    Aquino lauds awardees of Philippine National Police

    resident Benigno S. Aquino III heaped praises on the 23 members, employees and officers of the Philippine National Police (PNP) for their

    commendable and valiant service in the line of duty during the commemoration of the PNPs 110th Police Service Anniversary on Monday at the institutions headquarters in Camp Crame, Quezon.

    In his speech keynoting the event led by PNP Director General Raul Bacalzo and Interior and Local Secretary Jesse Robredo, the President heartfully thanked the awardees for their professionalism in doing their jobs which he said would oftentimes cost them their lives.

    and Chief Inspector Allan Umigpig whose heroism not only saved the lives of civilians and fellow policemen but have also brought honor to their ranks. Santiago, the President said, saved the lives of two children after robbers held up a provincial bus plying the North Luzon Expressway last May while Galvez and some 30 policemen repulsed an attack of 250 communist rebels of a police precinct in Trento, Agusan del Sur last month. The President added that Umipig and his men were instrumental in solving a Paraaque heist last June that resulted in the return of P87,000 worth of cash and personal effects forcibly taken from the victims.     Coloma underscores government's commitment in pursuing ideals of ASEAN

    residential Communications Operations Office (PCOO) Secretary Herminio Sonny Coloma Jr. underscored the Aquino governments commitment

    in realizing the ideals of the Association of Southeast Asian Nations (Asean) as an important tool to attain peace and economic progress within the region.

    In an ambush interview following the celebration of the 44th Foundation Anniversary of the Asean at the Bulwagang Apolinario Mabini of the Department of Foreign Affairs (DFA) in Pasay City on Monday, Coloma stressed President Benigno S. Aquino IIIs commitment and efforts to express to fellow Asean-member countries the Filipinos determination in pushing for development of the ten-member countries of ASEAN. President Aquino is strongly committed in pursuing the ideals of Asean in his several visits to the neighboring Asean countries, he has emphasized that Filipinos would like to work actively with the rest of Asean in developing our region and also with respect to issues affecting the economic progress of member-states, Coloma said.

    The PCOO chief said that the President has been advocating such efforts with strict compliance to international laws and agreements under the organization. President Aquino has always advocated the use of diplomacy and adherence to international laws and treaties in order to push forward the agenda of peace and prosperity in the region, Coloma said. This years celebration was a historic one considering that it was the first time the Asean-member states and their diplomatic posts and missions raised the Asean flag in their respective premises. With the participation of its member states missions, the flag was flown all across the world showing unity in establishing the Asean Community in 2015.

    The Asean was estab-lished on August 8, 1967 in Bangkok, Thailand with the signing of the Bangkok Declaration (also known as the Asean Declaration) by the founding Fathers of Asean that include Indonesia, Malaysia, the Philippines, Singapore and Thailand. Brunei Darussalam joined Asean on January 8, 1984, Vietnam on July 28, 1995, Laos and Myanmar on July 23, 1997 and Cambodia on April 30, 1999 to comprise the ten-member nations at present. Also present during the event were Foreign Affairs Secretary Albert Del Rosario, Ambassadors of the Asean Embassies in Manila and other DFA officials and guests.

    Aquino directs NAPOLCOM to promote lady cop to next rank

    resident Benigno S. Aquino III has directed the Department of Interior and Local Government and the National Police Commission to begin proceedings

    that will promote a lady cop who, together with her men belonging to a police precinct in Trenton, Agusan del Sur, held back a battalion of communist insurgents from attacking them last July 30.

    The Chief Executive issued his directive to promote Inspector Charity Galvez, who is also Chief of Police of said municipality of the province, in ceremonies marking the 110th Police Service Anniversary of the Philippine National Police on

    Monday in Camp Crame, Quezon City. Matanong ko lang ho si Kalihim Jesse Robredo, Police Inspector na siya (Charity Galvez) bago nangyari yung insidente, maganda ang ginawa niya Inspector pa rin, the President said.

