◦ Some people live vicariously through the president, fostering a desire to identify with powerful people.

First, let’s look at some polls. How does the president use polls?

The “Rhetorical Presidency” is a relatively new phenomenon.

While the founders believed that public consent was a requirement of republican government, they wanted to protect government from the whims of the public.

Therefore, pre-20th century presidents rarely appealed to the public for their support.

Most scholars agree that Theodore Roosevelt and Woodrow Wilson were the catalysts that changed all that.

Over time, presidents began using their “bully pulpit” even more.

Appeals for public support are now a routine part of presidential governance.

Presidents can use public approval as a “bargaining chip” with Congress.

This is not just limited to the use of television or radio as means to reach the public.

So, much of the information people get about the president depends on the content of local news coverage and that of the cable news networks.

Additionally, the white house press corps play an important role in what information the public receives about the president.

They attend pretty much everything a president does, not to mention that they travel almost exclusively with the president.

While less and less people read newspapers every day, they can still drive the media coverage we see on television.

However, what are some of the advantages TV has over newspapers in relaying news and information to the public? What are some of the disadvantages?

All of this leads to the evolution of the presidency constantly being in a state of permanent campaign.
