The conversion of the former Camarines Sur State Agricultural College (CSSAC) into a state university knownastheCentralBicolStateUniversityofAgriculture(CBSUA),wasrealizedbyvirtueofRepublicActNo.9717,whichwaspassedbyCongressandsignedintolawlastOctober12,2009.Thus,theofficials,facultyandstaffexpresstheirutmostgratitudetoCongressmanLuisR.VillafuerteasprincipalsponsorofHouseBillNo.3398,convertingCSSACintoastateuniversity.

Theyear2010wasverymemorableasitmarkedtheformalinstallationoftheUniversityandtheinvestitureofAtty.MaritoT.BernalesasFirstUniversityPresidentonMarch6,2010.ThefirstgraduationceremonyasaUniversitywasheldonMarch26,2010,withtheconfermentofHonoraryDegreetoHon.LuisR.VillafuerteasDoctorofAgriculturalSciences(HonorisCausa)forhisinvaluablecontributionsandcontinuedsupporttotheprogramsofCBSUA.Moresignificantly,theUniversitycelebrateditsfirstCharterDayAnniversarylastOctober11-12,2010whichwashighlightedwiththeinaugurationofUniversityMarkers.

Inrecognitionofitscapability,theUniversityhasbeenidentifiedbyCHEDasaDeliveringHigherEducationalInstitution(HEI)andtheInstituteofDevelopmentEducation(IDE)wasawardedasCenterofDevelopment(COD)fortheTeacherEducationprogramlastNovember5,2010,pursuanttoCHEDMemorandumOrderNo.26,s.2007.ThesameawardwasgivenlastyeartotheInstituteofAgriculturalSciencesandEnvironmentalManagement(IASEM)asCenterofDevelopmentinAgriculture.ThesignificantaccomplishmentsoftheUniversityinitsmajorprogramsofinstruction,research,extension,productionandadministrativearecontainedintheReport.

The commitment and concerted efforts of all sectors are necessary to meet the challenges andopportunitiesandtopursuethemandateoftheUniversity.

EXECUTIVE SUMMARY

AsanewlyconvertedUniversity,CBSUAwasguidedbyitsgeneralmandateunderitsCharter,theRepublicAct9717, toprovidebothadvanced instructionandresearch inagricultureandallied technological sciencesincludingeducation,artsandrelatedsciences.Itshallalsoundertakeextensionanddevelopmentprograms,andprovide thenecessary instructional and research leadership inagricultural, environmental and technologicaldevelopment in the Bicol Region.

Thus,forFY2010,theadministrationpursuedthefollowingthrusts:(a)qualityofinstruction,(b)studentdevelopment, (c) researchprograms andprojects, (d) community development services, (e) production andentrepreneurship,(f)qualitygovernance,(g)staffdevelopmentlocallyandabroad,(h)strengtheninginfrastructureprojectsinthemainandextensioncampuses,(i)stratificationofauxiliaryservices,and(j)resourcegenerationsandadministrativeservices. The highlights of accomplishments of the University are summarized under its major programs forinstruction,research,extension,production,andgovernance.

INSTRUCTION PROGRAM

1.Registeredasignificantincreaseof26.36%inenrolmentforSY2010-2011fortheUndergraduateandGraduateprograms in the three (3) campuses of Pili, Sipocot, and Calabanga, Camarines Sur, compared to S/Y 2009-2010 with7,238,asaresultoftheconversionintoaUniversity.

2.PerformedwellinPRClicensureexaminationswithsix(6)outofseventeen(17)VeterinaryMedicinegraduateswhopassedtheexamgivenlastAugust2-4,2010withpassingpercentagehigherthanthenationalpassingaverageof32%.TheperformanceofCBSUAshoweditbelongstotopseven(7)outof28institutionsofferingVeterinaryMedicinecourse. Likewise,therewerefifteen(15)passersoutof50examineesfortheLicensureExaminationforAgriculturist(LEA)withapassingaverageof30%againstthenationalpassingaverageof36.15%.Moreover,theresultofexaminationfortheAgriculturalEngineerswasreleasedlastAugust30,2010withfour(4)successfulpassersoutofeight(8)examineesor50%passingpercentageaverageratehigherthanthenationalpassing rate.

3.Revised theexistingeight (8) curricularprograms,namely: LadderizedCurriculum forBachelorof Sciencein Agriculture, Bachelor of Science in Agricultural Engineering, Bachelor of Science in Environmental Science, Bachelor of Science in Information Technology, Bachelor of Elementary Education, Bachelor of SecondaryEducation,BachelorofScienceinMathematics,andBachelorofArtsinEnglish,andformulatedtwo(2)newCurriculumforBachelorofScienceinBiologyandBachelorofScienceinChemistrywhichwereapprovedbytheCHEDTechnicalPanelonAgriculturalEducationandtheBoardofRegents.

4.SubmittedforAACCUPaccreditationthemajorprogramsoftheMainCampus(Pili)lastNovember8-9,2010andwasgivenre-accreditedLevelIIIstatusforthesix(6)Graduateprogramsandfour(4)Undergraduateprograms.Likewise,theBSITandBSE/BSEDprogramsoftheSipocotCampushavebeenaccreditedbytheAACCUPlastAugust28-September1,2010underLevelIstatus.Likewise,theprogramsoftheCalabangaCampushavebeenevaluatedbytheAACCUPunderLevelIStatuslastNovember22-24,2010.

5.SentEugeneM.Balbuena,4thyearBSA-AnimalScienceandEddieF.Catapang,4thYearBSA-HorticultureasparticipantsinACAP-GranotAgro-StudiesontheJobTrainingforAgricultureinIsrael”.ThisisanovelProgramtoenhancetheirFilipinoworkvalues,promoteglobalcompetitiveness,strengthenandenrichthedegreeprogramsinhighereducation institutions, and inorder todeliverhigher levelsof knowledgeand skillsnecessary inadynamicandcompetitiveworld.

RESEARCH AND DEVELOPMENT

The accomplishments were anchored on its research, extension, production programs and variousprojectsfundedbytheUniversityandbyexternalfundinginstitutionsandnationalgovernmentagencies.

1.Allocated30%of itsbudget for researchprogram to strengthen thegenerationand commercializationofresearches,incompliancewithCHEDOmnibusStandardsfortheConversionofStateCollegeintoaUniversity.ItcontinuouslyimplementedresearchprojectsundertheKnowledgeManagementandTechnologyGenerationProgramandupgradeditsICTfacilities,staffcapability,networkandlinkages,andstrengthenedtheoperationsof R & D Centers and Laboratories.

2.Conductedextensioncommunity-basedprojectsthroughtheTechno-GabayProgram,Rain-forestationCumLivelihood Program, Bayanihan Project and Barangay Sisterhood Project, Technology Packaging and TransferPrograms through a Radio Program, and KnowledgeManagement and Publication.Moreover, It has specialprojects namely: Collaborative Research Development and Extension Services (CRDES), Dairy EnterpriseDevelopment,DisasterRiskManagement,andRuralMicroEnterprisePromotionProject(RUMEPP)

3.Operatedagri-businessprojects to showcase technologyand serveas laboratory for students, andat thesametimegenerateincomefortheUniversityprojects,onarevolvingfundconcept:SwineProduction,ArtificialInsemination(AI)CenterforSwine,PoultryProduction(layerandbroiler),RiceProject,IntegratedCropsProject,MarketingandEnterprisingProjects,CollegeCafeteria. And,projects fundedbyGeneralAppropriationsAct:SmallRuminantProject,LargeRuminantProject,Animal-BasedFarmingSystems,NurseryProject,VegetableProject,FishpondProject,OrchardProject,andNativeChickenProduction.

4. Established a flagship program on organic agriculture showcasingmature agricultural technology and aspotentialvenueforagricultureandecotourismwiththefollowingprojects:MotherFruitTreePlantationwithnine(9)speciesassourceoftruescionforpropagation,DragonFruitModelFarm,ProductionofOrganicFertilizers,WildEndemicEdiblePlantSpecies(WEEPS),MedicinalPlantsandSpices,rice,botanicalpesticide,animal/fishprojectandnursery.

5.Continuouslyimplementedprogramswithexternalfundingsources:RegionalCenterforApiculture,AffiliatedNon-ConventionalEnergy(ANEC),CSSAC-NEDA-LGURain-forestationProgram,KnowledgeManagementCenterforBiodiversityConservationandProtectedAreaManagement,CSSAC-InstituteofCooperativeExcellence,andCSSAC-LandO’LakesDairyProcessingPlant,andGenderandDevelopmentProgram.

ADMINISTRATION AND GOVERNANCE

1.SubmittedtoCHED,theCBSUAFive-YearDevelopmentPlan(2011-2014),thenewOrganizationalStructure,and the Implementing Rules and Regulations (IRR) of Republic Act 9717, which were duly deliberated andnotedbytheBoardofRegentslastFebruary4,2010,incompliancewiththerequirementsofRepublicAct9717(University Charter).

2.Negotiated for a loan of P 20Mwith the Land Bank of the Philippines for the construction of a StudentDormitorywhichwasapprovedbytheBoardofRegents,toprovideadequatehousingfacilitiesforstudents.Theconstructionoftheprojectison-going.

3.Upgraded the training facilitiesand theauditoriumhavebeen fullyair-conditionedwhichaccommodatedparticipantsfromnationalandinternationalconventions,generatingmoreincomefortheUniversity.

CONTINUOUS QUALITY LEARNING FOR EXCELLENT ACHIEVEMENTS

EMBARKING ON A JOURNEY OF EXCELLENCE

Central Bicol State University’s journey ofexcellence began during its modest beginning as a farm schoolwithanintentionofprovidingtherudimentsofmodernfarmingtohighschoolstudents.Thefoundationfor attaining excellence was already laid than. Overthe years, it has evolved into a chartered agricultural statecollegemandatedtoprovidehighereducationinagriculture and to generate and disseminate agricultural technologies.

In keeping with its steadfast voyage towardsexcellence, Camarines Sur State Agricultural College was converted into a state university on October 12,2009tobeknownastheCentralBicolStateUniversityof Agriculture by virtue of Republic Act 9717. As a university, it is mandated to provide agriculture and allied technological sciences includingeducation ,artsand related sciences. It shall also provide the necessary instructional and research leadership in agricultural,

environmental, and technological development in Bicol Region.

