Performance Work Statement (PWS)Overarching Programmatic Support To

Unmanned Aircraft Systems (UAS)

1.0 MISSION OBJECTIVE:

1.1 The contractor shall provide programmatic support for the UAS Project Office to include the following product offices and acquisition products: Product Manager (PdM) Medium Altitude Endurance/ Gray Eagle; PdM Modernization/Hunter UAS, Warrior A/Block 0 UAS, and Vertical Takeoff and Landing (VTOL) UAS; PdM Ground Maneuver/Shadow; and PdM Small Unmanned Aircraft Systems/Raven and Puma; PdM Common Systems Integration/One System Remote Video Terminal; and Product Director Unmanned Systems and Airspace Integration.

1.2 This PWS covers programmatic support services consisting of project management support, analysis and integration, safety, reset/sustainment/fielding, system testing support, depot support, training support, field office support, systems engineering and integration, development, and Department of the Army System Coordinator (DASC) support associated with the current and emerging UAS Project Management Office (PMO) systems. (PS 3.2, 3.4, 3.5, 3.6, 3.7, 3.8)

2.0 PERFORMANCE REQUIREMENTS:

The PM UAS requires programmatic services to support the overall effectiveness and efficiency of various operational areas. The contractor shall develop and maintain specific knowledge and experience with the organizational structure and mission of PM UAS, Army units fielded with UAS and Army and Joint Service support staff offices. The contractor shall provide all necessary personnel, supervision, management and services to fully support these efforts within the SOW.

2.1. PROJECT MANAGEMENT SUPPORT

2.1.1 The contractor shall attend, participate in and provide recommendations for proposed improvements to UAS Process Improvement Working Group to establish common processes across the UAS PMO product lines and divisions (Technical, Business and Logistics). (PS5)

2.1.2 The contractor shall develop and maintain a database of multi-media products for presentation, display and distribution by the UAS PMO at meetings, reviews and conferences. (PS1 and PS4)

2.1.3 The contractor shall attend, provide input and make recommendations at meetings, teleconferences, reviews, trade shows and briefings. The contractor shall keep the meeting minutes, attendance and action items; and prepare minutes. (CDRL A015) (PS4)

2.1.4 The contractor shall provide recommendations in the analysis, planning and preparation of procurement documentation for UAS aircraft, ground equipment, payloads, logistics hardware and support services to support development of contracts requirements packages. (PS4)

2.1.5 The contractor shall provide component and system level cost estimates reflecting life cycle costs. Cost estimates shall include supporting rationale and backup data. The contractor shall provide recommendations in the conduct of cost effectiveness and affordability analyses. Cost estimates and excursions shall be developed to support budget preparation activities. (CDRL A002) (PS2)

2.1.6 The contractor shall provide input for establishing and monitoring cost and performance data for the Army acquisition process to meet critical requirements and ensure that acquisition objectives are accomplished. The contractor shall provide input and recommendations in the development of milestone award dates, and delivery schedules and price/cost analysis estimates. (CDRL A002) (PS2 and PS3)

2.1.7 The contractor shall perform cost estimating activities for the UAS product lines. Tasks for this effort shall consist of research and preparation of recommended operating budgets and tracking of budget items. The contractor shall have a working knowledge of Automated Cost Estimating Integrated Tool (ACEIT) model. (CDRL A002) (PS2)

2.1.8 The contractor shall provide maintenance of a Tracking System database for UAS; conduct 100% semi-annual and annual inventory of hand receipts; submit maintenance additions and deletions; identify “found on Post” items and add to hand receipts; maintain automated filing system and database for tracking all transactions. The contractor shall provide online status reporting to units; create database inputs; generate and print daily summaries of deployed equipment; and provide IT instructional material for packing and shipping. (PS4) (Option only)

2.1.9 The contractor shall perform Cost Benefit Analyses for the UAS product lines. Tasks for this effort shall consist of research and preparation of recommended operating budgets and tracking of budget items. (CDRL A002)(PS2)

2.1.10 The contractor shall provide recommendations in the analysis, planning and preparation of procurement documentation for Internal Operational Budget (IOB) requirements packages in support of PM UAS. (PS4)

