To all who have donated their time and resources to make Virginia LISC a success over the last 20 years — Thank You!

Proud of our past, inspired by our future was our theme in 2010 as we celebrated two decades of service to our community. With the support of many private and public leaders, and through the collaboration of more than a dozen community partners, we have helped to invest nearly $400 million of leveraged capital into neighborhoods across the region. More importantly though is that with our investment and the work of our community development partners, we have helped to improve and enhance the lives of thousands of modest income neighbors

across the region with housing or childcare access or health services or small business growth. An achievement of which we should all be proud, while realizing there is much more to do.

The year has brought many challenges and opportunities to our region. The economy did not budge for the most part in 2010 however much was accomplished by staff and partners.

LISC produced a new report A Picture of Housing in Virginia and a companion executive summary The Housing Picture. The state of housing in Virginia report provided LISC with the opportunity to educate leaders involved in housing policy that as our population is changing, so are their housing needs, yet we continue to build the same type without regard to the change. New ways are need to increase affordable housing in our communities.

LISC has dedicated resources of staff time and funding during 2010 to the start-up of the building sustainable communities initiative Neighborhoods Rising in both Petersburg (Battersea Rising) and Richmond (Greater Fulton’s Future). Both of the sustainable communities initiatives are in the final stages of creating the residents’ Quality of Life plan. Neighbors and stakeholders in both areas are now dividing themselves based on interest into small groups to begin project implementation.

This has also been a year of collaborations as LISC partnered with the Federal Reserve Bank of Richmond and the Partnership for Housing Affordability to host a forum “Turning Around Vacant Properties in Greater Richmond”. This well-attended forum has led leaders in the City of Richmond to investigate a change to their regulations and charter to permit receivership as a tool to combat their ever-growing number of abandon properties.

LISC is also a partner in a collaboration between the City of Richmond and Chesterfield County on a TIGER II planning grant given through the U.S. Department of Transportation and Department of Housing and Urban Development. Project highlights include developing connectivity between economic development and protecting affordable housing and includes a robust community outreach and public input planning process.

In November, the 20th Anniversary event brought together over 300 of our friends and we celebrated our past and highlighted the future of community development work at LISC. The Neighborhood Rising neighborhoods of Battersea and Fulton were showcased with video presentations of the planning efforts underway and residents provided their insight on the community engagement process taking place in their neighborhoods. Youth in the Neighborhood Rising areas were also engaged in a photo contest allowing them to use their lenses to show their view of their community.

The evening’s program concluded by honoring Jim Ukrop for his 17 years of service to LISC. As a surprise, LISC announced that, in partnership with Virginia Housing Development Authority, leadership scholarships were created in Jim’s name to support two participants each year for the next 10 years at Leadership Metro Richmond and VCU’s Emerging Nonprofit Leaders programs.

Moving forward, our top goals for 2011 include:• Continue financial investments to support the development of affordable housing,

community facilities, and neighborhood corridor enhancements.• Implementation of the Battersea Rising and Greater Fulton’s Future neighborhood plans• Launching the Neighborhoods Rising Initiative in a new neighborhood• Continue housing policy research to inform decision-makers.

■ LISC launched a Neighborhoods Rising project in Greater Fulton, the first neighborhood in the City of Richmond. Neighborhood Resource Center (NRC) was selected as the convening agency and received a LISC award to support staffing, community organizing, early action grants and plan development.

■ LISC has dedicated resources during 2010 to the start-up of the Building Sustainable Communities Initiative in both Petersburg (Battersea Rising) and Richmond (Greater Fulton’s Future). Both of the Sustainable Communities initiatives are in the final stages of creating the residents’ Quality of Life plan.

■ LISC provided GIS support and technical assistance to the city of Richmond’s Council District 6. This area experienced the greatest number of foreclosures in the greater Richmond area over the last few years and the greatest decrease in assessments for the City of Richmond in early 2010. Staff assessed the changes in assessments and the varied causes, including the impacts caused by increased foreclosures, rental properties and vacancies. This area is in one of LISC’s five chosen Sustainable Communities.

■ LISC is collaborating with the City of Richmond and Chesterfield County on a TIGER II planning grant through the U.S. Department of Transportation and U.S. Housing and Urban Development. The planning grant will develop an inter-jurisdictional comprehensive corridor revitalization plan for 4.1 miles Hull Street Road, a commercial and residential corridor, from just west of Belt Boulevard in Richmond to Walmsley Boulevard in Chesterfield. Project highlights include developing connectivity between economic development and protecting affordable housing. The project also includes a robust community outreach and public input planning process.

■ Through our NFL Grassroots partnership, Petersburg received its first NFL Grassroots grant for a field upgrade in 2010. The upgrade includes goal posts, bleachers, scoreboard and a PA system. The upgrades will soon be finished and a ribbon-cutting ceremony is in the planning stages. The City of Richmond received its third NFL Grassroots grant for a field upgrade.

■ Virginia LISC has provided technical assistance and other resources to several organizations working in the Halifax neighborhood of Petersburg.

■ LISC produced a new report A Picture of Housing in Virginia and a companion summary The Housing Picture. ■ LISC celebrated 20 years in Greater Richmond in November of 2010. As a part of the celebration, an Op/Ed piece, written by Susan Dewey, executive director VHDA and vice chair of Virginia’s LAC, highlighted VHDA’s partnership with LISC and the work LISC has done in the Richmond area. Richmond Times-Dispatch, November 4, 2010, Dewey: “20 Years of Building Communities for Virginia LISC” and November 5, 2010, Business Briefs: “Community Group LISC marks 20 years.”

■ In honor of Jim Ukrop’s service to LISC and community development, LISC and VHDA will provide scholarshps to Leadership Metro Richmond and VCU’s Emerging Leadership Program for 10 years.
