Shri Narendra Modi, Hon‟ble Prime Minister of India, laid the founda�on stone of 9 MMTPA Cauvery Basin Refinery Project and dedicated FCC-GDS Unit to the Na�on on 17-02-2021 via video conferencing. His Excellency the Governor of Tamilnadu and Hon'ble Union Minister of Petroleum and Natural Gas and Steel and Hon'ble Chief Minister of Tamilnadu were present on the occasion.

*Physical Performance in 2020-21 was impacted due to lower demand for petroleum products on account of COVID-19 pandemic.

S Mechanical comple�on of Demountable flare was achieved on 10th Mar'21 and pre-commissioning was done with Pilot burners on 26th Mar'21

S MS produc�on of 1037 TMT was achieved as against MOU target of 1017 TMT for FY 20-21.

S Dis�llate yield was 76.4 % against the MoU target of 77.6 %.

S RLNG consump�on maximized to 260.4 TMT as against 164 TMT in 2019-20.

S Processed three new Crudes in 2020-21 namely Plutonio, Saxi Blend (High TAN crude), Basrah Medium.

S Crude throughput for the year 2020-21 was 8.423 MMT as against MoU target of 10.29 MMT. Actual Crude throughput was lower than MoU target mainly due to lower product demand on account of COVID-19 pandemic.

S Highest ever Hexane produc�on of 22.47 TMT was achieved during the year. (Previous best was 19.9 TMT in 2019-20).

Performance MoU with IOCL

S One Opportunity Crude was processed - Crude basket expanded by increasing TAN limita�on from 0.5 to 0.7 and Saxi Blend (Angola) was selected & successfully processed.

S Successfully completed commissioning of FCC-GDS unit on 13th Jan'21 and PGTR was conducted on 10th Feb'21. The unit was dedicated to the Na�on by the Honourable Prime Minister of India on 17th Feb'21

S Supply of essen�al items such as LPG, MS & HSD was ensured to the market during complete lock down period due to COVID-19 pandemic by sustaining refinery opera�ons in this challenging period.

S Successfully produced Missile fuel equivalent to JP-7 in February 2021.

S Implementa�on of ENCON schemes with an annualized savings of 41,009 SRFT.

S Margin improvement schemes with value addi�on of Rs.97 Cr/annum have been implemented successfully.

S Processing of pitch in DCU for be�er u�liza�on of DCU capacity and increase BN produc�on by maximizing PDA throughput. BN produc�on of 32.95 TMT achieved for FY 2020-21 as against 25.86 TMT for FY 2015-16 (best achieved in last 5 years)

S Older amine units in plants 12 & 18 were stopped from Sep 20 onwards and sour gas trea�ng is carried out u�lizing Resid ARU facility.

Other opera�onal highlights:

During the year 2020-21, CPCL has achieved the following:

S Achieved the highest ever monthly LOBS produc�on of 23.8 TMT in Jan'21. (Previous best: 20.6 TMT in December 2010)

S Naphtha stream segrega�on scheme was commissioned with Tank-612 and Produc�on of High Paraffin Naphtha (HPN) was started from Oct'20. 57 TMT of HPN was exported during the year.

S Successfully Commissioned RLNG in GTs 1 & 5 and Boiler 3

S Investment approval for 9 MMTPA project was accorded by IOCL

CPCL signed a Memorandum of Understanding (MoU) for the year 2020-21 with Indian Oil Corpora�on Limited on 13th October, 2020

MBN and EII of 86.5 and 104.5 were achieved in 2020-21 against 81.4 and 100.0 in 2019-20 respec�vely.

Energy conserva�on:

S Op�miza�on of steam in Vacuum ejectors (CDU-II)

S Straight run kerosene to DHDT along with Gas-Oil via pre-heat train

S Schemes to recover condensate from offsite areas were implemented resul�ng in saving to tune of 12 m3/hr , which helped in reduc�on of fresh water consump�on and trea�ng costs.