2.1.11 The contractor shall provide recommendations in the analysis, planning for Operations Specialist. These individuals must have a thorough knowledge of the operational functions of the Army and PM UAS. (PS4)

2.2 ANALYSIS, REQUIREMENTS DEFINITION, AND INTEGRATION OF DATA

2.2.1 The contractor shall provide analysis and integration of data for all UAS systems; system architectures, design and integration approaches, system and subsystem interfaces; develop and propose updates to the processes and procedures; perform functional analyses and trade studies; conduct analysis, review, validation and propose updates of specifications, and draft program documentation; interface control documents, aircraft and ground station subsystem hardware, propulsion, software, payload and weapon integration plans and documents; provide input and

recommendations to the Integrated Product Teams (IPTs) and working groups; monitor and analyze prime contractor integration activities, and maximization of commonality and interoperability. Based on the above analyses, the contractor shall develop, review, and recommend draft system and subsystem specifications and interface requirements specifications; and prepare reports, white papers, briefings. (CDRL A002) (PS3 and PS4)

2.2.2 The contractor shall perform requirements definition, program definition and analysis in support of UAS system acquisition and integration of UAS systems into the force structure. The contractor shall research, survey and compare technologies for insertion into the UAS systems; plan, conduct, collect and analyze data from tests and demonstrations; conduct training to develop and recommend tactics, techniques and procedures (TTP) for UAS systems; and report findings to the UAS PMO. (CDRLs A002 and A004) (PS4)

2.3 SAFETY

2.3.1 The contractor shall provide the following support to the System Safety Working Groups (SSWG) and Field Supportability IPTs: perform analyses of safety-of-flight actions that relate to or impact all current and emerging UAS systems; coordinate the safety release/confirmation process for the materiel release of system upgrades to avionics, ground equipment, sensors, payloads and weaponization; and provide findings to the appropriate PM. The contractor will prepare for distribution the related Safety Messages in accordance with AR 750-6. (CDRL A002). (PS4)

2.4 RESET/SUSTAINMENT/FIELDING

2.4.1 The contractor shall develop draft readiness reports from raw unit data or website download in AMCOM format and in AMC format. The contractor shall analyze the data and prepare periodic briefings to report UAS systems status in theater to AMCOM. The contractor shall prepare presentation material of this data. (CDRL A004) (PS4)

2.4.2 The contractor shall make recommendations for all UAS system attrition replacements, sustainment and Reset planning. The contractor shall provide recommendations in the development of Maintenance Work Orders (MWOs); and provide reports and briefings. (CDRLs A001 and A004) (PS4)

2.4.3 The contractor shall provide program management support to forward repair activities located CONUS and OCONUS (to include OEF). This support shall consist of analysis and integration of data from programmatic, technical, and sustainment functions, such as synthesis of data to present project status, long range plans and program accomplishments in relation to program objectives, budgetary constraints, schedules and technical requirements. The contractor shall make recommendations for on-site reviews involving fielded systems, subsystems, component parts, and supporting tools and equipment. The contractor shall research, analyze, and provide recommendations regarding readiness and sustainment and prepare readiness reports that will be presented weekly to the AMCOM CG. (CDRL A002) (PS4)

2.5 SYSTEM TESTING SUPPORT

2.5.1 The contractor shall provide analysis and integration of data for all UAS systems; coordinate test activities with involved government and contractor offices; provide input to test and evaluation master plans, test plans, and test reports; coordinate UAS system test programs with associated air vehicle platform and payload development activities; The contractor shall provide analysis and integration of data and recommend procedures for development of test methods, instrumentation, data acquisition and data analysis requirements for the assigned UAS system. The contractor shall support performance, environmental, and transportability testing by developing test plans and reports and monitoring test events; provide recommendations for design, development, integration and operation of data acquisition equipment and software; develop and validate data reduction software; provide input and recommendations to IPTs and working groups; and prepare reports, white papers, and briefings. (CDRL A002). (PS4)

