INTRODUCTION:
In response to the COVID-19 worldwide pandemic, each business or entity in
NYS, including those that have been designated as essential under Empire State
Development's Essential Business Guidance, must develop a written Safety Plan
outlining how its workplace will prevent the spread of COVID-19. This plan does
not need to be submitted to a state agency for approval, but must be retained
on the business website and made available to the New York State Department
of Health (DOH) or local health or safety authorities in the event of an
inspection.
On June 5, 2020, Executive Order 202.37 was issued that allowed for special
education services and instruction required by Federal, state or local laws,
rules or regulations to be provided in person, or a hybrid model of in-person
and virtual, for the fall term in school districts and charter schools. A school
district may request a student receive special education services at an
independent school. If an independent school chooses to provide such
special education services at the request of a school district, such
independent school must adhere to all safety guidelines herein applicable to
the school district.
In order to enhance safety measures for students, employee, and visitors at
our facilities and to comply with pandemic mandates issued by New York
State, Pinnacle has instituted a NYS Forward COVID-19 Safety Reopening Plan.
This document sets forth practices, protocols, and procedures as prescribed by
NYS and adapted to apply to Pinnacle operations.
Pinnacle has developed a reopening plan through correspondence with Oswego
County Health Department, Mexico School District, Fulton School District,
Central Square School District, as well as, Pinnacle administrators, faculty and
parents.

COVID-19 PROTOCOL-BUILDING ACCESS
1. Every person arriving at Pinnacle will be screened. This includes arrival of Staff Members, Children,
Parents and any visitors. Visitors will be limited at this time to Licensors, School District officials, prospective parents, Collaborating agencies personnel and Service Agency personnel.
a. Before entering the building, (in the entry way) everyone will be screened with a Touch Free infrared thermometer and answer 4 questions: i. Are you experiencing any of the following symptoms that are not
associated with a pre-existing condition: Dry Cough, Shortness of breath, Loss of Taste, Fatigue, Chills, Sore Throat or Body Aches?
ii. Do you have a fever over 100*? Before entering the building, everyone will have their temperature taken by a screener. Anyone with a temperature greater than this will not be allowed to enter the building.
iii. Have you had a positive COVID-19 test in the past 14 days?
iv. Have you had close contact with confirmed or suspected COVID-19 case in the past 14 days?
b. After screening, Staff members and visitors will be provided the COVID-19 Screening form to complete. The teacher will document answers provided by the Parent and review they are acceptable. The teacher will then escort the child to the classroom.
2. Drop off times/Pick up times will be staggered for Parent drop off. Exact times will be coordinated between Pinnacle and parents. Parents bringing their child to school will be required to drop their child off at a designated area. Parent and child will be required to remain in the vehicle until a designated Pinnacle employee comes to get the child. Sign in sheets along with COVID-19 questions will need to be answered at that time. Any Parent with their child needing to enter the building will be expected to maintain social distancing while waiting to be screened, as well as, in the corridors and at the classroom doors.

SCREENING
To ensure Pinnacle and its students, employees and visitors comply with
protective equipment requirements, Pinnacle will do the following:
1. Require Students and Employees who are Sick to Stay Home or
Return Home Immediately, if they become ill at work, with
appropriate notice to administration.
2. Implement and Document Daily Mandatory Health Screening, along
with temperature checks for staff and students, and assessment
questionnaire (required by all employees at the start of each shift, with
signage posted at entrances reminding employee of this requirement),
asking about:
i. COVID19 symptoms in past 14 days (i.e.: New onset or
worsening cough and shortness of breath, plus two or
more of: fever over 100.4, chills, muscle aches,
headache, sore throat, loss of taste or smell, or
diarrhea)
ii. Positive COVID-19 test in past 14 days, and/or
iii. Close contact with confirmed or suspected COVID-19 case in past 14 days.
• Employees who Screen Positive for COVID-19 should be
sent home and advised to contact their health care provider
for medical assessment and COVID-19 testing. If employee
tests positive or does not receive a test, employee may only
return after completing a 14-day self-quarantine and
clearance from OCHD.
• Employees who Present No Symptoms but have Tested Positive in the Past 14 Days
may return to work after completing a 14-day self-quarantine and clearance from OCHD.
• Employees who had Close Contact with a Person with COVID-19 and are
i. Experiencing Symptoms must follow the protocol for a
positive case, including testing, and may only return to
work after completing a 14-day self-quarantine and
clearance from OCHD.
ii. Not Experiencing Symptoms should seek COVID-19
testing and can return to work in the event of a

