Mr. Minnehan spoke to his opposition to the recommendation of “no change to classification” stating that there were flaws in the analysis process that need review.

review process and the recommendation from Human Resources, staff informed the Commission of the detailed review the position received by staff, the Classification Review Committee and by an independent review by Michele Fort-Merrill with the incumbent’s immediate supervisor and department manager. All findings supported the recommendation that there be no change in classification.

CLASS TITLE: Mental Health Case Worker, Grade 52

DEFINITION:

Under the supervision of a School Psychologist, determines eligibility of students for services; participates in IEP team meetings, assesses student needs, and provides coordination of educationally-related mental health services as an unlicensed qualified mental health professional to students.

REPRESENTATIVE DUTIES:

This position description is intended to describe the general nature and level of work being performed by the employee assigned to the position. This description is not an exhaustive list of all duties, responsibilities, knowledge, skills, abilities, and working conditions associated with the position. Incumbents may be required to perform any combination of these duties. All requirements are subject to possible modification to reasonably accommodate individuals with a disability.

ESSENTIAL FUNCTIONS:

Provides case management services as an unlicensed qualified mental health professional to students diagnosed with mental health problems.

Performs case assessments to determine needs of students.

Provides contact and consultation to students, teachers, and staff at assigned school sites

Prepares case history information and develops service plans.

Provides crisis intervention and treatment interventions for students and their families.

Establishes workload priorities and meet deadlines.

Maintains appropriate history, health and medical billing records for each student.

Serves as part of a team approach to ensure that mental health services successfully assist students at alternative school sites in returning to a regular school program.

Participates in group and individual meetings, including IEP meetings.

CREDENTIALS, CERTIFICATES, LICENSES OR OTHER REQUIREMENTS:

Must be registered with the California State licensing board toward obtaining a mental health clinician license as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), or Licensed Clinical Psychologist prior to employment.

Possession of a valid California driver’s license and availability of private transportation.

Some positions may require bilingual Spanish skills.

EDUCATION AND EXPERIENCE:

A master's degree in psychology, social work, or mental health counseling and two (2) years of experience in counseling and crisis intervention with children and adolescents in a mental health setting. Experience with alternative education settings preferred. KNOWLEDGE AND ABILITIES:

Psychological and social aspects and characteristics of at-risk children with disabilities, particularly emotional disturbance.

Therapy methods appropriate to meeting the needs of students and their families.

Best practices for meeting the educationally-related mental health needs of students.

Completion of college-level course work in general academic subject areas, and one year experience working with children, families, community groups, and public agencies.

LANGUAGE REQUIREMENT: This classification requires oral competency and literacy in Spanish and English, and the ability to translate orally and in writing from English to Spanish and Spanish to English.

WORKING CONDITIONS AND PHYSICAL ABILITIES:

ENVIRONMENT: Home, school site, or office setting. Travel to back country areas is a regular part of this assignment.

Migrant Education Program Advocates may be asked to accommodate a flexible work schedule as need arises which may include evening and weekend hours. RATIONALE: The classification of Migrant Services Aide was established in September, 1986. There are currently 19 incumbents in this classification (21 when the study was conducted). The request for reclassification was submitted by the incumbents as a group to request a review of their job title, as they felt that the title of Migrant Services Aide does not accurately reflect the nature and scope of their job duties. In performing the analysis for their request, it became clear that it was necessary to look at all the department’s student support job classifications in order to understand the allocation of duties within the department. It was found that there was significant overlap and redundancies in the essential functions of the four Migrant Education student support job classes. Specifically, the Migrant Services Aide and Migrant Secondary School Advisor job classes perform nearly the same job duties, but were focused on different age groups of students. This distinction created a lack of flexibility to respond to changes in the ages of the students entering the Migrant Education program. The salary range, education, and experience for both job classes are identical. In reviewing the Migrant Out-of-School Youth Advisor and Migrant Outreach Worker job classes, there was again significant overlap in the duties performed in the two classifications. The main focus of both is community outreach, identification, and recruitment of migrant students who are not currently in a school setting. The salary range, education, and experience for these two job classes are identical. After completing the analysis and reviewing the structure of Migrant Education programs at other similar COEs, we are proposing establishing two new classified support classifications, Migrant Education Program Advocate I allocated to Grade 40 and Migrant Education Program Advocate II allocated to Grade 44. The existing incumbents* would be reclassified into the new classifications according to the chart above and will retain the seniority dates from their original classifications in the new Migrant Education Program Advocate I/II job classes.

