Former PA General Counsel

Named to PHA Legal Post

Barbara Adams, with 33 years’ ex-

perience, including managing a

staff of more than 500 attorneys at

the Office of General Counsel of

the Commonwealth of Pennsylva-

nia for nearly six years under Gov-

ernor Ed Rendell., is the

Philadelphia Housing Authority’s

new General Counsel.

“In selecting a general counsel ca-

pable of helping PHA regain the

public’s trust, we sought someone

above reproach and one with a

track record of developing and im-

plementing policies across a broad

range of issues. We have found

that person in Barbara Adams,”

said PHA Administrative Receiver

Michael Kelly. “We were fortunate

enough to attract tremendously

high caliber applicants for this po-

sition, and Barbara stood out as the

most qualified.”

Ms. Adams has several priority

projects awaiting her, the most sig-

nificant of which is reducing the

cost of legal bills. She will also

serve as PHA’s Ethics Officer, re-

sponsible for enforcing PHA’s re-

cently revised Standards of Ethical

Conduct. Ms. Adams will report to

both the Administrative Receiver

and the Board of Commissioners.

“Barbara will accelerate the pace

of positive change that Michael

Kelly has initiated at PHA. I know

of her great legal mind firsthand

from working with her for several

years in Harrisburg, and I saw the

level of integrity she insists upon

from her staff and entire organiza-

tion,” said PHA Board Commis-

sioner Estelle Richman.

Ms. Adams spent 28 years at the

Duane Morris law firm in

Philadelphia. As head of the Fi-

nance Practice Group, she oversaw

the growth of the department from

60 attorneys to an international

law firm of more than 500.

“We are aware of the prob-

lems within our previous Legal

Department. We have been assess-

ing and acting upon them for the

past several months. Barbara’s job

will be to manage solutions,” said

Administrative Receiver Kelly.

Ms. Adams is a 1978 graduate

of Temple University Law School.

She has given scores of presenta-

tions and speeches to fellow attor-

neys, executives, public officials,

educators and the media.

She will earn a salary of

$160,000 per year and will begin

work on August 1.

The Philadelphia Housing Au-

thority is the nation’s 4th largest

housing authority, serving more

than 80,000 rental residents. PHA

is also a major real estate devel-