    Aquino and MILF Chair Murad agree: 'We are not adversaries'

    resident Benigno S. Aquino III said that if he were to sum up in one sentence the outcome of his meeting with Moro Islamic Liberation Front Chair Al Haj

    Murad Ebrahim in a hotel in Tokyo, Japan last August 4, it would be that both sides agreed that they are not adversaries.

    The President revealed this piece of information in an interview at the sidelines of the commemoration of the 110th Police Service Anniversary of the Philippine National Police on Monday in Quezon City. If there is one central message that, to me, really stuck is that idea na tayo ay hindi magka-tunggali (We are not adversaries), the President said.

    Tayo dapat ay magtulungan sa pag-aayos ng suliranin. We should concentrate on problem solving, he added. The President met with Ebrahim in hopes of ending the decades long war that has claimed the lives of tens of thousands of people. He expressed confidence that through their meeting, a mutual

    cooperation between the two sides could be reached. I would like to think they will be cooperative as far as improving the situation, especially in the ARMM (Autonomous Region in Muslim Mindanao) and Mindanao in particular, the President said.

    agreement to end the conflict in Mindanao within the next five years. The said meeting took place at the Ana Crowne Hotel in Narita, a suburb of Tokyo in Japan.

    In their two-hour meeting, the parties agreed to discuss possible approaches in moving the peace process forward. Both agreed to fast track the negotiations.

    Aquino government welcomes results of Executive Outlook survey by Makati Business Club

    he Aquino administration is grateful for the vote of confidence from the public following the release of the latest Makati Business Clubs Executive Outlook

    survey.

    During the regular press briefing in Malacanang on Monday, Presidential Spokesperson Edwin Lacierda said Malacanang welcomed the results of the survey by the Makati Business Club for the second semester of 2011 that was conducted from July 19 to August 2, this year. Based on the survey, 64% of the MBC respondents acknowledged that the business environment has improved over the past year. A more overwhelming majority76% of the respondentsbelieve that the economy will perform even better over the next 12 months, Lacierda quoted the survey. Lacierda said the MBC members likewise cited agencies tasked with enhancing the business environment, and it is worth mentioning that the performance of the Department of Health (DOH), a

    pillar of our social service agenda, has garnered their praise. The MBC members optimism and positive outlook on the country reaffirm that the governments efforts to level the playing field in all sectors and secure greater opportunity for inclusive growth are bearing fruit, Lacierda said. According to Lacierda, the administration also noted that the MBC shares the sentiments of the rest of the Filipino people, as 80% of the respondents of the survey believe that graft and corruption charges should be pursued against former President Gloria Macapagal-Arroyo. We are also united in the view that although the nation has achieved palpable progress, there is much work left for us to do. It is worth noting that the agencies with

    the lowest net satisfaction scores are those where corruption have been most deeply entrenched, he stressed. He added that the government is working hard to root out corruption. The next couple of months will no doubt manifest the reforms we have established, beginning with the appointment of our new ombudsman, Conchita Carpio-Morales, Lacierda said. The support and encouragement extended to us by the Makati Business Club, the latest from the Filipino people, can only cement our nations collective determination to remain on the straight and righteous path toward equitable progress, he concluded.

    Lingig Mayor, 2 others still missing after abducted by Nida Grace B. Tranquilan TANDAG CITY, August 8 (PIA) Lingig Mayor Henry Dano of Surigao del Sur province and his two close end body guards are still missing after they were abducted Saturday morning in his residence.

    In an interview with PIA, Surigao del Sur Police Provincial Director Julito M. Diray said the Peace Negotiators Team is now looking for a line of communication to bridge with the abductors for the safe release of the victims.

    As of press time, the relatives and families of the victims were not able to receive any communication from the abductors who are now closely monitored by intelligence group.

    Diray confirmed that the crisis committee members are now

    conducting a thorough invest-tigation on the whereabouts of the abductors and the victims. (PIA-Surigao del Sur)

    P25-M Fire razes Tandag City Public Market , BFP says by Nida Grace B. Tranquilan TANDAG CITY, August 8 (PIA) Bureau of Fire Protection Provincial Director SF03 Joel Pan said estimate damages reach to P25M after the citys Moonglow Public Market reportedly razed by fire recently.

