1.3 Review Code of Ethics and Meeting Conduct – OPEN and CLOSED

The Nadcap Personal Code of Ethics and Conflict of Interest were reviewed with the Task Group in the OPEN and CLOSED meetings.

1.4 Present the Antitrust Video – OPEN and CLOSED

The Antitrust Video was reviewed with the Task Group in the OPEN and CLOSED meetings.

1.5 Review Agenda – OPEN

The agenda for the June 2015 meeting was reviewed. Attendees were given the opportunity to discuss their expectations for this meeting. An expectation agreed upon was to complete the ballot comment resolution of the Draft AC7115 Rev C audit checklist.

1.6 Acceptance of Meeting Minutes – OPEN

The minutes from March 2015 Nadcap meeting were reviewed.

Motion made by K. DeFranco and seconded by E. Watson to accept the March 2015 minutes as written. Motion Passed Unanimously.

2.0 REVIEW MEMBERSHIP STATUS – OPEN

The voting membership was reviewed and proxy votes were recorded.

The voting records and meeting attendance for SEAL Task Group Voting Members, Subscriber and Supplier, were reviewed for compliance to the requirements for maintaining membership. PD 1100 paragraph 5.10.6 states “To maintain Task Group Voting Member (Supplier or Subscriber) privileges, the following criteria shall be met unless the Task Group Chair determines that other circumstances warrant retention:”

• Voting Member or approved alternate representation (Alternate Voting Member or proxy) shall not be absent from three consecutive regular Nadcap Task Group meetings.

• Voting Member, or approved alternate representation, shall not miss a vote on 2 consecutive letter ballots. A waive shall count as a vote (OP 1101).

All SEAL TG Voting Members except M. Gage & D. Grulke met the requirements for voting on letter ballots. The Voting Members and Chairperson agreed to waive the voting requirement for this occurrence. M. Gauge and D. Grulke will maintain Voting Member status.

ACTION ITEM: M. Koucouthakis to email M. Gauge and D. Grulke to explain the importance of voting on letter ballots. (Due Date: 31-Aug-2015)

J. Tengco of Parker Hannifin requested to become a SEAL TG Alternate Supplier Voting Member. J. Tengco has attended two SEAL TG Meetings.

Motion made by K. DeFranco and seconded by J. Dickinson to approve J. Tengco as a SEAL TG Alternate Supplier Voting Member. Motion Passed Unanimously.

R. Nichols of Trelleborg Sealing Solutions requested to become a SEAL TG Alternate Supplier Voting Member. R. Nichols has attended two SEAL TG Meetings.

Motion made by K. DeFranco and seconded by J. Dickinson to approve R. Nichols as a SEAL TG Alternate Supplier Voting Member. Motion Passed Unanimously.

M. Rebelo of Freudenberg-NOK requested to become a SEAL TG Supplier Voting Member. M. Rebelo has attended two SEAL TG Meetings.

Motion made by K. DeFranco and seconded by E. Watson to approve M. Rebelo as a SEAL TG Supplier Voting Member. Motion Passed Unanimously.

J. Dickinson Alternate Seals Supplier Voting member for Parker Hannifin and R. McDaniel Seals Supplier Voting member for Parker Hannifin requested to exchange voting roles.

3.0 STAFF REPORT – OPEN

Staff Engineer, K. Purnell, presented the PRI Staff Report that included Auditor Status, SEAL TG Metrics, Audit Cycle Time, Most Common NCR’s, Average number of Major and Minor NCR’s, Latest Changes, Future Nadcap Meeting Dates / Locations and Staff Engineer Delegation Metrics. (Attached)

Staff Engineer was requested to compile NCR paragraphs and average number of NCR’s for two rolling years for the PRI Staff Report.

ACTION ITEM: K. Purnell will report NCR paragraphs and the average number of NCR’s for two rolling years in the October PRI Staff Report. (Due Date: 16-Oct-2015)

4.0 SUPPLIER SUPPORT COMMITTEE REPORT - OPEN

The Task Group had a moment of silence in remembrance of John Hudspeth, its SSC representative, who passed away on 20-May-2015.