NATIONAL RECOGNITION

In August 2010, the Graduate School wasrecognizedbytheCHEDWorkingGroupasaDeliveringHigherEducationInstitutioninAgricultureintheBicolRegion for Faculty Development Program Phase II (FYD – II) in MS in Plant Science, MS in Animal Science, and MSinPlantProtection.

In the undergraduate Studies, two institutesgained prestigious recognitions granted by CHED :the Institute of Development Education as CenterofDevelopment(COD)inTeacherEducationandtheInstituteofAgricultural Sciences andEnvironmentalManagement as COD in Agriculture.

AlsoCHEDMemoNo.19Seriesof2009identifiedtheUniversity asoneof theNationalUniversitiesandColleges of Agriculture (NUCA) in the country.

These are affirmations of the vision of theUniversity to be a Center of Excellence in Agriculture and Industrial Technology. Through these, the Universityisevenmorecommittedtoendeavorsthatwill assure thedelivery of quality and excellence inAgricultureEducationby:prioritizingthestrengtheningof related tertiary and non-degree scholarshipprograms; improving existing instructionalmaterialsand developing new ones; upgrading facilities andlibraryholdings;andtheenhancingtheacademicandtechnical know-howof the facultyand staff in theirrespectivefieldsofdiscipline.

ENROLMENT

In the year under review, a total of 10, 957wereenrolledinallthecampuses.AsshowninTable1, therewere4,797 (43.78%)enrollees in theMainCampus, 3,827 (34.93%) in the Calabanga Campusand 2, 333 (21.29%) in the Sipocot Campus of theenrolment for the 1st and 2nd semesters SY 2010-2011,respectively.

In the Undergraduate Degree Programs, there was a total of 840 graduates. 339of themwere fromtheMaincampus,while281werefromtheCalabangacampus and 220 from the Sipocot campus.

The Laboratory High School Program had a total of 129 graduates, 51 of which were from the Maincampus,40fromtheCalabangacampusand38fromtheSipocot campus.

TheGraduateSchooloffered ten (10)degreecourses for SY 2010-2011 and registered a total enrolment of 279 students. Fifty-eight (58)were inthe doctor’s programs and the remaining 221 in the master’s programs. PhD in Development Educationenrolleesaccountedfor49students,a58% increasefrom SY 2009-2010.

ThePhDinPlantSciencewithtwomajorfields,AgronomyandHorticulturehadnine(9)enrollees,anincreaseof29%fromlastschoolyear.

For the Undergraduate programs, a total of 3,781enrolleeswereregisteredfortheSY2010-2011.37%were enrolled in the BS in Agriculture, 21% inthe BS in Secondary and Elementary Education forthemaincampusand11%forthePasacaoExtensionCampus, 11% in the BS in Agri-business and BSin Agri Eco-Tourism Management, 9% in the BS inAgricultural Engineering and BS in Food Technology ;4%inDoctorofVeterinaryMedicineand7%inABEnglishandotherAgriculture-relatedcourseslikeAgroforestry, Environmental Science and Agriculture and Technology.

The University Basic Education Programregisteredatotalof490highschoolstudentsand247elementary students for the SY 2010-2011.

These programs carried on the University’s mission of producing technically competent graduates who are capable of delivering technology to thecommunityandwhowillserveaskeyinstrumentsin“agro-industrialdevelopment”

CURRICULAR REFORMS & DEVELOPMENT

The following academic programs are in theprocessofdevelopment:MSinDevelopmentEducationmajor in Biological Science, Physical Science, Math,EnglishandFilipino;Bachelor in SecondaryEducationmajor inMultimedia Studies; Bachelor in ElementaryEducationwithComputerEducation.

The Computer Science High School of Bicolandia oftheUniversity,whichwasinitsfirstyear,developeda special project curriculum. The following academicprogramsareintheirfirstyearofimplementation:BSinEngineering, BS in Environmental Science, AB English,

Academic Excellence Awards for the GraduateStudies consisted of the President’s List for Academic Performanceawardedto11graduates,andtheDean’sListawarded to4graduates in themaster’sprogramandto20graduatesinthetwodiplomacourses.

Other awards were also given during theRecognition Ceremonies acknowledging bestperformances in the various disciplines and majorfieldsofspecialization. Congressman Luis Villafuerte served as guest speakerduringthe81stCommencementExercises.HewasalsoawardedHonorisCausabytheUniversityforhisexemplarycontributiontothedevelopmentoftheinstitutionasawhole.

PERFORMANCE IN LICENSURE EXAMINATIONS

Table2reflectsthatCBSUA’spassingpercentageishigherthanthenationalpassingpercentage inthelicensureexaminationsintheyearunderreview,2010.Six(6)outof10graduatesoftheInstituteofVeterinaryMedicine successfully passed the Veterinary Licensure ExaminationgivenonAugust3-52010.TheUniversitygarnered a passing rate of 35.29% surpassing thenational passing rate of 31.03% . Likewise, theUniversity had a good performance in the Licensure ExaminationforTeachers(LET)withapassingrateof35.29% for the elementary level and 20.25% for thesecondary level in general for September 2009 exam . IntheAprilexaminations,theperformanceintheLETincreased for the elementary level from the passing rateof35.29%to40.74%.

This materialized through the efforts of theUniversity to comeupwithaReviewcenterand theenhancementprogramsfornewgraduatestobeabletocopewithglobaldemands.

In support to the enhancement of the Agriculture Curriculum, CBSUA, in its first attemptto avail of the On-the-Job-Training abroad, sent twoAgriculture students namely: Eugene M. Balbuena (4thyearBSA-AnimalScience)andEddieF.Catapang(4th year BSA –Horticulture) to Israel through StateUniversitiesandColleges–AssociationofCollegesofAgroStudies, Inc. (SUC-ACAP).

SeminarsandWorkshopswerealsoconductedforallfacultyforinstructionenhancement.Consultationoncurricularofferingswiththestudents,alumni,facultymembers,industryandadministrationrepresentativeswereconductedtokeepabreastwiththechangesoftimeandglobalneeds.

PROGRAM ACCREDITATION TheSY2010-2011markedaseriesofevaluationsfordifferentprogramsoftheinstitutioninbothgraduateand undergraduate studies.

Incompliancetoglobalacademicstandards,two(2)PhDprogramsandsix(6)MSProgramsqualifiedforLevelIandLevel3,Phase2accreditationrespectively.Thesewere conductedby theAccreditingAgency forChartered CollegesandUniversitiesofthePhil, Inc.(AACCUP). These are Ph.D in Plant Science, Ph.D in DevelopmentEducation,MS inAgricultureEducation,MS in Agricultural Extension, MS in Animal Science, MSinPlantScience,MSinPlantprotection,andMSinResource Management.

IntheTertiaryLevel,theBachelorofScienceinAgriculture – the flagship program of the University,Bachelor in Secondary Education and Bachelor ofScience in Food Technology were accredited withLevel3,Phase2accreditation.TheBachelorofSciencein Agricultural Engineering is under Level 3, Phase 1.

During the accreditation, the Institutepresented the accomplishments of the Agriculture Program for the last 5 years in a 15-minute moviemakerforcritiquing,queryandsuggestions.TheDoctorofVeterinaryMedicinealsounderwentapreliminarysurveyandwasawardedtheCandidateStatus.

In Sipocot Campus, one (1) program, the BS in Industrial Technology,was applied for preliminarysurveyandwasalsograntedacandidatestatuswhiletheBSE & BEED programs are on-going Level 1 accredited and to comply with the minimum requirementsparticularlyalongcommunityextension.

In Calabanga Campus, the BEED, BSE, BSIT and ABEnglishprogramspassedLevel1AccreditationheldlastNovember22-26,2010.

STUDENT AFFAIRS & SERVICES

The students and the provision of quality educationareofprimeimportancetotheUniversity.Itisinthisregardthattheinstitutionprovidesqualitysupportandservicestocreateavibrantandsupportivelearning environment to its students.

Scholarship and Financial Assistance

To continue helping /extending aide todeserving students, the university continues topromote Scholarship grants & Financial assistance. For thisyear,a totalof40scholarshipprograms, fundedby the University and various government and private agencies,wereavailedby2,438deservingstudentsofthedifferentcampusesoftheUniversity.

Student Organizations

To enhance student learning, students are exposed to extra-curricular activities projected to helpdevelop students’ leadership, management capability as wellasdevelopstudents’inherenttalents.Extra-curricularactivitieswereinsupporttotheformationofthestudentstobecomeeffectiveandefficientgraduates.

For CY 2010, 42 student organizations wereaccredited by the University. Most of the organizationswere academic in nature with 20 organizationsaccredited,10werefraternitiesandsororities,4werecivicorganizations,2werereligiousand4organizationswereenvironment-oriented.

Five accredited organizations received variousawards in recognition of their valuable contributions tothewelfareofthestudentandtotheuniversityasawhole.The Society for the Advancement of Management in Agricultural Economics (SAMAE) received the Outstanding Academic Organization Award and Ecclesiastical Awardfor Service, Wranglers-Rodeo Club of the Philippines, Inc. (WRCPI) got the Outstanding Civic Organization Award,theOutstanding ReligiousOrganizationAward for ChristYoungAmbassadors(CYA),OutstandingFraternityAwardfor Alpha Phi Omega (APO) and Outstanding Environmental Organization Award for Campers, Researchers, EarthSaversandTrekkers(CREST).

Student Publication

For the undergraduate studies, The STATEANS, official student publication of CBSUA, serves as themeans for students’ self expression that provides opportunity in harnessing talents for literarywritingand journalistic creativity. Its objective is to providealternative medium for learning and an avenue forexpression and exercise of freedom of speech in assertinganddefendingtherightsandwelfareofthestudents.

They published 1 tabloid and 1 magazine for the 1st semester and 1 tabloid, 1 literary folio and 1 magazineforthe2ndsemester,atotalof5publicationoutputs for the SY 2010-2011. Aside from that, they conductedandattendedseveralSeminarWorkshopsoncampusjournalismlocallyandregionally.

