EXECUTIVE SUMMARY

Cambium Inc. was retained by 2184107 Ontario Inc., to complete a Noise Impact Study for the proposed mixed-

use development at Concession 3 Part of Lot 18, Brock Road, Pickering with respect to potential road noise from

Brock Road, and to potential rail noise and vibration impacts from the CP Rail line that lies north of the property.

This study was completed in response to a request by the City of Pickering for a noise and vibration study, and to

the CP rail requirements due the proposed development being within a 300 metre noise zone of influence of the

rail line. This report has confirmed that a vibration study is not required due to the site being located outside the

75 metre vibration zone of influence published by CP Rail.

Cambium Inc. assessed the impacts from the road and rail line on the proposed development based on applicable

guidelines such as the Ministry of the Environment, Conservation, and Parks document NPC-300 Environmental

Noise Guideline Stationary and Transportation Sources – Approval and Planning, the guideline document

prepared for The Railway Association of Canada and the Federation of Canadian Municipalities titled Guidelines

for New Development in Proximity to Railway Operations, and the CP Rail Principal Main Line Requirements.

Cambium Inc. collected rail traffic data from Canadian Pacific Railway to calculate noise impacts using the

Ministry of the Environmental calculation method Sound from Trains Environmental Analysis Method considering

current rail traffic volumes and estimated future volumes.

The results of the measured and calculated noise impacts were assessed against applicable guidelines to assess

the potential impact on residential dwellings.

The result of the assessment show that the combined rail and road noise impacts at the rooftop outdoor living

area exceed the 55 dBA criterion but remain below the 60 dBA limit. The assessment indicates meeting 55 dBA

is not likely to be economically feasible. Therefore, a warning clause may be provided to prospective buyers

warning them of the potential for elevated noise levels in the event that implementation of noise controls is not

feasible.

Recommendations were provided for various sound transmission class requirements for window assemblies, as

well the provision of central air conditioning for the majority of the building in order to achieve the sound level

criteria for indoor living areas, together with warning clauses to prospective buyers warning them of the potential

for elevated noise levels.

1.0 INTRODUCTION

Cambium Inc. (Cambium) was retained by 2184107 Ontario Inc. to complete a Noise Impact Study for the

proposed new mixed-use development at Concession 3 Part of Lot 18, Brock Road, Pickering (the Site) with

respect to potential road noise from Brock Road, and to potential rail noise impacts from the CP Rail line that lies

north of the property. This study was completed in response to a request by the City of Pickering for a noise

study, and to the CP rail requirements due the proposed development being within a 300 metre noise zone of

influence of the rail line. A vibration study is not required due to the site being located outside the 75 metre

2.0 DESCRIPTION OF PROPOSED DEVELOPMENT

The proposed development is new mixed-use development located at Concession 3 Part of Lot 18, Brock Road,

Pickering. The site includes one (1) mixed commercial and residential building at 6 floors in height total, with

underground and at grade parking. The Site fronts onto Brock Road and is adjacent to existing and proposed

residential development. Surrounding land uses are predominantly residential, with proposed commercial use

across Brock road to the west.

The CP Rail mainline is located approximately 200 metres (m) north of the Site, which runs east to west. The

nearest road crossing is an overpass of Brock Road, approximately 200 metres (m) north of the Site.

3.0 ASSESSMENT CRITERIA

3.1 ROAD AND RAIL NOISE

The criteria for acceptable levels of noise at residential developments due to road and rail traffic are provided in

the MECP’s NPC-300 guidance document. The recommended criteria for rail and road noise impacts for different

residential impacts are included in the table below.

The NPC-300 guideline defines an outdoor living area (OLA) as part of a noise sensitive land use (e.g. residential

dwelling) that is intended and designed for the quiet enjoyment of the outdoor environment, and is readily

accessible from the building. In the context of low rise developments, examples of OLAs include balconies with a

minimum depth of 4 m, terraces, and common OLAs such as shared terraces, yards, or gardens. In the case of

this development there are no balconies or terraces large enough, the OLA is defined as the shared rooftop patio.

The OLA sound levels are determined from the combination of both road and rail sources.

