E 1. Lydia Robertson, 133 Main Street South, Brampton, re: Rear Addition (Verandah/Porch) to Designated Heritage Home at 133 Main Street South (Kirkwood House) – Ward 4 (File G33).

Lydia Robertson circulated an artist’s rendering of the verandah/porch to be built at the back of her home along with books showing similar projects. She provided an overview of the work to be undertaken, outlined proposed materials and timelines, and requested the Board’s support of her project.

Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided the following information: • The subject home is designated under Part IV of the Ontario Heritage

Act • Since the verandah/porch will be constructed at the back of the house

and will not be visible, there will be little impact on the designated home

• The part of the house subject to the work is not specified in the designation statement, and typically a heritage permit is not required in these circumstances

• The Board may wish to specify for the record that Ms. Robertson be exempt from the requirement for a heritage permit

The following motion was considered.

HB072-2011 1. That the delegation of Lydia Robertson, 133 Main Street

South, Brampton, to the Brampton Heritage Board Meeting of July 19, 2011, re: Rear Addition (Verandah/Porch) to Designated Heritage Home at 133 Main Street South (Kirkwood House) – Ward 4 (File G33) be received; and,

2. That Ms. Robertson be exempt from the requirement for a

heritage permit, since the work being undertaken is at the back of the property which is not specified in the designation statement and since the verandah/porch will not be visible and will have little impact on the designated home.

Paul Willoughby, Co-Chair, highlighted the need for Board Member participation on the Heritage Resources Sub-Committee and the Outreach and Marketing Sub-Committee. He circulated a sheet and asked Members to sign up for the sub-committee(s) of their choice.

Paul Willoughby announced the next meeting date, which had been confirmed subsequent to the sub-committee meeting.

Penny Young, Heritage Coordinator, Planning, Design and Development, referenced the name searching and signage item in the subject minutes and provided details on this project for naming of City assets. She advised that questionnaires are available from staff for any Members interested in participating in the project.

In response to a question, staff confirmed that heritage incentive programs have been included under the Resources Sub-Committee. A suggestion was put forward that staff investigate the possibility of including commercial designated properties under the City’s Designated Heritage Property Incentive Grant Program (non-commercial), given recent amendments to the Ontario Heritage Act.

The following motion was considered.

Michael Avis provided an overview of the subject minutes, highlighting the proposed bus tour of heritage properties. He thanked Diana Kazor, Board and Sub-Committee Member, for gathering and submitting information on the bus costs.

A list of properties proposed for heritage designation was provided with the agenda for this meeting. No updates were given with respect to heritage designation of the properties.

Penny Young, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject Cultural Heritage Impact Assessment and Staff Comments.

Jason Bottoni, Project Manager, Metrus Development Inc., was in attendance, and along with Penny Young and Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, responded to questions on the following topics: • Salvaging of heritage elements and materials • Plans for documentation

The following motion was considered.

HB075-2011 1. That the Cultural Heritage Impact Assessment prepared by

ERA Architects Inc., for Metrus Development Inc., dated June 2011, to the Brampton Heritage Board Meeting of July 19, 2011, re: 11825 Torbram Road – Ward 10 (File G33), be received; and,

2. That the Staff Comments from Penny Young, Heritage

Coordinator, Planning, Design and Development, dated July 12, 2011, to the Brampton Heritage Board Meeting of July 19, 2011, re: Cultural Heritage Impact Assessment – 11825 Torbram Road – Ward 10 (File G33), be received; and,

3. That, given the poor condition of the farmstead residence on

the subject property, demolition be allowed subject to the following conditions: • Implementation of the mitigation plan outlined in the

subject Cultural Heritage Impact Assessment; • Preservation of an area close to the domestic premises

of the house as public park space, to be commemorated and named “Raine Park” in the future development plan;

• Naming of the road connecting Torbram Road to the park after the Raine family in commemoration of the original site within the future development plan;

• In addition to naming opportunities outlined above, based on the historical research, all other naming opportunities should be explored for nearby streets and other municipal assets

• Providing opportunities for interpretation of the Raine farmstead, by means of the park setting, to include a commemorative plaque, and to indicate the footprint of the original house with planting or landscaping;

• Respecting the site’s natural features defined by its topography, consistent with the creek and ravine;

• Providing a copy of the subject Cultural Heritage Impact Assessment to the Region of Peel Archives;

• Full documentation and recording prior to demolition, to include floor plans, sections and elevations, decorative window and door molding details, and the building’s wall assembly;

• Continuous consultation with the community, planners and heritage staff to gain further input with respect to the layout and design of the development plan; and,

4. That a compensation strategy be developed by the property

owner, in consultation with City staff and to the satisfaction of the Commissioner of Planning, Design and Development.