2.6 DEPOT

2.6.1 The contractor shall provide program management recommendations to support the logistics functions of all current and emerging UAS systems. The contractor shall interact and coordinate with prime contractor representatives; track system configuration, Authorized Stockage List (ASL), and subsystem hardware inventories; review and recommend equipment packing and shipping to fielded units. Maintain accurate property records, maintain the PM library of manuals; provide input to the appropriate IPTs; develop and recommend Acceptance Test Procedures (ATPs) for delivered equipment; monitor operator training and adherence to USAF and DCMA Technical Orders; monitor all UAS system asset use for field exercises and demonstrations; monitor Contractor Logistic Support (CLS) management for retail stockage, maintenance, supply and accountability; propose updates to logistics documentation to enhance users maintenance of UAS system equipment to a Fully Mission Capable (FMC) Level; and prepare status reports. (CDRL A004) (PS4)

2.7 TRAINING

2.7.1 The contractor shall draft and propose updates to current Training Aids Devices Simulators and Simulation (TADSS), Tactical Engagement Simulation System (TESS) and emerging UAS system Training Requirements Analysis draft Documents (TRADs); design and develop recommended UAS instructional systems, Operators Manual and training courses; monitor operator training and field exercises; recommend updates to training course materials based on analysis of observed operator proficiency and system configuration changes; and prepare material release draft documentation for equipment transfer to the receiving unit. (PS4)

2.7.2 The contractor shall provide the input and recommendations for the analysis of handbooks (material fielding plans and agreements) and the training courses required to integrate all UAS systems into the Army’s force structure. The contractor shall also provide input and recommendations to IPTs; provide analysis and management of program execution; provide affordability analysis and planning recommendations; transition to production analysis and planning recommendations; recommend modifications for software plans for the development, maintenance and implementation of information management systems; and provide input,

advice, and recommendations to Planning Tracking Groups during transition of Army systems. (PS4) 2.7.3 The contractor shall develop and maintain/update a network training tool for the Logistics Assistance Representatives (LAR). The tool will provide a UAS knowledge baseline and quick reference guide for all supported UAS and will support standardization and QA of training curriculum. The contractor shall meet with the PM UAS Subject Matter Experts to conduct a requirements analysis update existing training tools and develop storyboards as required. The contractor shall implement and update web based training modules which are highly navigable, exportable to CDs’ will leverage and augment existing materials, capture instructor audio, link lessons and other reference documentations. (PS4)

2.8 FIELD OFFICE SUPPORT

2.8.1 The contractor shall monitor and provide analysis and integration of data, and provide subject matter expertise for UAS system integration, training and test operations at the UAS Fort Huachuca Field Operations office; review engineering change proposals (ECPs) for compliance with Army service directives for verifying and validating new programs-of-instruction (POIs) and operator procedures; provide input to UAS System Standardization and Evaluation IPT; provide recommendations to UAS-PM System Safety on all the acceptance test plans and procedures; develop and recommend monthly readiness reporting processes; and attend and provide recommendation to the Joint UAS-PM and prime contractor Risk Management Council. (PS4)

2.8.2 The contractor shall provide the following support functions at Dugway and Tooele:* Shipping and receiving of equipment and documentation* Loading and unloading of equipment* Facilities utilization for new equipment before it arrives* Maintenance tracking for equipment (scheduling vehicles for maintenance)* Delivering vehicles/equipment for maintenance to SLC or UNG at Tooele* Accountability for RIAC test equipment, inventory status before and after test,

readiness for test assets* Plan for upgrading RIAC test equipment to most current test configuration needs* Procurement plan for RIAC test equipment

2.9 SYSTEMS ENGINEERING AND INTEGRATION

2.9.1 The contractor shall provide analysis and integration of data of all UAS systems; develop and prepare (in draft format) system engineering and system integration plans, processes, and procedures; perform functional analyses, trade studies and risk assessments to recommend the most feasible architectures and/or design approaches for UAS system upgrades, performance improvement, deficiency correction and horizontal technology transfer; conduct analysis, review, validation and propose updates of avionics specifications, interface control documents, aircraft and ground equipment subsystem hardware, propulsion, software, data link, payload and weapon

integration plans and documents. Based on these analyses and studies, the contractor shall prepare reports, white papers, and briefings. (CDRL A002) (PS3 and PS4)

