covered outdoor area like at Saltram

My only concern would be security , if it was within

view of the life centre this may deter vandalism

and school children will use it for a takeaway lunch

home cooked food and vegetarian options we do not

I think this is the perfect spot for the cafe, central in

the area where most visitors will be attracted. It

would be good to see some kind of covered

performance area on the events field to cater for live

entertainment. Perhaps a band stand similar to that in

Devonport Park. I do not believe it is necessary for

the cafe to sell alcohol except for when there is an

event on in the park.

The Cafes that are successful in parks across the

country have a water play area close by. Is it possible

to have a paddling pool for hot summer days where

children can splash in cool water that is shallow with

water jets? If you want the cafe to be successful and

popular, you should create a reason to be sat there.

You could actually have 2 cafes in Central Park, one in

a quiet area for those who want a coffee with a view

and peaceful tranquility and one for families.

Should be near cycle park and car park. Could it serve all day and evening meals?

I think this is a good central location for the café -

although maybe it is too close to the Life Centre? In

any case this would allow children and parents to

access the café nearer to the playable area.

like Rome (all paths lead to it).

I think the location is spot on, its central, close to the

car park and the kid park I couldn't think of a better

place to have it. I think what would be beneficial is

having toilet facilities instead of having to go all the

way to the life centre to go toilet which is pretty far if

your child.

No, but some sort of Community Interest and focus

from the cafe would be good, rather than somewhere

that charges the earth to a potentially captive

audience. The cafe at Devonport Park seems to work

well. Hot and cold food and drinks, snacks, a hub for

people to meet and have a chat etc....could this

possibly be copied. Also, an up-to-date and regularly

updated notice board, both for formal and community

events in the local area.

There is a need for an affordable cafe selling snacks

,ice creams, crisp, sandwiches, pasties, cones of chips,

buns, selection of drinks ,needs to be near the park,

kept very clean, with friendly staff and toilets

(very close). A cafe nearer to the Peverell end (with

duck pond) would be great.

It'll be too far for some people. but is central to many

inactive people to walk more. why have a cafe next to

a car park? Get people out on their legs.

You have a perfectly good café in the Life Centre

and at the pitch and putt if needs be I think money

could put to better use elsewhere

Near the central 'roundabout' seems the best location. Seems like a good place

viability point of view given the amount of footfall the

Life Centre gets. However realistically at the position

shown above, people already have access to the Life

Centre cafe/toilets and the pitch and putt shop.

Perhaps a small site on the other side of the proposed

tennis courts might be viable, being more central - and

would mean users coming from the Peverell end of

the park (Inverdene entrance) are more likely to

access it. There is an expanse of rough grassland on

the top of the hill (off the top right of the map shown

above) that might be put to good use although I would

hope that any development there was very

sympathetic with the surrounding area and measures

were taken to address the risk of increased littering.

There is a cafe in the Life Centre and one on the golf

course, while other parts of the park are not served at

all. I like the idea of the cafe proposed near the Barn

Park entrance , but would also like to point out that

there is already the potential for a good sized cafe

with a terrace at Pounds House. This would be a

beautiful setting, with a view down the avenue of

trees, and could be a much cheaper alternative. It

could also help pay for itself by offering itself as a

venue for private functions - it is large enough for

both uses.

As long as the rates include that they need to clean

and away from the current developments - maybe

peripheral areas. Also, might parents be tempted to

leave their children unsupervised for long spells of

time in the play area while the eat ands drink?

Cafe is a fab idea, but bit to close to the life centre,

who also have a cafe. Maybe put it a bit further down.

Great spot generally this is the busier area of the park

and easy to access for disabled and families with

children playing in the park.

Would be nice to have connecting routes to non-

developed quieter parts of the park for those with

children who want to pick up drinks to take on quiet

walks.

I think cafe would be better sited along with the golf

hut so it can be used by parents, golfers and dog

walkers. By the clock is too busy in summer months

the large grass area is very busy with family picnics and

ball games, room will be limited, if by the golf hut

more table and chairs can be put around or people

can sit on grass areas opposite in tree shade or sun.