    Initial investigation dis-closed the fire started at the top of the right portion of the public market occupied by a certain Mr. Lumictin, one of the stall owners, due to electrical short circuit and rapidly spread in the neighboring stalls. In a report, the fire quickly razed the whole building of the public market when the fire truck arrived

    in the area. For just about 20 minutes, said establishment turned into ashes. Report also said nobody was hurt in the incident. Meanwhile, Community Develo-pment Information Officer Vicente Cosare of this city also said the Moonglow Public Market Building costs P15M and around P10M worth of varied stocks was razed to ashes.

    The city government headed by Mayor Alexander Pimentel designated Balilahan public market as temporary business place for the 200 stall owners affected by the incident. (PIA-Surigao del Sur)

    19 Surigao Norte towns receive seal of good housekeeping by Fryan E. Abkilan SURIGAO DEL NORTE, August 8 (PIA) 19 of 20 local government units (LGUs) in the entire province were conferred recently with the Seal of Good Housekeeping by the Department of the Interior and Local Government (DILG) in recognition of their excellent performance in local governance in their respective municipalities.

    According to DILG Provincial Director Domingo Bulabog these municipalities have satisfactorily complied with the full disclosure policy of budget, bids and offerings with no COA adverse opinions. The 19 LGU awardees include Alegria, Bacuag, Burgos, Dapa, Del Carmen, General Luna, Gigaquit, Mainit, Malimono,

    Pilar, Placer, San Benito, San Francisco (Anao-Aon), San Isidro, Santa Monica (Sapao), Sison, Socorro, Tagana-an, and Tubod. Except for Claver, which is the only 3rd class municipality of the province, the recipients belonged to the 4th to 6th class, he said.

    Bulabog said the recipients will be given a Performance Challenge Fund (PCF) of P1 Million, which should be used for the implementation of projects aligned with the national government's goal to achieve the Millennium Development Goals. (PIA-Surigao del Norte)

    Surigao del Sur Gov. to act as negotiator on the safe release of abducted Linging town mayor, 2 others by Greg Tataro, Jr. TANDAG , Aug 8 (PIA) Surigao del SU Gov. Johnny Pimentel expressed his willingness to act as negotiator for the safe release of Lingig Mayor Henry Dano and his two body guards. Mayopr Dano, along with army escorts Cpl. Alrey Desamparado and Pfc. Rolan Saban, was taken by some 30 NPA rebels believed to members of Guerilla front (GF) 20 of Southern Mindanao Regional Command (SMRC) on Saturday, August 6 at around 6:44 in the morning at his residence in Linigig

    town, 29 km South of Bislig City, thisprovince. Report said group were on board three (3) van which proceeded to the direction heading of Boston, Davao Oriental after they took Dano. Gov. Pimentel said, he already aired his desire to act as negotiator through station in Davao

    Surigao del Sur activates Crisis Mngt. Committee by Greg Tataro, Jr. TANDAG CITY, Aug 8 (PIA) - A crisis management committee headed by Surigao del Sur Governor Johnny Pimentel has been activated and Task Force Dano was created following the abduction of Lingig Mayor Henry Dano and his two military escorts.

    According to Gov. Pimentel, the crisis management committee is activated to serve as counterpart at the town level for the safe release of the victims. It can be recalled that Dano and his two bodyguards were reportedly

    abducted at around 6:44 am on Saturday, August 8 by some 30 NPA rebels at his residence in Lingig town, 29 km South of Bislig City, this province. In the meantime, According to Gov. Johnny

