The perceived scenario• When programmes came in for renewal from all

corners of the country it was noted that very little head-way was made in most of the programmes.

• It was noted that in most cases the continuation programme was a “copy paste” of the previous phase with a little window dressing.

• Given this scenario we felt that very few programmes would reach the desired goal.

• In many cases we were not too sure if the partner had any idea of which road to take next.