Would be great to grab a hot chocolate or coffee

when passing through.

As always the security of premises must be

paramount. Will there be better lighting cctv and

security overnight to protect from vandalism and

graffiti?

No, just fence it in or all the dogs will be going in to

take the food as you know dogs have fantastic sense of

smell. I hope the stink of fried food does not emanate

into the park.

I think it wold be good on the back of the bowling

green, I think the set up at devonport park works well.

I guess it would also be good to have it overlooking

kiddies park.

Great place for cafe. Needs security overnight

does put it over near the life centre, play area - good

but also means it might not be very relaxing! I hope

that in common with many independent cafes

throughout the land it will be dog friendly. For much

of the year dog walkers are the main users of the park

and to banish them to outside would be unfair,

unnecessary and remove a significant all year market.

Whilst I have concerns that having the cafe next to the

playing fields will be an excuse for adults to leave their

children whilst they are playing I do believe that having

a cafe in a central part of the park is important. There

needs to be plenty of signage stating that kids cannot

be left unattended whilst adults are taking a break in

the cafe.

the golf. Another would dlliute revenue and force at

least 1 of the others out of business. Expand the

existing facility at the golf to incorporate indoor

seating, bar/restaurant.

older children can play and be seen by parents at the

We have carefully considered the proposed location

of the café and, on balance, believe that it would be

better sited near the position shown in the 2013

Masterplan.

Locating the café next to the Clock Tower

roundabout will bring the following issues:

• Its main users will be those who already pass on

their way to or from the Life Centre, playground and

PAFC. It will not encourage people further into the

park and may not attract new user groups.

• Passing trade is likely to influence the customer offer

with snacks predominating as with the Life Centre and

Golf Hut currently. There could be three outlets

within 300 metres all with similar food offers.

• It will not be possible to run the Golf Course from

this distance so the opportunity to consolidate

facilities will be lost.

• There is already congestion around the clock tower

when the fair and circus are on the Events Field –

perhaps for six weeks every year – and a café will

further reduce the available space.

• There will be issues about hot-dog stalls, etc,

competing with the café when the Events Field is being

used for events.

• The new toilets, whilst welcome, will be fairly close

to the Life Centre toilets and hardly convenient for

people on the sports plateau or in the Valley.

This would be much better if there were a route for

cars to access it so disabled people could make better

use. Disabled parking spaces outside? Some people

cannot walk very far and even with walkers may not

be able to walk the distance from the designated

spaces. The number of designated spaces is not very

good as you have 300 or more spaces in the carpark

closest and only 6 spaces which is about 1/3 of the

standard government guidelines. Accessibility should

be a major priority as without it you exclude a large

proportion of the population in Plymouth. It is after all

supposed to be the peoples park.

Small alternative café's at various locations around the

park

There should be toilets for patrons only

Different, calm spot for cafes, maybe distributed

around

A cafe should be a destination serving good food. Not

just the usual. Great salads as well as bacon sarnies :)

A café at the clock tower is to be welcomed, I’m less

sure about further cafes at the pitch and put and Barn

Park entrance, I would urge that at least one of the

proposed cafes includes a space (room) to provide an

information point about the park, this could be

manned on a voluntary basis, at peak times, for events

only and may not be used immediately. It would be

essential to include this at an early stage as adding this

facility later would be impossible. It may be that at

some time in the future the Friends of Central Park

group would wish to provide this service. This space

should be of sufficient size to provide a useful source

of information.

Healthy food should be the name of the game NO

burgers beans and chips!!! healthy salads, wraps ,

sandwiches of quality. There definitely needs to be an

Italian coffee machine, availability of fruit teas,tea, hot

chocolate, quality juices, yogurt and homemade

cakes..Sparkling & still water, start as we mean to go

on, the council has got to be seen to not be

promoting cheap coke, fizzy drinks,lemonade and

other sugar full drinks. This should all be made clear in

the tender for the contract. Staff should have a

uniform and look fit for purpose , a grey apron with

logo for café, a white shirt/ blouse fits the bill, black

shoes .