S Simultaneous loading of three grades of Bitumen scheme was commissioned successfully during Feb'21.

S Highest monthly Bitumen despatch of 75.5 TMT was achieved in March 2021.

Twenty two numbers of energy conserva�on measures were implemented successfully during the year 2020-21. This has resulted in energy savings of 41009 SRFT per annum which is approximately 0.50% reduc�on in F&L. Major schemes implemented are listed below:

As part of fuel conserva�on celebra�on, Saksham Cycle day was organized in Chennai city on 31.01.2021 as one of the mega events during one month long fuel awareness campaign.

S Refinery-3 Kero-Merox (Plant-203) unit M&I Completed in July 2020.

MAINTENANCE

S Refinery-I Hydrogen Plant- 4C1 Catalyst replacement was done within the schedule.

S Dedicated infrastructure developed for supplying water to Safety showers in Refinery-I & II area.

S Lube plant – 2 Nos of De-Waxing Filters were replaced

S HGUs Plants reliability improved & this resulted in availability of Secondary Processing Units.

S Refinery-3 HGU (Plant-205) PSA-II revamp of tail gas Compressors 205K7 & K8 Capacity enhancement jobs completed.

S Refinery-3 RFO turbine 221TUR23A - Turbine inlet valve stem manufactured locally and installed and governor replaced.

FIRE AND SAFETY:

S CDU-I 1F1 CAPH 4th Module replaced with Glass APH.

S Lube Plant Equipment reliability improved & this resulted in achieving the Produc�on target.

S No man-hour was lost due to accidents during the year 2020-21

S 551 days of total Accident free days and 423 days of Fire Free days were achieved as on 31.03.2021

S DHDT- Reactor Effluent Air Cooler (Fin Fan Cooler) – 211-E-04H replacement was done with new bundle.

S BS-VI Sulphur Analyzers commissioned in PLT lines and Dual stream Sulphur analyzers commissioned in BS-VI HSD blending header in OM&S.

S MS & HSD Custody Mass Flow Meter commissioned in CTMPL & CBPL PLT lines.

S DCU drum- B Bo�om Unheeding Device(BUD) flange (60”) leak was a�ended successfully. The job is first of its kind in CPCL and was carried out with a lot of precau�onary measures.

S Refinery-3 HGU (Plant-205) PSA-I Adsorbent vessels top distributors replaced online for all 12 Beds thereby avoiding frequent failure of PSA Sequence Valves & this has improved the reliability of HGU PSA beds.

S Indigeniza�on ini�a�ves –

S DCU Feed heater 86-F-01A radiant tube ladder support (20nos) was replaced.

S Procurement from OEM to Compe��ve bidding and Indigeniza�on ini�a�ve undertaken for Sulphur pit pumps.

S In-house servicing of DCU Drum 36” OVHD Vapour valves was carried out.

S Co-gen - All boilers loading issues resolved, all boilers able to produce 130T/hr steam, and PCR of 143T a�er RLNG conversion.

S DCU 6” coke cu�ng hose weighing 1.87T replaced at an eleva�on of 96m along with RTJ flanges. This job is first of its kind in CPCL and completed successfully.

S 4 Nos of Fixed Speed Gun were Installed to monitor vehicles speed.

S Handbook on “Roles and Responsibili�es of Onsite Emergency coordinators” was released on 27.01.2021.

S Daily Safety Surveillance Audits by a three members team of DGM / CM / Electrical Engineer were organized.

S LOTO audit was conducted at all the Substa�ons inside the refinery premises.

S The recommenda�ons of both internal and external safety audits are implemented in �me bound manner with regular monitoring during the monthly CSC mee�ng.

S Onsite Emergency Mock Drills were conducted at Manali Refinery as per Emergency Response and Disaster Management Plan.

S Replacement of 16 Nos. of LPG (Liquid & Vapor-Each 8Nos.) loading Arms with Breakaway coupling at LPG Bo�ling plant.

