Physical Plant Emergency Recovery (Damage Assessment and

Clean up/repair) Plan

Physical Plant Emergency Recovery Plan is to assess damage and clean up/repair to campus buildings and grounds. This plan does not address the emergency recovery of

phone or computer systems, that is the IT department.

All Physical Plant recovery efforts will take place after the initial emergency response and the building or area has been declared safe for occupancy by the Fire Department.

INTRODUCTION This manual is to outline the Physical Plant reponse and recovery from emergencies. The Physical Plant’s role is mainly to assess damage, clean up and repair after the initial disaster has passed. All Physical Plant recovery will take place after the building or area has been declared safe for occupancy by the Fire Department. This document works in conjunction with several other documents on campus:

• Emergency Procedures Flipchart (orange)- This document is for all employees, students and visitors to the campus for immediate direction on what actions should be taken in an emergency. This document is a joint effort between Harper Police and Env. Health & Safety.

• Emergency Operations Plan (EOP) – This document is for response actions to be taken at the onset of an emergency. The EOP is National Incident Management Systems (NIMS) compliant and will outline the Incident Command System (ICS) on decsion making during an emergency. This document is maintained by Harper Police (Mike Alsup).

• Environmental Health & Safety Procedures Manual- This document is for everyday safety of employees and complies with all OSHA regulations. This document is maintained by the Mgr. EH&S (Sara Gibson)

• Environmental Management Plan – This document is for everyday facilities operations to comply with all EPA regulations. This document is maintained by the Mgr. EH&S (Sara Gibson)

All emergency repsponse in this manual is for LARGE scale emergencies requiring outside assistiance. These emergencies are classisfied as Level 2 or above as defined in the EOP (see page 5 for definitions). Types of emergency response addressed in this manual:

• Fire • Flood • Tornado / High winds- resulting in buiding damage • Utilities Failure – electrical, natural gas, steam line • Chemical Spill – chemistry lab, oil spill, etc. • Terrorist acts – distruction of property due to shooter, bomb, etc. • Earthquake – resulting in building damage

Notification for all Large Scale (>Level 2) Emergencies:

• Harper Police notify as outlined in EOP • Harper Police notify VP’s as outlined in EOP • Harper Police notify Director, Physical Plant (or alternate) for Physical Plant

response o Dir. Physical Plant to notify Physical Plant Departments for response

• Harper Police notify Beth Younglove (Insurance) • Harper Police to notify the campus community.

Emergency Call Lists for Physical Plant are maintained in the office.

EMERGENCY PROCEDURES (FOR EVERYONE) Procedure

• Refer to the Emergency Procedures (orange flipchart) for general information on all the following emergency procedures: • Life Threatening Injuries • Non-Life Threatening Injuries • Fire Emergencies • Bomb Threat • Tornado • Severe Weather • Workplace Violence • Utilities Failure • Evacuation Plan • Evacuation of Persons with Disabilities

• As part of the Emergency Procedures departments shall have individual plans for evacuation with procedures and meeting locations.

• For additional information on emergency procedures contact Harper Police.

Emergency Information • Departments shall have emergency contact names and phone numbers. • For Life Threatening Emergencies (chest pain, uncontrolled bleeding, loss of

breathing, severe head injuries) dial 911 and give the following information:

• Your name

• The nature of the emergency – life threatening injury, fire, chemical spill, etc.

• The location: Harper College, 1200 W. Algonquin Rd, building, floor and room number.

• Do not hang up until told to do so.

• For Non-Life Threatening Emergencies (twisted ankle, back pain, minor cut, debris or

dust in the eye) proceed to Health & Psychological Services (HPS), A362 ext. 6268.

• After HPS hours, employees should proceed to Alexian Brothers Medical Center Emergency Room, 800 Biesterfield Rd, Elk Grove Village. Students should be referred to their own physician for treatment.

Building Evacuation

Upon hearing the fire alarm or announcement, begin evacuation procedures:

• Keep yourself and others calm.

• Quickly proceed outside the building to your department/areas designated meeting location using the planned evacuation route.

• Close windows and doors as you leave.

• Help those that need special assistance. (Have a plan for assisting disabled

persons in the department. See the procedure for evacuation of persons with disabilities in the orange emergency flipchart.)

• Wait for instructions from emergency response personnel. Do not re-enter the

building until told it is safe to do so.

Building Safety Systems

Locate the emergency equipment in your area and know how to use it.

o Fire Alarms – The fire alarm system in the building is activated by manual pull stations, smoke or heat detectors or the activation of the sprinkler system. All alarms are immediately sent to Harper Police and the fire department is called. Evacuation is required anytime the fire alarm system sounds.

Manual Alarm pull stations – Pull down to activate evacuation alarm.