Barn park should have a café The park must have public toilets

Food trucks instead of the café I would generally be with my wife and we would

normally have a bun and coffee or a lunchtime snack

A cafe would be a good idea, but it should not

encourage loitering. There is nothing worse than

wanting to visit a cafe only to find it filled with

teenagers who are not paying for the services and just

using up seating. Alcohol would also encourage the

wrong types of visitors. It needs to be aimed at dog

walkers, mums, elderly etc. It should be something

that is nice to visit. Toilets would be good, but

perhaps for customers only? Outside public toilets are

always dirty and mis-used. Plenty of bins nearby are

also a must to prevent littering. Simple but tasty and

affordable food items rather than 'trendy' items that

alienate some customers.

It is quite hard to see the design and style of the cafe

building in the pictures and I think it is very important

that this is sympathetic to the surrounding area.

Outside seating to allow for enjoyment of the park is

critical. A food offer that is very different to the Life

Centre is also likely to be critical to its success or

failure. An independent operator rather than a

corporate chain is probably the only style that would

attract me and my family.

Please refer to the notes I made before I answered

these questions.

professionals or individuals enthusiastic to learn

quickly, be civil friendly and knowledgeable about the

fayre they produce and retail

always looking for Pram and baby friendly cafes to End

Please do not provide alcohol as it would only make

Argyll match days even more chaotic as crowds may

stick around to drink.

I am a garndparent, any comment I have mace relates

to how I would have liked things to be for my

grandchildren who are now free spirits

mostly tidy, but become frustrated if inadequate bins

are not available.

I have chosen cafe style C as it fits with the style of

the life centre

I wouldn't use a cafe. to ensure the application of renewable/energy efficient

tech as part of the building

The key is to not have too big a choice on the main

meals menu but a regularly changed menu, providing at

least one healthy option in the main meals and one

vegetarian. say 3-5 choices per day. No foam or plastic

takeaway packaging - paper or bamboo and edible

cutlery. There would be litter bins for plastic drinks

bottles and cardboard and one for food waste that can

be composted or sent to Langage. A limited

sweets/chocolate/snacks choice. Not cakes or biscuits

with trans fatty acids please. Teach people about the

food - provenance is important to many people. Foods

like good quality sandwiches, cheese on toast, beans

on toast, eggs on toast should be available all day.

Please use proper bread - no need for ridiculous

artisan bread prices but good quality. The prices need

to be realistic and good food does not need to be

overpriced. Please can we have people that can

actually cook, with fresh flavours and minimal

additives.

Plenty of bins for disposable rubbish have them close

by and maybe a plastics bin show and teach how more

plastic can be damaging ti nature also . This could ve a

real opportunity to help conservation of our green

spaces. Think overall Plymouth Council do a great job

with it but more is needed & would be cost effective.

Would love to see a small lakeor pond near cafe to sit

with a drink or snack watching birds etc would be

wonderful. Give people pride in it & more likely to

look after it & surrounding areas. Been great learning

tool fir younger children too. We'd be excited about

something like this & more likely to visit.

park, but it should be used to open up space not yet

used, and not right next to the play park. That is

already well serviced by the life centre-I and many

childless people I know would be put off from using

Cafes are great spaces for community engagement -

however it would be great if the cafe were able to

serve items which are affordable and healthy (unlike

the Life Centre cafe). Also, an efficient system for

taking and fulfilling orders would maximise the use of

the cafe and general customer satisfaction - again, I

think this is a key problem area with the Life Centre

cafe.

if I used the cafe it would be for drinks or snacks . I

definitely do not agree with alcohol being sold at the

cafe this would just incite trouble and the wrong sort

of person in the park .

Would the cafe be open all year round? Although the

park is busy in the summer, some days in the winter

it's practically deserted. Would it be staffed by

volunteers?