negative test or should complete a 14-day self-
quarantine.
• Any Person who Screens Positive for COVID-19 should not be
allowed to enter the location and should be sent home with
instructions to contact their healthcare provider for assessment
and testing.
• Workers and Visitors Must Inform the Building Nurse or
Administrator if they later are experiencing COVID19-related
symptoms, as noted in the questionnaire.
3. Positive Case Cleaning/Disinfecting Plan; In the event of a positive
case/exposure, close off rooms/areas where persons with COVID-19
had been. Wait 24 hours before cleaning and disinfecting. If 24 hours
are not feasible, wait as long as possible. Clean/disinfect following CDC
and DOH guidelines.

Pinnacle will adjust the following based on the requirements of the school district. All Pinnacle teachers hold the necessary certification issued by NYS Education Department unless except where otherwise allowable under the Commissioners Regulations for education law.

Curriculum
The Pinnacle Preschool Program’s curriculum is thematically based, with the instructional components aligned with the New York State Standards and the Core Knowledge Curriculum. Additional research-based instructional materials are utilized to support the curriculum which include, but are not limited to, Zoo Phonics, Second Step Social-emotional Learning Program, Heggerty (Phoenemic Awareness Curriculum) CKLS Math & ELA NYS Standards and Handwriting Without Tears. All instructional units are developmentally based and provide a

language rich approach that incorporate social skills, math, science, dramatic play, gross and fine motor activities, music and reading. For the continuity of learning for the 20-21 school year the above mentioned will be used for education whether in person, remote or hybrid model of instruction. There will be regular substantive instruction between teachers and students. Instruction will ensure equity with clear opportunities that are accessible to all students. Pinnacle will use an assorted method of instruction including but not limited to: individual and group instruction, printed materials, access to technology such as google meet, email, website
Students will engage in instruction regarding COVID-19 using social stories, demonstration and practice. Visual reminders will be posted in the classroom and bathrooms.

Child Nutrition
Pinnacle Preschool requests parents to send a snack for their child’s program or request a breakfast/lunch option at a designated school. Your child will be given an opportunity everyday to eat his or her snack while following social distancing guidelines. Pinnacle encourages healthy snacks such as fruit, veggies, cheese, crackers, etc.
Pinnacle takes food allergies very seriously. Parents will be notified of any food allergies in the classroom (ie. Peanuts). A letter will be sent home to all parents stating Pinnacle is an allergy free classroom and all known food allergies will be listed in the letter.
Students will handwash before and after snack or mealtime. Sharing of food and beverage will be discouraged.

Pinnacle Preschool Student Illness / Health Policy
Pinnacle Preschool has a child illness policy listed in the Pinnacle Parent Handbook that dictates when a child is considered too sick to come to school or when a parent must come to pick up a sick child. If a child becomes ill the director or teacher will immediately notify the parents. The child will be kept separated with a staff member until taken home and then be followed up by a health care provider. If in a school district building location the child will be escorted to the school nurse.
Children will not be permitted at Pinnacle with any of the following conditions:
1. Fever of 100.0°F or higher taken by an infrared thermometer. Students may return 24 hours after their fever is gone, without medication.
2. One or more of the following: diarrhea, vomiting, earache, shows signs of confusion or irritability, sore throat, or rash.
3. Vomiting on two or more occasions within the past 24 hours.
4. Diarrhea-three or more watery stools in a 24 hour period.
5. Draining rash or undiagnosed rash lasting over a 24 hour period.
6. Eye discharge or pink eye: children can be readmitted after medical diagnosis to rule out
bacterial or viral infection or 24 hours on antibiotic treatment.
7. Fatigue that prevents participation in regular activities.
8. Open oozing sores and scabies, unless properly covered and 24 hours on antibiotic
treatment.
9. Head lice: child is sent to the school nurse for direction or parent is notified that lice are active so treatment may begin.
An update has been made that includes the following COVID-19 related criteria that details when a child would not be able to be in school, as well as, when a child would be cleared to return:
10. a. If any combination of these symptoms is observed: persistent cough, shortness of breath or difficulty breathing, fever of 100.0°F or higher, chills, muscle pain, sore throat and/or new loss of taste or smell, nausea, vomiting and diarrhea.
b. Child must submit evidence of a negative COVID19 test before returning or documentation determining testing is not necessary and/or the child is not contagious.
c. If symptomatic child tests positive, they may return to care after:
● At least 3 days (72 hours) have passed since recovery, defined as resolution of fever
without the use of fever-reducing medications; AND
● Improvement in respiratory symptoms (e.g., cough, shortness of breath); AND