This will sound an alarm and immediately send an alarm signal to Harper Police. After activating the alarm call Harper Police, from a safe location, to provide additional information. Never block or obstruct these with furniture or equipment.

Smoke and heat detectors – This will immediately activate the fire

alarm system.

Fire Doors- Must be kept shut at all times to provide a safe means of egress in stairways and corridors, unless releasing devices close doors upon alarm activation.

Automatic Sprinkler System – This will begin the extinguishment of

the fire and immediately send an alarm to Harper Police. Individual sprinkler heads will open only where the temperature reaches the prescribed setting. It is important that at least 18” of clearance be kept at all times below the line of sprinklers to allow proper water distribution over the fire. Sprinklers must never be painted and should be protected from being struck and damaged or broken off. Leaks or other problems with the automatic sprinkler system should be reported promptly to Physical Plant.

o Fire Extinguishers – Only trained personnel should use fire extinguishers.

Always notify Harper Police, from a safe location, after using a fire extinguisher. Never block or obstruct extinguishers with furniture or equipment.

o Emergency Lighting – This will aid in the evacuation in areas of corridors and

stairways. A flashlight is recommended to aid in emergencies.

o Automatic External Defibrillator (AED) –A device capable of safely and easily delivering an electrical shock to restore the heart’s normal rhythm. AEDs are strategically located across campus in 9 locations. Only trained personnel should use the AEDs. Contact Health & Psychological Services (x6268) for training.

EMERGENCY OPERATIONS PLAN (EOP) (Activated by Harper Police) Procedure

• Harper Police maintain the EOP and update it regularly. • Drills and tabletop exercises are conducted to ensure the EOP is effective.

• The EOP is National Incident Management System (NIMS) compliant to work with all other responding agencies. The Incident Command System (ICS) is also outlined in the EOP.

•The following are levels of response:

• Level 1 – covers a short-term internal “routine” emergency involving only college facilities and employees.

o Examples include: Localized water pipe break, small chemical spill, minor flooding from excessive rain, localized undetermined odor problem, labor disruption or student demonstration.

• Level 2 – includes an emergency with a predictable duration at a single site involving the College and a single outside agency such as the fire department.

o Examples include: Activated fire alarm, a chemical spill requiring outside assistance for clean up, a suicide, a water main break involving most of a building or one which threatens critical services, a trench cave-in, an odor requiring evacuation, or extended loss of heat or power to a building.

• Level 3 – involves an emergency with an unpredictable duration with a multi-agency response.

o Examples include: A water main break involving service to multiple buildings or a break affecting an entire building, loss of heat or power to multiple buildings, a fire effecting an entire building, a chemical release causing evacuation of one or more buildings, an active shooter or large scale civil unrest on college property.

• Level 4- relates to a widespread emergency impacting a large segment of the college with long-term implications.

o Examples include: Large scale natural disaster ie: flood, tornado or earthquake; large scale chemical release causing evacuation of the campus; major utility failure for an extended period in several buildings; or a building collapse.

• Harper Police will determine the level of response and trigger the use of the EOP

UTILITIES RESPONSE Damage Assessment and Repair/Clean up Action:

Responsibility: HVAC, electrical to building, gas, steam, fire alarm system, sprinklers, emergency generators Main Electrical Service:

• Assess damage of electrical service from Commonwealth Edison building vault to and including main service distribution switch. See Campus Utilities Map for grid and transformer locations. Assess all electrical power to motor control centers (MCC) within the building or buildings.

Coordinate repair and time line for completion of work with department personnel and Commonwealth Edison for restoration of power if building or buildings suffered main electrical power loss.

In the interim provide backup generator(s) power for critical areas and lighting.

• In coordination with Harper Maintenance Department assess damage to electrical infrastructure of building or buildings. Include all heating, ventilating, and air conditioning equipment (HVAC).

Coordinate repair and time line for completion of work with department personnel, Harper Maintenance Department, and/or electrical contractors for restoration of power within building or buildings that sustained damage to electrical infrastructure.

Develop and implement plan for restoration of environmental control of building or buildings. Coordinate work and time line with department personnel and/or outside HVAC contractor.

Main Water Supply:

• Assess damage to water service and main piping in mechanical room(s) of

building or buildings. See Campus Utilities Map for underground water main piping.

If piping is ruptured or in danger of rupturing, close water main valve (outside of building) at closest appropriate location. See Campus Utilities Map for proper location.

Coordinate repair and time line for completion of work with department personnel, Harper Maintenance Department, Palatine Public Works

Department, and/or piping contractor for restoration of main water supply if building or buildings suffered city water loss.

Main Steam Supply:

• Assess damage to steam supply and piping in tunnel and/or mechanical room(s) of building or buildings. See Campus Utilities Map for tunnel and underground steam piping.