If the 16-hour equivalent sound level (Leq (16)) for an OLA is greater than 55 dBA and less than or equal to 60 dBA,

then noise control measures may be applied to reduce the sound level to 55 dBA, or, if noise control measures

are not applied, then prospective purchasers or tenants should be informed of potential noise concerns by a

warning clause (Type A as defined in NPC-300).

If the Leq (16) for an OLA is greater than 60 dBA, then noise control measures should be applied to reduce the

sound level to 55 dBA. In cases where noise control measures are not feasible for technical, economic, or

administrative purposes, then an excess above the 55 dBA limit is acceptable with a warning clause (Type A as

defined in NPC-300); however, excesses above 60 dBA are not acceptable.

For indoor living areas and sleeping quarters, the sound level criteria are used to determine transmission loss

requirements for the building façade based on the predicted sound level at the plane of a window. If the Leq (16)

daytime sound level in the plane of a window is less than or equal to 55 dBA, then typical façade constructions

are generally sufficient to achieve the indoor sound level criteria, and additional noise controls may not be

required. If the sound level in the plane of a window is greater than 55 dBA and less than or equal to 65 dBA,

then the dwelling should be designed with a provision for the installation of central air conditioning in the future, at

the occupant’s discretion, and prospective purchasers or tenants should be informed of potential noise concerns

by a warning clause (Type C as defined in NPC-300).

If the daytime Leq (16) in the plane of a window is greater than 65 dBA, installation of central air conditioning should

be implemented, and prospective purchasers or tenants should be informed of potential noise concerns by a

warning clause (Type D as defined in NPC-300). Additionally, building façade components should be designed

so that the indoor sound level criterion can be achieved when doors and windows are closed.

Note that the provision for central air conditioning is to allow the occupant to keep windows and doors closed if

desired to achieve a quiet indoor acoustic environment.

As the site is within 300 metres of the CP rail line, a general warning clause should be used to inform prospective

purchasers or tenants of potential noise concerns.

3.2 RAIL VIBRATION

A vibration study is not required due to the site being located outside the 75 metre vibration zone of influence.

3.3 ROAD VIBRATION

Due to the nature of vehicles, with pneumatic tires and suspension systems, it is generally accepted that road

traffic will not be a significant source of vibration.

4.0 NOISE ASSESSMENT

The noise assessment was conducted using predictive calculations of road and rail noise developed by the

MECP: Ontario Road Noise Analysis Method for Environment and Transportation (ORNAMENT) (Ontario Ministry

of the Environment, Conservation, and Parks, 1999), and Sound from Trains Environmental Analysis Method

(STEAM) (Ontario Ministry of the Environment, Conservation, and Parks, 1999).

Noise impacts were assessed at upper storey plane of window (POW) receptor locations, and at the outdoor living

area (OLA) located on the shared rooftop patio.

• POW – Plane of window receptor representative of the worst case exposure on each side of the proposed

development;

• OLA – Outdoor living area receptor located on the shared rooftop patio;

Based on observations and measurements at the Site, local road noise does contribution to local noise levels.

Traffic data used for the road noise assessment was obtained from data provided by the Regional Municipality of

Durham. In relation to development planning, Brock Road should be considered to have a forecasted Annual

Average Daily Traffic count of 40000, with 5.25% medium sized trucks, and 9.75% heavy trucks. The City of

Ottawa recommended day/night split of 92.5%/7.5% for arterial roads was used.

Rail traffic data was provided by CP Rail. The maximum values were used in the calculation. Future traffic

volumes were predicted using a growth of 2.5% of traffic per year for 10 years.

Traffic data requests and responses are provided in Appendix A. STEAM and ORNAMENT calculations are

provided in Appendix B.

The results of the assessment show rooftop OLA noise levels of approximately 60 dBA, and plane of window

noise levels of between 60 dBA and 75 dBA depending on their location on the building. Details are provided in

Table 1 Results Summary, and are discussed in section 5.0.

5.0 DISCUSSION AND RECOMMENDATIONS

5.1 OUTDOOR LIVING SPACES

The shared rooftop patio is defined as the OLA for this multi-unit residential building. The noise impact form

combined road and rail is predicted to exceed the 55 dBA criterion but remain below the 60 dBA limit provided

that the rooftop patio is situated on the east side of the building such that west building facade will protect the

outdoor living areas from the noise impact of the road below. Additional noise reduction may be achieved by

providing screening with a building parapet or other rooftop features and barriers. The noise impacts of the road

and of the rail contribute fairly equally to the impacts at the OLA.

