"We participate in the mission of Jesus, theGood Shepherd." (St. Mary Euphrasia) One-hundred fifty (150) years have passedsince the death of St. Mary Euphrasia onApril 24, 1868. The mission of Jesus thatMother Foundress and the sisters dared tofollow reached the various continents and, like a relay, has been passed to us, sistersand lay mission partners of today. The Ministry Report for the year 2018 givesus a glimpse of the efforts of the team andthe communities to continue the legacy thatwe received - to bring fullness of l ife tofamilies especially to women and children. Imarvel at the creativity that comes in orderthat the Prophetic Ministries, set as one ofthe directions of our 2014 Province Chapter,be given flesh. The report shows that the needs of thewomen and children in the country, thegroaning of the earth are addressed and arein l ine with the priorities set by thecongregation and our region. The challengesfaced by families and the increasingvulnerability of children are aggravated dueto the wrong use of social media. But our networking with agencies, thefidelity and generosity of benefactors, support and hard work of our lay missionpartners, give us joy that every small stepthat we take is of help to those entrusted toour care. Thanks to all who have believedand have supported us in God’s mission ofshepherding the least, the lost and the last.

How did we exactly share in the Church’smission of reconciliation and facilitate theempowerment of children and youth, girls andwomen, migrants,  families and communitiesto be l ife-bearers towards integraltransformation? Reflecting on this question we are reminded ofthe theme of our current Province Chapter:"Spirit-fired, we risk with hope for themission." It is a bold statement, very bold thatin fact, the need to recognize the criticalelement of hope as a pre-condition of r isking,of putting ourselves at the service of thosewhom the society has forgotten, is at the heartof it . It is hope that springs forth from theknowledge that we are simply stewards andcooperators in God's work of bringing fullnessof l ife. As sisters and lay mission partners, it isour daily duty to ask the Spirit to make use ofour faculties, our very best talents andresources, so that we can be effectivewitnesses of the Good Shepherd. With grateful hearts we present to you thisannual report. It tells about our collectiverisking in issues our Congregation is called torespond to. It tells about the newness, thecreativity, and the resourcefulness of the pastyear which we all contributed into. It is withthis report that we hope to tell the story of ourmission and continue to look into the futurewhere our programs are even more prophetic, even more daring, even more hopeful.

NEWNESSResponding toOnline SexualExploitation ofChildren

I t t a k e s a v i l l a g eYesterday, we welcomed our very f i rst c l ients to our new pioneering program, the Reception Center , for chi ldrenwho were survivors of OSEC. Two gir ls , not more than twelve years old were brought to us after their inquest inthe pol ice headquarters. I imagine them answering adult quest ions that could have signif icant negativecontr ibut ion to their t rauma. I was told that when the rescuers brought them to the pol ice, they had to wearsomething l ike cloth sacks over their heads. Today I made sure to meet them. I t has always been my rout ine whenever I get to any of our shelters strategical lylocated in var ious parts of the country to meet our gir ls and get acquainted with them even i f i t is not actual ly partof my role in the organizat ion. I greeted our f i rst two gir ls in the Reception Center just before their lunch. Iintroduced myself and made some funny remarks to make them feel welcome. For years these gir ls enduredexploitat ion which they knew nothing about. To them, showing up on the webcam and touching themselves meantnothing but a chi ld ’s play. The argument of the perpetrators represents a moral di lemma and a very gray area of excuse: chi ldren are notphysical ly abused; they are neither touched nor subjected to any actual physical sexual interact ion. In front of awebcam or a cheap mobi le phone, in that hyper real i ty technology provides, the procl iv i ty of the human heartbrought about new ways of exploitat ion whi le safeguarding both the enterpr ise and those who sol ic i t i t . This hasto be stopped. I looked at our two new gir ls and I caught their smiles. Somehow, the thought of knowing that they are now freefrom their uncle who tel ls them to pose for the camera gives me comfort . "What then are these chi ldren going tobe?" Our work begins.

Like in the days of St . Mary Euphrasia , the province has been blessed with many lay mission partners whosededicat ion to the mission have been their s ingular act of devotion. Tita Tess and Nanay Nel ly (Teresita Barsagaand Marinela Juan respectively) , both in their ret i rement , are inseparable "partners" who would always be readyto take unusual assignments. They consider themselves as al l -around aides. They join mission tr ips that takesdays and weeks. Sometimes, they offer their t ime as housemothers so that staff can go home for hol idaybreaks. Reflect ing on her many wonderful t ime helping the sisters , Tita Tess wrote: I thank God that my long stay in St . Br idget School of Quezon City has helped me imbibe the gift of GoodShepherd's charism. With this gift , I experienced a myriad of transformation in my l i fe. I have developed thegrace of empathy of being able to place my self in the shoes of others who suffer and experience chal lenges inl i fe. After my ret i rement , I s incerely bel ieve that my l i fe has become more meaningful . I attr ibute this to myconstant exposure to the Good Shepherd missions and apostolates. My exposure was not only l imited to theacademe but also to the different Good Shepherd ministr ies in the country. I had the opportunity to interactand l isten to abused young gir ls and women who were vict ims of traff icking and prost i tut ion. Being able to doso made me even more thankful for al l the blessings a mission partner. Al l these factors have contr ibuted tothe woman I am today.

A large port ion of f inancing mechanism for al l programs rely on inst i tut ional partners that provide often restr ictedfunding. Many of the medium to long term (3 years and up) support from donors are in favor of programs that areshelter-based in nature (e.g. Hablondawani , Heart of Mary Vi l la , Bukid Kabataan, and Good Shepherd Home RecoveryCenter Cebu). Similar ly , innovations and advocacy ini t iat ives that are not social work in nature are f inanced through the projectgrants. This way, the province is able to f inance other pr ior i ty issues such as integral ecology and developinst i tut ional capacit ies in forms of consti tuency bui lding, leveraging networks, and research ini t iat ives.