If a steam leak is present, piping is ruptured or in danger of rupturing, close steam valve at closest appropriate location. See Campus Utilities Map for proper location.

In the event of multiple steam breaks and/or large loss of pressure. Shut down main steam plant for system wide assessment.

Develop and implement plan for restoration of steam production and delivery to building or buildings. Coordinate work and time line with department personnel and/or outside piping contractor.

Natural Gas line leak or rupture:

• Determine location and/or source of natural gas leak.

If source of leak is located inside a building, immediately close gas valve outside of said building at natural gas service entrance. See Campus Utilities Map for proper location.

If natural gas leak is outside of, or between buildings, close proper gas valve located on the west side of B-building boiler room, (B111). See Campus Utilities Map for location.

• Assess damage to natural gas service and/or underground piping to and in building or buildings. See Campus Utilities Map for underground natural gas piping.

Coordinate repair and time line for work completion with department personnel, Northern Illinois Gas Company, and/or piping contractor for restoration of natural gas supply to affected building or buildings.

Responsibility: Windows, walls, floors, roofs, elevators, water/plumbing, locks, concrete, electrical to rooms

Describe assessment and repair/clean up priorities and procedures.

ROADS & GROUNDS RESPONSE Damage Assessment and Repair/Clean up Action:

Responsibility: Outside landscaping, roads, outside trash/debris removal and sand bagging.


1. Clean up any trees covering roadways, sidewalks or entrances. Clear any

trees that are safety hazards – trees that started to fall or large cracked branches.

2. Clear debris in the parking lots, loading docks and bus stops. Then remove trees down on grassy areas.

3. Remove roots of uprooted trees, and clean up branches and debris throughout campus.

4. Haul all debris to compost area by the pump house. 5. If soil washed out due to wind and rain, clean off sidewalks then parking lots

and finally roadways. 6. Repair turf damage and clean up other landscaped areas. 7. Repair irrigation system. 8. If needed a company will be hired to sweep the area with large sweeper

trucks.

ENVIRONMENTAL HEALTH & SAFETY RESPONSE Damage Assessment and Repair/Clean up Action: Responsibility: Chemical and oil clean up, blood clean up, mold and asbestos concerns, and compliance with OSHA & EPA. The Manager, Environmental Health & Safety (EH&S), Sara Gibson is to provide information to protect the health and safety of all employees, students and visitors on campus. During and after an emergency the role of EH&S is to ensure employees on the response and recovery are physically safe as well ensure compliance with any environmental concerns. EH&S will directly be involved in the response and recovery of the following:

Chemical spills including Oils spills Terrorist/Violent acts with damage that involves blood clean up Water Damage due to flood or fire with concerns of mold Reporting of employee fatalities or 3 or more hospitalizations

Chemical Spill and Oil Spills that can not be cleaned up by the responsible department, outside assistance will be called. All departments (Chemistry, Physical Plant, etc.) should have small clean up kits on hand for small spills. All spill clean up waste should be collected for the next Hazardous Waste Pick up or contact the Mgr. EH&S.

Emergency Response for Chemical Spills:

• Call 911 from a safe location and tell them of the nature of the spill (type and amount of chemical) and if there are any injuries.

• Call Harper Police at x6211 and let them know 911 has been called and that the HVAC systems needs be shut down to the building to contain the spill, if the chemical is of a volatile nature.

• Harper Police will also need to contact the Mgr, EH&S or Physical Plant for Recovery efforts.

Emergency Recovery for Chemical Spills to be done by the Mgr. EH&S or alternate: • The Fire Dept. will assess the safety of the situation • The following contractor should be called for clean up response:

o SET Environmental 877-437-7455 o (Alternate) Clean Harbors 800-645-8265

• If large amounts of chemicals have entered into the sanitary sewer system the Metropolitan Water Reclamation shall be notified at: 312-787-3575

• For large oil spills that have reached navigable waters, the SPCC plan should be followed and the EPA shall be notified at: 800-424-8802

Terrorist/Violent Acts with damage that involves blood or bodily fluid clean up

this could also include suicide on campus. Emergency Response for Terrorist/Violent Acts:

Emergency Recovery for Terrorist/Violent Acts to be done by the Mgr. EH&S or alternate: • Once the scene is released from Harper Police (note: it will be crime scene

and no one should enter the area until told to do so.) the Mgr. EH&S will coordinate the clean up of blood or bodily fluids.

