Matthew Burris, AICP, LEED AP Deputy City Manager,City of Rancho Cucamonga

Matthew Burris is the Deputy City Manager over Community and Economic Development for the City of Rancho Cucamonga. He has over 17 years of experience working with local government working for a variety of private sector firms as well as for local governments as an employee. Matt also served as a Planning Commissioner for California’s newest City of Jurupa Valley. Matt has long been an advocate for healthier, sustainable, and equitable communities. He focuses on connecting policy with actionable implementation and, over the course of his career, he prepared some of the first health elements in California.

Helen Dowling, MPH Data Manager, Public Health Alliance of Southern California

Helen leads work to advance the Alliance’s data initiatives. With a background in sociology, information technology, and epidemiology, she contributes data analysis, GIS analysis, and data visualization to Alliance projects. Helen coordinated the development of the California Healthy Places Index (HPI), and provided expert guidance in the development of the HPI online mapping application. Helen has presented and led trainings on the HPI for small and large audiences in multiple sectors, including public health, environmental health, healthcare, local/regional planning departments, and non-profit advocacy groups.

Breanna Hawkins, MPL Health Equity Strategist, Public Health Alliance of Southern California

Breanna Hawkins is a Health Equity Strategist with the Public Health Alliance of Southern California. In this new role, Breanna collaborates with member health departments and cross-sector partners to conduct regional health equity planning, lead equity strategy development, and advance best practices for addressing structural barriers to health in communities across Southern California. Breanna previously served as Policy Director for the Los Angeles Food Policy Council (LAFPC), where she led strategic policy campaigns, leadership development programs, and research initiatives for a diverse network of over 400 organizations and individuals.

Howard LaGrangeBicycle and Pedestrian Coordinator, City of Oceanside

Howard LaGrange has been the Bicycle and Pedestrian Coordinator for the City of Oceanside for the past 10 years promoting active transportation. The City was designated as a Bronze Bicycle Friendly Community in 2008 and obtained Silver recognition in 2017. A League Cycling Instructor, he has taught the League Smart Cycling course to over 1000 local north county residents. The City is currently involved in the preparation of a Safe Routes to School Plan for the thirty elementary, middle, and high schools.

Herminia LedesmaProgram Manager, Outreach & Migrant Health, Vista Community Clinic

Herminia Ledesma, Program Manager for Vista Community Clinic (VCC) oversees VCC’s Migrant Health and Community Engagement Programs. Ms. Ledesma holds a bachelor’s degree in Women’s Studies with a double minor in Ethnic Studies and Sociology from California State University, San Marcos. She has been with VCC for over six years. During her time with VCC, she has led efforts to ensure migrant workers and their families have access to health care and has worked on numerous community engagement, advocacy, and education projects. She has vast experience in the implementation of varied health education curricula, establishing partnerships, and event development for the clinic.

Mike Strong, MPPA, MCPAssistant Planning Director, City of Escondido

Mike Strong is the Assistant Planning Director for the City of Escondido, working on a range of projects that shape how we live in cities, communities, and regions of tomorrow. Mike has been working in the public sector since his graduation from UC Davis (BA in Political Science/Economics). He also serves as adjunct faculty at San Diego State University. He has a Master’s degree in Public Policy and Administration from Sacramento State University and a Master’s degree in City Planning from San Diego State University. He was a American Planning Association Board Member and Awards Chair/Scholarship Coordinator for the San Diego Section.

Miguel A. Vázquez, AICP Healthy Communities Urban Regional Planner, Riverside University Health System - Public Health

Miguel Angel Vazquez, AICP is one of the first planners hired by a public health department in the nation. His role at the Riverside University Health System-Public Health is to strengthen the integration of planning and health through collaboration with non-traditional partners. Mr. Vazquez also serves as the Chair of the American Planning Association’s Diversity Committee.

Wilma J. Wooten, MD, MPHPublic Health Officer, County of San Diego Health and Human Services Agency

Dr. Wilma Wooten has been with the County of San Diego Health and Human Services Agency since 2001, initially as Deputy Health Officer and, since 2007, as the Public Health Officer. Trained in family medicine, public health, and preventive medicine, she has oversight for almost 500 employees and a budget of over $100M, serving a county of 3.1 million residents.