S Fire Services Day was observed on 14th April 2020

S Monthly Mock drills are conducted with different scenarios to check preparedness of our systems and healthiness of equipments.

S Internal safety audits of Refinery, LPG Bo�ling Plant and Desalina�on plant were conducted by a mul�-disciplinary team headed by GM (E,I & ITS).

S Hygiene audit of Refinery canteen was conducted and recommenda�ons are followed up for compliance.

S 50th Na�onal Safety Day func�on was celebrated at CPCL, Manali on 4th March 2021.

S Excava�on safety audit was conducted by two member team of Officers from Fire & Safety and Maint.(Civil) at cri�cal work sites.

S Ver�go model installed at refinery to test workers' height phobia before assigning them work at height.

S Safety Manual was revised and released by Joint Director, DISH, TN and Director(Opera�ons) on the occasion of Safety day celebra�ons.

S Contractor NMI repor�ng system / Online portal developed in intranet.

Safety Training

S On the Spot training and COVID-19 Safety awareness programs were conducted at various work sites for contract workers. A�ended by 2582 workers.

S Self-contained breathing apparatus training was imparted to plant Employees at Ref-I & LEB/DHDS control room.

S Fire suit refresher training imparted to Employees of OM&S – III, Crude – I, OHCU and Fire crew.

S Safety awareness training on 'Safe working at height and rescue demo programme' was conducted for contractor workers at Coke yard project site. A�ended by 80 workers.

S Excava�on clearance and Electrical Isola�on permit online portal developed in intranet.

S Road safety month was observed from 18th Jan 2021 to 17th Feb 2021. As per MORT circular, safety awareness programmes conducted for truck drivers and cab drivers. Asphalt truck crews are trained on proper use of mandatory PPEs and compliance is monitored.

ENVIRONMENT PROTECTION & SAFETY

S Pre Commissioning Safety Audit (PCSA) was conducted by OISD for FCC GDS project in Sep-20 & for Demountable flare in Mar-21.

S Surprise Safety Audit (SSA) for CPCL Refinery was conducted by OISD in March-21.

S ERDMP Manual for LPG Bo�ling Plant is prepared in line with the latest ERDMP Regula�on, 2020.

MATERIALS & CONTRACTS

S With regard to the Public Procurement Policy (PPP) for Micro & Small Enterprises (MSEs) Order 2012 - Government of India, CPCL has procured Rs. 182.54 Crores (Materials & Services) from MSE Vendors out of

S In addi�on to the regular NABL accredited Lab survey on stock monitoring and Ambient Air Quality Monitoring, manual monitoring was carried out with the assistance of IIT, Madras in Jan-Feb -21.

S In house Process Safety Management (PSM) Audit was conducted in Dec-20.

S Procurement for Rs.18.45 crores was done on GeM pla�orm during the year.

S Several ini�a�ves were undertaken by CPCL to iden�fy the MSE entrepreneurs owned by SC/ST Entrepreneurs and Women Entrepreneurs by way of conduc�ng Vendor Development Programmes along with the Ministry of MSME and NSIC. CPCL also par�cipated in the other MSE Vendor development meets conducted by other Organiza�ons .

the total procurement of Rs. 439.23 Crores made during the year 2020-21. The procurements made from the MSE Vendors work out to 41.56 % of the total procurements made during the financial year 2020-21, which is higher than the 25% target set by the Government.

S The procurement percentage of 41.56% from MSE Vendors include 2.17% (Rs. 9.55 Crores) from the enterprises owned by SC/ST Entrepreneurs against the sub-target of 4% and 3.65% (Rs. 16.05 Crores) from the enterprises owned by Women Entrepreneurs against the sub target of 3% earmarked in the Government order.