They have also recruited new staffmembersaswellasre-organizedtheeditorialboard.Asidefromthat,with the efforts of their AdviserMs. ClaribelleC. Haber, all of the members of the editorial board receivedtheSchoolPublicationScholarship.Sports and Cultural Development

The University also fostered the physical well-beingof its students.As such, ithasconductedits annual Intramurals with literary and musicalcompetitions.IthasalsoparticipatedintheRegionalSCUAA Meet 2010 on November 8-12, 2010 at Bicol UniversitywhereCBSUAwasadjudgedthe1strunner-up in the overall standing among the 8 SUC’s in the region.

TheCBSUAPerformingArtsGuild(CPAG)wascreated to hone and develop talents of the students withpotentialsindancing,singingandacting.Theguildperformedinvariousin-and-offcampusactivitiesandwasinvitedtocompeteindifferentdanceandmusicalcontestsintheregionalandnationallevels.StudentHousingandDormitoryFacilities

The University provided safe and affordablehousingfacilitiestostudents.Asof2010,4dormitoriesnamely Our Lady of Lourdes, New Ladies, LRV, andRoco’s Scholar’s dormitory accommodated students from far-flung areas. These dormitories sheltereda totalof343and344students for the1stand2ndsemestersofSY2010-2011,respectively.

LIBRARY SERVICES

The University Library continuously updatesitscollectionstobetterserveitsclientele.Theschoolpurchased181titlesand201volumesofbooksforthisyearamountingto290,376.50.Othermaterialswereadded to thecollectionof the libraryasdonationsofthefollowing:

TheInternationalRiceResearchInstitute(IRRI):245copiesthroughtheeffortsofDr.CelyS.Binoya.

The VKV-VLV Foundation: 34 titles and 103volumes ofmagazines and journals for the faculty &students of Veterinary Medicine through Dr. Ed Celo.

Oklahoma State University donated 55 titles& 306 volumes of books, magazines & journals forreference materials of the students.

Dr.CiriloReyesdonated51titles&211volumesofbooks,magazines,&journals.

Individual faculty, staff&other government&privateagenciesalsodonatedbooks.

The automation program of the Librarycontinuouslyimprovesitsfeaturestosuittheneedsofthe library servicesaswellas togeneratedocumentspertainingtoaccreditation.

The LIBRO system developed by Mr. Romeo Sebastian of Miriam College was adopted by theUniversity as new software used in the library and isnowontheprocessofdatabanking.

E-LEARNING CENTER

In line with the growing adoption of theInformation and Communications Technology (ICT)inEducationandotherfieldsofscience,andlikewiseattuned to the goal of the University to providestudentswith access to advance technology anddigital information, the CBSUA-ICT provided thestudents with 24-hour internet students’ accessaccounts, consumablewithin 1 semester. Users canavailofthis internetaccessusingthewired-networkfacilities established in the University e-LearningCenterlocatedatthe2ndflooroftheUniversity-MainLibrary.

STUDENT AWARDS AND RECOGNITION

CBSUA students showed exemplaryperformance in the realm of research and development. This is mainly due to the culture of research not only to the faculty and staff but alsoto its students. The University had employed the faculty-student partnership to enhance student participationinResearchandDevelopmentactivities.Manystudentshavereceivedawardsandrecognitionin academic and non-academic such as cultural and sportscompetitionsinstitutionally,locally,nationally,regionallyandeveninternationally.

FACULTY & STAFF DEVELOPMENT

TheUniversityembarkedonvariousendeavorsgearedtowardtheimprovementofhumanresources.Ithasdevelopedandimplementedpolicies,reviewedperformanceevaluationsystemandfacultyworkloadguidelines, implemented the National BudgetCircular-461, carried out scholarship programs,and conducted trainings for faculty and other staffdevelopmentactivities.

Faculty Scholarships

In linewith itsprogramof strengthening thecompetenciesandcapabilitiesoffacultyandstaff,theUniversityprovidedscholarshipto48facultymembers.Thirty (30) of them are takingMA/MS degrees andeighteen(18)aretakingDoctor’sdegreesindifferentuniversitieshereandabroad.

Otherfacultymembers(19)weregrantedpart-time scholarships while they are on active service.Some other 19 faculty members who are takingGraduate studies availed of P 20,000.00 or P30,000.0 asThesisorDissertationsupportfromtheUniversity,respectively.

Faculty Assistance

As one of the mandates in the teaching profession, especially of those with Professor &AssociateProfessorranks,researchesthatarefundedby different government & privates agencies wereconducted.

Intheinternationalarenaofsports,JuanPantila,Jr., a consistent Regional SCUAA gold medalist in swimmingwasoneoftherepresentativesofCamarinesSurintheIRONMAN70.3AsiaPacificChampionshipsonDecember5,2010heldatPhuket,Thailand.

Faculty Attendance to International, National and Local Trainings, Seminars and Conferences

To improve the quality of service of the faculty, the university sent them to various trainings, seminars, workshops&conferencesaswaysofenhancingtheircompetencies, skills & capabilities. 359 (85.48%) ofthem attended local/regional trainings, 53 (12.62%)attended national trainings and 8 (1.90%) attendedInternationaltrainingsconductedabroad.

The CBSUA has a total of 280 faculty members fromall4campusesasofSY2010-2011.TheMainCampus in Pili had the most number of faculty members comprisingabout65.36%(183)followedbySipocot&CalabangaCampuseshaving19.64%(55)&15%(42),respectively.

Profile by Educational Attainment

CBSUA has a total of 280 faculty members distributed to thedifferentdepartmentsandoffices.Ofthesefacultymembers,50.36%or141havetheirMA/MS degrees and 15.71 % or 44 have Doctor’sdegrees.Graduateandpostgraduatedegreeswereobtainedfromdifferentuniversitieshereandabroad.Theremaining33.93%or95areBA/BSdegreeholderswith varied specializations. However,withNBC 4614thcycle&5thcycleevaluationswhicharestillontheprocess of implementation, the ranks of faculty areexpected to rise. (Table 7)

Moreover, due to the increase in enrollees and high demands in teaching the different fields ofspecialization,atotalof68part-timefacultymemberswereappointedtothedifferentinstitutesand2visitingprofessors to the Graduate Studies.

Of the 280 faculty members, there are 123 (42.22%)Instructors,102(37.41%)AssistantProfessors,41 (15.19%) Associate Professors and 14 (5.19%)ProfessorsdistributedtothedifferentcampusesoftheUniversity. (Table 8)

GENERATING KNOWLEDGE AND TECHNOLOGIES THROUGH RESEARCH AND

DEVELOPMENT

Packaging of R & D Proposals The Research Services Division sponsored a workshopseriesforthepackagingofR&DproposalsontheprioritycommoditiesoftheuniversityfromJanuary21-February 3, 2010. This was attended by facultymembers from the various institutes/ departmentsofthedifferentcampusesoftheuniversity.The

primarypurposeoftheworkshopwasdepartmentsofthedifferentcampusesof theuniversity.Theprimarypurposeoftheworkshopwastoproducemarket-drivenandneeds-basedprogramproposalsforthefifteen(15) identified priority commodities, namely: pili,organic vegetables, organic rice, malunggay, cassava, cacao,tigergrass,bamboo,sweetsorghum,dairy,smallruminants,organicswine,forage,pastureandclimatechange.Asanoutputoftheworkshop,theproblems/issues/gaps and researchable areas for each commodity wereidentified.

Evaluation of R & D Proposals Research and Development proposals prepared by the faculty members are evaluated by the members of Technical Working Group to assess thetechnicalmerit,relevanceandfinancialviabilityoftheproposed studies.

Reflectingstrongresearchoutput,theuniversityhadfifteen(15)completedandfifty-eight(58)on-goingresearches (Figure 7). Among the completed studies, thirteen (13) were from the Main Campus and two(2) fromCalabangaCampus.Majorityof theon-goingresearcheswere conducted at theMain Campus (49)and the rest were done in Sipocot Campus (3), andCalabangaCampus(6). TheresearcheswereclassifiedaccordingtotheS&T categories of the DOST (Figure 8). Sixty-three percent (63%) or forty-six (46)researches were on the Natural Sciences categorywhich included Crops& Crop Protection (31), Animal& Fisheries (7), and Biodiversity & Environmental Management(8).Thirty-threepercent(33%)or24wereclassifiedunderSocioEconomics,Education&ExtensionServices,andfourpercent(4%)or3researcheswereunder the Engineering and Industrial Technology.

Profile of Faculty - Researchers Figure 9 shows that a total of eighty (80)competent and seasoned faculty-researchers of the University conducted researches in 2010. Twenty-six (26)or32.5%of theseresearcherswere fromtheInstitute of Agricultural Sciences and EnvironmentalManagement. The rest came from the Graduate School (12or15%),CalabangaCampus(11or13.75%),InstituteofEconomicsandManagement(6or7.5%),InstituteofDevelopmentEducation(5or6.25%),SipocotCampus(5or6.25%),InstituteofArtsandSciences(9or11.25%),Instituteof Engineering and Technology (3 or 3.75%)andInstituteofVeterinaryMedicine(2or2.5%). From these 80 faculty-researchers, 22 are holding Instructorpositions,26areAssistantProfessors,22are Associate Professors and 10 are Professors (Figure 10). Figure 8. MONITORING AND EVALUATION ACTIVITIES As part of the monitoring and evaluationof research projects, the Division conducted fieldmonitoringandannualin-housereview,andcoordinatedtheparticipationofselectedresearcherstothe

regional symposium on R&D highlights. Aside from these, regular submission of reports were done byresearchers. Field Monitoring Field monitoring/ assessment of on-going R&D projects was conducted last April 19-22, 2010. Thisactivityaimedtoevaluatetheprogressoftheprojectsand provide recommendations to improve projectimplementation.Italsoservedasapreliminaryreviewto identifyprojects for inclusion inthe2010Research& Development Project Review and InformationDissemination.Aspartoftheactivity,theresearchstaff conducted a consultationworkshopwith facultymembers of the Pasacao Campus to encourage them to conduct research. Atotaloffifteen(15)projectsweremonitoredattheMainCampus,four(4)attheCalabangaCampusandthree (3) at the Sipocot Campus. The team of evaluators was composed of Dr. Roman N. Bucad (chairman),Prof. Joel L. Batanes, Dr. Fe B. Perlas, Dr. Carmelita N. Cervantes, Prof. Ma. Teresa B. Lirag, Prof. Josephine F. Cruz, and Prof. Russell Rosalinda F. Rastrullo.