RATIONALE: The Computer Support Technicians at the county office submitted a group request to have their positions reviewed. In evaluating the group’s request and consulting with them and their current supervisor, I find the duties consistent with those of the Computer Support Technician classification. They expressed how they provided support to the small school districts within the county. The support being provided is that same level of support they provide to staff at the county office. They did mention on occasion performing tasks that were higher level in support of the small school districts, but is not frequent enough in significance that would warrant a change. In speaking with the manager, he also confirmed that they had been told not to perform duties that were beyond the scope of the classification and he would reaffirm that they don’t. They mentioned using Active Directory Admin Tools for managing account passwords, renewals and to add computers to the domain. This is part of their duties to install and configure hardware and software. The duty of password management and renewals is not a complex tasks and is performed by a similar classification of Systems Technician II at the same

As mentioned before, the classification of Systems Technician II at the same salary grade 52, if performing the same duty regarding managing passwords and access and it is not of a higher complexity. The manager confirmed that they are not tasked with the creation and management of SDCOE Google accounts. Other areas the groups had concerns with included working with Ethernet ports, which the manager said they are not to do, the use of DHCP scope, which the manager confirmed requires minimal installation and not a significant part of their duties, and utilizing the Casper Management software, their manager explained its software to help automate their job to make it easier for them.

Ms. Dillon explained that she absorbed the work of two (2) other FBC Technicians around three (3) years ago. The technicians were essentially performing the same duties of benefits enrollment and an increase in work load does not constitute a change in classification as they duties are not of a higher level in nature. Also, in speaking with the Executive Director, she explained that a time study was conducted and the results of the outcome revealed the current work load not being able to support the justification of three (3) full-time positions. Ms. Dillon’s also discussed the fiscal responsibilities she is tasked with such as processing invoices, audit transfers, wire transfers, maintain journals and logs and the monitoring of timely payments. These duties she is performing are not of a higher complexity

Since 2011, Mr. Gonzalez has taken over the more complex and difficult maintenance work required by these two buildings, including electrical, HVAC, plumbing, and exterior repair. Mr. Gonzalez has independently obtained the technical certifications needed to demonstrate knowledge in these areas. RATIONALE: The classification of Migrant Services Aide was established in September, 1986. There are currently 19 incumbents in this classification (21 when the study was conducted). The request for reclassification was submitted by the incumbents as a group to request a review of their job title, as they felt that the title of Migrant Services Aide does not accurately reflect the nature and scope of their job duties. In performing the analysis for their request, it became clear that it was necessary to look at all the department’s student support job classifications in order to understand the allocation of duties within the department. It was found that there was significant overlap and redundancies in the essential functions of the four Migrant Education student support job classes. Specifically, the Migrant Services Aide and Migrant Secondary School Advisor job classes perform nearly the same job duties, but were focused on different age groups of students. This distinction created a lack of flexibility to respond to changes in the ages of the students entering the Migrant Education program. The salary range, education, and experience for both job classes are identical. In reviewing the Migrant Out-of-School Youth Advisor and Migrant Outreach Worker job classes, there was again significant overlap in the duties performed in the two classifications. The main focus of both is community outreach, identification, and recruitment of migrant students who are not currently in a school setting. The salary range, education, and experience for these two job classes are identical. After completing the analysis and reviewing the structure of Migrant Education programs at other similar COEs, we are proposing establishing two new classified support classifications, Migrant Education Program Advocate I allocated to Grade 40 and Migrant Education Program Advocate II allocated to Grade 44. The existing incumbents* would be reclassified into the new classifications according to the chart above and will retain the seniority dates from their original classifications in the new Migrant Education Program Advocate I/II job classes.