2.9.2 The contractor shall provide systems integration and analysis required to support to the Army’s Reconnaissance Surveillance and Target Acquisition System (RSTA) equipment. (PS4)

2.10 DEVELOPMENT

2.10.1 The contractor shall provide analysis and integration of data for all UAS system ground equipment. The contractor shall conduct requirements analyses, functional analyses and trade studies. The contractor shall provide input and make recommendations to IPTs and working groups; and monitor and analyze prime contractor design activities. Based on the above analyses, the contractor shall review and provide input to system and subsystem specifications and interface requirements specifications; and prepare reports, white papers, and briefings, associated with UAS. (CDRL A002) (PS4)

2.11 CONDIITON BASED MAINTENANCE (CBM)

2.11.1 The contractor shall advise management on activities associated with acquisition,logistics and engineering activities for the CBM program. The required support consists of providing input and recommendations to accomplish program goals and objectives as well as performing task evaluation, analytical planning, development of recommended milestones, review of reports, and preparing input to briefings. The contractor shall analyze and assess existing CBM systems and solutions and develop value stream maps and system architecture that will influence CBM systems design-hardware, software, web-tools and knowledge extraction algorithms. (PS4)

2.11.2 The contractor shall provide input and recommendations in the execution of strategic planning for technical and logistical integration efforts for CBM. Efforts consist of the contractor analyzing technological advancements as related to and their impact on Values Engineering/Life Cycle Cost reduction and /or Aircraft Mission Readiness improvements. Technical reports shall be prepared at the end of each effort IAW CDRL A002. (PS5)

2.11.3 The contractor shall attend and provide CBM input, advice and recommendations to PM working groups. The contractor shall monitor working group progress and actions and report any issues to the PM UAS. The contractor shall develop, leverage, join and/or expand CBM/RCM working group initiatives. Meeting/Minutes shall be prepared IAW CDRL A006. (PS4)

2.11.4 The contractor shall provide input and recommendations associated with development and assessment of related cost, technical and programmatic schedules relating to the CBM program. (PS2)

2.11.5 The contractor shall develop and plan the automation of Fleet Management reporting and

data dissemination. The contractor shall perform studies and analysis of key processes to identify critical CBM performance parameters that drive improvement of CBM data flows, relevancies and information/knowledge extraction.

2.12 INTERNATIONAL PROGRAM SUPPORT – FOREIGN MILITARY SALES (FMS)

The contractor shall provide advisory and assistance support for the planning, development, implementation and management of security assistance/FMS cases for PM UAS systems. The contractor shall analyze data from authorized information sources, such as SOMARDS, DIFS, DSAMS, PBAS CISIL, IMPART, LMP and GFEBS. Data shall be analyzed to address program financial risk and status along with logistical support concerns. The contractor shall maintain the Security Assistance (SA) Desk Side Reference (DSR) portal and the FMS Case Tracker Tool to ensure both applications reflect PM UAS FMS needs. This shall be dome in coordination with PM UAS SAMD support personnel. The contractor shall provide financial analysis and financial tracking by modifying IMPART specialized reports for PM UAS use. (PS6)

3.0 TRAVEL: Travel to Government sites and contractor facilities in CONUS and OCONUS shall be required in performance of this PWS. Travel cannot be forecast for all programs based on the fielding schedules of the various UAS PMO systems. Below projected travel is an estimate only. The contractor must receive approval from the Contracting Officer's Representative (COR) prior to performing any travel. Upon completion of travel, the contractor shall submit a trip report IAW CDRL A006.

4.0 SECURITY:

The contractor shall comply with the requirements of the Department of Defense (DoD) Contract Security Classification Specification (DD Form 254) and shall utilize the Security Classification Guides provided by the U.S. Government for classification guidance. Security Classification Guides will be provided after contract award. The contractor shall maintain facility clearance at the SECRET level for performance of duties under this contract. Significant upgrades and materiel procurement related to facility clearance shall be assessed and agreed upon jointly by the contractor and the Government. Contractors working on-site at Government facilities/installations shall maintain a Personnel Security Clearance at the SECRET level to perform classified tasks. The contractor shall maintain sufficient number of employees with a Personnel Security Clearance at the SECRET level to perform classified tasks during the performance of this contract. The contractor shall be required to sign a nondisclosure agreement for access to other contractor proprietary data, competition sensitive data. The contractor shall be responsible for coordinating, Contractor-to-Contractor, for access to other contractor proprietary data, competition sensitive data and providing Government Agency a copy of the approval. The contractor shall provide the Contracting Officer a copy of all nondisclosure agreements. Work will be performed at Government facilities (CONUS and OCONUS) and contractor facilities.