The 23rd In-House Research and Development Project Review and Information Dissemination(IRDPRID)wasconductedonJune15-16,2010.Theactivityaimedtoevaluateon-goingandcompletedR&Dprojectsoffaculty-researchers.

On Day 1, there were presentation andevaluation of completed researches and specialpresentation of the winning papers during theInternational Conference on Higher EducationResearch:Utilization,ExperienceandDiscovery.Theevaluationofon-goingresearcheswasdoneonDay2. The activity was composed of an oralpresentation and a poster competition. The oralpresentation consisted of two categories: SessionI-Natural Sciences & Biodiversity and Session II- Socio-Economics, Education, Industrial Technology& Extension Services. The oral presentation on aper study basis was conducted simultaneously atC.N. Divinagracia Hall and KnowledgeManagementCenter.Thereweretwenty(20)on-goingresearchesandtwenty(20)completedresearchespresentedfororal presentation. Knowledge Promotion From the different activities and researchoutputs of the Research Services Division, numerous information materials had been developed fordissemination. The publications show the immensecapabilities of the University to lead researches onrelevant topics and issues. Science Excellence Award Competition The 23rd Annual Competition for the ScienceExcellenceAwardwasconductedonMarch19,2010attheCiriaco N. Divinagracia Hall, CBSUA, Pili, Camarines Sur. A totaloftwenty(20)graduatingstudentsfromtheInstitutesof Engineering and Technology, Veterinary Medicine, Economics and Management and Agricultural Sciences and Environmental Management participated in the saidcompetitionwithnine(9)researcherscompetingintheoralpresentation and eleven (11) students competing in theposter category. The research papers were reviewed andevaluated intermsofsignificanceoffindings,methodologyandpresentationwhileposterswereevaluatedaccordingtocontent,appearance,creativityandclarity.Thewinnerswereawardedcashprizesandcertificatesofrecognition(Table17and Table 18).

Most of the newly-acquired publicationswere books, newsletter and journals from variousgovernment agencies such as Philippine Rice Research Institute (PhilRice), Philippine Council forAgriculture Resources Research and Development (PCARDD), Department of Agriculture RFU V, and other line agencies (Figure 11).

Eighty-seven percent (87%) of the clientsof the Scientific Literature Services/KnowledgeManagementCenterwerestudentsofthedifferentInstitutesoftheUniversity,eightpercent(8%)wereresearchers from other agencies and five percent(5%) were faculty-researchers of the University(Figure 12).

Soil and Water Research Laboratory The Soil and Water Research Laboratory continued to serve students, researchers, extensionagents,farmer-clientsandotheracademicinstitutionstohelppropeldevelopmentintheBicolRegion.Itsmajortasks include the following: to conduct soil andwateranalyses for appropriate recommendation, undertakebasicresearchonsoilandwaterandtoprovidetechnicalassistance on proper soil and water management.Likewise,ithopestoestablishadatabaseonlocation-mapping, soil and water chemical characteristics andcoordinate with other laboratories regarding systemsand procedures. For CY 2010, due to repair of facilities andequipment,itonlyaccumulatedanincomeamountingtoPhp7,450.00fromtheavailableservices(Table22).

Tissue Culture Laboratory The Tissue Culture Laboratory is a development-orientedfacilitywhichaimstodevelopplantpropagationtechnology through tissue culture. For this year, itcontinuedtoprovidetechnicalassistancetostudentsandfaculty-researchers of the University. It has served a total of 276 students, mostly majoring in food technology,animal science, agronomy and environmental science. It hasalsoproducedandmaintainedplantletsofmakapuno(20inthecultureroomand8inthenursery),orchids(5bottles in the culture room), lakatan (8 bottles in thecultureroom),andmalunggay(40vialsand20bottles,inthe culture room).

CBSUA-PAGASA-PCARRD Weather Station For CY 2010, the CBSUA-PAGASA-PCARRD Weather Complex conducted its routinary observation, datarecording and preparation of reports. It also preparedand disseminated weather forecasts to different radiostationsinBicolRegionandtoend-users.Italsoconductedlecturesontheuseofinstruments,weatherforecasting,climatechangeandglobalwarmingissuesandhadgiventechnical assistance to students, faculty members of the University, as well as to various schools, governmentagenciesandprivateinstitutions.

GIVING BACK TO THE COMMUNITY

The University streamlined it Extension Service Programs to develop extension delivery models for theeffectivetransferofappropriatetechnologies inagriculture and industrial technology. Participatorydevelopment and tactical planning workshops anda series of consultations were made to define thedirectionandidentifyappropriateprograms.

EXTENSION MODALITIES IMPLEMENTED

Techno Gabay Program

The Techno Gabay Program (TGP) is a modality developed by PCARRD and is being implemented by BCARDD member institutions, including CBSUA tobring science-based information and technologyservices to end-users in the agriculture, forestry and natural resources (AFNR) sectors.

To deliver its mandate, the TGP is framed with four interrelated modalities: the Farmer’s

information and Technology Services (FITS); Farmer-Scientist Bureau (FSB) or Magsasaka Siyentista (MS);Information, Education and Communication (IEC)strategies; and Information and CommunicationsTechnology (ICT).

The CBSUA, as partner member agency, aims tofillthegapforasustainedsupplyofresearch-basedinformation and technical support to FITS Centers. Italso aims to strengthen capability of FITS centers by enhancing Research and Extension services through its pool of experts.

For 2010, the University through the Extension Services Division, succeeded in establishing additionalseven (7) FITS centers in the province of Camarines Sur. Currently,CBSUAisnowmanagingten(10)FITSCenters.FITS Center launching activities include Orientationof FITS-TGP as an extension modality, signing of the MemorandumofAgreementbetweenPCARRD,BCARRD,CBSUA and the concerned LGU and technology forum.

Launching activities were participated in by BCARRDofficials,CBSUAofficials,LGUOfficialsandstaffandthefarmers. The Municipal Agriculturists or Municipal Agricultural Officers of the concerned LGUs serve asFITS Center Managers. Each Center has a designated Magsasaka Siyentista (MS) selected from amongthe progressive farmer-clients of the municipality to model a science and technology-based farm project which showcase beneficial agriculturaltechnologies of the chosen focus-commodity to other farmers. Of the seven (7) FITS Center launched in 2010, five (5) has already designated its MS.

Rainforestation Cum Livelihood Program

TheRainforestationProgramentitled“Mt.AsogRainforestation Program: A Showcase of SilvopastureModel in IrigaCity” isanextensionmodality craftedby the CBSUA through its Extension Services in close collaboration with the Graduate School and otherinstitutes of the university. It is funded through theNEDA-PEP. This is a complementary project to theon-going rainforestation initiative of LGU Iriga inMt.Asog. The goal is to rehabilitate and protect the forest ecosystemofMt.Asog,atthesametimeaddressthelivelihoodneedsofthefarmerslivingwithinitscriticalslopes.Theprojecthasthesemajorcomponents:treenurseryandplantationestablishmentandprovisionoflivelihoodsupportforabacaproductionforhandicraft-makingandbreedergoat-raisingformilkandchevon.

A total of thirteen (13) families/ farmer-cooperators from four (4) barangays of Iriga City,namely: San Nicolas, Sta. Elena, Sto. Domingo and Santiago, are involved in the program. Each farmer-benefactor is engaged in developing a 2-hectare rainforestationsitewithintheirrespectivefarms.Theyare also recipients of the livelihood support for abaca andgoatproduction.

For2010,thefollowingmajoraccomplishmentswererealizedinpartnershipwiththelocalgovernmentof Iriga City:

Awarded 24 pregnant does and 4 bucks to the•farmer-cooperatorsoftheproject.Firstbatchwasdistributed on March 29, 2010 and the last batch wasdeliveredinJuly2010.Eachbarangayreceivedanallocationof1buckand6does.ConductedtheAbacaProductionTrainingforthe•farmer-cooperators in July 2010 at Sta. Elena, Iriga City(Table9)inpartnershipwiththeFiberIndustryDevelopmentAuthorityofficeinCamarinesSurDistributed 5.400 abaca suckers to farmer-•cooperators in July 2010.Distributed240bagsoforganicfertilizerforabaca•lastAugust6and9,2010.Distributed feeds and biologics for goats from April •to August 2010.Established the rainforestation farms of the•farmers-cooperators from July to December 2010.

Regular coordination and relevant activitieswere also conducted. Worth mentioning were theperiodic meetings of the project team with IrigaCity Mayor Madeleine Alfelor-Gazmen and City Agriculturist Edwin Lapuz on March 12 and 29,2010todiscussproject updatesandcounterparts.AnothermeetingbetweentheprojectteamandLGU-Iriga represented by the City Agriculturist and City PlanningandDevelopmentOfficerwasheldinAugust25,2010 for regularupdatingofprojectactivities.AmonitoringvisitwasconductedontheabacaandgoatcomponentslastNovember5,2010.

Updates and initial data on the survival andmortality of goats were gathered from the farmercooperatorsandbarangayofficialsinterviewedduringthevisit.Itwasreportedthatonly1buckisremainingoutof4bucksdispersedand16doesoutof24.Therearealso19survivingkids.Thepresentnumberofgoatstocksis36.

After the monitoring visit, a meeting withthe City Veterinarian and City Agriculturist was heldto follow up the cause of death and the necropsyreportsofdeadstocks.Asreported,themajorcauseofmortalitywas the heavy rains between August toDecember 2010.

Bayan – Anihan Project

TheBayan-Anihan(BA)isaGawadKalinga(GK)initiated project aiming to eradicate hunger and toempowerthepoorthroughfoodsecurity.Duringthefirstnationalroll-outofBayanAnihanin2009,CBSUAwastappedastheacademepartnerintheimplementationoftheprojectinthedifferentGKVillagesinCamarinesSur. Sincethen,CBSUAhadbeenactively involvedinBA through the InstituteofAgricultural Sciences andEnvironmental Management (IASEM) as one of its extension delivery services.