    PO2 Zena Menioria Panaligan PNP-PRO-13 ARREST OF WANTED PERSONS

    On August 6, 2011 around 3:00 PM, Rosanie Goloran Bentoso, 39 years old, male, jobless and a resident of Purok 1, Taglikid, Bayugan II, San Francisco, Agusan del Sur was apprehended by joint elements of San Francisco MPS and 44th Special Action Company,4th Special Action Battalion, PNP-SAF by virtue of two (2) Warrant of Arrest issued and signed by Honorable Dante Luz N Viacruzsis, Presiding Judge of 10th Judiacial Region Brach 6, RTC, Patin-ay, Prosperidad, Agusan del Sur. Bentoso was

    arrested for the crime of MURDER docketed under case number 6347 dated July 31, 2006 and Criminal Case Number 6773 dated March 28, 2008 with no bail bond recommended. The arrest took place at Purok 1, Taglikid, Bayugan II, San Francisco, Agusan del Sur. Bentoso is now under custody of San Francisco MPS for proper disposition.

    Meanwhile at Purok 3, Barangay Putting Bato, Cabadbaran City, Agusan del Norte, one Pedro Morales Botilla, 54 years old and a resident of aforesaid place was

    apprehended by personnel of Cabadbaran CPS led by SPO4 Arturo Yonson by virtue of Warrant of Arrest issued by Honorable Emmanuel E Escarton of RTC, 10thJudicial Region, Branch 34 Cabadbaran City dated August 4, 2011. Botilla was arrested for Violation of R.A. 9262 docketed under case number CR 11-62 with recommended bail bond of PHP 80,000.00. Botilla is now detained at Cabadbarab CPS for proper disposition.

    REPORT ON ROBBERY INCIDENT

    Around 3:00AM August 6, 2011 at San isidro, Gigaquit, Surigao del Norte, Gigaquit Pawnshop owned by Marichele Perral Lambus, 33 years old, Married,Businesswoman/proprietor and a resident of Brgy San Isidro, Gigaquit, Surigao del Norte was robbed by unidentified suspect. Elements from Surigao del Norte PPO and Surigao City Crime Laboratory Office conducted ocular investigation. Investigation disclosed that unidentified suspect

    robbed Gigaquit Pawnshop gaining entrance from its adjacent establishment SMART BUY Mini Mart. Suspect destroyed the door lock of said Mini Mart then forcibly opened the door of the adjacent pawnshop. Investigation further reveals that suspect destroyed CCTV camera and vault locks of the pawnshop without having noticed by the owners who were sleeping at their residence nearby. Suspect carted away cash money amounting to more or less

    three hundred thousand pesos (PHP 300,000.00), jewelries, laptop, computer CPU, Cellular Phones and other valuable items amounting to one million five hundred thousand pesos (PHP 1,500,000.00). Elements from Gigaquit MPS are conducting follow-up investigation for possible identification and arrest of the suspect.

    REPORT ON ALLEGED SUICIDE INCIDENT

    On August 6, 2011 around 4:0O PM at Purok 4, Brgy San Isidro, San Francisco, Agusan del Sur, one Cirilo Garcia alias Bebot, 58 years old, Liason Officer of Agusan Filipinas Palm Oil Planters Inc (AFPPI) and a resident of the aforementioned place committed suicide by hanging himself inside his bedroom.

    PNP elements of San Francisco MPS immediately proceeded to the place of incident

    and conducted investigation. Investigation revealed that prior to the incident , victim with his children were at Rotonda, San Francisco, Agusan del Sur. Accordingly victim left his children and returned to their house for pick up some important documents thereat. An hour later, his children found out that their father hanged himself inside his bedroom. Victim was immediately brought to DO Plaza Memorial Hospital, Patin-ay,

    Prosperidad, agusan del Sur for medical treatment but was pronounced Dead on Arrival (DOA) by the attending physician. Recovered from the scene was a last will and testament note placed on top of the table. Cadaver of the victim was brought to Nilo Funeral Homes, San Francisco, Agusan del Sur for Post Mortem Examination.

