The Center for Dirt and Gravel Roads must be notified before ALL purchasing and placement of DSA. The Center must be notified by the Conservation District at least 30 days before expected placement in order to coordinate with the quarry and perform any quality control steps necessary prior to and during placement. This could include lab testing for plasticity index, gradation, proctor (for maximum dry density and optimum moisture content), LA Abrasion, pH, and field testing for moisture and compaction, as well as site visits during placement. This completed form is to be included with the certification from the quarry in the project file. Any entity producing DSA must purchase the components from a Penn DOT certified quarry or be a Penn DOT certified quarry. The Program or Center does not certify quarries, only specific stockpiles of DSA.