Farmer-cooperators and their families during the establishment of the rainforestation farms

For 2010, the university continued toprovide trainings to GK sites through the IASEMand the Extension Services Division (ESD). IASEM faculty and students conducted the re-training of householdsabouttheBAprograminallGKVillagesin the province of Camarines Sur (Table 9). Coaching on the methods of crop management in terms of pest controlandfertilizermanagementwereprovidedonce the gardens had been established. Aside from this,othertrainingstoprovidealternativelivelihoodtowomenintheGKsiteswereprovidedliketrainingonpreparingdishwashingliquid,fabricconditioner,andpowdersoap.AfacultyIn-chargewasassignedineachGKVillage.

During the second national roll-out of theproject in2010,additionalsitesoutsideof theGKvillageswereidentifiedintheprovince.AstheSUCrepresentative in the Bayan Anihan Power 5, theUniversity was again tapped to provide technicaland training assistance.

Initialactivitiesconductedduringthesecondroll-outwere two trainings conducted in July 2010:theBAPower5 Trainingheldon July 9-10, 2010atCND Hall, CBSUA and the BA Trainers’ Training in July 11, 2010 at Albay PDCC Conference Hall, Legaspi City. ThelatterwasforthepoolofdeputizedBATrainersinBicolwhichincludeselectedtrainersfromtheUniversity.Afterthese,aseriesofcommunitytrainings on BA Technology for the new sites weresuccessively conducted by the IASEM and ESD.

Barangay Sisterhood

The project “Transcending Poverty andViolence Through Barangay Sisterhood and GAD Sourcing” was implemented since 2006 by theUniversity in partnership with the UP Center forWomen Studies Foundation, Inc., (UPCWSFI), thePhilippine – Australia Community Assistance Program (PACAP), and the LGUs of Del Gallego and Pili.

Theprojectaimedatcapacitatingwomenwhoare victimsof violence --mentally, emotionally andeconomically--forthemtomakeinformeddecisionsin copingwith violence. The project has twomajorcomponents – Capacity building through trainings/seminars, and Livelihood development.

Asaresultoftheintervention,therecipientswereorganizedintowomen’scooperatives:SICOMAor Sinuknipan-ComadaycadayWomen’s Cooperativein Del Gallego and SCILCO or Santiago CommunityInvolvementonLivelihoodCooperativeinPili,bothinCamarinesSur.Thecooperativeswerecapacitatedtomanagetheirownlivelihoodprojectswhichwereputupfromtheseedmoneyprovidedbytheproject.

Despite project termination in 2008, theUniversity continued providing technical assistancetothesecooperatives.Asasustainabilitymechanism,theprojectwasinstitutionalizedbytheUniversityGADProgramin2009. Thereafter,throughtheGraduateSchool,continuingeducationactivitieswereprovidedto increase the groups’ capabilities in cooperativemanagement. The status of the cooperatives iscontinuouslymonitored.

In August 2010, CBSUA facilitated a meetingof these cooperatives with their respective local chiefexecutives. Ameetingbetween theMayor of Pili andSCILCO was held in August 9, 2010. The mayor wasupdated on the status of the cooperative and theassistance needed by the cooperative to sustain itsproject.TheLocalChiefExecutivecommittedtoprovidea small area in the Pili Public Market to serve as adisplaycenterofproductsofSCILCOaswellassupportthe expansion ofmarket of the coop’s handicrafts likeinvolving them in trade fairs and similar commercial activities.Themeetingwasattendedby30participants;24femalesand6males.

AnothermeetingwasheldwiththeDelGallegoMayor and SICOMA on August 11, 2010. The Local Chief Executive gave her commitment to strengthentheGender andDevelopment (GAD) activities in hermunicipality. For a start, a training on GAD Planning andBudgetingwasrequestedfortheproperutilizationof the municipal GAD Fund. Fourteen (14) femaleparticipantsattendedthemeeting.

Forthecontinuousoperationofthesewomen’scooperatives, the Graduate School made them as asocial laboratory of its students takingmasteral anddoctoral degrees. In August 21, 2010, the SCILCO PlanningMeetingwasfacilitatedbyselectedGraduateStudents. It was participated in by 16males and 30females. The Graduate School supports the two (2)womencooperativesinmakingsmallbusinessplansforlivelihoodandotherincomegeneratingopportunities.

TECHNOLOGY PACKAGING AND TRANSFER

Popularizationofmaturetechnologiesinvariousforms like print, broadcast, techno fora, and otherstrategiescreategreaterawarenessandinterestaboutthe technologies among clients and has been proven through time to be an effective tool in technologytransfer.TheExtensionServicesDivisionoptimizedtheuse of these popularized media strategies.

Radio Program

Agrikultura asin Iba Pa: Aramon ta! is aspecialized magazine-type radio program offered byCentral Bicol State University of Agriculture and aired liveeverySaturdayandSundayfrom5:00to6:00a.m.bytheBicolBroadcastingSystem-DWLV.Itsformatisdivided into four segments namely: Agri-Bareta, Agri-Kaaraman,Agri-Forum,andAgri-Sikat.Itishostedbyanextensionstaffwithmembersofthefaculty.

Agri-Baretaisa15-minutesegmentthatgivesinformation on different agricultural-related news orevents–local,nationalorinternational–thathappenedduring the week and can affect Bicol’s agriculturalsector. Selected students from CBSUA served as side correspondents/reporters.

Agri-Sikat is a special portion withinAgri-Bareta which features Filipino and Bicolanofarmers, agriculturists, scientists, technologists, and

entrepreneurs, etc. who have developed andadopted technologies that significantly contributedto agricultural development. This comes in the form of newsorrecordedtestimonial.

Agri-Kaaraman is a 5-minute segment whichtackles new information, trivia and interestingagriculturalpracticesinandoutsideofthecountry.

Agri-Forum is a 25-minute segment thatcovers specific topics about agriculture technologiesappropriate inBicolaswellasother informationthatcansignificantlyaffecttheregion’sagriculturesector.It followedasyllabuswhichwasdevelopedbasedonidentifiedtrainingneedsofBicolanofarmers.Itincludesanin-depthdiscussionofachosentopicwithanexpertfrom CBSUA and other agencies and organizationsserving as resource persons.

Education and Training Programs

TheContinuingEducationandTrainingProgramcoversthedisseminationanddiffusionofappropriatetechnologiesandinformationtoclientsthroughshorttermtrainingsandcourses,technologydemonstrationand non-formal education. The strategy primarilyintendstoenhancetheknowledgeandskillsoffarmersabout farming and other livelihood technologies.

Continuing education and training activitieswereeitherinitiatedbytheExtensionServicesDivisionorbyaninstituteorcampus.Eachinstitute/campushasitsownextensionactivitieswhichareparticipatedin by the faculty members and students.

Activitiesunder theprogramare categorizedintoagriculturetechnology,vocationalandtechnical,and professional development trainings.

Extension faculty members and staff werealso able to participate in various activities wheretheyperformedvariedtasksfrombeingaparticipant,resourcespeaker,facilitator,documenterorobserver.Whateverroletheycarriedout,theyattainedthedualpurpose of effective delivery of extension serviceswhile they constantly enhance their capability asextensionists.

Theactivitiesreportedinthissectionincludedonly those organized by the various Institutesor campuses and partner-organizations of theUniversity.

TECHNICAL EXPERT SERVICES AND SPECIAL PROJECTS

SPECIAL PROJECTS

1. Collaborative Research, Development and Extension Service (CRDES)

TheCRDESprogramisacollaborativeendeavorwithUPLBthatwasstartedinthelastquarterof2009.The Memorandum of Agreement between RegionalPartners was finally signed on February 9, 2010 atVilla Caceres Hotel, Naga City. The signatories werethe CBSUA, Camarines Norte State College, Sorsogon State College, Bicol University, the Provincial LGUs of Camarines Sur, Camarines Norte, Sorsogon and Albay, UPLB,DA-BAR,andDA-RFU5.Asoneoftheprogram’sregional partners, CBSUA is tasked to monitor andevaluatethesitesandtoprovidetechnicalexpertisetotheprojectpartnersandcooperatingfarmers.TechnicalexpertsfromthevariousinstitutesoftheUniversityhavebeenpooledforthesetasks.

At its initial phase, the program focused onFIELDS–fertilizers, irrigation,extension,Loans,Dryers,and Seeds support services of DA – implementationassessment, Quick Response Studies and TechnologyDemonstration.

The Quick Response Studies was conducteduntil July 2010 and involved focus group discussionsand key informants interview of key players in theimplementation of FIELDS. The respondents includedfarmers, seed growers and representatives from theProvincialAgricultureOffice,NFA,DA,andNIA,amongothers. The assessment surfaced the problems that theymetinthedeliveryofthedifferentprogramcomponents relevant to agricultural productionprocess.

Technology Piloting at CBSUA. The seedproductioncomponentusingtheBalancedFertilizationTechnologywasestablishedinaone-hectarefarminsidethe CBSUAMain Campuswith Prof. Felipe Laynesa ofIASEMservingastheProjectIn-Charge.Seedproductionaimed to augment the availability of good quality seeds for farmers. The farm was established in September2010.

The farm inputs and other production costwere provided by the CRDES program on its firstphase. Thefirst cyclewas harvested lastDecember2010 with a yield of 60 cavans per hectare. Lowyieldwas due to heavy rains and extremeweatherconditionthatresultedtolodgingofstandingcrop.Acorresponding25%schoolsharewasremittedtotheProductionDivisionandtheincomederivedfromtheSeedproductionprojectwasusedforthesucceedingcropping season.

Monitoring and evaluation of the sixtechnology demonstration farms for rice in Nabua,CamarinesSurwereregularlyconducted.Thesefarmswereestablished laterpartof2009 todemonstratemature technologies developed by CRDES partner agencies aswell as to determine themost suitablerice farming technology in the province. Technologies demonstratedwereorganicrice,balancedfertilizationand nutrient manager. Progress of the techno-demos were regularly conducted and concerns ofthefarmer-cooperatorssuchaspestinfestationsandgermination problems were addressed. Harvestingof the individual techno-demo farms in differentsitesstartedinMarch2010andcontinueduntilApril2010.Cropcutsamplingforthecomputationoftheestimatedyieldperhectarewasdoneineachofthesites.Documentationoftheindividualfarmswasalsocarried out.