Within this noise impact range, it is recommended that options to provide noise reductions be explored such as

positioning of the OLA; however, if noise reduction is determined to be unfeasible, then a warning clause should

be provided to prospective buyers, informing them of the potential for increased noise impacts. The

recommended warning clause Type A is included in Appendix D.

Note that based on the road noise impact results Cambium does not believe that it is feasible to meet 55 dBA or

60 dBA noise limits with any outdoor areas at grade. Basic calculations indicate at the applicable distance, a

barrier of 7.5 m in elevation would be required. Therefore it is recommended that the design continue to define

the shared rooftop patio as the OLA. The only technically feasible way to ensure an OLA at grade, would be to

re-arrange the site so that the building could screen a public green space from the roadway. Given the needs of

the development, this is not seen to be feasible. Furthermore Cambium would suspect that the municipal

authority would not authorize the use of a 7.5 m barrier in this case, most zoning bylaws and fence bylaws restrict

this type of construction.

5.2 BUILDING FAÇADE NOISE IMPACTS

Noise impacts calculated at the building façade are used to estimate façade requirements to achieve the indoor

noise criteria. In in order to determine the worst-case façade requirements, the method outlined in the National

Research Council Canada Publication: Controlling Sound Transmission into Buildings (Quirt, 1985) was used.

The results of Cambium’s analysis indicate that the 24 hour Leq at the plane of window exceeds 60 dBA (75 dBA

daytime, 69 dBA nighttime). The indoor living areas noise limits are defined in section 3.1.

Note that as per NPC-300 and the predicted rail and road traffic levels, air conditioning must be provided for

receptors on the north, south and west side of the building. The east side receptors must be constructed with the

provision for air conditioning to be installed however it is not strictly required to be installed.

Windows must be selected based on acoustic design considerations on all sides of the building, Cambium has

completed basic selection calculations however during detailed building design calculations should be refined

based on window/wall area. Specific STC rating recommendations are provided in Table 2.

Finally all units will require warning clauses on the deeds as outlined in Table 3.

ROAD SEGMENT TRAFFIC FORECASTS FOR NOISE ANALYSES

This information is to be used as the basis for assessing the potential impacts of noise, generated by traffic on Provincial Highways and arterial roads, on proposed land uses that are sensitive (e.g., residential subdivisions). Arterial roads include existing and future Type A, B and C, as designated in the Durham Regional Official Plan.

Noise assessment reports recommend specific measures to be integrated into the design of sensitive developments to reduce road noise impacts to acceptable levels.

This is in reference to your request for rail traffic data in the vicinity of Brock Road in the City ofPickering. The study area is located at mile 186.78 of our Belleville Subdivision, which is classified as aPrincipal Main line.

The information requested is as follows:

1. Number of freight trains between 0700 & 2300: 6Number of freight trains between 2300 & 0700: 5

2. Average number of cars per train: 88Maximum cars per train freight: 196

3. Number of locomotives per train: 2 (4 Maximum)

4. Maximum permissible train speed is 60 miles per hour (freight)

5. There are no grade crossings through the study area, however, the whistle may be sounded ifdeemed necessary by the train crew for safety reasons.

6. There is one mainline track at his location and a rail bridge over Brock Road which may causemore than normal noise.

The information provided is based on recent rail traffic. Variations of the above may exist on a day-to-day basis. Specific measurements may also vary significantly depending on customer needs.

CP Rail Warning Clause (All units):

Warning: CP Railway or its assigns or successors in interest has or have a rights-of-way within 300 metres from

the land the subject hereof. There may be alterations to or expansions of the railway facilities on such rights-of-

way in the future including the possibility that the railway or its assigns or successors as aforesaid may expand its

operations, which expansion may affect the living environment of the residents in the vicinity, notwithstanding the

inclusion of any noise and vibration attenuating measures in the design of the development and individual

dwelling(s). CP Railway will not be responsible for any complaints or claims arising from the use of such facilities

and/or operations on, over or under the aforesaid rights-of-way.