Variety of menu is important

It needs to cater all dietary requirements of all

communities.

Home grown veg and fruit sales in veg boxes for

approx £10

snacks & treats. I have not answered all the questions because it would

depend on what is on offer within the Park for my

granddaughter, in which case we are likely to use the

cafe fairly frequently for lunch. Most places have an

alcohol license, perhaps appropriate to have one, it

does not necessarily encourage someone to drink and

drive. Many walkers may enjoy a drink whilst using the

Park.

A café would be a much used asset. I would only be against takeaway food because of the

potential litter issue.

Use other parks with cafes like Devonport park should be provision of litter bins

I would like to see the cafe to sell the common

food,drinks and snacks nothing to fancy and at a good

price as most cafe's I've been to has been double or

triple the price of something that I could get cheaper

in the city centre so a far price I'd very important. It

was hard to comment on price as it depends on what I

would purchase if the family is out having a meal then I

would pay between the £5-£10 But if it's for lunch

or just a snack up would like to see prices under £5

Indoor seating is important all year round. In the

summer months the outside seating area would

become equally important when there are more

visitors to the Plymouth area and locals out for a walk

on a "nice" day. I responded "yes" to serving alcohol as

myself, my friends & family are responsible around

alcohol consumption but I do have slight reservations

as there are some who may abuse the opportunity

which may then lead to anti social behaviour,

therefore perhaps alcohol shouldn't be

available...having a cafe that makes all feel welcome is

more important.

If there were better facilities in the park, many many

more people would use it. People would meet there,

particularly if seating/shelter was improved and access

to food, drink and toilets (disabled and baby change to

be considered) was provided. This would open central

park to a large section of community that currently

struggles to access public space. Look at models from

around the world (particularly Australia) where public

spaces are full every day. Whether just meeting with

friends and neighbours for breakfast, walking the dog

or having a child's birthday party. They provide

facilities such as cafes, toilets, disabled access, picnic

space, BBQ plates, drinking water, seating and shelter.

These spaces are fully utilised, well respected and

looked after by the public and maintained by the

councils and are an integral part of Australian daily life.

I would support a small cafe if it meant toilets were

made available to the general public and it was

reasonably priced. However if it ends up allowing

overpriced chains and developers to shoehorn their

way into Central Park then I am 100% against the idea.

Likewise I am against it if it means losing lots of green

space for access and parking. A reasonably priced non-

chain cafe managed in association with the council

could be used well as a hub for public local events in

the park. The cafe in Devonport Park seems good.

Central Park would require something with more

seating. A small stage for music/performances could be

a nice feature to add a buzz. The photo question

above is hard to interpret and needs more context -

it's not clear what features people are choosing so any

responses are open to misinterpretation. Selling

alcohol at the cafe could increase negative behaviour

(especially when football matches are on). The plan

above is close to the kids park and I am against the

idea

Cafe perhaps have a defibrillator and first aid kit. Important to sell good quality hot drinks and food, not

meeting place which is good, there is a sense of

community around the cafe.

As previously mentioned the cafe should be moved

further towards Barn Park. There should be ample

waste receptacles around the cafe for takeaway waste.

These must be emptied regularly to prevent overflow

Cafe A looks nicer as it is a natural wood effect and

would fit in with the park better.

A cafe promoting healthy eating would be great along

with environmental initiatives. I live close by so would

use the café regularly with my family.

Not sure if a cafe would make it messy and take trade

from the local golf place that has been there for years.

It would be nice to have a restaurant too ... to attract

I visit both the cafes at Devonport park and Victoria

Park and both are excellent so something on those

lines would be good.

Cafe like Devonport park would be great My main concern with the cafe is increased need for

vehicular access

Loos need to be included and areas for dogs. Allow Golf Kiosk to continue. Room for both .

ask for the key and I think this is a good idea

perhaps the park could do with a band stand for live

hope the food and ambience would be better than

Coffee shop style cafe

Cafes (note the plural) in different areas of the park

would enhance people's enjoyment of the park, as well

as attracting new visitors. They should not merely

concentrate on one type of park user and should

represent the broad range of interest that park users

have.

