FORT BEND COUNTY “LEASH LAw”Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and in-oculated as required by law.

As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make ev-ery effort to respect your Neighbor’s right to their ‘peace and quiet.’

When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’

Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog.

Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained ani-mals are at increased risk of being bitten by rabies infected wildlife.

Page 3: PinOak_Village-Dec11

3 Pin Oak Village December 2011

Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community.

LICENSING OF DOGS AND CATSThe primary benefit of licensing animals is identification, should that animal become lost. Licensing also:• Ensures that rabies vaccination are current.• Allows for quick identification in case of a bite incident.• Provides revenue to offset the ad-ministration costs of the animal control program.

VACCINATIONRabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

TEXAS ENVIRONMENTAL AGENCY COM-PLAINTSTo make an environmental complaint re-garding smoking vehicles, inappropriate dumping of trash, flushing motor oil down storm water sewer systems, dumping leaves into water sewer systems, etc. go to: https;//ww2.tce1.state.tx.us/complaints/index.cfm.

GARDENING TIPS FOR DECEMBER• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom.

• Take tulips out of cold storage and plant late this month.

• Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure.

• Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again.

• Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch.

• Water plants well before a freeze; dry roots are easily damaged.

• Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

US MILITARY K-9 FUND, INC.US Military K-9 Fund, Inc. would like to thank our supporters, who are helping us send “care packages” designed especially for the military dogs deployed with our troops to the Middle East. We are so grateful to the Girl Scouts that have given some of their cookie money to us, Longenbaugh Vet Hospital, Rover Oaks Pet Resort, Animal Hospital Jones Road, Cypress Cares, Copperfield Women’s Club and others for enabling us to continue sending the “care packages” to the dogs that are saving lives. We are celebrating having been able to send over 150 boxes so far. And we have only just begun… With HELP from everyone who has dogs or loves dogs, we can make a difference in these dogs ability to keep our men and women safer by sensing what humans cannot. They go where machines cannot. They smell what machines cannot. And, they are a “force multiplier.” Help us send them dog boots, dog goggles, cooling/warming vests, toys, treats and grooming items. Their handlers get some things too! Go to www.usmilitaryk-9fund.org to learn more.

U.S. FLAG ETIQUETTE [Submitted by Bill Royer, ARC Member]

Those of us who have a flagpole on our property from which to fly the U.S. Flag should keep in mind key points of U.S. Flag etiquette, which we may have forgotten amid today’s maddening pace of life. Distilled from the U.S. Flag Code, at www.ushistory.org:

The U.S. Flag, a representative symbol of a living country, should be treated as a living thing and cared for as such;• The U.S. Flag should never touch anything beneath it, including the ground;• The U.S. Flag traditionally is raised at sunrise and lowered at sunset;• The U.S. Flag must be properly illuminated if flown at night;• The U.S. Flag should be hoisted briskly and lowered ceremoniously;• The U.S. Flag should not be displayed on days when weather is inclement; (except if it is made of all-weather material);

• If a State flag is also to be flown from the same mast, the U.S. Flag must be equal to or larger than the State flag; the U.S. Flag must always be at the top on the same halyard or raised first and lowered last if flags are on separate halyards.

• The flag for any country is a source of pride and inspiration for the people. It deserves a certain amount of respect. The flag should be properly folded and cared for when not flown.

• When proclamation by The President or Governor is given for the U.S. Flag to be flown at half-mast, the flag is first hoisted to the peak, then lowered to half-mast for the day. At the time for lowering, the flag is first raised to the peak and then lowered, (The exception is Memorial Day: The flag is flown at half-mast only until noon. At noon, the flag is again raised to the top and lowered at end of day).

Christin also donated band-aids, stickers and bubbles to the TCH Emergency Center. Christin completed her Silver Award project earlier this year, while she was in the eighth grade. Christin is currently a freshman at Cinco Ranch High School.

Thomas Park in Old Katy will be a little more colorful this fall thanks to efforts of the Cub Scouts of Pack 542. The Scouts spent a sunny Sunday afternoon planting a tree in honor of Arbor Day. Not only will the tree planting help beautify Thomas Park, but it helped the Scouts develop a sense of community involvement and giving back through service to the community. The kids put some effort into life and they will see the benefits down the road, especially when they return to visit the Park after many years.

HEALTHY HOLIDAY EATINGWho says you’ll gain weight during the holidays? Only YOU. You can avoid the extra pounds tempt-ing you to overeat this holiday season with one simple tool: will power. Do check out these tips as you maintain - or even lose - weight these next few weeks:

Eat before you go to a party. This is one of the best tricks to avoid overeating at gatherings. Add fiber rich foods (ex. 100% whole wheat) to whatever you eat so you’ll feel full. Plus, eating fruit will help curb that sweet tooth.

Get up and move! Saying you’re too busy is not an explanation - it’s an excuse. You can exercise inside and outside the home - hit the gym, walking/run-ning, tennis, bootcamp, yoga, jump rope, biking, anything. Most cable/dish networks even offer a fitness channel. Get moving. No excuses!

Pre-cut your foods. Pre-cut your foods to turn 1 piece into 2, 3 or more pieces. Your plate looks fuller meaning you have enough food and won’t crave seconds. One tortilla chip can be broken into 4 or more pieces to avoid eating too many and dipping too much.

Keep a food journal. Write down everything, start-ing NOW, that you eat. Review your entries daily and see what needs to be added and taken out of your diet.

Don’t bring it home. Tempted by chips? Cookies? Pumpkin pie? Don’t buy it when at the market. Even better - avoid those aisles when shopping for food.

Katy ISD has earned a rating of Superior Achievement under the Financial Integrity Rating System of Texas (FIRST) for the 2009-2010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools FIRST.

Schools FIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achieve-ment. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year.

Katy ISD also recently announced that it has been named a Five-Start District in the Texas Comptroller’s Financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.