K. Purnell presented the Supplier Support Committee (SSC) update that included an overview of the SSC Leadership Team, how the SSC helps suppliers, current SSC activities and their new Supplier Initiatives. For additional information please review the SSC minutes posted on the PRI website at www.p-r-i.org.

M. Koucouthakis asked for a volunteer to become the SSC representative for the SEAL TG. No supplier volunteered to act as a representative at this time.

5.0 FEEDBACK FROM AMS CE MEETING

The AMS CE committee’s last meeting was in Charleston, South Carolina on May 12-14, 2015. AMS CE Sub-Team is continuing with the development of the draft ARP 3051 for Molded Elastomer Components Manufacturing Process Requirements.

6.0 AC7115 REV C DRAFT – OPEN

6.1 Review Draft Checklist

The latest AC7115 Draft Rev C audit checklist was reviewed and discussed prior to resolving ballot comments. Subscribers are to begin communicating with their suppliers about the revised AC7115 checklist being released and if they are mandating the audit. Subscribers are to also notify K. Purnell of the number of new audits to expect.

ACTION ITEM: Subscribers to communicate to their suppliers that the revised AC7115 Rev C checklist is being released and if your company is mandating. (Due Date: 16-Oct-2015)

6.2 Ballot Comment Resolution

Ballot comments on Draft AC7115 Rev C were reviewed and resolved. All checklist changes agreed to were editorial. The SEAL TG requested the checklist title be changed to Nadcap Audit Criteria for Elastomeric Components; the naming will not be changed as there is a standard naming format to be followed. The checklist name will be “Nadcap Audit Criteria for Elastomer Seals – Elastomeric Components”. The Word “procedure” is to be deleted from paragraph 9.1 of AC7115 on the next revision and paragraph 21.2.5c should have “A2LA” deleted. K. Purnell to assure the definitions of procedure and traveler are the same in AC7115 and ARP 3051.

ACTION ITEM: B. McSorley to delete A2LA from paragraph 21.2.5c of the AC7115 Draft C checklist. (Due Date: 16-Jul-2015)

ACTION ITEM: K. Purnell to work with S. Divens to assure the definitions of Procedure and Traveler are the same in AC7115 and ARP 3051. (Due Date: 31-Jul-2015)

ACTION ITEM: K. Purnell to add deletion of the word “procedure” in paragraph 9.1 to the list of future changes to AC7115. (Due Date: 31-Aug-2015)

6.3 Matrix Review

The AC7115 Job Audit Matrix was reviewed and no changes were suggested or required.

6.4 Move Forward Plan

AC7115 Draft Rev C will be balloted to NMC after ballot comment changes are incorporated.

Additional auditor candidates will be identified and interviewed

Auditor training plan for the new AC7115 Draft Rev C checklist was discussed and will include: Review of the fabric reinforced seals manufacturing process by R. Nichols during the

October 2015 auditor conference B. Kocsis and K. Purnell to receive training at Freudenberg NOK on Dec. 9, 2015 Auditors will participate in one training audit with B. Kocsis B. Kocsis will train additional auditors as needed

Motion made by K. DeFranco and seconded by P. Heppe to accept the AC7115 Draft Rev C auditor training plan. Motion passed unanimously.

6.5 NMC Compliance Spreadsheet

The NMC compliance spreadsheet for AC7115 will be updated with the latest checklist changes.

6.6 sfrm66 Preliminary Questionnaire for Elastomer Seals

The revised s-frm-66 Preliminary Questionnaire for Elastomer Seals will be released when AC7115 Rev. C is posted in eAuditNet.

6.7 Test Audit

Motion made by E. Watson and seconded by K. DeFranco to waive the test audit for Draft AC7115 Rev C. Motion passed unanimously.

6.8 Pilot Audit

Motion made by E. Watson and seconded by K. DeFranco to waive the pilot audit for Draft AC7115 Rev C. Motion passed unanimously.

7.0 AUDITS – CLOSED

7.1 Review Scheduled and Conducted Audits

The current SEAL audit schedule for the next six (6) months was reviewed; Subscribers were encouraged to observe audits to support the requirements of OP 1117 – Auditor Consistency.

There are zero SEAL audits in Staff Engineer Review.

One SEAL audit was in Supplier Review.

7.2 Discuss Problem Audits

There were no problem audits to discuss.