Water Damage due to flood or fire with concerns of mold. Emergency recovery of standing water should first take place by custodial (see their section on recovery procedures). Forty-eight (48) hours after all visible water is cleaned up, the Mgr. EH&S will inspect for possible mold problems. If the Mgr. EH&S is not available or more extensive testing is required the following consultants should be contacted: • United Analytical Services: 630-691-8271 • (Alternate) Hygieneering: 630-654-2550

Reporting of Employee Fatality or Hospitalization of 3 or more Employees If there is an event which is fatal to one or more employees (not student/visitor) or results in the hospitalization of three or more employees, it must be reported to the IL Dept. of Labor as soon as possible and within 8 hours after the incident or death. The notification shall relate the circumstances of the incident, the number of fatalities, the number of employees hospitalized, and the extent of the injuries. FIRE

This includes response where there a fire in a building that effects the daily operation of the College’s business. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:

• Harper Police to notify: Palatine Fire Dept., Jim Ma Physical Plant (or alternate), VP’s and Beth Younglove (insurance).

• Harper Police notify the campus community of problem/closure. Assessment/ Repair/ Clean Up Procedures: (See individual Dept. Sections for details on assessment, clean up/repair priorities and vendors/suppliers.)

• Utilities – Assess damage to utilities, fire alarm and sprinklers. Make repairs as needed.

• Maintenance – Assess damage to windows, walls, floor, elevator and room

electrical. Make repairs as needed. Board up windows as needed.

• Custodial – Clean up of water and smoke damage. Move furniture and equipment out of area as needed.

• R&G – Assist as needed.

• EH&S- Assess for concerns of mold or asbestos. Recommend repairs where

needed.

FLOOD This includes response where there are large amounts of water on campus or inside buildings that effects the daily operation of the College’s business. This may include large amounts of rain, a pipe break, roof leak or other source of water that damages the building. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:

• Harper Police to notify: Jim Ma, Physical Plant (or alternate), VP’s and Beth Younglove (insurance).


• Utilities - Assess damage to utilities and HVAC. Make repairs as needed.

• Maintenance – Assess damage to walls and floors. Remove/replace sections of drywall or flooring as needed. Make repairs to plumbing, roofing, etc.

• Custodial –Assess damage to furniture and floors. Clean up water. Move

furniture and equipment out of area as needed.

• R&G – Assess landscape damage. Clean up landscape debris and sandbag as needed.

• EH&S- Assess for concerns of mold or asbestos. Recommend repairs where

needed.

TORNADO/ HIGH WINDS This includes response where a tornado or high winds have damaged campus property that effects the daily operation of the College’s business. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:



• Utilities - Assess damage to utilities and HVAC. Make repairs as needed.

• Maintenance - Assess damage to roofs, walls and windows. Make repairs as needed. Board up windows as needed.

• Custodial – If interior water damage, clean up and move furniture as needed.

• R&G – Assess landscape damage. Clean up landscape debris as needed.

• EH&S - Assist as needed.

UTILITIES FAILURE – electrical, natural gas, steam line This includes response where a large utility service (electrical, natural gas, steam line) has been damaged causing damage to campus property that effects the daily operation of the College’s business. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:



• Utilities – Assess damage, contact main suppliers and make repairs as needed.

• Maintenance – Assist Utilities as needed.

• Custodial – Move furniture and equipment to another location if needed.

• R&G – Assist Utilities with digging, etc. as needed.

• EH&S - Assist as needed.

CHEMICAL SPILL This includes response where there is a chemical spill inside a building and the Fire Department has closed the building or there is damage to campus property that effects the daily operation of the College’s business. This could also be used for the clean up of a terrorist act by the release of a chemical, biological or radioactive agent. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:

• Harper Police to notify: Fire Dept., Jim Ma, Physical Plant (or alternate), VP’s, Beth Younglove (insurance) and Sara Gibson (EH&S)


• Utilities – Shut down/start up AHU per request of Harper Police or Fire Dept.

• Maintenance - Assist as needed.

• Custodial - Assist as needed.


• EH&S-Call for outside clean up assistance. Assess safety to employees and building. Conduct any required reporting to regulatory agencies.

TERRORIST ACTS This includes response where an individual has caused large scale destruction of campus property due to bomb, arson, shooting, or suicide, and the event has effected the daily operation of the College’s business. This may include closing sections of a building. This would also include insurance notification and participation. Notification Procedures:

• Harper Police to notify: VP’s, Jim Ma, Physical Plant (or alternate), Sara Gibson (for blood clean up), and Beth Younglove (insurance).

• Harper Police notify the campus community of problem/closure. Assessment/ Repair/ Clean Up Procedures: (See individual Dept. Sections for details on assessment, clean up/repair priorities and vendors/suppliers.) Note: For acts of a criminal/terrorist nature the area is considered a crime scene and any clean up or repair should wait until the area is released by Harper Police.

• Utilities - Assess building damage if bomb.

• Maintenance – Assess building damage if bomb or shooter: walls, windows,

• Custodial – Assess interior debris clean up if bomb or shooter. Move furniture/equipment as needed.


• EH&S – Asses damage that involves blood or bodily fluid, contact an outside

contractor for clean up.