PRODUCT

SALE QTY (IN MT)

During the year 2020-21, direct sale of products recorded a decrease of about 18%, from 688 TMT to 570 TMT due to COVID-19 pandemic. Substan�al growth in products like LABFS and Hexane was achieved through marke�ng ini�a�ves.

MAJOR PROJECTS COMPLETED

The FCC GDS Unit was successfully commissioned on 13th Jan'21 to improve BS-VI compliant MS produc�on. This Unit is designed to desulfurize 0.6 MMTPA of Cracked Gasoline from FCC Unit to meet the BS-VI fuel specifica�on, while minimizing octane losses. The unit was dedicated to the Na�on by Honourable Prime Minister of India on 17th Feb'21.

DEMOUNTABLE FLARE

Mechanical comple�on of Demountable flare was achieved on 10th Mar'21 and pre-commissioning was done with Pilot burners on 26th Mar'21.

MAJOR PROJECTS UNDER IMPLEMENTATION

RLNG Project:

S Refinery - I & II and LEB/DHDS Furnaces

CPCL is implemen�ng RLNG Project to u�lise RLNG as feed (in place of Naphtha) in HGUs, as fuel in Hydrogen Reformer, GTs, U�lity Boilers and Process Heaters. During the year 2020-21, the following units were converted into usage of RLNG:

S Boiler – 3

S GT-01 & 05

Balance conversion facili�es for HGU 205 and Boilers-04 & 05 are expected to be completed by the third quarter of 2021-22.

FUTURE PROJECTS

CPCL is planning to set up a new state of art grass root refinery of 9 MMTPA capacity at Nagapa�nam at an es�mated cost of Rs. 31580 Crore. This new refinery will mainly produce Petrol and Diesel of Bharat Stage-VI specifica�ons and Polypropylene as a value added petrochemical product. Further investment of about Rs.4000 Cr will flow into the project from other stake holders on Build Own and Operate (BOO) basis. The project will be implemented in Joint Venture with IOCL. Investment approval has been received for the project from IOCL.

9 MMTPA CBR Project

CPCL is planning to set up Group-II Lube oil base stock (LOBS) Project for Produc�on of 240,000 TPA of Finished Gr-II LOBS at CPCL Manali at an es�mated cost of Rs. 986 crores. Board of Directors of CPCL recommended the proposal to the Board of Directors of IOCL in Jan'21.

CPCL is planning construc�on of family and bachelor accommoda�on for migrant workers in an area of 2.5 acres.

With the growing demand for Hexane, it is proposed to augment the hexane produc�on by revamping the exis�ng De-iso Hexaniser Column (DIH) in ISOM Unit. The objec�ve of this revamp project is to replace the exis�ng De-iso Hexaniser Column (DIH) internals in ISOM unit with state-of the art Dividing Wall Column (DWC) technology for Food Grade Hexane (FGH) & Pharma Grade Hexane produc�on. Expected quan�ty of Pharma Grade Hexane is 36 TMTPA. The es�mated project cost is about Rs. 44 crore.

ECO PARK

CPCL is developing an ECO Park in 40 acres of CPCL land at Amullaivoyal area. This Eco Park will be an abode for not only flora and fauna but also many adaptable species. In order to provide be�er accessibility to the area and to avoid inunda�on of the site during rains, necessary infrastructural facili�es are being developed.

Research & Development

Different OHCU Kerosene samples were studied for mee�ng the two grades of Mineral Turpen�ne Oil (MTO) specifica�ons. Pipeline Compa�ble Kerosene (PCK) sample was directly mee�ng the MTO grade with the boiling range specifica�on of IBP 125°C / FBP 240°C, a�er frac�onated to the required cut range in TBP Apparatus. Based on this study, commercial scale MTO produc�on had been ini�ated at plant level.

Project on “Renewable crude and liquid hydrocarbon fuel from Algae”

Pilot plant study on the produc�on of Group-II LOBS from UCO

Cataly�c dewaxing and hydro finishing studies were carried out to produce Group-II LOBS from UCO. The study results were u�lized to firming-up the proposal for project realiza�on at plant level.