8.0 AUDITORS – CLOSED

8.1 Data Analysis Review – Overall Auditor Performance

Auditor performance was reviewed and included the most common checklist paragraph referenced in NCRs traceable to the Auditors that wrote the NCRs, Audit Oversight Feedback, and Average and Total NCRs per Day written by the Auditors. This information is used for evaluating Auditor Consistency. There was a limited amount of data to review because of the small number of auditors and audits conducted.

8.2 OP 1117 Auditor Consistency

The SEAL TG reviewed the auditor observation schedule and feedback from two observation audits that were conducted this year. All of the feedback was positive. One new auditor requires observation.

ACTION ITEM: K. Purnell to ask S. Brewin if he is able to observe Nadcap audit 165563. (Due Date: 30-Sep-2015)

9.0 REVIEW DELEGATION STATUS – CLOSED

The SEAL TG reviewed the Delegation Tracking Form for K. Purnell. Staff Engineer K. Purnell met the minimum criteria of having at least 10% of findings reviewed by the Task Group Subscribers with at least a 90% concurrence rate. Audit comments were reviewed and resolved. Staff Engineer maintains delegated status.

10.0 CLOSED MEETING ISSUES – CLOSED

The advantages of inspecting finished parts from recent inventory as part of job audits was discussed.

October 2015 Closed meeting agenda topics were agreed to be the same as this meeting’s agenda topics.

13.0 AC7122 TESTING METHODS FOR FABRIC / TEXTILE MATERIALS

E. Watson presented an overview of the Fabric / Textile Testing sub-team meeting conducted on 17-Jun-2015. The team reviewed the list of specifications they identified as being applicable to testing fabric and elastomer impregnated fabric. These tests are also reference in AMS 3320 and AMS 3316. Suppliers are to review the test method list to see if any additional methods and specifications should be included. R. Nichols will incorporate the methods and specifications into AC7112/1, /2 and /5. An updated draft checklist will be sent to the sub-team members for audit question development.

OP 1114 and OP 1114 Appendix SEAL were reviewed and no changes are required at this time.

15.0 ARP 3051 MOLDED ELASTOMER COMPONENT MANUFACTURING PROCESS REQUIREMENTS - OPEN

The AMS CE committee is developing ARP 3051 Molded Elastomer Components Manufacturing Processing Requirements. There are weekly one hour conference calls for developing this document. SEAL TG members have been participating and are encouraged to participate in the development of this document. E. Watson and S. Olewine requested to be included in the AMS CE ARP 3051 conference calls. M. Rebelo volunteered to compile SEAL TG comments on ARP 3051 and forward them to S. Divens.

SEAL TG reviewed the most recent Draft ARP 3051. It was suggested an Aerospace Standard (AS) would be more useful than an Aerospace Recommended Practice (ARP). A separate ARP or Aerospace Standard will be developed to address Fabric/Textile Reinforced Seals Manufacturing Process.

The SEAL TG reviewed their Auditor Consistency progress. Auditor Metrics have been evaluated and observations audits are scheduled. The Latest Draft of OP 1117 was reviewed and there are Appendices with examples of an Auditor Observation Plan, a System for Prioritizing Auditors that need Observation, and an Annual Report Template. There is also an example of a Task Group specific Observer Feedback Form.

17.0 AUDITOR CONFERENCE 2015 – OPEN

The SEAL TG 2015 Auditor Conference will tentatively begin on Saturday, 17-Oct-2015 at 1:00 pm and end on Sunday, 18-Oct-2015 at 10:00 am. Topics will include:

Review and update SEAL Task Group Priorities

SEAL TG created the following list of activities and rated them as High (H), Medium (M) or Low (L) priority and if they are (A) Active, (N) Not Active or (C) Closed. Where multiple activities have the same priority designation, numbers can be used to further clarify the activity’s level of importance. This list was created so the SEAL TG maintains focus on its high priority tasks.

The question was asked if a supplier has only one AC7115 Rev C scope and one material could the AC7115 Rev C audit be performed in one day. The eAuditNet bias function could be used to adjust audit duration.

ACTION ITEM: K. Purnell to check with the auditors and verify if audits with one material and one accreditation scope could be performed in less than two days (Due Date: 31-Aug-2015).