The performance of this contract shall require access to Communication Security (COMSEC), Controlled Cryptographic Items (CCI) information, tactical ground control and airborne encryption equipment, and Secure Telephone Equipment necessary for secure communications at Government facilities only. Classified COMSEC material is not releasable to contractor employees who have not received a final United States (US) Government security clearance at the appropriate security level. COMSEC access shall be in accordance with National Industrial Security Program Operating Manual (NISPOM) (DoD 5220.22-M) and Policy for Safeguarding and Controlling Communications Security (COMSEC) Material (AR 380-40). When access is required at Government facilities, contractor personnel shall adhere to COMSEC rules and regulations as mandated by Command policy and procedures. National Security Agency (NSA) Central Security Service (CSS), NSA/CSS Policy Manual No. 3-16 “Control of Communications Security (COMSEC) Material” applies to this contract. The contractor must notify the NSA Central Office of Record before negotiating or awarding subcontracts. Written concurrence of the Contracting Officer is required prior to subcontracting. COMSEC Account NOT required.

Access to Non-Sensitive Compartmented Information (Non-SCI) is required for the performance of this contract. The contractor shall require access to Non-SCI Intelligence information threat systems in order to identify current system vulnerabilities and develop solutions. Non-SCI Intelligence information is not releasable to contractor employees who have not received a US Government Security Clearance at the appropriate security level. Access to Non-SCI Intelligence information will be on a case-by-case basis at Government facilities only. Contractors performing duties inside a Government owned or controlled facility shall follow procedures and policies for DoD 5220.22-M and the host organization in accordance with DCID 6/6.

Access to Non-SCI Intelligence information in support of this contract may be used only for that purpose. The contractor is not authorized to disclose further or release Non-SCI Intelligence information to any of its components or employees not directly engaged in providing services under this contract or to another contractor. The contractor will not release intelligence information to foreign nationals or immigrant aliens (including a U.S. subsidiary of a foreign-owned company), foreign governments, or to international organizations. Public Release of Non-SCI Intelligence information is NOT authorized and is prohibited from Public Release.

The performance of this contract shall require access up to and including to North Atlantic Treaty Organization (NATO) SECRET information at Government facilities only. The Government Project/Product manager is the designated representative that shall ensure the contractor Facility Security Officer (FSO) and concerned contractor employees are NATO briefed prior to access being granted. The FSO shall brief other contractor personnel requiring access to NATO information. Access to NATO information requires a final US Government Security Clearance at the appropriate level. Contractor is NOT authorized to receive or store classified NATO material at contractor facility. Contractor shall comply with the National Industrial Security Program Operating Manual (DoD 5220.22-M, Chapter 10, Section 7); The Secretary of Defense Memorandum, subject: Instruction for Protecting NATO Classified Information; and US Army Material Command Control of NATO Material (AMC Regulation 380-12) for access to NATO material. Prior approval from the Contracting Officer is required for subcontracting access to NATO material.

The contractor may require access to foreign government information in support of Foreign Military Sales at Government facilities or other contractor facilities. Foreign Government Information is not releasable to contractor employees who have not received a FINAL US Government Security Clearance. Written concurrence of the Contracting Officer is required prior subcontracting. The contractor is not authorized to release any data to foreign nationals or foreign representatives without an approved export license.

The contractor shall require access to For Official Use Only (FOUO) information.