We are regular year round users of cafes on the hoe

such as the coffee shack but would prefer to be able

to use central park. This often incorporates after

work evenings (in summer) as well as daily weekend

visits. We only drink fresh ground coffee, not from a

machine. This may also be a great opportunity to

showcase local produce.

Only to reiterate the needs for Wcs, disabled WCs

(Radar), good disabled access & provision of litter bins

that are emptied regularly. The potential for litter is

why I'm wary about offering take-away food.

It wont make a lot of money in November will it ?!

I would like to see a cafe in Pounds House - a

crumbling and underused listed building. This could

rescue the building and save the cost of beginning

from scratch in your proposed location

I picked cafe 3 because it didn’t need ramps to be

accessible. This is really important to me and Id be

much more likely to use it if it is.

With a food offering different from the rest of the

city; this would be a very attractive destination for

families. I'm picturing yummy brunches, casual snacks

also be useful as a conference event venue?

I live in Peverell and would love another park closer to

home, save me going into town or to mutley.

Important it is dog friendly though. If it wasn't I think I

would hardly go

especially in the summer months or for special

Unless this proposed cafe is monitored carefully it will

become a target for vandals. A bench on the

roundabout itself was torched last year and never

replaced. To serve alcohol would lead to a major

sense of the place not being safe.

Look forward to visiting the new cafe!

Keep the Cafe modern, clean, graffiti free, do not

It would be good to have toliets in other areas of the

park (i.e. bottom end) and also picnic benches.

I think you need to make sure the toilets are

accessible and that baby changing should be separate.

Radar keys would make it easier for disabled people

to use the toilets and stop others from using them.

Good clean reliable public transport should be

provided to help ensure the cafe is well used and

attractive. No take away food or drinks because this

could cause a litter problem and alter the

"atmosphere" of the venue adversely.

Hot food should be available

If there were a cafe it should fit in with the

environment by having planted living walls/ roof and be

sustainably built.

The building needs to be able to accommodate anyone

who could make a profit from using it. Poole park

Dorset as an example.

The cafe should not offer the same as the Life Centre

and Golf Hut.

It must be affordable i.e coffee and tea should not be

more than £1.75 each and there should be a wide

range of snacks available for under a pound. The prices

should be cheaper than those in the life centre or the

majority of the public will continue to bring their own

snacks and drinks. The cafe at Freedom fields is an

excellent example of family friendly prices with price

marked packs. If prices are kept low people will use it

on a regular basis. With the installation of the cafe, if it

is going to serve takeaway as well there needs to be

more bins all around the park.

A park of this size must have a cafe to entice more

people in and make it have more of a community feel

to it.

Would be very interested in a cafe if the prices were

reasonable. We like the life centre cafe but rarely use

it as the items are over priced. Tables should be

spread out as people will be put off if it looks

Possible conflict with Life Centre Cafe Prices in the cafe should be affordable. Not Costa

prices. If the cost of food and drinks was as high as the

Indoor seating is important due to our weather

I feel strongly about it NOT serving alcohol. This

would very probably lead to trouble and mess, and

lower the standard of the scheme.

The food needs to be better than the life centre.

Healthier and fresh. The improvements to the food at

Tavistock pool shows how it can be done. Smaller

menu but nicer quality and healthier.

The proposed site is too close to the Life Centre. I

visited the park on a very warm and sunny day with

many visitors taking advantage of the weather. There

was an ice cream van parked by the clock tower. At

least 30 people were in the queue for ice cream.

Imagine the pressure on a more permanent site. This

is not sustainable.

Why a permanent site? Why not have a number of

quality “Street Food” type provision. and mobile ice-

cream vendors on bicycles. Sustainable?

Whatever the options, there will be an increased litter

problem.

There is a possibility here for catering more events in

the park and also themed evening meal events, e.g.

Italian, Indian, world cuisine.