Mapping of the location of farms of the60 respondents using the Geographic InformationSystem(GIS)fortheBaselineSurveywascompletedin June 2010.

Another major activity realized was theProvincial round table discussion held last July 13, 2010 wheretheFIELDSassessmentresultwaspresented.Validation of the resultwas also carried out duringtheactivity.Participants included representativesoftheidentifiedkeyplayers.Theresultofthefirstphaseserved as the basis for planning the second year of implementationwheretheprogrammanagementre-focuseditsprojectcomponents.

The DA-RFU 5 through the Bicol IntegratedAgricultural Research Center facilitated the conduct oftheTrainingworkshoponUpdatingtheProvincialRiceSituationerofBicolRegionwhichisthePhaseIoftheProvincialRice Self SufficiencyRe-Planning. The

trainingwasconductedlastDecember16-19,2010attheVillaCaceresHotel,MagsaysayAvenue,NagaCity.ItwasattendedbyResearchandExtensioncoordinators fromthe7SUCsofBicolRegion,6ProvincialLocalGovernmentUnits(PLGUs)thrutheOfficeoftheProvincialAgriculturist(OPAg) and some selected Municipal Local Government Units (MLGUs). Being a partner SUC situated in Camarines Sur, CBSUA Research and Extension coordinators helped inupdatingthecurrentsituationofthericeindustryinthe Region. The second phase (Re-Planning phase) of this activitywasscheduledonthefollowingyear.

2. Dairy Enterprise Development

Generally, the Technical Assistance Program aims to develop and to enhance the capability of the Alliance/FederationofDairyProducersinCamarinesSursoastobeabletomanagetheircooperatives,enhancetheir entrepreneurial competencies, and enhance their technical competence in dairy product development and marketing.

The Carabao-based Enterprise Development: Technical Training on Care and Management on Dairy Carabao was conducted from January 25-26, 2010 atthe CBSUA Training Center. Experts from the Philippine Carabao Center served as resource persons. The benchmark study on the socio-economicconditions of the recipients and non-recipients of theDairyBuffaloProjectwasconductedinFebruary2010inPiliandSipocot,CamarinesSurwhichwerethechosenareas in the province for project implementation. ThebenchmarkreportwassubmittedtoPCCinApril2010.

3. Disaster Risk Management

SincetheUniversitypioneeredtheofferingoftheMasterofScienceinDisasterRiskManagementinJune2008,partnershipshavebeenestablishedwithvariousorganizations in the forefontofdisaster risk reductionand management work locally and internationally.Partnerships are with the Center for DisasterPreparedness – Training and learning Circles, UNDP South-SouthCooperation,AsianDisasterPreparednessCenter, the International Research and DevelopmentCenterandUNFoodandAgricultureOrganizationhavebeendeveloped.LocalpartnershipswerealsodevelopedparticluarlywiththeTyphoonPreparednessCenter,LGU–Labo,Calabanga,Buhi,forInitiativesandResearchonClimateChangeAdaptation(CIRCA),PhilVolcs,andDA-RFU V among others.

Throughthesepartnerships,theUniversitywasable to participate in various trainings, workshops,symposiumandforaonCommunityBasedDisasterRiskManagement (CBDRM) in the Philippines and abroad. In April,theUniversitywasrepresentedinthe2ndSouth– South Citizenry Based Development Academy onCommunityBasedDisasterRiskReductionheldinBandaAceh,Sumatra,IndonesialastApril4-12,2010bynolessthan theUniversity President Atty.Marito T. BernalestogetherwiththeExtensionDirectorDr.CelyS.Binoya.With their participation, the University committed tohost the 3rd Academy to sustain the process of learning. InNovember22-26,2010,CBSUAorganizedandhostedthe 3rd South – South Citizenry Based DevelopmentAcademywiththetheme“HarmonizationofDisasterRiskReductionandClimateChangeAdaptationattheLocalandCommunityLevel”.Itwasrealizedincollaborationwith UNDP-Special Unit for South-South Cooperationin Bangkok, Thailand; the International DevelopmentResearch Centre (IDRC) in Singapore, and Center for Disaster Preparedness - Training and Learning Circle in UP Diliman, Philippines, and other partners. The 3rdSS-CBDAwasattendedby116participantscomingfrom the countriesofMalaysia,Thailand,Pakistan,India, Maldives, Malta, Bangladesh, Canada and the Philippines. The University has also organized several other trainings and seminars on DRR and CCA and implementedthroughtheUN-FAOProjectandGAD.

4. Strengthening Capacities for Climate Risk Management and Disaster Preparedness in the Philippines (Bicol)

Strengthening Capacities for Climate RiskManagement and Disaster Preparedness in the Philippines (Bicol) is being carried out by the University in partnershipwiththeFoodandAgricultureOrganizationof the UN, Department of Agriculture, PAGASA and BicolUniversity.UponapprovaloftheAdministrativeCouncilandtheBOT,aLetterofAgreement(LOA)wassigned by the President in October 2009. This LOA flowed inanamountofPhp932,000 to theCollegethrough the CBSUA Development Organization Inc.,the NGO arm of the University.

Based on the LOA, CBSUA shall assist in the projectduringaperiodof20monthsuponsigningin.ThetasksofCBSUAincludethefollowing:a)carryoutanin-depthSituationAssessmentincludingastudyoftheDisasterRiskManagement (DRM) system in theBicolRegionwitha specific focuson theagriculturesectorpoliciesandorganizationsintheselectedprojectprovincesandpilotmunicipalities;b)delivertrainingfor provincial and municipal level DA technicians and disaster coordinating councils on concepts andapproaches of DRR, including operational aspectsfor natural hazard (typhoons, flood and drought,landslides) risk prevention, impact mitigation andpreparednessmeasuresintheagriculturalsectors;c)guide the preparation process ofmunicipality DRRplans for the agriculture andfishery sectors, andd)advise on gender mainstreaming into the overall process of project implementation and projectproducts.Theproject is serving threeLGUs in threeselected provinces in Bicol, namely: Buhi for Camarines Sur, Guinobatan for Albay and Gubat for Sorsogon.

For 2010, the University organized and conductedthefollowingtrainingstotheprojectpartnersand recipients: Early Warning Systems, Damage and Needs Assessment and Community-Based Disaster Risk Management last February 9 -13 and GenderIntegrationandHarmonizationinDRMlastMarch10-11. Dr. Cely S. Binoya and Prof. Petronilo Muñez served asresourcespeakersofthesetrainings.TheProjectalsoorganizedtheDisasterRiskReductionQuickResponseTeam (DRRQRT) for the extension activities of theproject. The team is headedby Prof. Rita TalaywithProf. Ligaya Tango, Prof. Flordeliza Valenzuela and Dr. Yolanda Agawa as sub-team Coordinators for Albay,SorsogonandCamarinesSurareas,respectively.SeriesofbarangayandmunicipalStrategicPlanningWorkshopson IntegratingDRM inAgricultureandFisherieswereconducted in the threeproject sites fromOctober13to 15, 2010 with FAO Consultant Dr. Satendra Singhas Consultant, and Prof. Petronilo Muñez and Dr. Cely Binoya as local resource persons and the DRRQRT members as facilitators. The sameworkshop, but attheregional level,wasconducted lastOctober19-20,2010 at Macagang Resort in Nabua, Camarines Sur. All trainings were implemented in partnership with theExtension Services Division.

LINKAGE DEVELOPMENT AND CONSULTANCY SERVICE

Various linkages established and developed inthe previous years by the Extension Services Division that benefitteddirectly theUniversityhavebeennurturedand sustained while new linkages and partnershipswerealsofoundedin2010.

Somenewlinkageswere initiallybuilt throughtheseminars,conferencesandotheractivitieswheretheUniversity through the Extension Services Division, had beeninvitedorrepresented.AmongthemarewiththeAsianDisasterPreparednessCenterwhentheUniversityparticipatedintheevaluationoftheaccomplishmentsoftheCBDRM–TLCand intheNationalConsultationonthePartnershipandResourceMobilizationStrategyfor the ASEAN Agreement on Disaster Management and EmergencyResponse(AADMER)DraftWorkProgrammefor2010-2015;andwiththeCongressionalCommissionon Science and Technology and Engineering (COMSTE) during the Climate Change Adaptation Conference2010. Other partners in extension service are the variousinstitutesandcampusesoftheUniversity.

EXTENSION ACTIVITIES OF OTHER INSTITUTES ANDOFFICES

TheinstitutesoftheUniversityalsoinitiatedtheirownextensionactivitiesincoordinationwiththeUniversityExtension Service. This is an approach to ensure that the interplay,complementationandharmoniousbalanceofthe fourmandated functionsof instruction, research,extensionandproductionarewellarticulated in theiroperation.TheDeanoftheInstituteistheDesignatedExtension Coordinator.

In2010,thedifferentInstitutesoftheUniversityhadconductedseveralextensionactivities.TheInstituteofDevelopmentEducationspearheaded9,InstituteofArts and Scienceshad2, Instituteof Engineering andTechnologyFoodTechnologyDepartmenthad7whileEngineering had 15. Institute of Agricultural SciencesandEnvironmentalManagement,InstituteofEconomicsandManagementandInstituteofVeterinaryMedicinehad7extensionactivities.

The other three campuseswere also active inpursuing extension activities. Sipocot and Calabangainitiated5whilePasacaohad8extensionactivities.

The IASEM, through its Crop Science Department, servedasthefocalinstituteintheengagementoftheUniversityasthepartnerSUCofGawadKalingaintheimplementation of the Bayan Anihan Program in theprovince of Camarines Sur. Selected faculty members served as Faculty In-Charge of Bayan-Anihan farms in both GK and non-GK sites. They provided technicalexpertiseas resourcepersonsduring trainingsaswellas in the monitoring of the BA Farms.

The IEM was the lead institute in theimplementation of the Rural Micro EnterprisePromotionProject(RuMEPP)whichwasfundedbytheDepartment of Trade and Industry. All faculty members oftheinstitutewereinvolvedintheimplementationoftheactivities

The Graduate School conducted extension activitiesparticipatedinbyregularandaffiliatefacultymembers and students. Each curricular offering hasits own extension activity. The Doctors andMastersProgramsinAgriculturehaveitsownextensionbannerprogram the ”Adopt a Mountain” with MT AsogRainforestationCumLivelihoodastheextensionarea.

