I am pleased to share our semi-annual 2016 election cycle political contributionsreport, which includes a list of candidates and political committees supportedeither by Pfizer or the Pfizer PAC from January 1, 2015, through June 30, 2016.The 2016 election cycle also commemorates the 40th Anniversary of the Pfizer PAC.

The Pfizer PAC is bipartisan; we contribute to candidates of both politicalparties. So far this cycle we have supported 1,608 candidates at all levels ofgovernment. I hope you will take time to review the report to see whichcandidates the PAC supported in your state and community.

We continue to face significant legislative and regulatory challenges and each election cycle is criticalto our industry. Our elected representatives are making difficult choices, including focusing on costreductions that could fundamentally affect our ability to compete and innovate.

Pfizer’s goal is to bring innovative therapies to patients that significantly improve their lives. We dothat by generating sustained, positive “public will” among the general public, policymakers, and all of ourstakeholders to help build constructive discourse in the political and regulatory environment in supportof short-and long-term business priorities. Those priorities include the protection of intellectualproperty, regulatory reform, comprehensive tax reform, free trade, and protecting Medicare Part Dfrom the impact of the debt and deficit reduction negotiations. At the state level, we are working toreform insurer practices, cap out-of-pocket costs, eliminate barriers to access to innovative vaccines,and pass civil justice reform legislation.

As Pfizer’s PAC Chair, and through my interactions with elected officials, I see first-hand how decisionsare made that impact our ability to discover and bring to market innovative medicines and vaccines.The Pfizer PAC supports candidates who are committed to maintaining and improving incentives forinnovation and protecting and expanding access for the patients we serve.

What is a PAC?

PAC stands for Political ActionCommittee. A political actioncommittee is agovernment-regulatedorganization that anyone canform to raise money forpolitical campaign donations.PACs are formed byindividuals, non-profits, andeven many major corporations.

How Does Pfizer PAC Work?

The Pfizer Political Action Committee, Pfizer PAC, is a nonpartisan organization that provides opportunities for employees to participate in the American political process. The Pfizer PAC is an employee-run organization with a Steering Committee made up of Pfizer employees from different divisions of the company. All corporate PACs are funded by voluntary employee contributions. Pfizer PAC is no different; it relies on the participation of Pfizer colleagues.

Who Receives Pfizer PAC Contributions?

Pfizer PAC is nonpartisan. Itsupports Democrats andRepublicans alike. From January2015 through June 2016, Pfizer PAC supported 1,608 candidates. True to its nonpartisan values, Pfizer PAC is committed to support candidates from both political parties who share Pfizer’s vision and values for healthcare. When choosing to make a contribution to a candidate, the Pfizer PAC considers candidates’ views onissues that impact Pfizer and itsemployees as well as the presence of Pfizer facilities or employees in the candidate’s district or state. A complete list of Pfizer PAC and state corporate political contributions for January 2015 - June 2016 is included in this report.

PFIZER PAC & POLITICAL CONTRIBUTIONS GOVERNANCE POLICY

Pfizer complies fully with all federal, state, and local laws and reportingrequirements governing PAC and corporate political contributions.

Pfizer has a Corporate Policy Procedure (#802a) that requires all PAC andcorporate political contributions to be compiled and published semiannuallyin a report that is made available to employees, shareholders, andthe public, and posted on the Company’s website at www.pfizer.com in“Lobbying and Political Contributions” under the “About Pfizer” tab withinthe “Corporate Governance” section. At the end of each Federal cycle (every two years), the Pfizer PAC is audited by Bond Beebe, a certified publicaccounting and advisory firm.

Pfizer also requests that trade associations receiving total payments of$100,000 or more from Pfizer in a given year report the portion of Pfizerdues or payments used for expenditures or contributions that, if madedirectly by Pfizer, would not be deductible under section 162(e)(1)(B) ofthe Internal Revenue Code. We are disclosing such information receivedfrom our trade associations in this report.

Pfizer has a PAC Steering Committee comprised of eight colleagues whoreview and approve all PAC and corporate political contributions on amonthly basis. To ensure adequate representation, Steering Committeemembers represent different divisions within the Pfizer organization. ThePAC Steering Committee evaluates candidates on a basis of their views onissues that impact Pfizer and its colleagues. It also takes note of whetherPfizer facilities or colleagues reside in a candidate’s district or state. Inaddition, all PAC and corporate contribution requests are shared with thePfizer Political Contributions Policy Committee for review. The PoliticalContributions Policy Committee is responsible for governing the Pfizer PAC.

Pfizer does not traditionally make contributions to 527 Issue Organizations.If we were asked to make such a contribution, it would have to be reviewedand approved by the Political Contributions Policy Committee andsubsequently disclosed in our semi-annual report.

Finally, in light of the Supreme Court decision in the Citizens United case,Pfizer has determined that it will not make any direct independentexpenditures, a decision which has been discussed at the executive levelas well as with the Corporate Governance Committee of our Board.

1. FUND DESCRIPTION

The Pfizer Inc. PAC (the Fund) was formed by Pfizer Inc. (the Company) to solicit and receive voluntary political contributions from employees and stockholders of the Company and certain subsidiaries to assist candidates for elective office. The Fund was registered with the Federal Election Commission in April 1976.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Basis of PresentationThe combined financial statement activities of the Fund include several political action committees which were formed to comply with certain state laws. The accounts of the Fund are maintained on a cash basis. All administrative costs of the Fund are borne by the Company in accordance with federal law.

Tax StatusThe Fund is registered as a political organization and, as such, is subject to tax on non-exempt function income, which includes interest income, if any.

3. EXTERNAL FINANCING

The Fund may borrow cash, as necessary, to contribute to candidates in anticipation of employee contri-butions. The fund did not have any borrowings during the period January 2015 – June 2016.
