharing lunch with new friends, students were prompted with questions about diversity and given time to talk about their thoughts on these issues.