The performance of this contract may require access, receipt, generation, and storage of classified information that has no-foreign stipulations at the SECRET level at contractor facilities in support of the work effort. Classified information is, and remains for the duration of the classification, the property of the U.S. Government, regardless of proprietary claims. If the contractor facility is approved for access, receipt, generation, and storage of classified information, the contractor will be authorized to process classified information at their facility via accredited computer system in accordance with DoD 5220.22-M, Chapter 8. The contractor shall utilize the current Marking Classified National Security Information guide to ensure classified information generated is appropriately marked. If the contractor’s facility if not approved for storage of classified information, the contractor is not authorized to conduct classified meetings at their facility. Prime contractor cannot subcontract authorization to access, receive, generate, or store classified information unless their facility is authorized. At Government facilities contractor shall follow AR 25-2 for guidance on classified computer processing. Contractor must provide adequate storage at their facility for classified material up to and including SECRET.

The contractor may require access to classified military operations and deployments in support of Operation New Dawn, Operation Enduring Freedom and other countries as mission requirements dictate. Access to classified information outside the US will be at military installations.

Contractor is authorized access and e-mail account to SECRET Internet Protocol Router Network (SIPRNET) at Government facilities only. Contractor employees requiring access to the SIPRNET must complete the SIPRNET Access Request Form. The contractor shall not access, download or further disseminate any special access data (Intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and without the guidance and written permission of the Contracting Officer. NATO awareness briefing is required for contractor employees who require access to the SIPRNET. Contractor access to SIPRNET is restricted to sites directly related to meeting the requirements of this contract as validated by the Contracting Officer Representative (COR) and/or the Scope of Work. The contractor shall not access INTELLINK-S, while on the SIPRNET without formal access authorization of the COR and AMCOM G-2 (Intelligence and Security). Prior approval from the Contracting Officer is required for subcontracting access to SIPRNET at Government facilities.

Contractor employees shall abide by Government Security Regulations and Security Standard Operating Procedures when working on-site at Government facilities/installations and shall

annually attend Government mandatory training including Operational Security, Security Awareness, Subversion and Espionage Directed Against the U.S. Army, Ethics, and Prevention of Sexual Harassment, Protecting Personnel Identifiable Information, and other training as directed by the Government. Contractor employees requiring access to Army Computer Networks shall annually complete the DoD Information Assurance Awareness Training and annually sign an Acceptable Use Policy (AUP). The Certificate and AUP must be provided to the designated personnel at Government facilities.

Contractor personnel utilizing AKO e-mail shall include the contractor name following their name in signature block in all e-mail.

Contractor personnel shall utilize AKO or company e-mail for transmitting official US Government business. Official US Government business shall NOT be transmitted via personal, private, and commercial e-mail accounts, i.e., YAHOO, HOTMAIL, GMAIL, JUNO, AOL, COMCAST, KNOLOGY, etc. US Army UAS information shall NOT be processed or stored on contractor employee’s personal computer or any other personally owned electronic devices.

Information, record, or data obtained by contractor personnel shall not be disclosed outside the Government without express written consent from the Contracting Officer.

Contractor shall submit Visit Request via Defense Security Service - Joint Personnel Adjudication System (JPAS). The UAS JPAS SMO is W0H9AA4RB. All Visit Request shall include the Technical POC and Technical POC telephone number. Visit Request shall not exceed a one year period or beyond the end of the contract if less than one year.

Contractor personnel are not authorized to take pictures inside Government or other contractor facilities with any form of camera including contractor owned or employee owned personal Blackberry or cellular telephone without prior approval of Government Supervisor.

The UAS PO holds final determination on the approval for Common Access Cards (CACs). Consideration for a CAC will be addressed on a case-by-case basis. CACs will be considered for contractor employees that are deploying, that work full time on a military installation, and for contractor employees that require frequent access to multiple DoD installations in support of this contract for test. Justification, to include list of multiple DoD facilities, must be included with each request for a CAC. Contractor employees issued a CAC shall maintain possession of their CAC at all times. The CAC will not be used in temporary badge exchanges. Contractor employees issued a CAC shall not share their CAC PIN with anyone. CAC will not be left unattended in computer. CACs are the property of the US Government and shall be given to the UAS Security Office or Contractor Facility Security Officer (FSO) upon termination of employment with the company, expiration of the CAC, replacement of a CAC, or upon contract completion. The FSO shall return the CAC to the UAS PO Government Contracting Officer Representative (COR) or the UAS PO Security Manager. The loss of a CAC shall be reported, on the first business day following the discovery of the lost CAC, to your chain of command, FSO, UAS PO COR, UAS PO Security Office (256-313-5330/256-876-7102) and to the issuing agency. possession of a CAC can be prosecuted criminally under section 701, title 18, United States Code. FAR 52.204-9 - Personal Identity Verification of Contractor Personnel (January 2011) applies to this contract.