    REPORT ON ILLEGAL GAMBLING

    On 3:30 PM August 6, 2011 at P-3A, Brgy Holy Redeemer, Butuan City, personnel from Station 2, Butuan City Police Office conducted operation against illegal gambling that resulted in the confiscation of one (1) unit Video Karera Machine from the possession and control of Erlinda Gloria Paud (caretaker), 48 years old, married and a resident of the abovementioned place. Confiscated Video Karera Machine with undetermined amount of peso coins inside was brought to the office of

    Vice Control Section, Station 1, BCPO for proper disposition. A case on Violation of PD 1602 Illegal Gambling (known as Video Karera) is being filed against Erlinda Gloria Paud. On 3:45 PM August 6, 2011 at P-3A, Brgy Holy Redeemer, Butuan City, JOINT personnel from Station 2, Butuan City Police Office conducted operation against illegal gambling led by PCI AL T CABATUAN AND Vice Control Unit led by SPO4 Demetrio Castolo Jr. that resulted in the

    confiscation of one (1) unit Video Karera Machine from the possession and control of Luna Ubagan Butil (caretaker), 57 years old, married and a resident of the abovementioned place. Confiscated Video Karera Machine with undetermined amount of peso coins inside was brought to the office of Vice Control Section, Station 1, BCPO for proper disposition.     SHOOTING INCIDENT INVOLVING GOVERNMENT OFFICIAL

    On August 7, 2011 3:00 AM at Sitio New Visayas, Brgy La Union, Prosperidad, Agusan del Sur, one Christopher Layno Robles, of legal age, Brgy Kagawad and resident of the said place was shot to death by unidentified suspect. Immediately after receiving the report from Brgy Captain Dario Mantua of Brgy La Union,

    Prosperidad, Agusan del Sur,elements from Prosperidad MPS and ADS SOCO team proceeded to the crime scene to conduct investigation. Investigation disclosed that the victim had just arrived home from a benefit dance held at their sitio in which he was the officer-in-charge when unidentified suspect shot him to

    death using unknown caliber of firearm. Suspect fled to unknown direction after the commission of the crime. Elements from Prosperidad MPS are conducting follow-up investigation for possible identification and arrest of the suspect.

    REPORT ON FOUND CADAVER Around 2:45 August 6, 2011, unidentified male person was found dead at the store of Mr Leo Lagrosas, P-1A, Brgy Mahayahay, Sibagat, ADS. Investigation revealed that the victim was observed by witnesses prior to his

    death to have been suffering from mental illness. Hon. Boy Benigian Brgy. Captain of Brgy. Mahayahay, Sibagat, ADS reported to authorities about the incident. Upon the receipt of the information, elements of Sibagat MPS,

    conducted investigation for possible identification of the victim.

    REPORT ON FATAL STABBING INCIDENT

    Around 12:15 Oclock in the evening of August 6, 2011 at P2 Brgy Silop , Surigao City, one Alberto Silos Tarucan, Jr, 30 years old, male, single, machinist of Alnor Construction, residing at the abovementioned place was stabbed at the right back portion of his body resulting to his untimely death. That on the said date, time and place, both victim and suspect had engaged into drinking session together with their friends while attending a wake. Several minutes later, both went out together and after a couple of minutes, the said victim returned and asked for help and told everyone that he was stabbed by Rodel Silvosa. Victim was rushed to Surigao Medical Center and subsequently transferred to Miranda Family Hospital. At around 4:30 AM same date the victim was pronounced dead by the attending physician while undergoing medical operation. Manhunt operation is

    presently conducted by the PNP personnel of Surigao City Police Station to possibly arrest the said suspect. Criminal case is now being prepared by the investigator on case for filing in court. Meanwhile at Brgy San Pablo, Tubod, Surigao del Norte around 7:00 oclock in the evening of August 5, 2011, one Julito Artigo Corminal, male, 43 years old, farmer and a resident of P-Santan, Brgy San Pablo, Tubod, Surigao del Norte, sustained multiple stabbed wounds on the different parts of his body and was declared dead by Dr. Basilida Z. Emboy, Municipal Health Officer of Tubod LGU. Suspect Eddiepolo Bago Corminal, male, 41 years old, married, tricycle driver and a resident of the same place surrendered to Tubod MPS. Investigation disclosed that suspect got mad because the victim while under the influence of liquor has made a scandalous act by throwing