Produc�on of Special Solvents from OHCU Streams

Algae produc�vity study was completed in Aug. 2020 for obtaining one year data star�ng from Sep. 2019. The average algae biomass produc�vity of 16 m2/g/day was accomplished. Project was completed and project report was submi�ed to Centre of High Technology (CHT).

HTL study on the conversion of algae biomass to bio-crude

In-house Hand Sani�zer Prepara�on

Hydrothermal Liquefac�on (HTL) process was op�mized to produce bio-crude from algae bio-mass. The study was completed in Aug. 2020 for obtaining one year date star�ng from Sep. 2019 and average bio-crude yield obtained was 24.5 wt.%.

Dewaxing Study to determine the lube poten�al of crudes

Lab scale dewaxing study for Basrah Medium crude was carried out.

Crude Assay Evalua�on of crudes processed in the refinery

The Crude Assays for 5 crudes- Plutonio, Das, Saxi Batuque, Bonny Light & Basrah Medium were completed.

Isopropyl alcohol based hand sani�zer had been prepared in-house as per the guidelines of World Health Organisa�on (WHO) for use at refinery premises. This was used internally during the COVID pandemic.

S Competency Mapping: To assess the required eight leadership competencies, Ernst & Young (EY) conducted the assessment exercise using various tools like psychometric test, in basket exercises, one to one interviews, group discussions, etc. 101 Officers of CPCL from Grade C to G were assessed. The scores obtained by the Officers were used for Promo�on 2021.

S Conducted Audits a�er the People Capability Maturity Model Study. System improvements are being made to enhance the HR prac�ce.

S The Memorandum of Se�lement under sec�on 18 (1) and 2 (p) of the Industrial Disputes Act, 1947 was signed between the Management and the CPEU on 25.02.2021 in a very congenial atmosphere.

S New ini�a�ves undertaken during the year 2020-21 include the following:

S Simulator Training was inaugurated on 5th October 2020 (5 days program) and conducted for 12 batches �ll now. 48 Supervisory employees have a�ended the training.

S Rela�onship Leadership Competency Development Program was conducted by XLRI from September to December 2020 in 6 batches (2 days per Batch) for Manager & above. 114 Supervisory employees have a�ended the training.

New HR Ini�a�ves:

S Two communica�on mee�ng were held with the Office Bearers of Chennai Petroleum Employees' Union and Chennai Petroleum Officers' Associa�on to share the informa�on on the Company's Performance.

S 55th CPCL Day was celebrated with gaiety on 30.12.2020.

S One Open House for Opera�ons Department was conducted through Zoom Pla�orm on 18.07.2020. MD, DO, DT, DF, CGMO, CGM HR and employees from opera�ons department took part in the Open House.

S Strategic Leadership Competency Development Program was conducted by IIM, Ahmedabad during March 2021 (2 days) for DGMs & GMs. 28 Supervisory employees have a�ended the training.

S The Town Official Language Implementa�on Commi�ee (PSU) Chennai organized Joint Rajbasaha celebra�on from 03.11.2020 to 06.11.2020. CPCL employees par�cipated in various compe��ons held online for employees of Member offices of TOLIC(PSU) Chennai as a part of the celebra�on.

S During the year, 1023 employees (as on date) have a�ended various Internal and External Training programmes held through Webinar and Average Training in Mandays achieved is 2.5 Mandays.

OCCUPATIONAL HEALTH SERVICES

S The work environmental monitoring of employees' exposure to hazards at workplace for all months in 2020-21 was done. H2S, SO2, CO, Ammonia, chlorine, TVOC and other chemicals were monitored as per the schedule. Overall the levels of the chemicals were within normal limits.

S WBGT Index for Heat stress was monitored in all departments, the results were within the acceptable levels.