Alex Taranu, Manager of Urban Design and Public Buildings, Planning, Design and Development, provided an update on Phase 2 of the restoration of Alderlea, which included the following information: • The project has been awarded to a contractor • Work is expected to begin in the near future • Staff is working on the notice to neighbouring residents • It is anticipated that Phase 2 work will continue for a year or two

L 1. Discussion at the request of David Moote, Board Member, re: Development of a Protocol for the Acquisition of Furnishings and Fixtures for Alderlea – 40 Elizabeth Street South – Ward 4 (File G33).

The following motion was considered.

HB076-2011 That the item for discussion at the request of David Moote, Board

Member, listed on the Brampton Heritage Board Agenda for July 19, 2011, re: Development of a Protocol for the Acquisition of Furnishings and Fixtures for Alderlea – 40 Elizabeth Street South – Ward 4 (File G33) be deferred to the Brampton Heritage Board Meeting of September 20, 2011.

L 2. Verbal advisory from Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, re: Brampton Cenotaph Restoration (File G33).

Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided the following verbal advisory on this matter: • The Cenotaph is listed as a Category A property on the City’s Register

of Cultural Heritage Resources • A heritage permit is not required for the restoration work • Staff wanted to ensure that the Board was aware of the restoration

work, since it is a listed property • The City’s heritage staff has reviewed the project outline and is

supportive of it

Samantha Walker, Project Coordinator, Buildings and Property Management, was in attendance, and along with Ms. Minichillo provided the following information: • City staff is currently in the process of hiring a heritage restoration

contractor • The purpose for the restoration work includes refreshing and

preserving the bricks and mortar, reviewing the contents of the time capsule and updating the list of contents

• The work is expected to commence in September 2011 and take six to seven weeks to complete

• More details will be provided at a future Board meeting with respect to the time capsule removal ceremony

Ms. Walker and Ms. Minichillo responded to questions on the following topics: • Age of the Cenotaph • Contents of the time capsule • Involvement of staff from Corporate Communications, Economic

Development and Communications • Protection of the site during restoration

The following motion was considered.

Coordinator, Planning, Design and Development, to the Brampton Heritage Board Meeting of July 19, 2011, re: Brampton Cenotaph Restoration (File G33) be received.

L 3. Municipal Register of Cultural Heritage Resources – Listing Candidate Summary Report – 6791 Mayfield Road – Ward 10 (File G33).

Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject report. She responded to questions from the Board with respect to potential future designation of the subject property.

The following motion was considered.

HB078-2011 1. That the Municipal Register of Cultural Heritage

Resources – Listing Candidate Summary Report – 6791 Mayfield Road – Ward 10 (File G33) from Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, dated July 2011, to the Brampton Heritage Board Meeting of July 19, 2011, be received; and,

2. That the Brampton Heritage Board endorses listing of the

subject property on the City of Brampton Register of Cultural Heritage Resources; and,

3. That the Heritage Coordinator be directed to proceed with

Alex Taranu, Manager of Urban Design and Public Buildings, Planning, Design and Development, provided a verbal advisory on this matter, which included: • The purpose of the workshop:

• To bring the Board up to date with respect to the Official Plan Amendment for Protection Plans for Heritage Buildings (Item M 1), to include representatives of the development industry

• To provide an overview of the role of Municipal Heritage Committees, to be provided by a representative of the Ministry of Culture

• To provide a refresh of the orientation that was provided by the City Clerk’s Office at the Board Meeting of May 17, 2011

• The workshop will take approximately 3 hours • Proposed dates for the workshop are Tuesday, August 16, 2011 or

Saturday, August 20, 2011

Board Members were canvassed for their preferred date and it was confirmed that the workshop would be held on Tuesday, August 16, 2011 from 6:30 p.m. to 9:30 p.m. at Brampton City Hall.

The following motion was considered.

Council Meeting of July 13, 2011 – Heritage Impact Assessment – 9 Wellington Street West – Ward 4 (File G33).

Paul Willoughby, Co-Chair, provided a verbal report on this matter, which included: • Overview of the comments he put forward at the subject Council

Meeting on behalf of the Board • Acknowledgement of input provided by other Board Members prior to

his delegation • Details on comments made at the meeting by the property owner’s

lawyer and heritage consultant • Details on the decision made by Council to findings in the Heritage

Impact Assessment and approve the owner’s demolition application • Reminder to Board Members to ensure their comments are heritage

focused during discussions on matters such as this one