The Doctors and Masters Programs in Development Education and Agricultural Extensionand Education, have the ”Adopt A School” programwithBulaNationalHighSchool,RodriguezHighSchoolandStaClaraCollegeasextensionsites,respectively.The MS in Resouce Management, on the other hand hasits”AdoptACooperative/Women’sOrganization”programwithSantiago,PiliandDelGallego,CamarinesSur as extension sites.

Forthe”AdoptASchool”program,aseminarworkshop on Teaching Methodologies: ICT-basedInstructionwas conducted lastOctober 28-29, 2010forhighschoolteachersofBulaNationalHighSchoolin Bula, Camarines Sur.

ENHANCING PRODUCTIVITY TOWARDS EXCELLENCE

The University Production andEntrepreneurship Division (PED) is tasked withthe planning, development, administration andsupervision of income and non-income generatingprojects. It is mandated to provide the necessaryservices that will complement the programs ofinstruction,research,andextension. SeveralprojectsaremanagedbyPEDthroughits Director, Prof. Modesto R. de los Santos, and these includethe incomegeneratingprojects (IGP)andnon-incomegeneratingprojects(NIGP).Projectsunder the revolving fund scheme (IGP’s) maintained by the University for income generation are thePiggeryProject,PoultryprojectandIntegratedCropsproject.

Projects which are categorized as non-IGPand being maintained for instructional purposesarethefollowing:OrganicAgricultureDevelopmentproject (OADP), Nursery Project, Small Ruminant

(Goat),andLargeRuminant(carabao,cattleandsheep)projects.Asidefrominstructionalpurposes,thevariousnon-incomegeneratingprojectsalsoservedastechno-demo farm of the University. Various faculty and student-researches and production activities as partof instruction are being conducted at the OADP sitesgeneratingadditionalincome. Additional incomewas also obtained from theschool share, vending fees, service fees and from the stall rental fees of a 7-door commercial building.

POULTRY PROJECT

Thepoultryprojectwitha totalof1,000headsoflayersand4,500headsofbroilersraisedfromJanuaryto December 2010, it generated a gross sales of Php 1,549,009.86.

SWINE PROJECT

AsofJanuary2010,theprojecthadabeginninginventory with 136 heads of various classes of pigs.The ending inventory as of December 2010 is 174,correspondingtoabout27.94%increaseinheadcount.Thethree(3)headboarswereusedassourceofsemenintheconductofartificialinseminationtoservebreedingdows of the project and those owned by outsideclients.ThevalueofthestockinJanuary2010wasPhp1,347,647.00.ThisincreasedtoPhp2,040,000.00attheendoftheyearunderreview,thusrecordedaboutPhp692,353.00ass-onvalueofstocks.

Theprojectprovidedservicesandsoldsementobackyardswineraisers.StudentsinBSAAnimalSciencemajorsandDoctorofVeterinaryMedicinestudentsusedtheprojectsiteforlaboratoryactivities.

INTEGRATED CROPS

The integrated crops obtained a gross sales of Php 100,242.90fromJanuarytoDecember2010.However,thiswasnot enough topay for theexpenses incurredbytheprojectwhichamountedtoPhp130,964.87,thus,theIntegratedCropsprojectincurredanetlossofPhp30,721.87.

Such loss in the ICP attributed to the erraticweather conditions such as El Niño and the La Niñaphenomenawhichoccurredatthefirsthalfandthelastquarteroftheyear,respectively.

Although income generation is not the maingoal fortheirmaintenance,OtherprojectssuchastheOrganic Agricultural Development Program (OADP), SmallRuminantProject(Salesofsheepsandgoats),LargeRuminant Project and Nursery Project aremaintainednotonlyforincomegenerationbutalsoforinstructionpurposes.

SMALL AND LARGE RUMINANT PROJECT

The ending inventory for sheep, cattle, andcarabao are 12, 9, and 9 respectively. The numberofsheepdecreasedfrom13to12heads, thecattlesdecreasedfrom11to9headswhilethecarabaostockincreased from 7 to 9 heads.

NURSERY AND ORCHARD PROJECT

The ending plant inventory at the nursery is 1,161 potted ornamental plants with an estimatedtotal value of Php 43,955.00 and 4,928 potted fruitbearingtreeseedlingswhichareestimatedtohaveatotal value of Php 120,380.00.

TheprojectwasalsousedbyIASEMstudentsfor their laboratory activities in plant propagation,nurserymanagement and other activities related tonursery and orchard. Inventory of various projects were alsoconducted to determine the existing stocks ofanimals or plants at the end of the year. Inventory showsthattherewasa27.94%increase intheheadcount of animals in the piggery project. The CBSUANursery currently maintains 1,897 various ornamental plants inpots andpolyethylenebags for salewith acorrespondingvalueofPhp147,205.00excludingthemother plants. Fruit trees seedlings for sale total to 4,928withacorrespondingvalueofPhp120,380.00addedtothestocks.Otheranimalscurrentlymaintainedforinstructionaresheeps-12,cows-9andcarabaos-9.

The instructional laboratory projects or non-incomegeneratingprojects(NIGP)havesustainedthepotentroleinenhancingtheinstruction,researchandextension services of the University. The Production division has sustained effortsin coordinating the implementation of some specialprojectsoftheUniversityparticularlynativechicken,breeder goats for chevon and spring water tilapia.

STRENGTHENING TIES

The University has forged strategic partnership and collaboration with other SUC’s, governmentagencies,non-governmentorganizations,andprivateorganizationsknowingthatsuchtiespromisegreateryieldofreturnsarisingfromcollectiveexpertiseandtechnology.

THE REGIONAL APICULTURE CENTER (RAC) The goal of the Regional Apiculture Center (RAC) at the Central Bicol State University of Agriculture is to enhance sustainable productivityand competitiveness of the regional bee Industry.Its general objective is to address the technical,institutional and socio-economic concerns of thebeeindustryinordertoprovideadditionallivelihoodopportunities. For the yearunder review, theRAChave had many accomplishments. One is that it generated, verified, packaged and disseminatedappropriate apiculture technologies. To date, the RAC has strengthened its research particularly focusing

on Meliponiculture, or the culture of stinglessbees. Researches were conducted on improvingthe technologies on stingless bees which include itsadaptability to different hives and ecosystems, pollensourcesandfloralbloom,inventoryofcoloniesinotherprovinces in the region, by-product development and utilization.Theseresearchresultsgarneredawardssuchas:ICHERInternationalAwardforVideo(CopperAward)and Best Poster in the BCARRD RDH Symposium of Adaptabilityofstinglessbeestodifferenthivesandwerepresentedinscientificforaandsymposia.

TheBee-basedfruitproductionmoduleusingtheguapple has been developed as a product of research and the production of such fruits have generatedincome.SomeoftheincomegeneratedareutilizedfortheoperationoftheRACwhilesomeofwhichisbeingusedtoimprovetheplantationsoastogeneratemoreincome. The by-products of which are being exploredincludingtheuseofhoneyandpropolisformead/wineproduction.

The RAC has also served as a venue for practicumstudentsinEntomologyandPlantPathologywhohavebeenoffered trainingsonMeliponicultureand Apiculture. Both students and professionals have been catered by the center.

Therewasaspecial training forveterinarianswhowereusuallywalk-inparticipants.

A training for organic vegetable farmerswasconducted at Paulog, Albay in August 2010.

RAC has yet to fully develop and quality control systems but it is in the process of assisting otherbeekeeperstohaveaqualityproduce.Supplyofhivesfor Trigona has been developed and an improvised pollendehumidifierisbeingtested.

Marketingofbeeproductsandby-productsisachievedthroughexhibitsandpromotionbysomeofthestaffoftheRAC.ColoniesweremarketedtoUPLBand to some studentsworkingon stingless bees fortheir thesis. A total of 12 species were sold to beeenthusiasts and thesis students.

The RAC provided monitoring for the newlyestablished Provincial Apiculture Center in Sorsogon (Sorsogon State Colleges). With full support from their administration,ithascomeupwithaprojectwithanexternal funding. Technical assistancewasprovidedandwillbecontinuouslybeprovidedbyRAC.

One of the facility developed and is being tested isthedehumidifierwhichcanbeusedforpollen.Re-evaluationofthehivessuitableforthestinglessbeesis being carried out. Assistance is being made to a beekeeperthathasmodifiedahivewhichshowsgreatpotentialforthestinglessbees.

Revisionofthetrainingmanualsonbeekeeping,informationbulletinandbrochureshasbeeninitiatedand is expected to be completed before the end of 2011. Apiary establishment was carried out at SanMiguel, Pamplona, Camarines Sur. It is being developed asanextensionapiaryfortheRACinpartnershipwitha beekeeping trainee. Additional apiaries are to beestablished in 2011.

Many of the Center’s objectives have beenattainedwhilesomearetobeimprovedandpursuedin 2011.

ORGANIC AGRICULTURE DEVELOPMENT PROJECT (OADP)

The Organic Agriculture Development Program (OADP) is the University’s banner Program that showcasetheUniversity’s fourmandatedfunctions-instruction, research, extension and production. Italso served as a laboratory for students and as income generatingprojectoftheUniversity.

Laboratory activities of students such ascompostingandvegetableproductionwereconductedat the OA farm. Students conducting their thesison organic agriculture were given the opportunityto utilize the farm. Thesewere all done to supportinstruction.

Faculty researchers and thesis students have beenconductingresearchstudiesandtheirresearchoutputsweredisseminatedthroughextensionworksandpilotingtofarmer’sfield.Theprogramhavebeenproducingfertilizersforsale.IECmaterials,flyers,CDsand modules for organic fertilizer production wereproducedasastanceofknowledgemanagement.

COMPUTER SCIENCE HIGH SCHOOL OF BICOLANDIA

The Computer Science High School of Bicolandia (CSHSB) has provided adequate and quality education for three years now. Though stilon its improvement and advancement status, it is on itsway towards giving its best to bestow skills andknowledge in Computer Science subjects providingtechnical know-how on Computer Programming,Computer Animation, Computer Networking,

Computer Troubleshooting, Web Development andother computer-related courses, for its high school students.