Ms. Marti explained how she sets up new users and troubleshoots issues with the Risk Management Joint Powers Authority (JPA) Learning Library. These functions are not of a higher complexity or beyond the scope of her classification as these similar functions of setting up users and troubleshooting functions are performed by the Systems Technician II and Computer Support Technician II classifications which are both lower in salary grade (classified support staff grade 52). Ms. Marti identified that she is assisting with the implementation of a

Again, troubleshooting and testing of a system is not beyond the scope and complexity of her classification. As mentioned previously, the Systems Technician II classification performs similar functions of troubleshooting and testing systems issues. Ms. Marti’s duties of claims processing is consistent with her current classification and reflects appropriate placement as compared to similar classifications within the Risk Management Department that handles claims processing, such as compared to the Claims Examiner I (Grade 52) and Claims Examiner II(Grade 54, handles more complex claims processing). The complex claims processing for property and liability are handled by the Claims Adjuster as Ms. Marti is tasked to handle the more routine claims that requires little to no analysis or investigating. Lastly, Ms. Marti expressed that she analyzes and developer the property and liability and miscellaneous property budgets. In speaking with her supervisor and department head, Ms. Marti assists with the development of the budgets. The budgets are developed and maintained by the department’s Program Business Specialist III and are set and approved by the Property and Liability Manager. It is with our findings that we are requesting no change in classification.

As the implementation project progressed, Ms. Patton’s role has evolved and has grown in scope and complexity beyond that of a Systems Technician II. Ms. Patton works closely with the MITI Implementation and Post-Implementation Teams with trouble shooting issues and problems. She works with districts with business systems mapping and setting security roles and responsibilities. She works closely with the programming team for the project in handling the security configuration components and drafts test scripts for testing. DEFINITION:

Sets up and supervises the technical set-up for broadcast quality studio, remote, live or recorded television productions. Assesses the technical needs of ITV television productions and organizes necessary equipment. Edits and schedules editing facilities and oversees editing activities of other staff members. Assists in the coordinating and scheduling of crew members, equipment and facilities. Responsible for the maintenance, operation and availability of all production equipment.

REPRESENTATIVE DUTIES

This position description is intended to describe the general nature and level of work being performed by the employee assigned to the position. This description is not an exhaustive list of all duties, responsibilities, knowledge, skills, abilities, and working conditions associated with the position. ESSENTIAL FUNCTIONS:

Assists the ITV Executive Producer with the coordination and scheduling of crew members, equipment and facilities.

Informs the ITV Executive Producer of technical or crew difficulties and advises on possible solutions and alternatives.

Performs time code editing.

Assesses the technical needs of studio, remote, live and recorded television productions and organizes necessary equipment.

Performs electronic set-up adjustments such as camera registration, centering and white and black balance.

Makes technical adjustments such as video and audio levels, color cameras, time base correctors, video switches and audio mixers.

Captures video and still photos utilizing industry best practices to ensure proper lighting, background, and other factors.

Works with on-camera talent to capture professional-level quality audio and video; asks questions of talent as needed.

Evaluates studio and on-location shoots to determine optimal places to capture primary talent and b-roll.

Edits video, programs, promos, and roll-in segments.

Utilizes computer software to insert closed captioning as required.

EDUCATION AND EXPERIENCE:

A combination of education and experience which clearly demonstrates possession of the knowledge and abilities listed below. Typical qualifying experience would include: a minimum of three years of experience in the operation of television production and post-production equipment including digital television equipment; editing of videotape and operation of editing equipment; and experience organizing and scheduling necessary equipment and/or facilities for television productions. Completion of college-level or industry recognized training in telecommunications may be considered as partial fulfillment of the work experience requirement.

The attached job description does contain job duties (underlined) that are not in the job description dated 2015, however, review of those duties in relation to the job factors listed above with the supervisor and unit senior director confirm that the additional duties are consistent with current classification of Technical Director/Editor job classification. Those duties are not assigned to the incumbent and are assigned to the Television Production Supervisor job class and the new ITV Writer/Producer that will have direct supervision over the incumbent’s position and the Television Production Supervisor positions. All analysis confirmed that Mr. Minnehan is working within his current classification of Technical Director/Editor and there is no basis for reclassifying the position.