● It has been 10 days since symptoms first appeared.
● If retesting is completed: the child must receive two consecutive negative results
within a 24 hours period.
d. If asymptomatic child tests positive they may return to care after:
● 10 days have passed since date of positive results AND has no subsequent illness;
● If retesting is completed: the child must receive two consecutive negative results
within a 24 hours period.
Parents must provide an absent note for any reason a child is not in attendance.
Daily attendance records are kept for all students and staff regardless of in person, remote or hybrid schedule.
Social/Emotional well-being: Pinnacle utilizes PBIS to enhance a child’s well- being. Other resources are provided to parents as needed. Any student continuing to struggle socially or emotionally will be referred to the Pinnacle School Psychologist. Faculty and staff will be supported with specific resources, continuing education and counseling services as needed.

SOCIAL DISTANCING
To ensure Pinnacle students, employees, and visitors comply with
physical distancing requirements, Pinnacle will do the following:
1. Require 6 ft. Distance Between Individuals unless the safety or the
core activity (ie, instruction) requires a shorter distance. Any time
employees or visitors must come within 6 ft. of another person,
acceptable face coverings must be worn (ensuring that mouth and nose
are covered), whenever the individual is over the age of two and
medically/emotionally able to tolerate such covering. Individuals must
be prepared to don a face covering if another person unexpectedly
comes within 6 ft. If the individual doesn’t have a face covering, one
will be provided by Pinnacle. Encourage, but not require students to
wear face coverings whenever they are within six feet of other students
and teacher.
2. Reduce Interpersonal Contact and Congregation
a. Ensure that student and teacher groupings are as static as
possible.
b. Limit gatherings, events, and activities to those that can
maintain social distancing, support proper hand hygiene, and
restrict group size.
c. Restrict nonessential visitors, volunteers, and activities
involving other groups at the same time. Reduce congregation
of visitors through use of appointments.
d. If applicable, block off non-essential high-touch amenities
and close areas that promote gathering.
2. Limit Classroom/Visitor Occupancy to the proportion of occupancy
required in accordance with workforce limitation guidelines in effect for
the current phase of the NYS opening plan.
3. Placement of Social-Distance Markers where warranted using tape or
signs that denote 6 ft. of spacing in commonly used and other
applicable areas where and if appropriate.
4. Classroom and Office Seating/Desks
a. Maintain configurations so that students and employees are
at least 6 ft. apart in all directions (e.g. side-to-side).
b. Turn desks or chairs to face in the same direction (rather than face each other).

c. Implement a “clean-desk” policy, so that non-essential items are stored in enclosed cabinets or drawers, rather than on desks (helps avoid excessive shared touching, aids cleaning and protects items from damage during disinfecting processes).
5. Shared Work & Common Areas: Limit use of shared common areas.
a. Serve meals or snacks in classrooms instead of cafeteria
b. Limit use of shared workstations (e.g. “hot-desks”) whenever possible.
c. When not possible to avoid, clean and disinfect between
users (disinfectant & towels provided by Pinnacle).
6. Office Reception Desk Face coverings (Pinnacle will provide) will be
worn by office employee when interacting with the public and/or will
maintain 6 ft. distancing.
7. Clean Between Classes and Disinfect As Necessary Common Rooms including:
a. Classrooms
b. Offices/desks
c. Bathrooms
d. Breakrooms
e. Lunch areas
f. Reception areas
g. Stock Rooms/Cabinets
8. Limit Non-Essential Travel to reduce external exposure and bringing it
back to the classroom or offices.
9. Transportation of Students Needed During the Fall:
a. Pinnacle will follow school district and county guidelines to
include temperatures of students taken before they arrive
to the classroom.
b. Drop off children, by parent or guardian, will be done at
marked entrance. Only children will be allowed into the
facility after being screened and met by their teacher to
escort them into the building.
c. All individuals (driver, employees, and students) who can
medically tolerate a face covering must wear face
coverings.

