Pickens Technical College 5-Year Plan

Development Guide

Overview: This guide is designed to assist instructors in developing and maintaining 5-Year Plans that will be kept on file and are a part of the program approval process. Each 5-Year Plan:

• describes the program’s strengths and weaknesses • defines the program’s goals and action steps • includes an annual review and response by their Advisory Committee

Program Plans for 2010-11 school-year are due by December 10, 2010

The best way to use this guide is to open it up and type in your responses in each area listed as Instructor Notes. This guide will take you step-by-step through the process and show you where to find the information needed. Once all areas are completed, you simply cut and paste the information from each section into the 5-Year Plan Template. This guide will outline each area of the 5-Year Plan and assist in the completion by providing detailed directions, questions to consider and when appropriate, links to important websites. All programs need to have a 5-Year Plan that describes the following:

- analysis of data for the previous five years (shows areas of strength/weakness)

- the programs measurable objectives (goals) for the next five years

- the results in the attainment of the programs established benchmarks

- includes the concept of continuous improvement over the next five years

Advisory Committee: The role of each program’s Advisory Committee in providing suggestions, feedback and approval is a critical component of the development of a 5-Year Plan. The function of your Advisory Committee is to assist you in analyzing, planning, and evaluating your program criteria and operations. As you work through each section of this guide, work with your Advisory Committee to seek input and feedback in each area. STEP I. ASSEMBLE REQUIRED DATA/INFORMATION In order to evaluate your program, you will need the following data/information: 1. Current VE-135 data – 5-Year Completion Rate Tends

2. Current VE-135 data – 5-Year Placement Tends – Follow-Up Students

3. Current (2008-09) Colorado State Performance Matrix Program Level Data

4. If possible, a list of at least 3 like institutions (type, size, location) that offer a similar program

5. If available, previous program goals

Step-by-step directions. The 5-Year Plan Resource Guide is available on the Pickens Resource page at http://resources.pickenstech.org/Staff_Resources/Home.html . The Guide contains information on websites and what data/information you need to gather. You can also obtain another copy of your VE-135 data by going to the following website: http://ctep.cccs.edu/energizer/reports/report_list.jsp#trends

STEP II. REVIEW YOUR DATA IN EACH OF THE FOLLOWING AREAS:

1. Steady or Increased Enrollment

a. Data Needed: VE-135 data (5-Year Completion Rate Trends), specifically the table near the top of the page under Programs at PICKENS TECHNICAL COLLEGE (left side of the table).

b. Task: Review your enrollment history (Number Enrolled) from 2005 to 2009. If between any 2 years, OR between 2005 and 2009 there is a DECLINE of 30% or more provide an explanation of how you and your Advisory Committee will address this area over the next 5 years.

c. Response:

a. Data Needed: VE-135 data (5-year Completion Rate Trends), either the table near the top of the page under Programs at PICKENS TECHNICAL COLLEGE (left side of the table) or the graph labeled Completion 5-Year Trend.

b. Task: Review your completion rate history (Completion Rate) from 2005 to 2009. The graph at the bottom of the page shows the comparison between the Completion Rate here at Pickens and the State Completion Rate. If between any 2 years, OR between 2005 and 2009 there is a DECLINE of 30% or more provide an explanation of how you and your Advisory Committee will address this area over the next 5 years.

c. Response:

Is this an area that shows your program to be above the state average? If so, what factors contribute to this success? General comments.

d. Data Needed: 2008-09 Colorado State Performance Matrix Program Level Data.

e. Task: Focus on PS1 (Technical Skill Attainment), PS2 (Certification or Degree) and PS3 (Student Retention) and review your Program Actual Level, and explain of how you and your Advisory Committee will address any areas in RED over the next 5 years.

f. Response:

Is this an area that shows your program to be above the State Actual Level? If so, what factors contribute to this success? General comments.

3. Steady or Increased Continuing Education and/or Related Employment Placement Rates of Program Completers

a. Data Needed: VE-135 data (5-Year Placement\Trends – Follow Up Students),

under Programs at PICKENS TECHNICAL COLLEGE (left side of the table – under Empl R) or the graph at the top of Page 2.

b. Task: Review your related employment placement rates from 2005 to 2009. The graph on Page 2 shows the comparison between your program (RED) and the State (BLUE) for related employment. If between any 2 years, OR between 2005 and 2009 there is a DECLINE of 30% or more provide an explanation of how you and your Advisory Committee will address this area over the next 5 years.

c. Response:

Is this an area that shows your program to be above the state average? If so, what factors contribute to this success? General comments.

b. Task: Focus on PS5 (Non-Traditional Participation) and PS6 (Non-Traditional Completion). Review your Program Actual Level, and explain how you and your Advisory Committee will address any areas in RED over the next 5 years.

c. Response: Is this an area that shows your program to be above the State Actual Level? If so, what factors contribute to this success? General comments.

8. Safety Data:

Please comment on what safety standards you follow in your program/classroom/lab area to ensure student safety in your instructional environment.

STEP III. Development of Measurable Program Goals After reviewing the data listed above, begin the process of developing measurable program goals. Any area that showed a 30% or more reduction or an area listed in red on the 2008-09 Colorado State Performance Matrix Program Level Data would be an appropriate place for a program goal. The development of measurable goals will assist you in creating a vision for the future of your program and determining if you are making effective use of resources and meeting the needs of your students. Your Advisory Committee should provide input/feedback related to your goals. Develop at least three (3) measureable goals as part of your 5-Year Plan. Make sure you can justify your goals based on industry standards and employment trends. As you construct you program goals, see if you can answer the following questions as they relate to each goal:

- Who is involved? o Your program or your students?

- What is the desired outcome? o The intended changes that should result. Be specific!! Can you quantify the

change? - How is progress being measured

o What tool or devise (survey, assessment or other source) will be used to measure the expected changes?

- When will the outcome occur? o Identify the timeframe for success

Sample Goal 1: I want to lose weight Who: The person writing the goal. What: “lose weight” is not a good measurable outcome. How will you know when you have been successful? How Measured: Implies the use of a bathroom scale. When: No time period to indicate the timeframe to see if the goal has been reached. Sample Goal 2: By December 25, 2010 I will have lost 10 pounds as measured by the scale in my bathroom. Who: The person writing the goal. What: Lose 10 pounds. How Measured: the use of a bathroom scale. When: By December 25, 2010. Make sure any goal you develop is reasonable and realistic for your program Example 1:

- A program with 15 students writes a goal of increasing employment placement rate by 2% by the end of the 2010-11 school year, as measure by their VE-135 data.

- When you calculate that a 2% increase of 15 students is only 0.3 students, this does not reflect much of a change.

Example 2:

- A program with 30 students writes a goal of increasing its enrollment by 20% for three consecutive school years (2010-11, 2011-12 and 2012-13).

- When you calculate at a 20% increase per year would actually represent an increase of 6 students in the first year, a little over 7 additional students the second year, and 8 more in the final year, by the end of year 3 that would mean the program enrollment would be 50+ students. Does the program have the space and/or equipment for 20 additional students?

Academic Goals:

STEP IV. Cut and Paste Comments/Program Information and Goals to the 5-Year Plan Template

1. In each of the areas under STEP II, cut and paste your comments to the 5-Year Plan Template.

2. Once you have created your measurable program goals listed under STEP III, add them to the 5-Year Plan Template under Step III.