S Blood Dona�on Camp - A voluntary blood dona�on camp was organized on 05/03/2021 at OHS

S Occupa�onal Health and First Aid training programme was conducted on four occasions, co-ordinated by CPCL HRD –Training centre, about 80 employees were par�cipated.

VIGILANCE

a) A webinar workshop on “Combining small value contracts for enhancing the number of Annual Rate Contracts(ARCs)”, was organised on 13.06.2020.

b) A workshop on Contract Management was organised on 31.10.2020 (Through Webinar), for officials of CPCL dealing with Contracts.

c) CVO held a webinar on Tender nego�a�ons on 05.10.2020 which was a�ended by senior management of CPCL.

d) CVO a�ended a two day Na�onal Conference on Vigilance organised by CBI and inaugurated by Prime Minister of India, in Oct 2020.

e) A training program on Values & Ethics was organised for CPCL employees, on 27.10.2020(Through Webinar).

f) Interac�on session with high value contractors with IEMs was organised on 28.10.2020(Through Webinar). Managing Director, Directors, CVO and Senior Management of CPCL also a�ended

g) Interac�on session with Customers was organised on 29.10.2020 (Through Webinar).

h) Ensured that Preven�ve Vigilance training is given for freshly recruited 80 Engineers, as mandated by CVC, in three batches. Also, a one day training program on Preven�ve Vigilance was ensured for 25 employees as part of Mid-career training.

S Hyper Converged Infrastructure (HCI) implemented as a New Technology.

S During the year 2020-21, Vigilance department effec�vely assisted the Management in achieving the objec�ves by conduc�ng the following vigilance ac�vi�es, to create awareness and to inculcate commitment to ethics and values.

I) A Vigilance training module on “Complaints handling” was developed and hosted in e-learning system of CPCL.

S Vigilance Awareness Week-2020 was observed from 27th October, 2020 to 2nd November, 2020 with the vigilance theme - “Vigilance India - Prosperous India”. In view of COVID pandemic all VAW ac�vi�es were conducted through Webinar (Interac�ve sessions with contractors, vendors, suppliers and customers). For employees, several compe��ons like Elocu�on (In English, Tamil & Hindi), Quiz and Essay compe��on for spouses were conducted. Further, a short film contest was conducted and many employees par�cipated in it enthusias�cally.

S Periodic, Surprise and CTE type inspec�ons were conducted. Based on the recommenda�ons made by Vigilance, several System improvement measures have been ini�ated and implemented.

CPCL has won the Achiever's award in “Biggest Public Sector Investment” category by Business Today and Government of Tamilnadu. The award for the period of three years, commencing from 2017-18 was presented by the Hon'ble Chief Minister of Tamilnadu on 16th Feb, 2021 at Chennai.

S Integrity Pact is implemented as per the guidelines of the Government. The threshold limit has been reduced from Rs. 1 Cr to Rs.75 lakhs w.e.f 01.02.2020, so as to enhance coverage of contracts covered under IP. Periodical mee�ngs were held with IEM's by the Management to review the performance.

S Shri Sunil Kumar, IRAS, Joint Secretary (Refineries), MoP&NG, visited CPCL Manali Refinery on 05.03.2021. Shri Sunil Kumar appreciated CPCL for their ini�a�ves even during the Pandemic situa�on to achieve opera�onal excellence and the new ac�vi�es that are being taken up along with the regular Opera�ons of our Refinery to improve profitability.

S Mr.Sukh Ram Meena, Director, MoP&NG visited CPCL on 29/01/2021.

S Parliamentary Standing Commi�ee on Labour consis�ng members of Lok Sabha (LS) / Rajya Sabha (RS) visited Chennai on 18.01.2021 to discuss the subject of Deployment of Contract / Casual / Sanita�on Workers for perennial nature of jobs in CPCL and other PSUs. The Chairperson for the commi�ee was Shri Bhartruhari Mahtab, Hon'ble Member of Parliament (LS).