d. Parents will be reminded on a regular basis not to put a
sick child on the bus.
e. Parents should not send their child on the bus if any of the
Screening questions can be answered “Yes” for the child or
an immediate family member. If a child or family member
would answer “Yes” to any of these questions, the parent
is encouraged to call the Administrator to discuss.
f. Pinnacle staff will be responsible for meeting children from
their specific classroom at the bus or parent transport.
This will reduce the number of contacts that a child had
during a day.

PROTECTIVE EQUIPMENT
To ensure Pinnacle students, employees, and visitors comply with
protective equipment requirements, Pinnacle will do the following:
1. Employees and Visitors Required to Wear Acceptable Face
Coverings provided they are over the age of two and can medically
tolerate such covering (signage will be posted to notify people). The
appropriate number of masks per student for a 12 week period will
be kept on site and restocked as needed.
2. Encourage, not Require, Students to Wear Face Coverings Face
coverings should not be used by children under the age of 2 or for
anyone who is unable to medically/emotionally tolerate such covering.
Students should not wear a face covering if the covering would impair
their health or mental health, or where such covering would present a
challenge, distraction, or obstruction to education services and
instruction. Students wearing masks are allowed to take mask breaks
as needed.
3. Provision of Face Coverings by Pinnacle: As needed, Pinnacle will
provide students, employees and visitors with an acceptable face
covering at no-cost to the student/employee/visitor and have an
adequate supply of coverings in case of replacement. Acceptable face
coverings include, but are not limited to, face shields or cloth masks
(e.g. homemade sewn, quick cut, bandana). Building/Program
administrators should alert management in the event PPE is needed.
4. Alternate PPE Face shields or coverings that are transparent at or
around the mouth may be used for student therapies or intervention
that require visualization of the movement of the lips and/or mouth (ie,
speech therapy or hearing impaired).
5. Face Covering Protocols: Face coverings must never be shared and
must be cleaned, rotated or replaced as needed or required by
CDC/DOH guidelines.
6. Shared Objects & Surfaces: Limit/discourage sharing objects and touching shared surfaces
a. Keep student belongings separate from others
b. Ensure adequate supplies to minimize sharing of high touch materials
c. Avoid sharing of electronic devices.

d. Ensure all objects and surfaces are cleaned and disinfected regularly.
7. Shared Common Areas: Minimize the need for people to be
present in common areas. If necessary, all people must wear
appropriate face coverings.

HYGIENE AND CLEANING
To ensure Pinnacle students, employees, and visitors comply with hygiene and
cleaning requirements, Pinnacle will do the following:
1. Adhere to Hygiene and Sanitation Requirements from the Centers
for Disease Control and Prevention (CDC) and Department of
Health (DOH).
2. Provide and Maintain Hand Hygiene Stations including hand soap,
water, and paper towels, or alcohol-based hand sanitizer with 60% or
more alcohol for areas where handwashing is not feasible. Also, place
hand sanitizer throughout the workplace in safe and convenient
locations.
3. Encourage Students and Employees to Practice Frequent Hand
Hygiene by washing hands for 20 seconds with soap and water (post
reminder signage as appropriate). Upon entering the classroom, all
students will wash their hands before starting their school day. Hands
will be washed before and after snack, and anytime after using the
restroom. If soap and water is not available, hand sanitizer may be
used. Students will wash their hands before and after the use of their
face covering.
4. Employees Shall Clean/Disinfect Shared and Frequently Touched
Surfaces before and after use, followed by hand hygiene. Shared
appliances (refrigerators, microwaves, toaster, coffee pots) in
breakrooms will be wiped down by employees after every use, using
disinfecting wipes or spray with paper towels provided by Pinnacle.
Appliances and/or exits from rooms will be marked with signage to
serve as a reminder that this needs to take place.
5. Sanitize Equipment using registered disinfectants whenever
students or employees share workstations.
6. Conduct Regular Cleaning and Disinfection at Least After Every Shift,
daily, or more frequently as needed, and frequent
cleaning/disinfection of shared objects and frequently touched
surfaces, as well as areas used by many individuals (restrooms and
common areas).
7. Pinnacle will use Cleaning Products identified by the Environmental
Protection Agency (EPA) as effective against COVID-19 to clean and
disinfect work locations, shared surfaces, and other areas, as well as