    the empty bottles of beer and softdrinks at the store owned by the suspects mother. That when the suspect confronted the victim, he noticed that the victim pulled a knife. However, suspect immediately drew his knife and stabs the victim several times on the different parts of his body that caused his instantaneous death. Further investigation reveals that the suspect and the victim were first cousins. PNP elements of Tubod MPS lead by PINSP MARK P MAUTIN, OIC, immediately proceeded to the crime scene to conduct the investigation. Post mortem was conducted by Municipal Health Officer of Tubod LGU. Inquest case for murder against the said suspect has already been filed at Surigao del Norte Provincial Prosecutors Office docket NR XIII-2011-06-INQ-11H224.

    REPORT ON RA 8294 (ILLEGAL POSSESSION OF FIREARMS)

    On 1:15 PM August 6, 2011 Intelligence Section of SCPS received information from a reliable source that undetermined number of assorted firearms were transported on board of MV Filipinas Ozamis under the command of Captain Efren R. Lumbab.

    Thereafter, elements of SDN PPO coordinated with the port police of Bilang-Bilang, Surigao City to monitor on the said report. Around 2:30 PM same date, joint elements of Intelligence and Investigation personnel SDN PPO headed by PSUPT ALFONSO GONZALES PAGKALIWAGAN JR, OIC, together with elements of Port Police led by PP/CINSP EUGENIO PORTILLO LIRA JR, OIC of Port Police apprehended Bendrano Babia Valiente, male, 46 years old, married, detachment commander of Marilag Security Agency and a

    resident of Brgy Lunaw, riverside, Gingoog City. Suspect in-flagrante delicto for Violation of RA 8294. Confiscated from their possession and control were the following:

    a. Three (3) units ARMSCOR Shotgun with serial numbers 1132858, 1132859 and 1139322;

    b. Four (4) units Caliber .38 Protector Revolvers with serial numbers PRO 7007862, PRO 7080516, PRO 7080530 and PRO 7080582;

    c. Four (4) units .9MM NORINCO Pistols made in China with Serial Numbers 9800426, 9800451, 9703585 and 9800983; and

    d. One (1) unit 9MM made in China with Serial Numbers 9800812.

    Upon verification, subject persons presented Xerox copy of permit to transport issued by

    FESAGS, ROPD PRO 7 duly signed by PCI MARIBEL BANTILAN GETIGAN, OIC, however, subject persons failed to show other legal documents/license as required to carry the aforesaid firearms suspected to be Homemade/Paltik. Thus, said personwere brought to SDN PPO for booking and subsequently detained while appropriate charges prepared for filing in court. Captain Efren R. Lumbab of MV Filipinas Ozamis was also apprehended however during the course of the investigation and tactical interrogation, it was found out that Lumbab was innocent. Inquest proceedings for Illegal Possession of Firearms is being prepared by the investigator on case for referral to the national prosecution service, Surigao City.

    REPORT ON APPREHENSION OF SUSPECT AND RECOVERY OF STOLEN ITEMS

    On 4:250 PM August 6, 2011 complaint came to BCPO that Michael M. Ponferrada, male, legal age, married, Businessman and a resident of Blk 1, Lot 1, Rosewood Subd., Brgy Villakananga, Butuan City that hi residence was entered by unidentified persons with the use of Master Key in opening the door and once inside took and carried away the following :

    a. one pc wrist watch Tag Heuer brand color silver and blue, white dial with luminous;

    b. one pc Bulgari ring; c. Cross pendant d. Small ring; e. Eternity ring

    surrounded with diamonds; f. Pendant with MP

    initial;

    amounting to more or less One Hundred thousand pesos in different denominations Theft and Robbery Unit led by PCI REYNATE N SIBAYTON, OIC, BCPS 1 conducted follow up operation that resulted to the apprehension of Johnrill Boyoc Ginelza, 27 years old, single. Resident of P12, Langihan road, Brgy Limaha, BTC. Recovered from his possession and control were the following items;