Photocopying of US Government Identification (CAC) is a violation of Title 18, US Code Part I, Chapter 33, Section 701 and punishable by both fine and imprisonment. Although the asking for military/government identification is totally permissible by commercial establishments, there is a prohibition on duplication of government identification. A state driver license or other form of photo identification should be provided to be photocopied if an establishment insists on a photocopy of the traveler’s identification. Please ensure all employees are aware of this law.

All submittals for request for public release of information, articles, videos, etc., shall be submitted to the Public Affairs Officer, Program Executive Office (PEO) Aviation, (SFAE-AV-O), 5667 Wood Road, Redstone Arsenal, AL 35898-5020. No request shall be sent or handed directly to UAS PO personnel. The submissions shall include a letter of transmittal certifying the review by the FSO that the material has been reviewed and it contains no classified information. The letter of transmittal shall include the contract number. A minimum of 15 working days is required to process and review the request. Information or material will not be released until approval is granted. Non-SCI information is NOT authorized and is prohibited from Public Release.

The contractor is NOT authorized to release any information, record, or data obtained to any one not associated with this contract without written consent of the Contracting Officer. Additionally, for release of US Government information to non-US citizens and/or foreign nationals or foreign representatives the contractor must obtain an export license and the PEO Aviation Foreign Disclosure Officer must review all data prior to actual release.

Contractor Administrative Support employees will have knowledge and skills to perform Administrative duties/functions and to access government databases that contain personnel information, such as JPAS, RPA, ATAAPS, DTS, TeamTrack, Leave Tracker and TIPS.

5.0. GOVERNMENT FURNISHED PROPERTY: The Government will provide office space, office supplies, personal computer, and telephone for the contractor on-site personnel.

7.0 ACCOUNTING FOR CONTRACTOR SUPPORT: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this task order. The contractor is required to completely fill in all the information in the format using the following web address: Https:///contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid for the reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC code for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website) (12) Presence of deployment or contingency contractor language; and (13) Number of contractor and subcontractor employees deployed in theater for the reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor’s systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.

8.0 PERFORMANCE OBJECTIVES/METRICS

8.1 This performance-based service task order incorporates the following performance objectives: (1) Delivery of high quality technical performance; (2) Adherence to TO schedule, milestone, and delivery requirements; and (3) Efficient and effective control of labor resources. It is the contractor’s responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Government’s assessment of the contractor’s performance in achieving these objectives will utilize the standards, acceptable quality levels, surveillance methods, and performance incentives described in the Performance Requirements Summary matrix set forth in Appendix A. The performance incentives will be implemented via the Government’s past performance assessment conducted in accordance with Part 42 of the Federal Acquisition Regulation (FAR), as applicable, and the “Task Order Performance” criteria of the annual award term evaluation, Basic BPA provision 45.

8.2. The performance objectives, standards, and acceptable quality levels shall be applied on a TO basis with performance incentives to be implemented on an annual basis. The Government will conduct informal interim counseling sessions with the contractor’s Program/TO Manager to identify any active TO performance that is not meeting the acceptable quality levels. These sessions will be conducted at least on a quarterly basis in order to provide the contractor a fair opportunity to improve its performance level.

8.3 The Control of Labor Resources criteria will be reflected under the “Cost” category of the performance assessment. Although the criteria of Business Relations and Management of Key Personnel are not specifically included in the Performance Requirements Summary Matrix, the overall performance assessment will continue to include these criteria.

8.4. The contractor will be notified, in writing, of the Government’s determination of its performance level for each performance objective including all instances where the contractor failed to meet the acceptable quality level.