equipment, following the manufacturers recommendations.
Building/Program Administrators should alert Management in the
event cleaning/sanitizing supplies are needed.
8. Prohibit Shared Food and Beverages Reserve adequate space
for students and employees to socially distance while eating
meals or snacks.
9. In the Event of Confirmed COVID19 Exposure, clean and disinfect
exposed areas including all heavy transit areas and high-touch
surfaces (e.g. elevators, lobbies, building entrances, fob scanners,
restrooms, handrails, door handles, etc.).
10. Avoid Use of Furniture that is Not Easily Cleaned and disinfected (e.g. cloth fabric sofas).
11. Increase Ventilation of Outdoor Air, wherever possible, (e.g.
opening windows/doors) while maintaining precautions.

COMMUNICATION
To ensure Pinnacle and its students, employees, & visitors comply
with communication requirements, Pinnacle will do the following:
1. Review, Understand and Implement the state issued industry guidelines.
2. Employee Training: Employees (and visitors as situations dictate) will
be required to participate in training provided through CDC/DOH
information. Training will cover:
a. Masks (required when within 6 feet of others)
b. Hand washing properly
c. How to clean and disinfect surfaces properly
d. COVID-19 Symptoms to watch for
3. Parents/Guardians: Pinnacle will establish and maintain
communication about the scale and scope of in-person, remote, or
hybrid learning in our integrated model being offered during the fall.
Encourage parents/guardians to keep sick students at home.
4. Post Hygiene Reminder Signage inside and outside to remind
students, employees, and visitors to adhere to proper hygiene, social
distancing, appropriate use of PPE, and cleaning and disinfecting
protocols, using CDC/DOH sources/guidance when available.
5. Train All Personnel on New Protocols and frequently communicate safety guidelines.
6. Establish a Communication Plan for students, employees &
visitors, with consistent means to provide updated information.
o Through use of Pinnacle’s webpage, social media and
text/email groups where possible, to provide information
about instructions, training, signage, and other general
updates.
o Through use of announcements at faculty/employee meetings
to facilitate building or department-wide communications.
o Technology and connectivity: Pinnacle families and staff will
be surveyed on the level of access to devices and high speed
internet. In the event a student does not have access to
devices or high speed internet Pinnacle will work with placing
school district. Pinnacle will provide appropriate access to
their staff.

7. Preparation for Contact Tracing:
a. Require Employees to Maintain a Continuous Log of students,
other workers and visitors, with whom they had close contact
(within 6 feet for 15 minutes or more without masks) excluding
deliveries that are performed with appropriate PPE or through
contactless means. Signage will be posted at exits to remind
employee to complete this report daily. All supervisors will
maintain employee logs and ensure they are completed each
day.
b. Immediate Notification will be Provided to State and Local
Health Departments by Pinnacle management, if a student,
employee, or visitor was in close contact (within 6 feet for 15
minutes or more without masks) with others at the workplace
and tests positive for COVID-19. Cooperate with contact tracing
efforts, including notification of potential contacts such as
students and parents, workers, visitors (if known), who had
close contact with the individual, while maintaining
confidentiality required by state and federal law and
regulations.
8. Conspicuously Post Completed Safety Plans for employees and visitors to view.
9. Provide Building Administrators a List of Essential Visitors
expected to enter the building.

Safety Drills Pursuant to Education law 807, Pinnacle will conduct evacuation and lockdown drills each
school year according to the school district guidelines and procedures. Pinnacle staff will instruct and maintain proper social distancing between students in accordance to the guidelines.

To ensure that Pinnacle stays up to date on the guidance that is being
issued by the State, Pinnacle will do the following:
1. Consult the NY Forward website at forward.ny.gov and applicable
Executive Orders at governor.ny.gov/executive orders on a periodic
basis or whenever notified of the availability of new guidance.