Now, the school is composed of 206 students;34% of which is in their first year, 33% is in secondyear and 33% is in third year. With the continousleadership and efforts of the founders of the schooland other people behind the operation, the school islooking forward for optimum and full blast operationas manifested by complete high school year levels, thus visualizing that by 2010-2011, the school willhave its fourth year students making its horizonwider and more complete as a secondary program.

i-SCHOOLS

The Internet for Public high school or popularly knownasiSchoolsProject,isadevelopmentprojectofthe Commission on Information and CommunicationTechnology that aims to provide the secondary high school students and facultywith immediate access tointernetandotherICTfacilitiestoenhanceteachingandlearning. This is also open to members of the community wheretheprojectisestablished,suchasout-of-schoolyouth,parents,barangayofficials,womenandfarmers.

Launching of 2008 iSchools Project

The iSchools project was launched in tworecipientschoolslastFebruary2010.Thetworecipientschools which are the 3rd district of Camarines Sur,specifically in themunicipalityofPiliare:DonaBasiliaS. Quilon Memorial High School at Barangay Bagong Sirang and Victor Bagasina Sr. Memorial High School at BarangayHimaao.Thelaunchingactivitywasgracedbythe presence of Congressman Luis R. New iSchools Project Recipients for 2010

For theperiodunderreview, theCBSUA- ICTOffice through the CICT-iSchools Project, was ableto expand its operation. From the existing 11 publicsecondary schools which were established in year2008, an addition of nine (9) public high schoolswere covered in theprovinceofCamarines Sur. ThisphaseofengagementofCICTfortheiSchoolsProjectimplementation in was approved by the Board ofRegentsduringits2ndQuartermeeting(2010).

TECHNICAL VOLUNTEER MOBILIZATION

Two (2) foreign experts/ technical volunteersinthepersonsofMs.LaurenPower(AustralianYouthAmbassador For Development - AYAD-AusAid) and Mr.Mr.BaeSeongSong (KoreanOverseasVolunteer-KOICA), weremobilizedbytheofficetoimplementmajorUniversityprogramforyear2011.Ms.PowerwasgivenmajortaskssuchasplanningforGeoinformaticsresourcefacilityandconductingGIStrainingforCBSUAfaculty/staffwhileMr.SongtookchargeoftheWirelessInternetAccessProject.

A total of 8 local technical volunteer, 2 students ofComputerHardwareServicingNCIIfromPhilippineComputer Learning Center-Pili Campus and 6 forstudents of BS Information Technology from CBSUA-Sipocot Campus were mobilized to support the ICToffice in the operationalization of various activitiesand programs. These on-the-job students who giventhe chance to serve the CBSUA-ICT and practicedtheirskillsincomputerrepair,systemsinstallationandconfiguration,andcomputernetworking.

SPEED-BUSINESS ASSISTANCE CENTER (BAC)

The Sustainable Partnership for energizing Entreprenuership Development-Business Assistance Center(SPEED-BAC)isacollaborativeprograminitiatedby the DBP with DTI, DOST, TESDA, and CBSUA toencourage entrepreneurial development in the country. It provides the following services: access to market,access to credit, and access to technical assistance.

RURAL MICRO ENTERPRISE PROMOTION PROJECT (RUMEPP)

RuMEPPisaprojectimplementedinpartnershipwith the Department of Trade and Industry. It isdesignedtohelpanswertheneedsfordevelopinglessexpensive products using available raw materials inCamarines Sur, involving selected micro entrepreneurs (MEs) in identified LGUs to achieve business growth.RUMEPP’sspecificagendawerefortheseMEstohavetheir products enhanced, increase product variants, andingeneral,improveproductmarketability.

the-job training venue of AFNR graduates ofCBSUA andput intoplace aholistic and sustainedintervention to ensure success. This IGP willenhance skills in entrepreneurship, and providewelcome opportunities for applying and testingof AFNR technical know-how of graduates.

Site evaluation, consulation meetings, andclosesupervisionweredonetomaintainandmanagetheproject.Two(2)pondswereestablishedandsetready. Pond A has 1,200 sq.m. area, while Pond Bcoversatotalof1,800sq.m.Waterintakewastheninitiatedandnaturalfishfoodorganismswereallowedtogrowbeforestockingandhapanetswereinstalledfor tilapia fingerlings rearing and acclimatizing.

The BFAR Get-Excel strain tilapia fingerlingswere procured at the Regional Freshwater Centerin Fabrica, Bula, Camarines Sur. The choice of the species was based on the findings that this straingrows faster and performed well in high stockingdensities.First stocking was done on the last weekofAugust2009with15,000fingerlings.Threemorestockings followed with 20,000 fingerlings in each.

HarvestingwasdoneinJanuary2010butthetyphoon and heavy rains in November 2009 and the ElNiñophenomenoninJanuary2010causedfishkillwhichgreatlyaffectedtheharvest.ThePEDDadvertisedtheproduceinthecommunity---aspringtilapiathatutilized environmentally-friendly technology withminimal use of inorganic fertilizers and pesticides.

Thereweresix(6) laborersemployedinthisproject,three(3)wereAFNRgraduates(contractuallaborers)andthree(3)werestudentlaborers.Fromtimetotime,agroupofstudentswouldvisittheproject.

TheUniversitywastappedaspartneragencyintheimplementationoftheprojecthavingthetechnicalexpertsinthefieldofproductdevelopmentandmicroenterprisedevelopment.TheInstituteofEconomicsandManagementand the Institute of Engineering and Technology (IET),through its Department of Food Technology, provided thepoolofexpertsparticularly in the trainingson foodproduct development. The Extension Services Division providedsupervisoryandlogisticalsupportservices.

Project activities focused on the productdevelopment and enhancement of handicraft utilizingindigenous materials, development of processed food products, product clinic, and enhancement of processed food products’ marketability. Trainings and similaractivitieswereaccomplishedin2010.

Native Chicken Project

Productionofvariousnativestrainsofchickensuchasbalawon,paraokan,banabaandsomebreedssuchasTaiwanredandRhodeIslandisthemainconcernofthisproject.Thehousing facilitiesandstockswereprovidedby the Bicol Care Program through Congressman Luis R. Villafuerte and the Department of Agriculture-RFU V.

Technical Asistance

It accommodated six (6) BSA classes with 154students for a 3-day practicum training on a batch-by-batch basis last summer of 2010. The project havethree farmers in the vicinitywho are also establishingtheirownbackyardtilapiaproject.Ithasalsoextendedtechnicalasistanceandfingerlingstocksfromtheproject.

As of December 31, 2010, the project had atotal gross income of P82,303.25 out of the sales of915 kilograms of tilapia. Certain enhancements weredonebytheprojectmanagementbasedontheactuallearning and skills acquired during the entire projectoperation.Asustainabilityplan,approvedbytheCBSUABoard of Regents during its Fourth Quarter Regular Meeting held on Decemeber 8, 2010, was developedby the project management. The BOR approvedthe allocation of P330,000.00 to sustain the projectoperationand toaccomplish itsexpansion component–todevelopa8,000sqm.nurseryandgrowoutponds.

Goat Project

The University Goat project is a collaborativeproduction and research undertaking with theDepartment of Agriculture (Region V) under the Bicol Calamity Assistance Rehabilitation Efforts (BCARE)Program. This project has a funding support of Php3,870,00.00fromtheOfficeofRepresentativeLuisLuisR. Villafuerte of the 3rd District District of Camarines Sur, released through its regional arm, DA-RFU V.

Since goats are primarily intended for milkproduction, adaptability trials are being conductedto compare the reproductive performance and milkproduction performance of the different goat breeds.Pasture improvement was done by planting morenapierandguineagrassandalsolegumeslikeLeucaena,Centrosema, Desmodium, Flemingia, Indigofera, Morus alba, Gliricidia and Moringa. The project will cover athree-yearperiodwhichwillendinDecember2013.

CBSUA’s total budget for CY 2010 amounted to P198,476,497.00.Ofthis,81%orP159,882,497.00wasallotedforPersonnelServices;8%orP16,894,000.00forMOOE; and 11% or P21,700,000.00 for CapitalOutlay.

CBSUAMainCampushad thebiggest allocationamounting to P144,406,011.00which comprise 73%ofthebudgetallocationoftheUniversity.CBSUACalabangaCampusontheotherhand,hadatotalbudgetallocationofP24,434,635.00or12%of the totalbudget for2010whileCBSUASipocotCampushadP29,635,851.00or15%ofthetotalbudgetfortheyear(Figure15).

TheUniversityexpended96%ofthetotalbudgetorP190,650,800.00whichleftabalanceofP7,825,697.00by year end. A big portionwent to Personnel Services(83.86% of the total expenditures or P159,878,714.00)and MOOE (8.81% or P16,791,485.00) while theP13,980,101.00or7.33%of thetotalexpenditureswasspent for Capital Outlay.

CBSUAMainCampusincurredP136,674,232.00or71.69%of the total expenditure for the year. CBSUA Sipocot and Calabanga, on the other hand utilized P29,541,946.00or 15.49% and P24,434,622.00 or 12.82% of the totalexpendituresfor2010,respectively(Figure16).

CBSUA Income and Expenditure

For the year 2010, the University generated a total income which amounted to P51,244,397.42.CBSUA Main Campus had the highest income generated amountingtoP27,350,598.02or53%ofthetotalincomeof the University from Fund 164. CBSUA CalabangaCampusgenerated22%ofthetotalincomeamountingto P11,277,275.44, while the CBSUA Sipocot Campusgenerated25%ofthetotalincomewhichamountedtoP12,616,523.96.

CBSUAMainCampus,likewise,postedthehighestexpensesfromincomefortheyear2010whichamountedtoP17,370,127.35or52%ofthetotalexpensesduringthe year. Calabanga Campus incurred a total expenses of P7,074,959.62 or 21% of the total expenses whileSipocotCampuspostedatotalofP9,129,250.31or27%ofthetotalexpensesfortheyearunderreview.

Overall, the University incurred a total of P33,574,337.28onexpenseswithanexcessoverincomeofP17,670,058.13.(Table29)
